TERMS OF REFERENCE
VI. Technical Specifications. The requirement specified in this Technical Specifications shall be complied with. Non-compliance with these requirements is a ground for disqualification. TECHNICAL SPECIFICATIONS
SUPPLIER’S SPECIFICATION (“Comply” / “Not Comply”)
PART I. Network Specifications A. Bidder should be able to provide the required bandwidth to be able to run high definition video and voice quality (please refer to Annex B for the required bandwidth specifications per site) B. Bidder should have the capability to manage the endto-end solution for the requirement C. Bidder should have an unparalleled and resiliency DFON Loop D. Bidder should have an unmatched capability for full redundancy through its alliances E. Bidder should have a world class Technology, MEF 9 and Certified Ethernet Network F. Bidder should have a Carrier Ethernet Certified Professionals apart from other global certifications such as CCNA, CCDA, CCIP, CCNP, CCSP, CCIE-SP and CCIE-R&S G. Bidder should have a robust bandwidth availability across the country and have the flexibility to adopt to the growing needs of the Bureau of Treasury H. Bidder should be able to provide Class of Service (COS) to enforce better control over sensitive VoIP traffic and

mission-critical data applications I. Bidder should deploy best in class routers which are managed through a robust network management system manned by a pool of certified engineers, IOS patch updates, initial configurations and subsequent re-configurations including all troubleshooting and repairs. J. Bidder should have nationwide presence that could provide immediate technical support for the after-sales service requirement of its regionaloffices. K. Any necessary expenses for the deployment of the project should be part of the project cost. PART II. Equipment Specification. A. Please refer to the detailed technical specifications of the equipment on Annex A B. Minimum warranty for all the equipment should be one year from the date of acceptance PART III. Other Requirements A. KEY PERSONNEL QUALIFICATION FOR THE IMPLEMENTATION OF THE PROJECT AS BIDDERSCOMPETENCY REQUIREMENT. Minimum required experience of key personnel under regular employ of the Bidder. (Submit copy of curriculum vitae, company ID and certificates).

The Bidder must submit at least Three (3) Certificates of Satisfactory Performance/Completion from both government & private agencies for having supplied such equipment during the last five years, stating that service is satisfactory. Administration Personnel, the following:Installation, Configuration, Implementation, Maintenance, and Administration. G. STATEMENT UNDER OATH OF BIDDER’S BUSINESS EXISTENCE AND EXPERTISE a. The Bidder must be operating in the Philippines for the past (20) Twenty years. b. The Bidder must have completed single largest contract for the past three (3) years that is similar to the project to be bid in an amount equivalent to at least 50% of the ABC. Note: Similar projects are those related to Unified Communications and Video Conferencing projects. .

Certification from the Manufacturer of the proposed hardware that they are “willing to extend support to the Bureau of the Treasury for the product being offered by the bidder”.
I. MODE OF PAYMENT I.1 One-time payment of the contract shall be made upon completion of supply, delivery, installation of hardware and software components and upon issuance of certificate of acceptance by the end-user. I.1 Monthly Recurring charges shall apply for the network connectivity portion after 5 days of successful testing and acceptance of the circuit II.1 Training component shall not form part of the requirements
