FlashbackHD ™ In-Car Digital Video Recording System Specifications 1.1.0
System Description
1.1.1
The Flashback in-car digital video system includes a console mounted digital video recorder, windshield mounted miniature color camera with zoom capability, color LCD monitor with audio, a bi-directional digital spread spectrum wireless microphone system, and a microphone mounted within the police vehicle. It provides a clear audio and video record of traffic stops, pursuits, sobriety tests, etc.
1.1.2
The console mounted digital video recorder, DVR, has no moving parts and uses Secure Digital High Capacity (SDHC) media that can withstand up to 50 Gs, while recording, for maximum reliability. All operator controls are mounted on the front panel. The FlashbackHD DVR will simultaneously record five video sources and three audio sources plus multiple sources of metadata. The DVR is capable of operating within the range of interior temperatures found within law enforcement vehicles without the need for supplemental heating or cooling.
1.1.2
The windshield mounted miniature HD color Nite-Watch™ camera utilizes an advanced mega pixel image sensor for maximum nighttime performance. It is fitted with an infinite focus lens that has manual and auto zoom capabilities. The camera is extremely compact so as not to obstruct driver’s view through windshield.
1.1.4
A compact color LCD monitor is provided with a screen size of 3.5 inches. The monitor includes a builtin speaker and has controls for brightness, volume, and power on and off.
1.1.5
The officer worn VoiceLink Plus 2® wireless microphone is capable of being automatically activated whenever the DVR is triggered into the RECORD mode, and deactivated whenever the DVR is put into the STOP mode. The automatic wireless microphone system uses a rechargeable battery and is capable of being recharged within the vehicle or with a separate charger located at the post or precinct.
1.1.6
An, in-car, microphone is provided that can be mounted anywhere within vehicle. The Flashback DVR provides a third audio channel for recording conversations picked up by this microphone.
1.1.7
The Flashback DVR includes an easily accessible USB port to accommodate the programming of unique user information through the use of a USB key.
1.1.8
The Flashback in-car digital video system includes all cables and hardware required for installation.
1.2.0
Flashback Digital Video Recorder - DVR
1.2.1
The Flashback DVR is designed for mobile applications. It can be mounted in standard equipment consoles found in most law enforcement vehicles. For absolute reliability it has no moving parts and records onto SDHC media.
1.2.2
The Flashback DVR includes a programmable pre-event recording mode allowing it to capture images up to 60 seconds prior to the activation of the RECORD mode.
1.2.3
The Flashback DVR uses an MPEG-4 codec that has been optimized for law enforcement applications. The codec allows the simultaneous recording of five video channels and three audio channels as well as multiple sources of metadata.
1.2.4
The MPEG-4 codec provides good quality real-time video images under both daylight and nighttime conditions whether the vehicle is stationary or moving.
1.2.5
Each frame of video is encrypted using an MD5 algorithm.
1.2.6
The Flashback DVR includes an internal GPS receiver that provides vehicle position, course and speed information. The GPS receiver is also used to set the internal DVR clock to the proper time and date so that all vehicles will display and record proper time.
1.2.7
Digital video files can be transferred from the Flashback DVR by any of the following methods: a. Removal of the SDHC card b. Through the DVR’s Ethernet connection c. Automatically via the DVR’s internal 802.11A/B/G/N wireless LAN card.
1.2.8
The front panel of the DVR has backlit controls for: RECORD, STOP, PLAY/PAUSE, FAST FORWARD, FAST REVERSE, and TRACE.
1.2.9
The front panel of the Flashback DVR has lighted indicators for: POWER ON, RECORD, PLAY.
1.2.10
A USB port is provided on the Flashback DVR front panel to accommodate the transfer of user information from a data key.
1.2.11
The FlashbackHD DVR is provided with an 16GB SDHC card. 32GB and 64GB SDHC cards are also available if more storage is required.
1.2.12
The SDHC is easily removable to accommodate file transfer when wireless transfer is not the preferred method of delivering files to the file server.
1.2.13
A locked door is provided on the front panel of the Flashback DVR to secure the removable SDHC card as well as the MENU select button and power control switch. The Flashback DVR RECORD function is disabled whenever this front door is open.
1.2.14
A power control switch allows the Flashback DVR to automatically power on thirty seconds after the vehicle’s ignition is switched on.
1.2.15
The Flashback DVR automatically powers down after the vehicle’s ignition is turned off provided the DVR is not in RECORD and is not in the process of downloading files through its built-in 802.11A/B/G/N wireless link.
1.2.16
Manual activation of the Flashback DVR into the RECORD mode is by means of a back-lit push button on the face of the DVR.
1.2.17
Automatic activation of the Flashback DVR into the RECORD mode is accomplished by any of the following user programmable methods: 1. 2. 3. 4.

Activation of the vehicle’s emergency lights. Activation of the vehicle’s siren. Activation of an auxiliary input. Exceeding of a predetermined GPS speed threshold.
Activation of the Flashback DVR’s STOP Mode is accomplished only by pressing the backlit STOP button on the face of the DVR.
1.2.19
When the Flashback DVR’s backlit PLAY button is pressed a list of all prior recordings appear on the LCD monitor screen. The user may select any recording to view using function keys on the face of the DVR.
1.2.20
It is impossible to edit or delete recordings from within the vehicle.
1.2.21
The Flashback DVR is capable of recording the department’s choice of the following as metadata and/or on screen display: a. Position – Longitude and Latitude b. Speed c. Heading d. When in the STOP mode, the system’s LCD monitor will display the remaining storage capacity in bytes. When in the RECORD mode, the system’s LCD monitor will display the remaining storage capacity in hours and minutes. An audible beep warns the operator once each minute when there is thirty minutes, or less, time remaining.
1.2.23
The Flashback DVR is housed in an extruded aluminum case with die cast front and rear panels for maximum strength and to provide full RFI/EMI shielding and immunity.

1.3.0
Compact Low-Light HD Color Camera
1.3.1
The Nite-Watch™ low-light HD color camera uses an advanced mega pixel image sensor to provide high quality nighttime images while minimizing blooming and smearing from bright sources of light.
1.3.2
The Nite-Watch low-light HD color camera has a normal low light sensitivity of 0.5 lux and uses “frame accumulation” technology to extend its low light capabilities to 0.03 lux.
1.3.3
Frame accumulation is user selectable via a pushbutton on the rear of the camera housing allowing the user to choose four progressively higher ranges of sensitivity.
1.3.4
An auto-zoom feature is provided to allow the camera to zoom in to a factor of 4X, pause, then return to its widest-angle position by pressing and releasing a single push button.

1.3.6
All Nite-Watch user controls are backlit and mounted on the camera’s rear panel for easy singlehanded operation. A switch is provided to turn off the back light feature for covert operation.

The Nite-Watch low-light color HD camera measures 52mm W x 53mm H x 70mm L. It weighs 6.4 ounces.
1.3.8
The Nite-Watch HD low-light color camera operates on 12 volts DC provided by its own power supply within the Flashback DVR. All connections to the camera, for power and video, are made by a single cable that attaches using a quick release connector.
1.3.9
The Nite-Watch HD low-light color camera mounts to the vehicle windshield via an easy to remove (without tools) mount, containing two joints, which allow for 360 of rotation. This permits aiming through the windshield, left or right side windows, or on the back seat area. It is mounted in the neutral area between the dual airbag deployment zones.

The Nite-Watch HD low-light color camera is manufactured in a factory that is ISO-9000 certified.
1.3.11 Compact Color LCD Monitor 1.4.0
The compact color LCD monitor uses a high quality Active Matrix (TFT) screen that measures 3.5 inches diagonally.
1.4.1
The compact color LCD monitor has full audio capability and includes a 2-inch internal speaker.

1.4.3
For covert operation it is possible to operate the Flashback DVR with the color monitor turned off.
1.4.4
The compact color LCD monitor measures 3.875” W x 1.5” D x 4.25” H. It weighs 7 ounces.
1.4.5
The compact color LCD monitor operates on 12 volts DC provided by a dedicated power supply within the Flashback DVR. All connections for video, audio, and power are provided via a single cable fitted with a quick release connector.
1.4.6
The compact color LCD monitor is provided with an adjustable mounting bracket that will allow it to be mounted in a variety of locations within the police vehicle.

The compact color LCD monitor is manufactured in an ISO9000 certified facility.
1.4.8 2.4 GHz VoiceLink Plus 2® Digital Spread Spectrum Wireless Microphone 1.5.0
The 2.4 GHz VoiceLink Plus 2 Wireless Microphone uses bi-directional digital spread spectrum communications between itself and its associated transceiver, hereafter referred to as base unit, in order to send clear audio from the user back to the Flashback DVR, while providing a bi-directional data and control path from the DVR to the wireless microphone. (Patent No. 7,119,832)
1.5.1
The 2.4GHz VoiceLink Plus 2 Wireless Microphone allows the operator to remotely activate the Flashback DVR’s RECORD mode by pressing a button on the wireless microphone transmitter.
1.5.2
The Flashback DVR automatically activates the 2.4GHz Wireless Microphone’s transmit mode whenever the DVR is placed into the RECORD mode by any method of activation.
1.5.3
The VLP offers a vibrate mode that allows for silent notification of actions. Once the VoiceLink Plus wireless microphone transmitter is activated it can only be deactivated by stopping the RECORD function manually via the STOP button on the Flashback DVR.
1.5.4
When inserted into the charging receptacle of its base unit, the VoiceLink Plus 2 wireless microphone transmitter synchronizes with the base through the exchange of one of more than sixteen million, randomly selected, digital spreading codes. Any other wireless microphone transmitter that may have been previously synchronized with that base will become unsynchronized.
1.5.5
Any 2.4GHz VoiceLink Plus Wireless Microphone transmitter will operate exclusively with any vehicle with which it is synchronized. Any VoiceLink Plus 2 microphone can be connected to any charging base and synchronize with that vehicle’s Flashback system.
1.5.6
Each 2.4GHz VoiceLink Plus 2 Wireless Microphone will automatically detect other systems, or RF noise, on the same frequency and change to a clear channel, as required, so that multiple vehicles can operate in very close proximity without cross talk or serious degradation of audio performance.
1.5.7
The VoiceLink Plus 2 wireless microphone transmitter is supplied with two lavaliere microphones, one with a thirty-inch cable to allow the transmitter to be worn on an officer’s duty belt, and one with a 9inch cable to allow the transmitter to be worn in a shirt pocket. The cable connects to the transmitter via a miniature right angle connector.
1.5.8
The VoiceLink Plus 2 wireless microphone transmitter uses an internal antenna.
1.5.9
The VoiceLink Plus 2 wireless microphone transmitter has an internal microphone to allow audio pickup in the event that the lavaliere microphone becomes damaged or is disconnected.
1.5.10
The in-vehicle VoiceLink Plus 2 Base Unit functions as a transceiver to communicate with the wireless transmitter and as a charger to charge the lithium-ion battery within the wireless transmitter. A tricolor LED is provided on this base unit to indicate the progress of the charging process. A second LED is provided to verify synchronization between the base unit and the wireless transmitter each time the transmitter is inserted into the base unit and to confirm that communication is established whenever the transmitter is activated.
1.5.11
One charging base is provided for each wireless microphone supplied to allow charging away from vehicle.
1.5.12
The VoiceLink Plus 2 has an “Emergency” button. This feature allows the VLP microphone to sync with the vehicle’s Communications System to allow the officer to signal an emergency when the officer is away from the vehicle. Activating the emergency button will also initiate recording from the DVR
1.5.13
The 2.4GHz VoiceLink Plus 2 wireless transmitter’s lithium ion battery provides up to 10 hours of continuous transmit time, and twenty days of standby time. It will fully recharge within ninety minutes.
1.5.14
The RF power output of both the base unit and the VoiceLink Plus wireless transmitter will automatically adjust to maintain reliable communications. This assures that communication is always accomplished at the minimum necessary power levels to extend battery life while minimizing unnecessary RF radiation.
1.5.15
The VLP microphone transmitter has a 2 LED display that indicates the following information to the operator: a. Link Status / Mute b. Error

The VLP Microphone utilizes an integrated, removable stainless steel belt clip.

1.7.2 Warranty 1.8.0
1.8.1
Each Flashback in-car digital video recording system is warranted by Mobile-Vision to be free of defects in material and workmanship for a period of one year from the date of delivery. Service if required will be provided by L-3 Mobile-Vision’s factory service center. During the one-year warranty period L-3 Mobile-Vision will pay the repair related shipping costs at UPS Ground rates.
