Page 5 of 15 General Technical requirement For TE : Tenderers to note: 1. Tenderers shall indicate make/model and furnish manufacturer catalogue/leaflet of the items as well as sub-assemblies quoted. 2. Tenderers shall furnish compliance statement clause by clause clearly indicating deviation from tender specifications and justification for acceptance of deviations if any. 3. Tenderers shall furnish details of after sale service and past performance of the system quoted by them as per format enclosed at Annexure G. 4. Tenderers shall confirm availability of spare parts for the life of the equipment i.e. say 10 years and shall guarantee against manufacturing defects for a period of two years. 5. Tenderers shall confirm that they will supply one operating and maintenance manual for each equipment. 6. Tenderers shall furnish at the time of inspection test certificates for environmental parameters as specified from a Govt. Laboratory or from an indeplendent NABL approved laboratory, ANNEXURE 'A' SPECIFICATION FOR SINGLE ZONE DOOR FRAME METAL DETECTOR (DFMD) as per IS:14132:1995 1. Principal of operation: Microprocessor controlled Induction Loop 2. Dimensions: Passage clearance should be 0.66 to 0.8m wide and 2.0 to 2.2 m high as per IS:14132:1995. Actual size offered should be indicated in the offer. 3. Frame: Made of seasoned tropicialized teak wood/waterproof termite resistant plywood with laminated sheet face. Side panels should be detachable for ease of transportation. 4. Search Coil: The search coil should be preferably cirkcular type and should be able to detect a 100mm long knife stuck in shoes. Type of search coild as quoted should be indicated. 5. Ramp: Made of tropicialized teakwood provided with synthetic carpet. 6. Control: Control panel may be built inside the frame on the top panel with all the operating controls built.in. It should have plug-in card system for easy maintenance. 7. Power: Should be operable on both A/C main supply and battery supply a) AC Main supply 230 +/- 10% 50 Hz. b) Batery operated from and provided with 6 V SMF/Ni-Cd battery of suitable capacity to give 100 hours of operation based on current consumption corresponding to 10% alarm time. AH capacity of Maintenance free/Ni-Cd Battery shall be declared in the offer. 8. Operation & Controls: The system should be designed on Microprocessor based technology and should have following controls. a) Membrane Type System on/off switch yielding automatic tuning in ON condition. b) Digital control through membrane type switch with LCD display for i) Security level indicating 0 and 1 to 5 levels of security. Level 0 will be for instant display of Stop sign and levels 1 to 5 for controlling the throughput to 15, 10, 6, 4 and 4 persons per minute with stop times of 4,6,10, 15 and 15 sec. ii) Audio control in steps of 0 to 9 by way of two up/down membrane switches. iii) Sensitivity Control thorugh 0 to 9 position thumb wheel slwitch. System should be delivered with defaults settings of 0 level of security, level 5 audio and sensitivity as desired. 9. Detection: The Frame shall be able to detect all ferrous/nonferrous metals at all Page 6 of 15 speeds. It should detect metals even concealed in ferrite containers in accordance to IS:14132-1995. 10. Sensitivity: a) Sensitive level control shall be by thumb wheel switch to have maximum of nine levels to detect different type and sizes of objects aklt different levels of sensitivity. It should be able to detect metals/non ferrous metals/test sample of 100mm knife at any location within the vertical plane/passing through doiorframe in accorande with IS:14132:1995. Sensitivity to be uniform from Top to Bottom in accordance to IS:14132-1995/ b) In all cases it should give audio alarm and visual indication with the help of back lit LCD bar graph. Back light feature will automatically activate in case of dark environment. c) Size of detection shall be indicated by number of LCD stars depending on security level. 11. Audio Alarm: i) Sharp Audio signal through piezo electric buzzer on detection of metal. ii) It should give three distinct audio kalarms in proportion to the size of the metal. iii) It should giv4e forth distinct audio alarm for ferrite detection. iv) Distinct long delay beeper for advance low battery condition (approx. 1 sec beep followed by 10 sec gap.) 12. Visual Display i) When system is switched on, it should display status in rolling display as - DFMD Tuning, please wait. ii) LCD Bar Graph with number of LCD Stars glowing in proportion to the size of metal/ferrite depending on level of sensibility. MET shall indicate presence of metal, FE kto indicate ferrite and FE+MET to indicate presence of both. iii) WALK/STOP with high bright LED or large size LCD indicated to regulate flow of traffic/persons on both sides of the frame at the top. Sign 'WALK' should blink constantly yielding lower current consumption and alert signal. iv) LCD display foir mode of operation (AC 220V or BATTERY). Display BATTERY should blink in advance low battery condition from 5.6V +/- 0.1V to 5.3V +/-0.1V. v) LOW BATTERY should display if system ON Switch is pressed at battery voltage below 5.3V +/- 0.1V. 13. Counter: Provision of six digit LCD counter shall be made for counting automaltically the numbers of persons passing through the doorframe. The number of IN, OUT and NET IN should be displayed on LCD Panel. 14. "Q" Factor: "Q" Factor of individual coil should be more than 100. The coils of individual doorframe may be tuned on different frequencies so that there is no interference in detection if two or more doorframe metal detectors are installed adjacent to each other. This operation will be as per IS:14132:1995. 15. Working Temperature: DFMD should function without degradation in a temperature frange -20 degree C to 55 degree C as per IS:14132:1995. 16. Environmental Testing: shall be as per Annexure G and IS:14132:1995. 17. Remote Control Unit: Remote Control Unit is an optional accessory and has to be ordered at extra price. Where such unit is ordered it shall be supplied duly wired with the main control unit and shall include another set of following controls and displays. a. b. c. All display will be of LCD ANNEXURE B Specification of Portable Single Zone Door Frame Metal Detector (DFMD) as per IS:14132:1995 1. Construction: Search coil housed in telescopic extendable PVC pipe frame with quick release clip lever type clutch locking system resting on rigid wooden side supports. The side members should be collapsible to a size less than 80cm. The control unit should be housed in a briefcase and the coil frame, wooden legs and ramp to be packed in a suitable suitcase for transportation. 2. Ramp: Made of tropicialized teakwood duly polished. 3. Dimensions: The search Coil shall be of suitable size so as to leave a passage clearance of 0.66 to 0.8m width and 2 to 2.2m height. The coil shall not weigh more than 25kg. Actual size and weight shall be declared in the offer. 4. Control Unit a. Control Unit assembled ona single plate shall be housed on a suitable briefcase. b. Infra red sensors to be provided to avoid alarm indication for metal movement outside the Door Frame Metal Detector. 5. Principal of operation:Microprocessor controlled Induction Loop. 6. Power Supply: The system should operate on both AC mains supply and batteries as under: a. AC main supply 230 +/-10% 50 Hz. b. Battery: Dual mode operation on rechargeable & dry cells. i. Rechargeable 6V SMF battery should yield continuous operation of 100 hrs when fully charged. It should have built in SMPS charger operating from 140-270 volts AC. Size of SMF battery shall be declared in the offer. ii. Dry cells:to give 8 to 10 hrs continuous operation (number and size of dry cells offered to meet this requirement shall be indicated). 7. Operation & Controls The system should be designed on Micro Processor based technology and should have following controls. a) Membrane Type system ON/OFF switch yielding automatic tuning in ON condition. b) Digital control though membrane type switch with LCD display for i) Security level indicating 0 and 1 to 5 levels of security. Level 0 will be for instant display of Stop sign and levels 1 to 5 for controlling the through put to 15,10,6,4 and 4 persons per minute with stop times of 4,6,10,15 and 15 secs. ii) Audio control in steps of 0 to 9 by way of two up/down membrane switches. iii) Sensitivity Control through 0 to 9 position thumb wheel switch. System should be delivered with default settings of 0 level of security, level 5 audio and sensitivity as desired. 8. Detection: The frame shall be able to detect all ferrous/non ferrous metals at all security levels. It should give separate alarm & indication for metal concealed in ferrite container in addition to tests specified in accordance to IS:14132:1995. 9. Sensitivity: i) Sensitive level control should be by a thumb wheel switch having nine levels Page 8 of 15 to detect different type and sizes of objects at different levels of sensitivity. It should be able to detect ferrous/non-ferrous metals/test samples (100mm knife hidden in a shoe) at any location within the vertical plane/passing through doorframe in accordance to IS:14132-1995. Sensitivity to be uniform from Top to Bottom in accordance to IS:14132:1995. ii) In all cases it should give audio alarm and visual indication with the help lighting of a part of back light LCD bar graph, back light feature will automatically activate in case of poor light condition. iii) Size of detection shall be indicated by number of LCD stars depending on security level. 10. Audio Alarm: a) Sharp Audio signal through piezo electric buzzeron detection of metal. b) It should give fourth distinct audio alarm in proportion to the size of the metal. c) It should give forth distinct audio alarm for Ferrite detection. d) Distinct long delay beeper for advance low battery condition (approx. 1 sec beep followed by 10 sec gap.) 11. Visual Display a) When system is switched on, it should display status in rolling display as DFMD TUNING, PLEASE WAIT. b) LCD Bar Graph with number of LCD Stars glowing in proportion to the size of metal/ferrite depending on level of sensibility. MET shall indicate presence of metal, FE to indicate ferrite and FE+MET to indicate presence of both. c) Walk/Stop with high brigh LED or large size LCD indicated to regulate flow of traffic/persons on both sides of the frame at the top. Sign 'Walk" should blink constantly yielding lower current consumption and alert signal. d) LCD display for mode of operation (AC _ CHG, 6V SMF and DRY BAT). Displays 6V SMF and DRY BAT should blink in Advance Low Battery Condition from 5.6V +/- 0.1V to 5.3V +/-0.1V. e) LOW BATTERY should display if system ON Switch is pressed at battery voltage below 5.3V +/-0.1V. 12. Counter: Provision of six digit LCD counter shall be made for counting automatically the number of persons passing thorugh the doorframe. The number of IN, OUT and NET IN figure should be displayed on LCD Panel. 13. "Q" Factor: "Q" Factor of individual coil should be more than 100. The coils of individual doorframes may be tuned on different frequency, so that there may not be any interference of detection if two or more door frame detectors are installed adjacent to each other. This operation is as per IS:14132:1995. 14. Working Temperature: DFMD should function without degradation in a temperature range -20 degree C to 55 degree C as per IS: 14132:1995. 15. Environmental Testing; Shall be as per Annexure G and IS:14132:1995. 16. Remote Control Unit: Remote Control Unit is an optional accessory and has to be ordered at extra price. All displays will be of LCD type including WALK/STOP. Page 9 of 15 ANNEXURE C SPECIFICATION FOR HAND HELD METAL DETECTOR (HHMD)as per IS:12126:1987 1. General: Hand Held Metal Detector shall be of lightweight rugged structure weighing less than 500 grams and shall conform to IS:12126:1987. The main body shall be made of Nylong using Hard Mould Dies. The Body should kkbe rugged enough to sustain the fury of field condition, shall withstand high and low temperature during use/storage and shall be splash proof. It shall be in two parts; the search coil and the rear part containing the electronics and batteries. The dimensions of handgrip, which may be flat or of baton type, shall be such that it gives sleek and well proportioned look with ease of holding. Search coil area shall be not less than 125 sq. cm. The charging socket will be within the body surface with no outside projections. 2. Dimensions: a) Area of Search Coil: 125 Sq. Cm.(Min.) b) Max. Thickness: 32mm; 46mm Diameter for Baton type c) Width of the Detector: 65 mm (max.)'46mm Diameter for Baton type d) Length of Search coil: 240mm (Max.);375mm (Max.)for Baton type e) Length of the Detector: 400 mm (Max.);600mm Diameter for Baton type 3. Operations and Control: System will calibrate automatically. There will not be any sensitivity control switch. Number of beeps will indicate size of metal. Audio alaram through piezo transducer and visual indication through LED will indicate detection of metal. The alarm shall be of multi-beep type. 4. Display: The HHMD may be of LED display type or of LCD display type (type offered shall be clearly indicated in the offer). The displays in the two case shall be as under: a) LED display type: System will have displays for the following: i) System on: Tri colour LED to glow GREEN for Ni-Cd battery operation Yellow for Advance Low Battery Condition for both Ni-Cd as well as Dry Battery operation. BLINKING RED for Dry Battery operation. ii) Alarm On/Charger On: Tri Colour LED to glow. RED for Alarm On/Normal Charging ON Mode YELLOW for charging-on in Trickle Mode BLINKING GREEN dddddddddfor fuoll charging mode. iii) Ferrite/Non Ferrous Detection: Tri Colour LED to glow RED for ferrite Detection GREEN + YELLOW for Non-ferrous metal detection GREEN + RED for other metals b) LCD Display type: System will have displays for the following: i) Battery status indication ii) Ferrite/Ferrous/Non Ferrous detection iii) Charging Status Indications: 5. Detection: The Detector shall be able to detect all ferrous/Non Ferrous metals at all speeds in accordance to IS:12126-1987. It should detect metals even if concealed in ferrite containers. 6. Sensitivity: There will be any sensitivity control switch and calibration shall be automatic. The number of beeps will indicate the size of metal. Sensitivity should be very high so as to easily detect the following. It shall detect objects concealed in ferrite a) 25 Paise Coin 20 to 30 mm b) One rupee coin 40 to 50 mm Page 10 of 15 c) Paper Pin 5 to 15mm Audio Alarm a) Audio Alarm to be loud enough on detection of any metal. b) Should give an idea about the size of the objects detected by the number of beeps. c) Detection of objects:Should detect ferrous and non-ferrous metals alloys in any possible orientation. d) Should give Distinct and different Audio output in case of Ferrite detection. 8. Current Drain: a) With audio 20ma (Max.) b) Without audio 12 ma(Max.) 9. Power Source: HHMD shall operate in either of the following modes and shall have provision to house the batteries as under: Batteries shall be part of supply. a) Dry cells: AA size cells 1.5V - 2 Nos. b) Rechargeable: 'AA' Size Ni-CD pack of 3 cells 3.6V 700mAH to give at least 50 hour of continuous operation when fully charged with 10% audio alaram. Selection of Power: Normal operation on Ni-CD which will switch over automatically to Dry cells once the Ni-Cd Voltage drops to 3 Volts. System On-Off Switch: Through push ON Micro switch or membrance switch. 10. Battery Charger: An SMPS charger suitable for charging Ni-Cd battery pack shall be provided. It should be suitable for use on AC Voltage 220V +/- 10% 50 Hz and should have facility for monitoring charging. 11. Working Temperature: HHMD should function without degradation within a temperature range of -20 degree C to + 55 degree C. 12. Drop Test: The HHMD shall withstand 3 drops from a height 1m without permanent damage. 13. Environmental testing shall be as per Annexure G. 14. A Strap made of durable material should be supplied, which should last minimum two years and if needed, can be replaced. 7. ANNEXURE D SPECIFICATION FOR POCKET SIZE HAND HELD METAL DETECTOR (POCKET HHMD) as per IS:12126:1987 1. General: Pocket Hand Held Metal Detector shall be of lightweight rugged structure weighing less than 250 grams and shall conform to IS:12146:1987. The main body shall be made of Nylong using Hard Mould Dies. The Body shouold be rugged enough to sustain the fury of field conditions, shall withstand high and low temperature during use/storage and shall be splash proof. It shall consist of the search coil and the electronics and batteries. The dimensions handgrip should be such that it gives sleek and well proportioned look with minimum possible thickness. Detection peformance shall be in line with Para 4.4 of IS:12126/1987 Search coil area shall be not less than 100 Sq.cm. The charging socket will be within the body surface with no outside projections. 2. Dimensions: a. Area of Search coil:100 Sq.cm(Min) b. Max. thickness:20mm. c. Length of Search coil:150mm (Max.) d. Drop Test: The Pocket HHMD shall withstand 3 drops from a height 1m without permanent damage. 12 Environmental testing shall be as per Annexure G. ANNEXURE E SPECIFICATIONS OF UNDER-VIEWING TROLLEY MIRROR Under Viewing Trolley MIrrors shall be with the following features: a. It shall enable to view underside of vehicle/tables etc. for any hidden explosive/suspected device. b. It shall be fitted with a convex mirror of 35cm Diameter fixed on the Flat Steel Platform mounted on four 5cm dia Castor Wheels of made of Polycarbonate or Polyurethane. c. It shall have telescopic rods/handle adjustable from 50cm to 130cm (Approx). The telescopic rods will be locked in desired position by way of kquick-release clip type clutch locking system. The telescopic rod should have only axial movement and rotation shall be restricted by odd profile of the pipe section. Telescopic rods shall be aluminium chromium plated/anodized or powder-coated. The firm shall declare dimensions of different sections of telescopic rods. d. Cushion material shall be provided below the mirror klkto absorb mild shock on to the mirror. e. Removable & protecting shield made of waterproof cloth and high-density polyurethane foam (32 kg/m3) shall be provided over the mirror to protect it during transporation. f. Lightening System shall be provided comprising of 7W CFL Lamp fixed on front side with rechargeable battery. CFL Lamp shall hav4e in-built 2 minute timer. Push to ON/OFF switch will be at the lower end on near side of trolley frame. The Switch once pressed will activate the light for 2 ,minutes unless you should need to switch it off. In either case the current consumption from battery when the light is in "off" condition will be zero. g. It shall have an Advance Low Battery indicator with long delay Beeper that will activate at 5.75 V to 5.9 V. Low Battery cut-off indicator will activate at 5.25V. h. Battery and charger are protected for short-circuit, battery overcharge, battery deep discharges and reverse polarity. Battery will have proper venting arrangement for pressure exceeding the safe limit in the range of 0.5kg/cm2 to 0.7kg./cm2. i. Wooden carrying case made of 10mm thick waterproof plywood duly clad with thermo Cole foam for protection against rubbing & scratching of paint/coated surfaces. j. A tolerance of +/-5mm shall be available on minimum and on extended lengths and on dimensions of the mirrors. ANNEXURE F SPECIFICATIONS OF SURVEILANCE PERISCOPE AND TELESCOPIC EXTENSION MIRROR Surveillane Periscope shall consist of two mirrors mounted on a telescopic rod of adjustable length (50 to 130cm or 50 to 200cm as applicable). The front mirror shall be of convex type size 225 x 125mm mounted on thin end of the rod and the other mirror of plain type size 125 x 75 mm mounted near the hand rest. There will also be torch, which could be of dry cell type of rechargeable type. The telescopic rod should have only axial movement and rotation shall be restricted by a groove or odd profile of the pipe section. Telescopic Extension Mirror shall consist of a single plain mirror mounted on a telescopic rod of adjustable length (50 to 130cm). The mirror shall be of size 125 x 75mm mounted on thin end of the rod. There will also be torch, which could of dry cell type or rechargeable type. Surveillance Periscope and Telescopic Extension Mirror shall have following features: a) It will be used to view hidden explosive device/suspected objects where eyes cannot easily see directly. b) It should be lightweight, maintenance free and should be easy to operate for handy field operation. c) It shall consist of telescopic rods inadjustable length of suitable cross section with a groove or a non-circular sectioin to prevent rotation. The telescopic rods shall be chromium plated brass or aluminium anodized/powder-coated. The tenderers shall declare dimensions, number and section of each section of the telescopic rod. d) The telescopic rods will be locked in desired position by way of quick release clip lever type clutch locking system. e) The convex mirror (approx.225 x 125mm) shall be mounted at the end of the thinnest road. f) At the end of the thickest rod it shall have: i) Plain Mirror of 125 x 75mm with adjustable 3-dimensional mounting arrangemtn to suitable align and for periscope operation. ii) Rigidly mounted nylon handle and armrest for fatigue free operation. iii) Two-cell torch mounted on adjustable mounting to suitably align the torch with the Convex Mirror. g) Removeable & Protecting shield made of waterproof cloth and high density polyurethane foam (32 kg./m3) shall be provided over the mirror to protect it during transporation. This shall provide resistance against shock & rain-water. h) A carrying case made of waterproof cloth for protection against rubbing & scratching of paint/coated surfaces. It should have soulder mounting and belt mounting adjustable strop of nylong. i) A tolerance of +/-5mm shall be available on minimum and on extended lengths and on dimensions of the mirrors. ANNEXURE G ENVIRONMENTAL TEST REQUIREMENTS FOR DFMD/HHMD All models of DFMD/HHMD shall satisy the requirements of following Environmental tests. Tests shall be carried olut on one Sample of each model with associated electronics. During the last 1/2 hour of test, the system shall be switched on and sensitivity, audio alarms, counter & display shall be checked. After the tests and recovery time of 1 1/2 hour, the system shall be checked for the above parameters again. All the results shall be satisfactory. 1. Cold Test: At -20 degree C for 2 hrs. as per IS:9000 (Part 2/Section 4):1997 (reaffirmed in 1999 ). 2. Dry heat Test: At 55 degree C for 16 hrs. in accordance with IS:9000 (Part 3/Sectopm 5):1977 (Reaffirmed 1997). 3. Damp Heat Test: At 40 degree C & 95% Relative Humidity for 4 days carried out in accordance with IS:9000 (Part 5/Section 1)1981 (Reaffirmed 1997).
