SPECIAL PROVISIONS 1.
General. Perform the work under this construction contract for Project 1000-28-23, located at various intersections in various counties of DOT-DTSD-Southeast Region, Wisconsin as the plans show and execute the work as specified in the State of Wisconsin, Department of Transportation, Standard Specifications for Highway and Structure Construction, 2013 Edition, as published by the department, and these special provisions. The department considers only standard specifications, supplemental specifications and interim supplemental specifications issued directly from the department as valid for this contract. If all or a portion of the plans and special provisions are developed in the SI metric system and the schedule of prices is developed in the U.S. standard measure system, the department will pay for the work as bid in the US standard system. The department defines the contractor's and department's responsibilities within the contract documents in one of the following ways: 1. Taken in context, the contract language makes the responsible party clear. 2. Direct commands written to the contractor in the active voice-imperative mood as described in 101.1 of the specifications. 3. Using "shall" to indicate contractor responsibility and "will" to indicate department responsibility. For example, "Aggregates shall be stored in stockpiles" or "Sampling and testing will be in accordance with the following AASHTO methods...". If the contractor thinks the responsibility for an action under the contract is unclear or is given to the wrong party, the contractor should seek clarification from the department. (20120615)

Scope of Work. The work under this contract shall consist of furnishing and installing loop detectors, pull boxes, signal bases, signal cable and conduit; installing Emergency Vehicle Pre-Emption (EVP) cable, installing monotube poles and arms; removing existing pull boxes and signal bases; restoring all disturbed surfaces in kind; and all incidental items necessary to complete the work as shown on the plans and included in the proposal and contract. ATTACHMENT E Begin work within ten calendar days after the engineer issues a written work notice to do so, unless otherwise specified in the written work notice. Each written work notice will state calendar days for completing the work. Complete the work within the stated calendar days or within the extra time allowed through engineer approved time extensions, or the department will assess liquidated damages and deduct $180.00 from payments due for every calendar day that work remains uncompleted. Each day shall be defined as a twenty-four hour period beginning at 12:01 AM. If the engineer allows work to continue after the corresponding work notice completion time expires, the department waives no rights under any other parts of the contract. Give notice three days prior to working at a specific intersection. Notice shall be given directly to the WisDOT Electrical Field Unit at (414) 266-1170. A voice mail message will not be considered direct notice. Perform all work during daytime hours. Avoid closing lanes during peak periods. Peak periods are defined as 6AM to 9AM and 3PM to 6PM in Milwaukee County and 7AM to 9AM and 4PM to 6PM in all other counties. Equipment or material not being used during actual performance of the work shall not be parked or stored within 30’ of the edge of traveled way, unless otherwise approved by the engineer. Do not work in an area where work is being done by others, unless approved by the engineer. Notify the WisDOT Electrical Field Unit within one working day of completing work at a specific intersection.

Traffic. All intersections shall be kept open to traffic at all times during construction operations under this contract. Access to all adjacent residences and businesses shall be maintained throughout the duration of this contract. If it becomes necessary to close a driveway temporarily for construction activities, the contractor shall notify the affected parties at least 24 hours in advance of the construction operation.
5.
Holiday Work Restrictions. The contractor shall not perform work on, nor haul materials of any kind along or across any portion of the highway carrying traffic and the traveled way and shoulders of such portions of the highway shall be entirely clear of equipment, barricades, signs, lights or any other material which might impede the free flow of traffic during the following holiday periods:

Utilities. This contract does not come under the provisions of Administrative Rule TRANS 220. (20080501) There are underground and overhead utility facilities located within the project limits. There are no known utility adjustments required for this construction project. The contractor shall coordinate their construction activities with a call to Digger’s Hotline or a direct call to the utilities, which have facilities in the area as required per statutes. Additionally, the contractor shall coordinate their construction activities with a call to the local municipality who may or may not be a member of Digger’s Hotline, but have underground facilities in the area. The contractor shall use caution to insure the integrity of underground facilities and shall maintain code clearances from overhead facilities at all times. It may be necessary for the contractor, as directed by the engineer, to make adjustments in the location of loop detectors, pull boxes, concrete bases, and conduit, when it becomes evident that a utility conflict would occur. Note: If a utility conflict arises, the contract item will be adjusted, not the utility.
7.

Make all saw cuts according to Section 690 of the Standard Specifications. Subsection 204.5.1 of the Standard Specifications is supplemented as follows: All saw cuts required are incidental to the respective bid item.

Loop Detector Slots Item 652.0900. Subsection 652.3.1.5(2) of the Standard Specifications is modified as follows: Construct by sawing both edges of the slot full depth and removing the remainder by chipping or other engineer approved methods. Subsection 652.3.1.5 of the Standard Specifications is supplemented as follows: Do not permit solid and liquid residues from sawing to flow or be blown across lanes used by public traffic, or to enter any storm sewer, stream, lake, reservoir or marsh. Control solid and liquid residues through vacuuming or other means acceptable to the engineer. Dispose of solid and liquid residues at an acceptable material disposal site, except that residues from pavements in rural areas may be disposed of within the right-of-way, beyond the shoulder edge, in a manner satisfactory to the engineer.

Loop Detector Lead In Cable Item 655.0700. Subsection 655.3.8 of the Standard Specifications is modified as follows: Under the Loop Detector Lead In Cable bid item, furnish and install loop detector lead in cable, using the shortest distance between points, to the pull box nearest the control cabinet, providing enough extra lead in cable to reach the cabinet plus an additional 6 feet, and splice loop detector wire and lead in cable together in the pull box. The lead in cable shall be sealed and marked in accordance with the loop number shown on the plan. The contractor shall not enter the control cabinet. Subsection 655.4 of the Standard Specifications is modified as follows: The department will measure Loop Detector Lead In Cable by the linear foot acceptably completed, measured from the splice with the loop detector wire along the centerline of the conduit to the control cabinet, plus an additional 6 feet. Subsection 655.5 of the Standard Specifications is modified as follows: Payment for Loop Detector Lead In Cable is full compensation for providing the lead in cable; and for furnishing splice kits and splicing to the loop detector wire.

Emergency Vehicle Preemption (EVP) Detector Cable for Traffic Signals Item 655.0900. Append 655.3.10(2) of the standard specifications with the following: Install the Emergency Vehicle Pre-Emption Detector Cable for Traffic Signals, using the shortest distance between points, to run continuously (without splice) from the pull box nearest the cabinet ensuring enough cable to reach the cabinet plus an additional 10-Feet, to the mounting bracket on the pole/arm, plus additional 2.5-Feet extending out of the mounting bracket. Leave 10-Feet of cable in each pull box plus an additional 20-Feet at the nearest pull box to signal base where the EVP detector head is mounted (this is for knockdowns). Append 655.3.10(3) of the standard specifications with the following: Mark each end of the lead with a permanent label referencing the signal base number and which signal phase it is associated with. At no time will the contractor have entry to an energized control cabinet.

Concrete Sidewalk Replacement Item SPV.0035.01 A
Description This special provision describes replacing all sidewalks or safety islands, of concrete, to match existing sidewalks or safety islands in place.

Materials Use materials conforming to the requirements of Section 602.2 of the Standard Specifications.
C
Construction Replace all sidewalks and safety islands in kind. Perform work according the requirements of Section 602.3 of the Standard Specifications.
D
Measurement The department will measure the Concrete Sidewalk Replacement bid item in cubic yards of concrete acceptably completed, where cubic yard volume is computed from measured length, measured width. and nominal thickness.

DESCRIPTION Concrete Sidewalk Replacement

Payment for the Concrete Sidewalk Replacement bid item is full compensation for providing all materials, including concrete, reinforcement, and expansion joints; for excavating and preparing the foundation; backfilling and disposing of surplus material; for placing, finishing, protecting, and curing; and restoring the work site. When preparing the foundation the contractor may use granular subbase, or Project I.D. 1000-28-23

Traffic Control Intersection Item SPV.0060.01 A
Description This special provision describes providing, erecting, maintaining, moving, and removing traffic signs, arrow boards, drums, barricades, and similar control devices, and includes flagging and guidance of traffic. This work shall be done in accordance with the latest revision of Part VI, Traffic Controls for Construction and Maintenance Operations, of the Wisconsin Manual on Uniform Traffic Control Devices except as noted here after, the plans, specifications, and contract, or as directed by the engineer.

Materials Use materials conforming to the requirements of Section 643.2 of the Standard Specifications.

Cat.5 Cable Underground Conduit Rated Item SPV.0090.01 A
Description This special provision describes the transporting and installing of department furnished Cat.5 Cable Underground Conduit Rated.

Materials The contractor shall pick up all the department furnished Cat.5 Cable Underground Conduit Rated at one time for the project at the Electrical Shop in West Allis.

Construction Install the Cat.5 Cable underground conduit rated as shown on the plans. Install the Cat.5 Cable Underground Conduit Rated, using the shortest distance between points, to run continuously (without splices) from the pull box nearest the cabinet ensuring enough cable to reach the cabinet plus an additional 6 feet, to the appropriate base allowing enough cable in base to reach the head and installation brackets. Provide enough cable to reach the end of the mast arm plus and an additional 2.5 feet in the case of a mast arm installation. Route Cat.5 Cable Underground Conduit Rated to the pull box nearest the controller. Mark each lead appropriately as to which signal phase it is associated with. At no time will the contractor have entry to the control cabinet without the presence of a department electrician. Do not splice detector cable from the detector assembly to the controller terminations. Notify department’s Electrical Shop at (414) 266-1151 upon completion of the installation of the Cat.5 Cable Underground Conduit Rated at each intersection. Any extra Traffic Cat.5 Cable shall be returned to the pick up location.

Measurement The department will measure the Cat.5 Cable Underground Conduit Rated Installed bid item by the linear foot acceptably complete.

Install the Traffic Signal Vehicle Video Detector Coaxial Cable & 16-3C AWG Power Cable to run continuously (without splices), using the shortest distance between points, from the pull box nearest the cabinet ensuring enough cable to reach the cabinet plus an additional 6 feet, to the pull box nearest the appropriate base allowing enough cable in base to reach the cameras and installation brackets. Provide enough cable to reach the end of the luminaire arm plus an additional 2.5 feet in the case of a luminaire arm installation, leaving an additional 20’ coiled in pull box nearest the signal base. Mark each end of the lead appropriately to indicate the equipment label (i.e. VID1, VID2, etc.). At no time will the contractor have entry to the control cabinet without the presence of a department electrician. Notify department’s Electrical Shop at (414) 266-1170 upon completion of the installation of the Mast Arm Installation of Traffic Signal Vehicle Video Detector Coaxial Cable & 16-3C AWG Power Cable at each intersection. C Construction Install the Traffic Signal Vehicle Video Detector Coaxial Cable & 16-3C AWG Power Cable and pole/arm mounting bracket as shown on the plans (the final determination of location will be made by the department’s electrical personnel to ensure best line of sight). The Department Electrical Personnel shall mount the heads, terminate the ends and install the detectors and processors in the cabinet.
