Galvin OAM, President – Tourism, Hospitality and Catering Institute of Australia Tourism and Hospitality is well underway across the nation as we continue to gain progress as the nation’s second largest employer. A cross all States and Territories we get better at delivering a quality product – but there is much to achieve if we are to attract our customers again. The opportunities to increase inbound tourists from the Peoples Republic of China, Asia and other countries – still presents a challenge to many operators. The State/Territory and Federal Government agencies have increased their support to tourism and hospitality and employment is steadily gaining in terms of trained personnel. The new sectors increase turnover and these include – Indigenous Tourism; Wine Tourism; Heritage Tourism; Food Tourism and Business Tourism. Further support is required in Rural, Regional and Outback Tourism and opportunities abound to service the mature age market place. An increasing number of Australians are choosing a vocational training pathway. In the current year’s budget, the Australian forecast has committed $10.8 billion over the next four years (2006/2007 to 2009/2010) to vocational and technical education. The success of the Australian Tourism and Hospitality industry is critical to Australia’s economic growth. The industry employs 1.67 million people nationally. During the last four years, the Australian Government has worked with peak bodies and industry members to trial a range of workforce skills development strategies to attract and train people in areas of skills need. I n 2006-2007 The Federal Government has approved support for a number of initiatives from key tourism industries including the Australian Hotels Association, Restaurant and Catering Australia and Tourism Training Australia to work with the Australian Government on projects to address skills needs. A 2004-2005 National Skills Shortages Strategy project investigated skills in demand in non-cooking occupations in the accommodation, café and restaurant sectors and concluded that the greatest skills needs were those roles performed by front of house, waiting and kitchen staff and their supervisors. The Project developed strategies to expand tourism and hospitality recruitment pools, with a specific focus on improving the engagement of Indigenous Australians and mature workers in this industry. Gary Hardgrave was also focused on the importance of school students developing work ready skills while they are completing their secondary education. The Australian Government’s newly created Australian Technical Colleges will operate as specialist senior secondary schools for students in Years 11 and 12, providing high quality education and technical training relevant to a number of traditional trades. Commercial cookery is one of these trades. Students can begin an Australian School-based Apprenticeship in commercial cookery at an Australian Technical College and assist the 6 CATERING TOURISM HOSPITALITY industry to meet their critical need for chefs. Port Macquarie and Gold Coast Australian Technical Colleges offered commercial cookery in 2006, with another six Colleges offering commercial cookery training in 2007. Tourism and hospitality is a significant regional industry with 43 percent of businesses in regions looking to benefit from the Australian Government’s work with State and Territory Governments, through the Council of Australian Governments. This work will ensure a genuinely national approach to Australian Apprenticeships, training and skills recognition and to address skills needs evident in important parts of the economy. INDUSTRY NEWS Tourism & Hospitality Update Travel, tourism and hospitality is still relatively easy to access and prices continue to make it an attractive way to spend a disposable income. Tourism is anecdotally seen as the fastest growing industry and the second largest in world gross sales. hile the entire travel industry has more than fully recovered in the years since 11/9 – with the hotel business breaking nearly every conceivable record in the process – it looks as if the period of robust growth is starting to ebb. According to the Travel Industry Association of America (TIA), PricewaterHouseCoopers (PwC) and AAA, the good times aren’t over, but year over years gains are going to fall back to more realistic and historic levels. W According to Dr Suzanne Cook, Senior VP of Research for the TIA, the travel growth slowdown is being caused by several factors including a downshift in the economy, rising prices during the summer months and the overall increase in the cost of travel. Cook said during the first half of 2006, domestic travel was up just 2.3 percent, significantly lower than gains during the last coupe of years. “The outlook for domestic leisure is generally positive but reflective of a slower growth period,’ said Cook, who noted that there has been a major decline in the business travel segment this year. “The only thing holding [business travel numbers] up is the convention and conference business.” business demand for US hotels increased by 4.6 percent in 2004, by 3.8 percent in 2005 and by 0.9 percent in June 2006. With all the recent discussions regarding the growing importance of customer relationship management (CRM), too many hotel companies are still vexed when it comes down to delivering on a service promise. For hotel companies looking to differentiate themselves from the competition, exceeding guest expectations is paramount since it leads to building loyalty. The HSMAI hosted an online seminar (né, webinar) as part its continuing HSMAI University series that dug deep into this complex topic. The program, dubbed “Customer Intimacy: The Key to Profitability” demystified this issue and gave attendees some surefire tactics to turn customers into loyal clientele. And getting those loyal relationships are paramount to the property or brand’s success. Helsel said that 10 percent of all hotel guests account for 44 percent of all hotel nights. To get those loyal customers, Helsel said it’s crucial a hotel employ a culture of managing the “total customer experience” and also embrace a culture of managing “moments of truth” when that experience is on the line. The report warns that Australia can expect worsening drought conditions and water shortages over the next 20 to 50 years and the loss of the Great Barrier Reef within two decades. “I wrote to Mr Turnbull last week and called for an urgent meeting between himself, the tourism industry and the department of industry to look at ways that the tourism industry can contribute to the battle on climate change. We have a large environmental footprint, not to mention the aviation sector, and these are issues we should have been working with the government on for a long time. “We haven’t been. It’s time for us to start, so I am calling for an urgent summit between us and the government,” he said. While restaurants, resorts and other tourism ventures benefit from a growing number of visitors, they are having difficulty attracting even one wellqualified chef to work for them, let alone the actual number they need to serve their customers. The unsocial hours, the lack of career advancement and relatively poor pay are all factors conspiring against many young Australians pursuing careers in tourism and forcing many businesses to source staff from overseas. The average weekly earnings for this industry in 2005 were $714,” the council states. “People such as cooks, chefs, cleaning staff and tradespersons are being lured away by other industries’ attractive offers, leaving skills and staff shortages in these areas of the tourism and hospitality industries. “Further, it is believed that potential new entrants to the tourism and hospitality industry are choosing these alternative industries for employment. Tourism and hospitality businesses relative to those in other industries such as mining, biotech and manufacturing are generally lower yielding, giving limited opportunity for employers to offer competitive wage packages.” Among a raft of recommendations to turn things around, the Queensland Tourism Industry Council wants the federal government to change apprenticeship training from time-based to a competency-based system and devise a funding model to support the development of skills sets rather than full qualifications. It also wants a review of the current skilled and unskilled labour visa programs. Down south, it’s a similar picture to that up north, with rapid tourism growth exhausting the pool of experienced and appropriately skilled labour, according to the Tasmanian Tourism Industry Council’s submission. But generally the backpackers are skilled workers, which is fantastic but you do lose them after three months, which adds to the costs of training them.” “What this means is that if we go ahead with sponsoring chefs at these levels, they may end up being paid more than our current employees just to comply with the immigration laws,” she says. Voyages wants more flexible immigration laws to meet the needs of remote locations so businesses can sponsor an employee and know they will have them for a definite period of time. It also wants the company’s latest enterprise agreement to be the minimum salary payable to employees sponsored from overseas.
