Item Description INTENT It is the intent of this specification to provide for the purchase and installation of one (1) new and unused 10 foot long dump truck body made from 201 Stainless Steel having 5-8 cubic yard capacity, nose plow, underbody scraper, and stainless steel salt spreader. The following specification is based upon a Freightliner Chassis. The City of Rolling Meadows Public Works Department has evaluated different chassis' and has determined that this product is best suited for the City of Rolling Meadows' needs in safety, quality, performance, and standardization. This specification is not to be interpreted as restrictive, but rather as a measure of the safety, quality and performance against which all bids will be compared. In comparing proposals, consideration will not be confined to price only. The successful bidder will be one whose product is judged to best serve the interests of the City of Rolling Meadows when price, product, safety, quality and delivery are considered. The City of Rolling Meadows reserves the right to reject any or all bids or any part thereof and to waive any minor technicalities. A contract will be awarded to the bidder submitting the lowest responsible bid, which meets the requirements of this specification. EQUIVALENT PRODUCT Bids will be accepted for and consideration given to any make or model that is equal or superior to these specifications. Decisions of equivalency will be at the sole discretion of the City of Rolling Meadows' Public Works staff. A blanket statement that equipment proposed will meet or exceed all requirements will not be sufficient to establish equivalence. Original manufacturer brochures of the proposed unit and all equipment are to be submitted with the bid proposal. All modifications made to the standard production unit described in the manufacturer’s brochures must be certified by the manufacturer and submitted with the bid, or the bid will be deemed “non-responsive” and rejected without further review. Bidder must be prepared to demonstrate a unit similar to the one proposed, if requested. A customer users list of the unit being bid shall be provided. List shall contain no less than ten (10) current users, and include company or municipality, a contact person, and a phone number. A pre-construction meeting shall be held with the successful bidder. Representatives from both the City of Rolling Meadows and the body company shall be present. Blue prints of body installation, along with full computer generated hydraulic and electrical schematics, must be available for viewing at pre-construction meeting. Schematics shall include all wiring for emergency and plow lighting, and all wiring for hydraulics and spreader controls.

Item Description GENERAL The specification herein states the minimum requirements of the City of Rolling Meadows. All bids must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. The City of Rolling Meadows will consider as “irregular” or “non-responsive” any bid not prepared and submitted in accordance with the bid document and specification, or any bid lacking sufficient technical literature to enable the City of Rolling Meadows to make a reasonable determination of compliance to the specification. It shall be the bidder’s responsibility to carefully examine each item of the specification. Failure to offer a completed bid or failure to respond to each section of the technical specification will cause the proposal to be rejected without review as “non-responsive”. All variances, exceptions and/or deviations shall be fully described in the appropriate section. Deceit in responding to the specification will be cause for rejection. It shall be the body builders responsibility to coordinate with the chassis manufacturer all specific items related to fitment of their particular equipment, including such items as electrical, exhaust, chassis measurements, and general body builder packages.
The equipment contained herein shall meet or exceed the following MINIMUM specifications: Section A - Truck Chassis GENERAL Quantity: One (1) Dump Truck, 4x2, with standard "Set-Back" front axle. Freightliner 108SD , With increased Clear Frame and minimum of 23" height. CHASSIS Chassis shall be a conventional cab design with 35,000 GVW rating. Preference will be given to an American built chassis. State chassis make, model and point of manufacture: Wheel base: 160 inches, nominal. Cab to axle: 85 inches, nominal. After axle: 63 inches, nominal. Heavy duty heat treated alloy steel. Full outer C, or inner channel type reinforcement to run the full length of frame. Yield strength to be 120,000 PSI minimum. Item Description Chassis shall include two (2) properly secured front tow hooks rated for the GVWR of the vehicle. Heavy duty anti-sail front mud flaps shall be included. Rear mud flaps shall be supplied by body company. Fuel tank shall be left side mounted, aluminum with minimum 50-gallon capacity, with three (3) safety style steps. Wire braided fuel lines shall be safely routed under cab, protected from heat and abrasion. An in dash fuel gauge shall be supplied. Air tank(s) shall be inside frame rails and shall include exhaust heat shields and easily accessible heated auto drain valves All hoses and wiring throughout the chassis shall be protective wrapped to prevent abrasion and chaffing, and be safely routed through frame gussets or special brackets. Exhaust shall include horizontal muffler with a single right-hand vertical exhaust pipe with short turnout. Stainless Steel heat shields shall be provided as needed. Truck engine shall be equipped with increased capacity high efficiency cooling system, heavy duty fixed radiator, coolant filter, and silicone engine and heater hoses with constant torque clamps. Extended life anti-freeze, with protection to a minimum minus 32 degrees Fahrenheit. Radiator fan to include a Horton brand viscous drive fan clutch. Engine shall be equipped with dual stage dry-type air cleaner with a dash mounted air restriction gauge, full flow oil filter(s), spin-on fuel filter(s), and fuel/water separator with heater, or approved substitute. TRANSMISSION, AXLES, WHEELS & BRAKES An Allison 3000RDS 6 speed automatic transmission, including magnetic drain plug, heavy duty oil cooler, and external spin-on oil filter shall be provided. Transmission will be supplied from the factory with Synthetic Fluid. Transmission shift control shall utilize a touch-pad.

Item Description The single speed rear axle shall have a ratio of 5.63:1 (or approved ratio allowing a maximum road speed of 65 mph.) Synthetic axle lubricant shall be used. The 14,000 lb. Rockwell front axle shall be equipped with 14,000 lb. springs, and double acting shock absorbers. The 23,000 lb. Rockwell model RS-160 rear axle shall be equipped with Hendrickson Primaax EX PAX-232 rear suspension rated @ 23,000lbs. Front steer tires shall be Michelin brand, model XZE tubeless radials, or equivalent, load range H, size 11R22.5. Rims shall be steel Accuride brand, hub piloted, ten lug, single nut disc. Rear traction tires shall be Michelin brand, model XDE M/S tubeless radials, or equivalent, load range "H", size 11R22.5. The rear axle shall include dual tires for load capacity; singles or super singles will not be acceptable. Rims shall be steel Accuride brand, hub piloted, ten lug, single nut disc. Rear suspension shall be equipped with twin height control valves for improves leveling. One (1) matching FRONT spare tire/rim, and one (1) matching REAR spare tie/rim shall be included. Steering system shall include integral power assist, separate oil reservoir, and an oil cooler. Anti-lock brake system shall include full air brakes with a minimum 13.0 CFM capacity compressor, and automatic slack adjusters. Parking brakes shall be spring applied rear wheel drum and shoe. Brakes on both axles shall operate by use of an S-cam system, and utilize "Q" style brake linings, automatic slack adjusters, and backing plate/dust shields. Parking brake system shall utilize air operated parking brake chambers on rear axle, activated by a dash mounted control. No trailer control valves. Air system shall include Wabco Meritor heated air dryer/automatic moisture ejector, which includes spin-on style filter and desiccant cartridges. Mounting location shall be fully accessible for servicing, outer frame rail location is preferred. CAB Cab shall be conventional style, steel construction with steel doors, and two (2) Stainless Steel exterior grab handles. Doors shall be key locked, and keyed to match the ignition switch.

Item Description INSTRUMENTS Drivers instrument panel shall be chassis manufacturers OEM, full vision illuminated with speedometer, odometer, trip odometer, tachometer, and engine hour meter. Gauges shall include oil pressure, water temperature, voltage, transmission temperature, fuel level, and dual range air pressure gauges. Chassis engine instrumentation shall include warning lights and/or buzzers for low air pressure, low oil pressure, high coolant temperature, as well as warning lights for low coolant level, and charging system to warn operator of a potential problem before any damage to the engine occurs. For safety during night operation, the dashboard, all gauges, switches, and transmission controls shall be illuminated, and be readily identified without the use of the interior dome light. ELECTRICAL Electrical system shall be 12 volt, negative ground. 24 volt systems or positive ground systems will not be accepted. Chassis shall have two (2) 12 volt group 31 maintenance free batteries with a combined rating of not less than 1800 CCA. Batteries shall be located on the outer left frame rail in front of the rear tires, in an easily accessible and fully enclosed environment for long life and ease of service. Chassis starter shall be 12 volt, heavy duty. Chassis engine alternator shall be 12 volt, and rated at a minimum of 160 amps. Chassis lighting shall include sealed multi-beam halogen headlights, taillights, stop lights, turn indicator lights, backup lights, and clearance lights. The system shall also include license plate lighting, and self canceling directional light switch with hazard warning switch. LED lighting shall be utilized. Chassis lighting shall meet the most current FMVSS. Factory installed in-dash headlight / plow light switch, including high beam indicator. A cigar lighter shall be provided as well as a minimum of two (2) 15 amp auxiliary power sockets. A minimum of two (2) additional 20 amp. power circuits shall be provided for emergency lighting and two-way radio. For safety, all electrical circuits must be protected by circuit breakers and/or bayonet style fuses.

Alternate bids must include manufacturer brochures and full specifications covering the proposed unit. Dump body shall be rugged contractor type, 5-8 yard capacity. Dump body shall be 201 steel construction with 1/4" AR400 steel floor. All welds shall be continuous. Skip or stitch welding, or the caulking of seams will not be accepted. Item Description Sides & Head sheet One-piece sides & head sheet to be 10 gauge 201 Steel. 10 gauge 201 Steel boxed top rail, one intermediate horizontal side braces, and bottom rub rail are all seamless and sloped outward to shed debris. 7 gauge one-piece tapered 201 Steel front corner posts with 4" sideboard pockets. 7 gauge 201 Steel 5-3/4" x 12" full depth rear corner posts are tied to an 8" structural channel rear apron. This joint is further reinforced with a 1/4" plate, which helps prevent flexing in this critical area and strengthens latch assembly. There can be NO EXCEPTIONS. Truck mounted Heavy Duty hitch assembly shall be a low profile design to allow the cab hood to tilt forward a sufficient amount to provide engine access. 1/2" Steel plate side plates with a 90° bend at the bottom for added strength and rigidity, shall transmit plowing forces directly to the truck frame side rails and will custom fit the specified year, make and model of chassis. Alternate bids must include manufacturer brochures and full specifications covering the proposed unit. Unit shall be of 201 Stainless Steel construction. All welds shall be continuous. Skip or stitch welding, or the caulking of seams will not be accepted. Shall have two (2) 10 gauge 201 Steel sloped horizontal braces that are flush with perimeter boxing. Where applicable, hardware, hinges, latches, and handles shall be 201 Stainless Steel. Item Description Salt Spreader Trough 7 gauge 201 Stainless Steel trough and rear panel. 1/4" 201 Stainless Steel end plates with all interior seams welded. One piece 201 Stainless Steel combination cover and upper rear panel.
The trough cover shall have a 201 Stainless Steel hinge rod and handle. The bottom trough shall hinge providing access to auger. The handles for positioning and locking the bottom trough shall be 201 Stainless Steel. Clean out door in bottom of trough opens in combination with top cover to provide access from top and bottom for complete clean out. Item Description Valve Controls Controls for all valve functions and electronic spreader control will be integrated into a single, self-contained control center. The control center shall be a padded armrest style that is ergonomically designed. Control center shall be modular in design for ease of installation and service, and wiring and connectors shall be keyed and color-coded throughout. All components must be durable for long life and trouble free operation.
There shall also be four auxiliary rocker switches available with an additional fifth switch being the main power switch for the spreader control.
