The equipment shall be used to carry out charpy impact test of steel samples and shall conform to the stipulations of ASTM E23, 2007. 2. The impact tester shall be provided with electronic digital read out facility which shall directly indicate the impact energy absorbed in joules. 3. The equipment shall basically consist of stiff and low vibration two column frame, pendulum arm, pendulum hammer, striker for charpy test, transparent safety guard with interlock , safety latch for charpy test, pendulum release push button, digital display of impact energy, electrical braking systems for quick, smooth and jerk free braking for pendulum, pendulum shaft coupled via low friction bearing, motorized hammer return to starting latch position, equipment base fitted with specimen support, etc. Drop weight system are not accepted. 4. The pendulum shall be mounted on antifriction bearings. It shall have starting positions for charpy testing. 5. The pendulum release height shall be adjustable in step-less manner electronically to vary the impact energy/impact velocity for charpy test in the range of 20% to 100% of the energy range allowing to vary the impact velocity from 2.6 m/s to 5.5 m/s. 6. The entire machine shall be covered with transparent safety guard with interlock so that the test can not be started unless the guard is fully closed. The design of safety guard should also allow the user to transfer the charpy specimen on to the anvil from low temperature bath and release the pendulum within 5 sec. The equipment shall be provided with suitable strikers and one support for fitting into the pendulum and onto the base respectively for charpy impact test. The charpy test piece shall rest on alloy steel support anvils fitted on to the base of machine and rigidly held in position. End stopper shall be provided to accurately locate the test piece centrally between the supports. Interface to PC to run Impact Software for custom configuring, calculation, statistical evaluation, reporting and exporting of tests and results should be provided.System should be capable of running with and without computer. Instrumentation package with strain gauged charpy striker, non-contact deformation measurement, ultra-high speed data acquisition system and data analysis software. , the laser opto-electronic-measuring-system for deflection (bending) and crack opening measurement for the experimental determination of the intensity of stress, KID/KIC-factor should be offered. A high-speed acquisition card (20 MHz) should ensure a very precise sampling range. This procurement is for off-the shelf ready to use equipment. Design and development of any part of the system is therefore not acceptable. This include supply of standard reference specimens (low, medium & high energy). Calibration certificate of the impact machine shall be provided which shall be as per the relevant ASTM E23, 2007 and EN 10045 (1993) including approval from NIST. 3. Scanning Electron Microscope with EDS AND EBSD A. System Description 1. Resolution: 3 nm or better at 30 kV (SED) with tungsten filament in high vacuum mode, 4.5 nm or better at 30 kV (BSE) in variable pressure mode. 2. Operation: High and variable pressure modes 3. Accelerating Voltage: 0.3 kV to 30 kV 4. Magnification: 12 to 3,00,000 × (continuously variable) or better. A magnification calibration standard should be provided. 5. Electron Source: Tungsten filament& LaB6 filament . 6. Vacuum System: Should give ultra clean high vacuum using turbo molecular pump and backed by rotary pump. Should be able to operate under variable pressure. Variable pressure range for chamber must be at least 400 Pa or higher. 7. Stage Specification: 5 axis motorized stage with movement facility for X = 100 mm or higher, Y =100 mm or higher, Z = 60 mm or higher, tilt = −10o to 90°, rotation 360°. Manual Joystick (or equivalent) device to adjust stage movement should also be included. Stage should be able to accommodate samples with diameter 250 mm or larger and height 145 mm or larger. Facility to accommodate multiple specimens. Number of ports in chamber should be 7 or more 8. Detectors: 1. Secondary Electron Detector for use in high vacuum mode. 2. Secondary Electron Detector for use in Variable pressure mode. 3. Back Scattered Electron Detector compatible to all modes, i.e., in high and variable pressure mode. 9. EDX System: 127 eV or better resolutions, equipped with Liquid nitrogen free dry silicon Drift Detector (SDD). Detector area should be 30 mm2 or more. The detector should be of super ultra thin window (SUTW) type. Supplied EDX server & analysis software should be capable of performing elemental identification, labeling, line scan, point ID, area-wise elemental mapping, quantitative analysis, reporting and spectrum matching. The detection should be possible from Be (4) to U (92). 10. EBSD: The EBSD system should work on the same computer platform as that of EDS system, EBSD camera system (using minimum 12 bit digital CCD with on-chip integration) should be highly sensitive one to cater Nano-area analysis application; camera should have rectangular/Circle phosphor exactly matched to CCD chip size. The phosphor should be optimized for low –kV data application while working with SEMS; camera should have motorized insertion and retraction mechanism with remote control digital handset. The position accuracy is to be 0.1mm. The camera movement should have audible safety alarm with auto retract mechanism; camera should have tapered nose design to allow EDS detector to come very close to sample at shorter working distances; camera should have Forward scattering Diodes as imaging detectors to acquire images with atomic, orientation, channeling contrast; camera interface to SEM should have sliding and tilting interface plate to correctly position the camera at the shortest possible EBSD WD for optimal special resolution. The system software should include following features: (i) Data Acquisition Software (ii) Phase Reflector File Creation Software (iii) Pole Figure Software (iv) Mapping Software (v) ODF Software (vi) Imaging and Beam Control Software (vii) Stage Control Software (viii) Phase Identification Software 11. Computer systems with Color Printer: High-end Computer system with high capacity Hard disk and CD/DVD writer drive, 19” TFT Color monitor, Key board, mouse, color printer. The PC equipped with latest licensed windows operating system. Two separate computers must be provided for SEM and EDS systems separately. 12. Accessories for SEM: (i). 5 rolls of carbon tape. (ii). 100 nos of Tungsten Filament (iii). 2nos Multiplesampleholder. (iv). Suitable vacuum operated Gold coater with RP pump. The coater should have facility of changing the sputtering current and time. (v). IR camera. (vi). Control panel/operational key board for operating various parameters like contrast, brightness, Magnification, etc., manually. (vii). 1 set of O ring for different vacuum system. (viii). Terms and conditions Installation & commissioning: The instrument to be installed, tested and commissioned by representative of the supplier free of coat, at our premises and to the satisfaction of the users. Training: Provision for Onsite training to NIFFT personal along with provision for factory training for 2 persons of NIFFT should be kept open. Warranty: Five year comprehensive all inclusive warranty at site basis. This means, the purchaser will not pay any amount during the warranty period. Pre-installation requirements: Pre-installation requirements such as room size, tolerable limits of EM field and vibration (mechanical), required power rating, utility requirements are to be stated clearly, and to be verified/surveyed by the supplier at the installation site. Man Power: The supplier will have to provide a high skilled and experienced full time operator to run the system for a period of 5-years from the date of installation of the system in the institute at their own cost. The operator will work as an employee of the vendor and institute shall have no responsibility for his/her service liabilities. Environmental requirements: Necessary environmental requirements, i.e., temperature, humidity etc during the operation of SEM/EDS/EBSD system should be specified clearly. It should be understood that a single purchase order would be placed for this item, in favour of the successful bidder. All the sub-components taken together should be submitted in both technical and commercial bids. The commercial bid should be made in a single currency. Date of manufacture of the equipment should be after the date of purchase order. A compliance statement should be included in the technical bid. The items indicated in the compliance statement should be traceable to the supplied manufacturer’s booklet. The page numbers of the manufacturer’s booklet corresponding to each item should be noted in the compliance statement. Further, compliance with the “terms and condition: should also be included in the technical bid. The supplier must submit a comprehensive list of users of the Instrument being quoted or similar instruments– in India. The supplier must submit the name of the service engineers employed by them who are competent to service the equipment being quoted with their locations in India. The supplier must have sold about 10 nos. of SEM installation in last 5 years in Government and autonomous organizations in India. 4. User lists (in India) of the specific models which are quoted should be supplied separately. 4. For Research Microscope preferably the supplier should provide at least one Performance certificate from a premier Metallurgical Department. 6.
