How – Step 1: Call (Not Email) League Administrator 676-1711 (If you personally talked to this person skip to step 4, if you didn't talk to this person go to step 2) Step 2: Call (Not Email) President of League (Stephen Clever 587-4825 Cell or 244-9804 Home) (If in step 1 or 2 you don't talk to anyone go to step 3) Step 3: Call (Not Email) Lloyd Faller, Vice President of Travel (443-992-2087) or Cindy Mullin, Vice President of Recreation (873-3424) Step 4: Call Other Club Presidents of the teams that were to play your teams (If you can't get the club president then you are to call the opposing teams head coach) At no time are you to contact the Referee Assignor! That will be done by the League Administrator or the President of the League. At no time are your coaches to contact the other coaches to cancel games because of weather or inclement field conditions! The referee in charge of that game is the only person with the authority to cancel a game at the field. If the referee arrives at a field for a game and finds the field in their opinion, not properly prepared, unplayable, or unsafe, the following procedure will be followed: The referee will notify the home team coach of the problem or problems with the field, and will make note of such information in the game report. • Not properly prepared may include fields not properly lined or lines not adequately visible, lack of nets, corner flags, or extremely high grass. In reference to proper lining of fields, the major emphasis is on whether the lines are visible, not if the lines are straight. Also, consideration regarding proper lining should be given to the time of day the game is played. If numerous games were played previously that day or if the weather was rainy all day long, the referees should make note of such. If, in the opinion of the referee, the safety of the players is not in danger, the referee may continue play. • Unplayable may include, but is not limited to, unsafe weather conditions, unsecured goal, and a dangerous area in the playing surface (holes, rocks, standing water, etc.) If in his opinion, the official deems the field unsafe, the game shall either be cancelled or moved to another location in close proximity to the unplayable field. If a game or games have been cancelled due to inclement weather, the league will reschedule these games. These games will be rescheduled on the next available weekend that each team has open or, if there are none, the games will be rescheduled to the end of the season. 2 York USA Game Change Guidelines (Revised 02/19/2013) It is York USA’s intention that all games be played as scheduled by the League (York USA). All coaches must be familiar with the following rules and guidelines regarding changes in your scheduled games and any designated as a TBD (to be determined). TBD games must be scheduled and changes must be rescheduled within the guidelines and played. THERE WILL BE NO EXCEPTIONS TO ANY POINT OF THIS GUIDELINE. Any game changes that have not been properly submitted will result in a forfeit and a fine to the offending club. • All league games affected by state cup games must be rescheduled as soon as the state cup game date is known. The changes must be submitted using the game change procedure. If two coaches cannot agree to a new date and time, or if the coaches are uncooperative regarding any game changes, the coach requesting the change must contact his/her club president. The club president will contact the other club president to work on a resolution. If a resolution cannot be made, the game will be played as scheduled. • Any games rescheduled by the league for unplayable fields or inclement weather to the end of the season may be eligible for a game change request. All requests must be made following the game change procedure within two (2) weeks following field closure. • When one team is going to a sanctioned tournament, the game must be rescheduled. The changes must be submitted using the game change procedure. If two coaches cannot agree to a new date and time, or if the coaches are uncooperative regarding any game changes, the coach requesting the change must contact his/her club president. The club president will contact the other club president to work on a resolution. If a resolution cannot be made, the game will be moved to the last week of the season or the next week that both teams are available to play. • REMINDER: 1st game change is free, 2nd change is $25.00 and 3rd change is $50.00, payable to York USA, that will be assessed upon approval of the game change The referee assignor will only accept game changes and make necessary referee assignments based on approval of the league. GAME CHANGES WILL ONLY BE ACCEPTED FOR THE FOLLOWING CONDITIONS: • STATE CUP GAMES • UNPLAYABLE FIELD CONDITIONS • SANCTIONED TOURNAMENTS (This must be a tournament that your team is attending) o Coaches: If you are aware of a tournament you are planning on attending, please let the League Administrator know prior to the development of the schedule. PLEASE NOTE: Too few players or conflict with another event, or unavailability of coaches are not considered valid conditions for a game change request from the league perspective. Under normal circumstances, games must be completed within seven days of the last scheduled league game for the season. Exceptions may be made by the Executive Committee due to extenuating circumstances. Any and all violations of these rules and guidelines could result in forfeiture of game and/or fines established by York USA. 3 York USA Game Change Procedure (Revised 02/19/2013) It is York USA’s intention that all games be played as scheduled by the League (York USA). If however, a game must be rescheduled within the guidelines as set forth by the Game Change Policy, then the following procedure is to be utilized: • First, the coaches must establish a date and time for the rescheduled game. • The coach requesting the game change is to complete the game change request on the York USA website requesting the change and the desired date, time and location of the rescheduled game. This request is to be carbon copied to the presidents of both clubs. • The information to be included in the game change request must consist of the date, time, location, age group and division of the originally scheduled game and the date, time and location of the rescheduled game as well as the reason for the game change request. The game change request should also include the home team’s name, home team coach’s name, visiting team’s name, and visiting team coach’s name. If all proper information is not included in the game change request, the game change will be denied. • If the opposing team’s coach approves of the request, he/she will respond to the game change request indicating his/her approval of the request and include carbon copies to the game change committee. • Once the game change committee receives the approval response from the opposing coach we will verify field availability, etc. before approving the game change. Pending League approval, both coaches and club presidents will receive an email from the game change committee indicating such approval and the email will serve as the final notice of approval. If the requested change is not approved (i.e. – scheduling conflicts with field, not in compliance with the game change guideline or procedure, etc.) then both coaches and club presidents will also be notified of this denial via email from the game change committee, and the originally scheduled game will stand as the scheduled game. Please Note: If you do not receive notice of approval or denial within a few days, please resubmit your request to assure the email was received and processed. • This procedure must be completed two weeks prior to the originally scheduled game or the rescheduled game, whichever is sooner. If not, the request for game change will be denied. 4 York USA Coaches Guide All coaches should familiarize themselves with the following responsibilities, policies and procedures. Conscientious individuals would not consider it appropriate to shout out distracting and disruptive verbal communication in a myriad of public events and the intent applies here, as well, to achieve the desired purposes above. Dates: October 13th, 14th and 15th, 2017 Rules: (1) Coaches are only permitted to provide instruction to players before the match, during halftime, after the match and to substitutes during the match within the technical areas only. Coaches are also permitted to verbally request substitutions from the referees. Two exceptions are noted under (8) below. (2) Coaches are responsible for implementing the Procedure; controlling, managing and disciplining their spectators, if and when required and necessary. Offending spectators will be given one (1) verbal warning by the coach or referee and, upon the second infraction, will be ordered to leave the immediate area of the field by the coach. (3) Spectators are permitted to talk to other spectators on their respective touch lines and to applaud, positively and enthusiastically, in appreciation for excellent play by either team during the match. (4) Players on the field are permitted to talk and communicate to each other as much and as loud as they wish in a positive and constructive manner. (5) Substitutes are not permitted to provide verbal communication to players on the field. Substitutes are defined as rostered team members located in the technical areas. A player and a substitute exchange designations during the substitution process. Coaches may not use substitutes to convey instructions to players on the field. (6) Coaches and Spectators are permitted to use hand and arm motions, as long as motions are not accompanied by words or sounds, to convey instruction on positioning to players on the field. (7) Coaches and Spectators are not permitted to use guttural sounds to “cough” instructions to players on the field. (8) The first Exception to the rules pertains to players with special needs (Autistic, ADD, ADHD, etc.). Coaches are permitted to provide verbal instruction to these players only. Coaches will notify the referee crew prior to the match and provide the jersey number(s) for the applicable player(s). The second Exception permits Coaches only in U09 and U10 matches, across all three Divisions, to provide verbal instruction and positive words of encouragement and acknowledgment to players on the field during play. (9) Noisemakers, cow bells, horns and instruments of any kind are not permitted. Referees: (1) Will use the “Ask, Tell, Remove” method for controlling, managing and disciplining coaches, if and when required and necessary. (2) Will be required, even more than normal, to communicate appropriate and relevant elements of the Laws of the Game on the field, in order to eliminate confusion on the part of players, especially at the younger age levels, in restart situations (i.e., goal kicks, corner kicks, throw-ins). 23 York USA Rained Out Notification System 24 Fall 2017 Travel Team Listing Under 09 Male_____ Club/Team
