Glover Urbana, Illinois 61801 (217) 384-2377 FAX (217) 384-2400 Specifications for One (1) Backhoe Loader These detailed specifications shall be construed as a minimum. Should the manufacturer’s current published data or specifications exceed these, such standards shall be considered minimum and furnished. All integral parts mentioned in the scope of these specifications that are necessary to provide a complete working unit shall be furnished. The City of Urbana reserves the right to reject any or all bids, and waive all technicalities deemed in the best interests of the City. The City is not necessarily bound to accept the lowest bid submitted. If the lowest bid is not the best bid of value received for money expended, in the City’s opinion, the right is reserved to make awards in the best interest of the City, as determined solely by the judgment of the City of Urbana. In making awards, intangible factors such as bidders’ reputation, past performance, access of service, parts availability, and City operator performance evaluation, will be weighed. The intent of these specifications is to provide the City of Urbana with all necessary equipment and installation of items called out in bid specifications. This equipment shall be fully operational and ready for service when received. All additions, deletions, or modification of items as called out in bid specifications from the manufacturers regular published specifications must be outlined and attached. Failure to provide all necessary documentation of modifications to manufacturers published specifications at bid opening shall be construed as an unresponsive bid and such bid shall be rejected. The unit bid must be a current production model. Models no longer being manufactured are not acceptable. Dealer conversions or a one of a kind machine will not be considered. Bidder shall complete every space under Bidders Proposal column by placing either an “X” to indicate that the item will be furnished exactly as specified, or give a description to indicate any deviations of item being bid from specifications. Any items appearing in the manufacturers regular published specifications are assumed to be included in the Bidder’s Proposal. Any additions, deletions, or variations from these published specifications must be outlined and attached. The City of Urbana reserved the right to make any desired change to the specifications after same has been put under contract, with the change and price of said change to be added or deducted from the bid contract price. No exceptions. 26) BID 1112-06 11 of 14 SECTION II MISCELLANEOUS PROVISIONS A. Freight. For bid purposes, all freight to include delivery to the City of Urbana, Department of Public Works, 706 S. Glover, Urbana, Illinois. B. Safety. At the time of delivery to the City of Urbana, vehicle must meet or exceed all Federal and State health, safety, lighting, and noise standards. C. D.O.T. At the time of delivery to the City of Urbana, vehicle must meet or exceed all existing D.O.T. regulations and USEPA emissions standards which are applicable to this type of vehicle. D. Within thirty (30) days after bid opening, if so requested, each bidder to supply demonstration unit as similar to bid specifications as practical, for three (3) working days demonstration at no charge to the City of Urbana. E. The City of Urbana reserves the right to reject any or all bids, and waive all technicalities deemed in the best interest of the City. All bidders must have authorized dealers within a 100-mile radius of Urbana, Illinois, and all responses to bid specification questions must apply to the locations within that radius. I. Bidding dealer must stock a reasonable representation of parts for the unit being bid and must employ factory trained and certified mechanics to support bid unit. K. Vendor agrees to supply factory trained personnel to provide in-house training on proper operation and maintenance of bid unit at no additional cost to the City of Urbana. ***** BID 1112-06 12 of 14 SECTION III TRADE-IN OPTION The following unit is being considered as trade-in. The City of Urbana will, at its discretion, give for trade the vehicle listed below depending upon the dollar value offered by each bidder. The dollar value, if accepted for trade, will be applied against the total bid cost to determine a net bid cost. The unit being considered for trade will be sold ”as is” with no warranty expressed or implied. It shall also be the successful bidders responsibility to remove the unit from the site within 45 days of delivery of the new unit.
