Technical Specifications for Metering Software System is attached as per Annexure-D. ANNEXURE-B CCTV SYSTEM 1.0 CCTV SYSTEM & ACCESS CONTROL SYSTEM 1.1 a) General Requirements It is intended to purchase CCTV System to cover various indoor & outdoor areas of the group housing as specified. The connectivity of all cameras shall be through Coaxial RG11 as required. The CCTV system is to be monitored from the security room at stilt of each tower. The CCTV system shall also have the capability to be monitored simultaneously from the Central Security Room in basement. Monitors and Digital Keyboards shall be provided in these rooms. The Viewing and recording shall be used to keep an eye at common areas like Lobbies, Basement and Parking areas in the premises. The CCTV system calls for a complete working system and not components thereof. The Price Bids must be complete with all equipment and required accessories along with necessary power systems including Power Supply for all the equipments, video connectors, patch connectors, leads, mounting and fitting hardware, plugs, sockets, Mounting Console in the control room and any other additional hardware(s)/ software(s) etc. as required for complete installation and commissioning of the System under this contract. The following documentation shall be made available by the contractor from the CCTV manufacturer:Technical compliance to the specifications and authorization for participating in the tender on behalf of the manufacturer. Authorization for providing test reports complying the specifications at the time of inspection. All the equipment of external fitment should be IP-66 / NEMA-4 complied and vandal proof. The Contractor/ Manufacturer must provide reference list of installation for similar products/ components. The warranty shall consist of repairing or replacing defective parts for a period of 3 year from the date of commissioning of the work. All software and firmware upgrades shall be free of charge. Compression : MPEG-4 Resolution: 720 x 576 PAL The DVR shall support recording of video and audio. The DVR shall support triplex applications, recording, re-play and backup simultaneously. It shall be compatible with windows OS or Linux for highest performance and reliability. The DVR shall integrate the functionality of a digital video recorder with the functions of a video multiplexer and video switcher/ controller into one unit. It shall be accessible from any PC connected to the network. The DVR shall record multiple camera signals while simultaneously providing live multi screen viewing and playback. The DVR shall be capable of parallel Video processing with selectable images per second rate and image quality are selectable for each connected camera from 0 ips to 50 images per second – minimum. The video recording shall have an encrypted code embedded in them that allows video authentication to ensure that video and associated data have not been tampered with. The DVR shall provide a status of the available recording capacity, as well as an indication of the remaining possible recording time. DVR shall provide overwrite protection of marked video clips to prevent loss of vital information. Should there be any video loss the DVR shall be capable of indicating the video loss. It shall automatically resume recording of any cameras it was recording prior to the interruption. The DVR shall have Bi-phase/ RS-232 interfaces for compatability with the P/T/Z cameras. The DVR shall provide motion detection in user-defined areas of the images of any camera input. When motion is detected, the record rates and quality levels of cameras may be adjusted. It shall be possible to search for recordings in the DVR by Camera, Text, date and time. If a data and time is specified, playback shall commence from that date and time. It shall be possible to playback more than one camera simultaneously. The DVR shall have standard Ethernet Port for Ethernet LAN/WAN capability, TCP/ IP protocol for network connectivity. The DVR shall have minimum 600 GB Internal Hard Disk, having storage for minimum 7 days along with inbuilt DVD writer. Expandable via SCSI-2 with upto 7 external storage arrays. Alarm Handling functions: The main monitor highlights the alarmed video in its full or multi-screen display and provides alarm, motion or video loss warnings as desired. The Spot monitor output provides a full screen display of an alarm or sequences multiple alarmed cameras as predefined. A pre-event function shall record upto 30 seconds of the video that occurred prior to the activation of an alarm. Controllable camera shall move automatically to pre-programmed pre-positions. Automatically activate 1 of 6 pre-programmed system configuration profiles that will determine system behaviour for the current alarms. Activate four or more output relays, as programmed. Activate an audible alarm (beeper) and flash a front panel icon associated with the type of the alarm that is active. f) g) h) i) j) k) l) m) n) o) p) q) r) - - 5 Construction, Supplying, Installation, Testing & Commissioning of External Electrification work at NBCC Green View, sector-37D, Gurgaon s) t) u) v) w) The recorder shall have n loop- through keyboard in and out connection to allow interconnection of upto (30) thirty of the specified recorder units when using a Muliplexer DVR Keyboard. Input voltage 230 VAC, 50 Hz. 1.2.6 Matrix Switcher: a) The hardware architecture shall be designed to require only 1 equipment bay containing video input and output cards/ RS-232/ RS-485 Ports for Keyboard, Printer, alarm signals. Video Inputs : 96 inputs (expandable to 128 inputs) Video Outputs : 12 Outputs PTZ Outputs :32 or more The Basic Switcher/ controller system without the need for additional software, shall provide minimum of the following features:Full matrix switching Synchronised video switching Storage of up to 60 programmable sequences. Minimum 3 User-selectable alarm response modes: Basic, sequence & display and Autobuild modes. A logging Printer port for hardcopy printout of System Logs. Keyboard Log-On/Log Off with password protection. Minimum 16 character camera titling. Capable of handling upto 256 alarm points and 20 keyboards. The Switcher/ control system shall provide at least the following remote control camera functions: Pan, Tilt, Auto/Random Pan Zoom, focus and Iris. Four (4) Independent, operator controlled auxiliary relays. Minimum of 90 pre-position shots per camera. The Switcher via an optional software package be able to deliver the following additional feature:Combining any or all of the standard alarm modes within the same system. Program upto 60 timed-event functions. Program user restriction. Program upto 120 custom alarm titles for display upon activation of a system alarm. Download pre-programmed sequences and tables. Contact Inputs may be configured to activate a simple camera-to-monitor switch rather than reacting as an actual alarm. Video signal loss detection. The System shall be able to be controlled by an access control system or other computing devices. UL Listed. Signal to Noise ratio: 70 Db. Input voltage 230 VAC, 50 Hz. b) c) e) f) g) h) i) j) 6 Construction, Supplying, Installation, Testing & Commissioning of External Electrification work at NBCC Green View, sector-37D, Gurgaon ANNEXURE-C AC PIPING AND INSULATION 1.0 CODES AND STANDARDS 1.1 The design, materials, manufacture, inspection, testing and performance of the various equipments included in the work shall comply with all currently applicable codes, regulations, and standards applicable in the locality where the equipments are to be installed. 1.2 The main List for BIS codes and other relevant standards are given in the tender. 2.0 REFRIGERANT PIPING 2.1.1 All refrigerant piping for the air conditioning system shall be constructed from soft seamless upto 19.1mm and hard drawn seamless copper refrigerant pipes for above 19.1mm with copper fittings and silver-soldered joints. The refrigerant piping arrangements shall be in accordance with good practice within the air conditioning industry, and are to include expansion valves, charging connections, suction line insulation and all other items normally forming part of proper refrigerant circuits. 2.1.2 All joints in copper piping shall be sweat joints using low temperature brazing and or silver solder. Before jointing any copper pipe or fittings, its interiors shall be thoroughly cleaned by passing a clean cloth via wire or cable through its entire length. The piping shall be continuously kept clean of dirt etc. while constructing the joints. Subsequently, it shall be thoroughly blown out using nitrogen. 2.1.3 The air-conditioning system supplier shall design sizes and erect proper interconnections of the complete refrigerant circuit. 2.1.4 The thickness of copper piping shall not be less than that specified in the BOQ. 2.1.5 The suction line pipe size and the liquid line pipe size shall be selected according to the manufacturers specified outside diameter. All refrigerant pipes shall be properly supported and anchored to the building structure / cable tray using steel hangers, anchors, brackets and supports which shall be fixed to the building structure by means of inserts or expansion shields of adequate size and number to support the load imposed thereon. 2.1.6 After the refrigerant piping installation has been completed, it shall be evacuated, for carrying out the air tightness test. The refrigerant piping system shall then be pressure tested using Nitrogen, gas at a pressure of 4.0 MPaG (580 PSIG) which will be gradually increased. Pressure of 4.0 MPaG (580 PSIG) shall be maintained in the system for atleast 24 hours. If there is no pressure drop, the system will be considered as having passed the test. If a drop in pressure is detected, search for the leak site by applying soapy water to surface of the piping connections (flares, brazed joints etc.) and charge the hose connections. A pressure between 0.2 and o.3 MPa G in the piping shall be allowed after conducting the air tightness test so as to prevent contamination in the piping. 2.1.7 Vacuum drying of the system has to be carried out after passing of air tightness test and will be carried out with a Vacuum Pump which can bring the pressure below – 100.7 KPaG (-755 mm Hg). During Vacuum test, evacuation from both the liquid and gas piping must be carried out. The system in a vacuum state below – 100.7 KPaG (-755 mm Hg) shall be left for atleast 4 hours and in case the gauge indicator does not rise the test will be 7 Construction, Supplying, Installation, Testing & Commissioning of External Electrification work at NBCC Green View, sector-37D, Gurgaon considered successful. If the gauge indicator rises, there may be moisture remaining or a leak in the circuit. 2.1.8 After completing the vacuum drying, charge the calculated additional refrigerant from the gas cylinder via the liquid side stop valve service port using pressure difference. The refrigerant must be charged in a liquid state. Digital scale shall be used for measuring the additional refrigerant quantity. 2.2 DRAIN PIPING 2.2.1 The indoor units shall be connected to drain pipe made of hard PVC or Galvanised Iron as specified in BOQ. 2.2.2 The pipes shall be laid in proper slope for efficient drainage of condensate water. A downward gradient of atleast 1/100 will be provided for the drain piping. 2.2.3 For proper drainage of condensate, U Trap shall be provided in the drain piping (wherever required). All pipe supports shall be of pre fabricated & pre painted slotted angle supports, properly installed with clamps etc. 2.2.4 The main drain pipe should be connected to the vertical drain pipe through a Y-joint or Tjoint. A vent pipe should be installed at the top of the vertical to improve the drain water flow. Vent pipe should be provided with insect screen. Cost for these accessories is deemed to be included in the rates quoted by the tenderer. 3.0 INSULATION 3.1 3.1.1 SCOPE Scope of this section comprises supply and testing of insulation as herein specified and requirements of Indian standards. GENERAL All tests like pressure testing should be complete and recorded and all systems approved before insulation is applied to the equipment and piping. Insulation material shall be manufactured by approved manufacturers and shall be of approved manufacture of the type specifically intended for the services specified. Insulation materials and finishes shall be inherently proof against rotting, mould and fungal growth and attack by vermin, be non-hygroscopic and in all respects be suitable for continuous use throughout the range of operating temperatures and within the environment indicated. Unless otherwise indicated, all thermal insulating materials used within any building shall, when tested in accordance with Indian standards be classified non-combustible with a facing of combustible material provided the facing is not more than 0.8 mm thick. Thermal insulating materials used within any building shall be free from substances which in the event of a fire would generate appreciable quantities of smoke, noxious or toxic fumes. The insulation material for thermal insulation of refrigerant pipes and drain pipes shall conform to following specifications in general: Insulation material shall be Closed Cell Elastometric Nitrile Rubber Density of Material shall be between 40 to 60 Kg/m³ for thermal insulation. Thermal conductivity of elastomeric nitrile rubber shall not exceed 0.035 W/mºK at an average temperature of 20º C. The insulation shall have fire performance such that it passes Class I as per BS476 Part 7 for surface spread of flame as per BS 476 and also pass Fire Propagation requirement as 3.2 3.2.1 3.2.2 3.2.3 3.2.4     8 Construction, Supplying, Installation, Testing & Commissioning of External Electrification work at NBCC Green View, sector-37D, Gurgaon  3.2.5 3.2.6 per BS476 Part 6 to meet the Class ‘O; Fire category as per 1991 Building Regulations (England & Wales) and the Building Standards (Scotland) Regulations 1990. Water Vapour permeability shall not exceed 0.017 Perm inch (2.48 x 10-14 Kg / m.s.Pa), i.e. Moisture Diffusion Resistance Factory or ‘µ’ value should be minimum 7000. Thickness of the insulation shall be as specified for the individual application. At all points of support, both insulation and out covering shall be continuous and shall not be punctured or floured by the supports. The insulation at supports shall be material of sufficient compressive strength to take the loads transmitted to the supports. The load bearing insulation shall be extended on each side of the supports. At entries into building the weather-proofed insulation shall extend not less than 100 mm beyond the inner face of the wall and be sealed to the satisfaction of the owner. 3.3 PIPING INSULATION (NITRILE RUBBER) 3.3.1 All refrigerant pipes and drain piping shall be insulated with nitrile rubber of thickness as per BOQ. The Insulation material shall confirm to these specifications: The thickness of insulation material shall be selected with diameter of pipe as per BOQ. The material should be rigid pre formed moulded sections of closed cell elastometric nitrile rubber insulation class ‘O’ fire rating having a uniform density of 55 Kg/m³ and with a “K” value not exceeding 0.035 W/mk at 20º C mean temperature. All Refrigerant and Condensate Drain Pipe shall be insulated in the manner specified herein. An air gap of 100mm shall be present between adjacent insulated surfaces carrying chilled refrigerant and also between the insulated surface and the wall to allow natural ventilation without affecting it’s external surface coefficient of heat transfer before applying insulation, all pipes shall be brushed and cleaned. All pipe surfaces shall be free from dirt, dust, mortar, grease, oil, etc. Nitrile rubber insulation shall be applied as follows:a. Insulating material in tube form shall be sleeved on the pipes. b. On existing piping, slit opened tube of the insulating material (slit with a very sharp knife in a straight line) shall be placed over the pipe and adhesive shall be applied as suggested by the manufacturer. c. Adhesive must be allowed to tack dry and then press surface firmly together starting from but ends and working towards centre. d Wherever flat sheets shall be used it shall be cut out in correct dimension. All longitudinal and transverse joints shall be sealed as per manufacturer recommendations. e. The insulation shall be continuous over the entire run of piping, fittings and valves. The detailed application specifications are as mentioned separately. The manufacturer’s trained installer should only be used for installation. Detailed Refrigerant Piping Insulation aaplication and Drain Piping Insulation application specifications are as specified under: 3.3.2 3.3.3 3.3.4 3.3.5 3.4 PIPING INSULATION DETAILED APPLICATION SPECIFICATION: 3.4.1. Refrigerant Pipe Insulation The whole of the liquid and suction refrigerant lines including all fittings, valves and strainer bodies, etc. shall be insulated with 25mm /19 mm/ 13 mm/ 9 mm thick elastomeric nitrile rubber as specified in BOQ. The joints shall be properly sealed with synthetic glue to ensure proper bonding of the ends. 9 Construction, Supplying, Installation, Testing & Commissioning of External Electrification work at NBCC Green View, sector-37D, Gurgaon 3.4.2 Drain Pipe Insulation Drain pipes carrying condensate water shall be insulated with 9 mm thick elastomeric nitrile rubber insulation. 3.4.3 Nitrite rubber must have a ‘K’ value of 0.035 W/m K at a mean temperature of 20º C and a minimum density of 55 Kg/cu. m. 3.4.4 The joints shall be properly sealed with synthetic glue to ensure proper bonding of the ends. 3.4.5 To provide mechanical strength and protection from damage, all refrigerant pipes insulated with Nitrile rubber shall be covered with Thermal Insulation protective coating Star Bond 30 – 36 reinforced with glass fiber cloth as per procedure specified below and as recommended by the manufacturer. 3.4.5.1 Apply tack coat of thermal insulation protective coating 30 – 36. 3.4.5.2 After applying tack coat embed the selected lagging fabric viz., glass fiber cloth into the wet coating 3.4.5.3 Apply two finish coats of thermal insulation 30 – 36 coating. 3.4.5.4 Ensure that each coat of thermal insulation coating 30 – 36 is totally cured before the next coat is applied. 4.0 TESTING, COMMISSIONING AND FORMAL ACCEPTANCE 4.1 CONNECTING, COMMISSIONING AND ADJUSTMENTS The tests, commissioning and adjustment of each item of equipment shall be recorded in a report, which shall be included with the as-built documentation. The adjustment and testing operations shall comprise at least the following operations: • Pressure Testing of Copper Refigerant Piping • Leakage Testing of Copper Refigerant Piping • Leakage Testing of PVC Drain Piping The contractor shall provide as-built drawings indicating the locations of the measuring points, the method of measurement used for the tests and the technical environment of the equipment tested (technical equipment located nearby that could affect the results). 4.2 FORMAL ACCEPTANCE After the technical acceptance tests, the Engineer-in-charge will inspect the installation and may grant formal acceptance, provided that: • The works are completed • The technical acceptance inspection has given satisfactory results • The premises have been cleaned. 10 Construction, Supplying, Installation, Testing & Commissioning of External Electrification work at NBCC Green View, sector-37D, Gurgaon If differences between the expected technical results and those obtained are not numerous, they may be listed as reserves at handover. If they are general, handover shall be delayed while awaiting corrective measures to be implemented by the constructors. Handover shall be confirmed if the inspection report by the official organisations responsible for checking that the installation complies with safety requirements does not include major reserves. 4.3 DOCUMENTATION As-built documentation The contractor shall submit the following document at the completion stage of work. • The as-built drawings • The technical instructions for the items of equipment installed • A set of maintenance documentation (regular systematic work to be carried out on the equipment and its frequency). 4.4 TRAINING OF OPERATING STAFF The staff responsible for the operation and maintenance of the installation must be advised how it works. They must be given suitable training, which may require the participation of specialist staff and of the suppliers of the equipment. 5.0 SCHEDULE OF RATES & QUANTITIES 5.1 5.1.1 TENDER PRICE i) Tender shall be on item rate basis for materials and equipment delivered to site, installed, tested and commissioned in accordance with the specifications and drawings. 5.1.2 i) Tender rate shall be inclusive of all taxes, duties and other levies. ii) The charges for Octroi, Transportation, handling etc. for the supply shall also be included in the quoted rates. 5.1.3 The rates shall remain firm during the entire contract period and shall be free from variations owing to increase or decrease in the cost of materials, labour or any other reason whatsoever. 5.1.4 The quantities indicated herein are estimated for the guidance of contractor and to provide uniform basis for tendering.
