ADDENDUM NO. 5: MAY 18, 2016 The items contained in this addendum are added to and/or deleted from and become part of the specifications and bid documents for the above referenced Bid. The documents for this project dated February 29, 2016 are amended as follows: Item 5-1:
Questions
Question 1: During the recent Pre-Bid Conference, we were advised that the Scope of Work on this project excludes any interface or integration of the existing Rauland Intercom and Pelco Video Surveillance Systems with the new Touch Screen Control Platform. Please confirm and/or expand with specific direction where applicable.
For clarification: There will be no Work under this Contract to integrate the intercom system or the CCTV system into the Touch Screen System. The Touch Screen System provided under this Contract shall have the capability for such integration in the future if the client so desires. Question 2: Section 17000, page 17000-3, 1.04(C) “Existing equipment racks, control relays and fusing will remain”. Appendix E of the Bid Form requests the Bidder to provide unit pricing for replacement relay boards used in the equipment cabinets for the existing system. Based on our observations, all relays are socket based and can be replaced individually. Please clarify that the unit pricing to be supplied should be similarly priced (i.e. per relay & per fuse).
A. For clarification: Appendix E of the Bid Form is to be completely filled out by Bidders that do not propose to re-use the existing relays, but instead will propose replacement relay boards, which is what Appendix E is requiring
information on. Bidders that will re-use the existing relays must still submit Appendix E of the Bid Form, but note clearly on the Appendix Form that the Bidder’s Proposal includes re-use of the existing relays. A Bidder re-using the existing relays does not need to fill out the remainder of Appendix E. Bidders whose Proposals include re-use of the existing relays will not then later be allowed to submit a Change Order Proposal to provide relay boards in lieu of re-using the existing relays. Question 3: Section 17000, page 17000-3, 1.04(D) “Existing intercom/paging system is a Rauland Telecenter ICS and will remain. Presently the only cells with the intercom are in pods E400 and H100. The existing intercom interface in Security Equipment Room B201 will be replaced. All existing intercom desksets/handsets will be replaced”. During the recent Pre-Bid, we were advised the Scope of Work on this project related to the existing Rauland Telecenter was limited to the replacement of master phones at all current Touch Screen locations. Please confirm that no additional equipment or interfaces are to be replaced, other than the master phones.
A. Page 17000-3, 1.04(D): Delete “The existing intercom interface in Security Equipment Room B201 will be replaced.” Section 17000 Security Automation System Page 17000-3, 1.04 Summary, paragraph D: Delete the third sentence in sub-paragraph D: “The existing intercom interface in Security Equipment Room B201 will be replaced.” Question 4: Section 17000, 17000-9, 2.01(B)(8) “Rack area to include two (2) 20 amp, 120 V duplex receptacles, each connected to separate 20 amp, 120V dedicated circuit. Mount in bottom area of rack.” Please clarify if these are existing circuits and, if so, are they emergency panel based circuits?
A. See Addendum 4, Item 4-1, Question 1 answer.
Also, please confirm that any new equipment racks provided under this contract by the Security System Integrator shall be similarly equipped and that the Using Agency will identify and provide spare circuits that the Contractor shall connect to for this equipment.
A. If new equipment racks are required and/or provided by the Contractor, the Jail will coordinate with the contractor to identify available speare spaces or circuits in the emergency power panels for the Contractor’s use and the Contractor will be responsible for providing and installing all wiring, conduit, outlets, breakers and modification of the Panel Schedules to serve the new rack(s). Question 5: Section 17000, page 17000-9, 2.01(D)(2) “Switches shall be 24 port and 48 port as applicable” This is in conflict with Drawings TS2.3C, Notes 1 & 7 “Provide new 8 port fiber gigabit switch with one gigabit UTP” and TS2.2B, Note 1.
A. Delete sub- paragraph: Section 17000, page 17000-9, 2.01(D)(2). Section 17000 Security Automation System Page 17000-9, 2.01 General, D. Network Switches: Delete in its entirety sub-paragraph 2. Question 6: Section 17000, page 17000-14, 2.01(P)(2) “If the door hardware allows, the system shall monitor the status of the door position and lock position switches. The door position and lock position switches shall be terminated in series at the door and shall be monitored by a single input to the PLC.”
A. For clarification: Existing Door Position and Lock Position Indicators on the existing Touch Screen System shall also be included and indicated on the new Touch Screen System. For these, no additional wiring is required between existing Door Position and Lock Position Switches and the Equipment Racks.
Question 7: Section 17020, page 17020-1, 1.01(A) “This section includes the requirements and operational characteristics for the Touch Screen Control Stations (TSCS) comprised of the following equipment that shall be 100% integrated with the Security Automation System.” Subparagraph 3 states “Wireless PDAs”. Please clarify what devices and/or infrastructure is to be supplied by the Bidder on this project related to this section.
B. For clarification: No wireless PDAs will be provided under this Contract. The Touch Screen System provided under this Contract shall have the capability for such integration in the future if the client so desires. Question 8: Section 17020, page 17020-2, 1.04(A)(2)(b) ”Upon takeover from Central, the intercom queues from the disabled stations will rollover to the Central Control TSCS” Is the TSCS connected at any point to the intercom system allowing for this statement.
A. Delete sub-paragraph: Section 17020, page 17020-2, 1.04(A)(2)(b). Section 17020 Touch Screen Control Stations Page 17020-2, 1.04 Software Requirements, sub-paragraph A.2. Takeover: Delete in its entirety sub-paragraph b). Question 9: Section 17020, page 17020-8, 2.01(A) If Thin Clients are allowed as a substitution, then all information regarding the Computer and KVM would be eliminated allowing the Thin Clients to reside on the back of the Touch Screens.
A. Thin clients are not permitted. Question 10: Section 17020, page 17020-8, 2.01(B) (1) Please clarify the standard resolutions for a 24” or 32”, 16:9 display as the optimal resolution 4096 x 4096 has never been a standard for 4:3 or 16:9 screens.
A. There is no mention of 4:3 or 16:9 in this sub-paragraph. The specification only states the optimal resolution.
Question 11: Section 17020, page 17020-11, 2.01(E)(1) Sub-paragraph 1 states that each TSCS shall have a full version of the touch screen database development software. Is this what is intended?
A. Delete sub-paragraph: Section 17020, page 17020-2, 1.04(A)(2)(b). Section 17020 Touch Screen Control Stations Page 17020-11, 2.01 Equipment and Materials, paragraph E TSCS Development Software Delete in its entirety sub-paragraph 1. Question 12: Section 17900, page 17900-2, 2.01(A)(2) There is a reference to an “Audio Logging” function on the SMS operation. Based on discussion at the Pre-Bid, the IC System was not to be integrated into the new Touch Screen Control System. Please confirm that “Audio Logging” will not be a function of the new SMS or Touch Screen Control Systems.
A. For clarification: There will be no Work under this Contract to integrate the intercom system into the Touch Screen System. The Touch Screen System provided under this Contract shall have the capability for such integration in the future if the client so desires. Question 13: DWGs TS2.1A and TS2.2B There is a symbol that looks like an inmate call button or intercom station located on the south side of the door entering into “Staff & Inmate Sallyport 129” that is not defined in the symbol list. Please confirm what type of device is located at this location.
A. Please revise the Device Legend on all Electrical Drawings with the attached Revised Device Legend (which adds three symbols and descriptions at the bottom). Then change: The device on the south side of door entering into Staff & Inmate Sallyport 129 to an “I” inside a square instead of an “I” inside a hex as shown, see attached Revised Device Legend.
Question 14: DWG TS2.3C There is a symbol that looks like an inmate call button or intercom station located in “Office 123” next to the Touch Screen symbol that is not defined in the symbol list. Please confirm what type of device is located at this location.
B. Please revise the Device Legend on all Electrical Drawings with attached Revised Device Legend (which adds three symbols and descriptions at the bottom). Question 15: DWG TS2.4D There is a symbol located in each of the Dayroom areas that, shapewise, looks like an inmate call button, but has a “V” instead of “P” inside the symbol. Plan Note #8 found in Dayroom 115 references a TV receptacle and appears to be associated with this symbol that is not defined in the symbol list. Please confirm what type device is located at this location and if the direction found in Plan Note #8 also applies to the same undefined symbols found in Dayrooms 215, 315 and 415.
A. For clarification: The TV outlets, a “V” inside a hex, (see attached Revised Device Legend) indicated on TS2.4D, TS2.6E, TS2.9G, and TS2.11H indicate a control point on the Touch Screen that controls power to the television. Unless noted otherwise, existing television power outlets are connected to the Touch Screen System and are presently operational. Question 16: DWG TS2.6E There is a symbol located in each of the Dayroom areas that, shapewise, looks like an inmate call button, but has a “V” instead of “P” inside the symbol. None of the Plan Notes on this Drawing address this device type and/or function but the same symbol is found on other Drawings referenced to be a TV receptacle. Please confirm what type device is located at these locations and if the direction found in Plan Note #8, DWG TS2.4D also applies to all symbols.
A. Question 17: DWG TS2.8F Plan Note #2 references the re-use of an existing relay cabinet under the counter in Staff Station 101. General Note #2 states that all relays for “Building F” devices are located in “Building D” Security Room. Please clarify which location(s) house relays and if any are located in “Building D”, please identify in which of the two Security Equipment Rooms they are located.
A. Delete General Note #2, Sheet TS2.8F only, in its entirety. Question 18: DWG TS2.9G There is a symbol located in each of the Dayroom areas that, shapewise, looks like an inmate call button, but has a “V” instead of “P” inside the symbol. Please confirm what type device is located at this location and what function it serves on the existing Touch Screen System.
A. For clarification: The TV outlets, a “V” inside a hex, (see attached Revised Device Legend) indicated on TS2.4D, TS2.6E, TS2.9G, and TS2.11H indicate a control point on the Touch Screen that controls power to the television. Unless noted otherwise, existing television power outlets are connected to the Touch Screen System and are presently operational. Please confirm what type device is located at this location and if the direction found in Plan Note #9 also applies to the same undefined symbols found in Dayroom 123.

Question 20: DWGs TS2.4D, TS2.5D, TS2.6E & TS2.7E, General Note #1 This Note references the provision of (8) water utility control points on each of the Drawings for the Housing Unit. Please confirm how many total control points for this future feature are to be provided in each of the (2) Control Rooms found in the Buildings.
A. For clarification: Each Staff Station will have four control points for future water control valves – two points per housing wing. Question 21: DWG TS2.5D, TS2.7E, TS2.10G, TS2.11H All of these Drawings contain Plan Note(s) referencing the rewiring and reconfiguration of the HOA switches in the Electrical Rooms. Please confirm that the (2) new momentary switches providing “local manual control” for each of these circuits are to be installed within the associated Electrical Rooms(s).
A. For clarification: Lighting Contactor Modifications – New momentary contact switches are to be mounted in the lighting contactor enclosure if possible, or, if that is not possible, in a separate enclosure attached to the lighting contactor enclosure. Question 22: DWG TS2.6E and TS2.11H Intercom stations and a separate inmate call-in pushbutton station are shown on Drawings in the cells of Dayroom E415 and H123. Please confirm that these are the only locations so equipped and that only the inmate call-in pushbutton are to be integrated into the new Touch Screen Control System.
A. For clarification: The cells in Housing wings E400 and H100 are the only cells with intercom stations. These intercom stations are not and will not be integrated into the Touch Screen System.
Item 5-2:
Substitution Request, Section 17020 – Thin Client The request to include Thin Client computers attached at the rear of the Touch Screen Monitors and Thin client Server Redundant Hardware System as a substitution for the desktop-style computers with attendant KVM hardware as specified is denied.
Item 5-3:
Drawing A12.1 Counter Details, Numbered Notes and General Notes Counter Details, Numbered Notes and General Notes (part of Alternate B), Details A/A12.1, B/A12.1, C/A12.1, D/A12.1, Numbered Notes and General Notes (6 pages, attached) shall be added to Sheet A12.1. END OF ADDENDUM NO. 5
