CDR/COM/22/2016 Simulation for quality evaluation for Award criteria The purpose of this document is to give all details of the technical requirements set for the audiovisual coverage of the hypothetical event organised by the Committee of the Regions. 1.1 Requirements for Tenderer The Tenderer has to make a proposal on how to meet all of these needs, with the minimum cost for the CoR. The Tenderer 's offer will be evaluated in Award phase. The offer must include a practical description of installation and management of the entire audiovisual set-up and a cost estimate, based on the equipment rates and staff rates (respecting the analogy presented in Annex 5 – Financial Offer). These practical simulations will enable the CoR to compare the quality and cost of the services/products to be provided. Tender presentation must include the planning in several areas, for which the contractor must provide the necessary staff:  Planning for the use of the editing suites, based on the programme of the CoR event and participation of VIPs in this programme, and based on requests from journalists, accredited for the event;  Planning for the use of ENG crews, based on requests of journalists, accredited for the event;  Planning for the use of satellite transmissions, based on requests of journalists, accredited for the event;  Planning the technical solution for web streaming and internet dispatch of edited materials;  Planning for the use of stand-up position for interview, based on requests of journalists, accredited for the event;  Conducting video-shoots (family portrait, arrivals) and interviews with VIPs, and voxpops with participants, for the pool signal;  Editing the final video summary of the event. 3 CDR/COM/22/2016 - "AUDIOVISUAL SERVICES FOR THE COMMITTEE OF THE REGIONS" ANNEX 4 OF THE TENDER SPECIFICATIONS CDR/COM/22/2016 Simulation of audiovisual coverage of a CoR summit in Brussels Hypothetical scenario The Committee of the Regions will organise a one-day summit of its members, regional presidents, city mayors and other political leaders in a major city in an EU member state, in Brussels. This document is based on the following assumptions:       1.2 Very high level multilingual political meeting – presence of presidents, prime ministers and ministers from several EU member states; 800 participants in total; Broadcast-quality TV production of the entire event for one full day; Projection of video-clips during the event; Presence of 40 TV crews from European TV stations to cover the event; Presence of 200 journalists from European press to cover the event. Technical requirements for the meeting room The meeting room will be used for the CoR summit from 9h00 till 17h00. 1.2.1 Meeting room set-up Room set-up will take into account the following criteria:  The room will have a capacity of 800 seats  The room will be prepared according to the planning stated in paragraph 2.2.2 (see below) 1.2.2 Stage set-up Stage will be set-up as follows:  In the middle: main table for speakers (12 seats with table) – rectangular shape;  Speaker's podium (lectern) – left of the middle of the stage;  Left + right side of the table: 30 seats on each side for round table participants;  Behind the main table: platform for choir – 70 persons;  Two giant screens will be in the middle of the stage to display the image of the speaker and/or other materials (video clips, presentations etc.). Input on screens must be manageable separately and should be able to ingest all major feeds (VGA, HDMI, DVD players etc.) 4 CDR/COM/22/2016 - "AUDIOVISUAL SERVICES FOR THE COMMITTEE OF THE REGIONS" ANNEX 4 OF THE TENDER SPECIFICATIONS   1.2.3 CDR/COM/22/2016 A truss system will carry 3 point lighting, decoration and sound reinforcement A truss system will hang backdrop and/or draperies Audiovisual set-up inside the meeting room The technical set-up in the meeting room will be as follows:  Truss system to hang video beamer and sound reinforcement equipment (if screens are projection screens);  Truss system for room lighting;  Audio and video monitor for presidency table and speaker's podium;  Front of the house mixers (A/V) + lighting including: o Multi-format video-switcher; o TBC & frame synchronizer; o Video signal processing; o Character generator; o Audio mixing + processing; o Video and audio sources (formats video: XDCAM et SxS + DVD); o Feeds to/from OB-VAN. 1.2.4 Video – generalities The Host Broadcaster will provide the following services:  Filming inside the room (HD – 1080i50);  Distribution of the pool signal in SDI;  Transmissions via Europe by Satellite (EbS);  Satellite uplink facilities and high speed internet (FTP) for broadcasters;  Four shared editing cells (including access to pool signal in edit rooms on recorded tapes or disks, with rescales to SD if needed);  Tape play-outs (XDCAM in PAL, P2 and SxS);  Stand-up positions for recordings for playback (interviews);  Copies on all formats supported through play-outs for the event and press conferences;  Four ENG crews in P2 or XDCAM HD;  OB-VAN (outside the room) and FOH mixer (inside the room) equipped for both live transmission and recording. 1.2.5 Video – standards  The camera and related equipment must be of professional quality for broadcasting purposes, in 1080i50 HD format 5 CDR/COM/22/2016 - "AUDIOVISUAL SERVICES FOR THE COMMITTEE OF THE REGIONS" ANNEX 4 OF THE TENDER SPECIFICATIONS  1.2.6 CDR/COM/22/2016 The pool signal will be displayed live on the giant screen and plasma screens (internal to the venue). Video sources – live content The pool signal will be created using the following sources:  The Broadcast quality digital cameras connected to the OB-VAN as follows: o 1 camera on tripod – height and distance to be verified on site – clear line of sight to cover the entire stage (frontal) – lenses to be defined - connected to the OB-VAN; o 1 camera on tripod – height and distance to be verified on site – to cover the right part of the stage + speaker's podium + room overview – lenses to be defined – connected to the OB-VAN; o 2 portable cabled (or RF) cameras to be used on stage for close-up shooting – lenses to be defined – connected to the OB VAN; o Position, quantity of cameras and lenses to be verified according to the room and stage set-up. o FOH mixer.  The pool signal will be displayed on the internal screens and recorded for editing and post-production purposes. 1.2.7 Video sources – offline content  4 portable ENG cameras with crew to cover external scenes, including guest arrivals, back-stage shooting, interviews and stand-ups for broadcasters (to be used in the editing cells).  The technical specifications should be at least: o Video:  Broadcast quality digital camera recording in P2 or XDCAM HD – 1080i50  Lens: 13x9, 14x8 with 2x converter;  Additional lens: wide angle x 0.8;  Professional tripod;  Portable lighting (on camera): 50, 100 or 150 W - 12 V + diachronic filter;  Power belt for torch, camera, VA-500 : 13.2 V/14.4 V/7 Ah;  Lighting set (case): 3 sources 650/800 W + gels;  Monitor: battery-operated portable TV monitor with loudspeaker;  Adapter for colour viewing of recordings;  Sufficient camera batteries for a full day's shooting without recharging;  Rain protection for the camera;  Power cable for power belt; 6 CDR/COM/22/2016 - "AUDIOVISUAL SERVICES FOR THE COMMITTEE OF THE REGIONS" ANNEX 4 OF THE TENDER SPECIFICATIONS o o 1.2.8    Audio:   CDR/COM/22/2016 Extension cables for lighting; Recommended: Set of graduated neutral density filters, polarising filters, etc; Recommended: Manual zoom control. Portable mixer; Microphones:  1 hand-mike + windshield tie mikes;  1 rifle mike;  2 radio mikes;  Telescopic boom: +/- 0.5 m to 3.5 m;  Headsets;  Batteries for mike, extension leads, etc;  Recommended: DAT 48 KHz recorder with cordless time code camera link. Stand-up position for interviews (including lighting). Video control and processing  Master control room using an Outside Broadcast VAN (OB-VAN) equipped as follows: o Video equipment:  Up to 6 camera chains;  Camera control;  Colour monitors and displays;  Under monitor displays;  Up to 4 VTRs (DV CAM or BETA SX or XDCAM / XDCAM HD or P2 format);  Hard disk recorder;  Editing system;  Dynamic Motion Controller;  Exterior inputs (analogue and digital);  Frame store synchronizers;  Video matrix system;  Signal Processing System;  Monitors assignable to sources;  Monitor assignment indicated by under-monitor displays;  Automatic monitors tally assignment;  Production Switcher;  Character generator;  Frame store. 7 CDR/COM/22/2016 - "AUDIOVISUAL SERVICES FOR THE COMMITTEE OF THE REGIONS" ANNEX 4 OF THE TENDER SPECIFICATIONS o Audio equipment:  Audio Console digital/analogue;  Patch panel;  Monitoring system;       o  CDR/COM/22/2016 CD-Player; DAT recorder; Multi effect unit; Compressor/Limiter; Telephone hybrid; Intercom system to cover OB-VAN, stage, FOH mixer, cameras (10 intercom stations – 4 out of 10 on belt pack). Satellite link system:  1,2 m Single Offset Antenna System;  Automatic antenna control with GPS;  RF-Equipment;  MPEG 2 encoder 4:2:0/4:2:2;  DVB modulator;  Up converter;  HPA amplifier and controller;  Professional IRD (integrated receiver decoder);  Analogue satellite receiver;  Spectrum analyzer; The master control OB-VAN will: o Have the necessary equipment to insure the distribution of one video and two audio signals (one original sound and one translation) into each of 2 workspaces (editing cells); o Ensure the recording of the pool signal in XDCAM formats with a pool logger  Provide the tapes for these pool recordings;  Have one fully redundant 2 output DSNG (Digital Satellite News Gathering), including necessary licenses for the country where the meeting takes place;  Ensure the satellite video/audio transmission of the news reports prepared by the CoR press officers on unilateral transmission to the Europe by Satellite (EbS) network;  Ensure the satellite video/audio transmission of the news reports prepared by broadcasters on unilateral transmission or to the Eurovision news exchanges. 8 CDR/COM/22/2016 - "AUDIOVISUAL SERVICES FOR THE COMMITTEE OF THE REGIONS" ANNEX 4 OF THE TENDER SPECIFICATIONS  The host broadcaster will provide the necessary staff to operate the equipment, including full service during the event. o 1.2.9 CDR/COM/22/2016 Web streaming  A turn-key solution for the web streaming of the mixed material with 24 sound channels, with layers and related documents platforms must be implemented; Video recording   Video recording of the event shall be performed using one of the following formats: XDCAM or P2 or SxS; All the original edit masters must be handed to the CoR's Communication, Press and Events Directorate. 1.2.10 Video editing and uplink   Four editing cells with video editors to edit news reports and record voice-over with journalists (40 accredited TV journalists), as follows: o two editing rooms fully equipped in for shared edit with editor; o two editing rooms fully equipped in XDCAM, P2, SxS formats for shared edit with editor; Satellite uplink facility to play out news reports prepared by the CoR's Communication, Press and Events Directorate and the accredited TV journalists. 1.2.11 Video projection inside the room (giant screens/video walls)  The giant screens/video walls will be 6 x 8 meters minimum and will use one of these technologies: o Rear or front projection using a rigged beamer or o LED wall.  The beamer will have the following minimum characteristics: o 18k Ansi Lumen - 20 k Center Lumen; o Resolution: 1280x1024 native; o Contrast ratio: 1800:1; o Lamp: 3 kW Xenon; o Noise level: max. 56 dBA; o Input: up to QXGA(2048 x 1536); 9 CDR/COM/22/2016 - "AUDIOVISUAL SERVICES FOR THE COMMITTEE OF THE REGIONS" ANNEX 4 OF THE TENDER SPECIFICATIONS o o o CDR/COM/22/2016 BNC, DVI and SDI interfaces; Appropriate lenses to cover the screen; Rigging kit.  The led wall will be made of modules having the following minimum characteristics: o Pixel pitch 6 mm maximum; o Brightness 2500 NIT minimum; o Viewing angle (min. 50% brightness)  Horizontal 145°  Vertical 145° o Contrast ratio 950:1 minimum; o Processing (Colour) 12 bit/colour minimum; o Colours 68,7 billion minimum; o Refresh rate: 400 Hz.  Technical specifications could be revised according to the proposed lighting set-up. 1.2.12 Lighting     Broadcast lighting (3 point lighting) to cover: o Stage; o Participants' area (shooting on first 5-6 rows only); o Arrival area/entrance; o Stand-up podium for interviews. Light plots to be defined taking into account: o Performance of the choir; o Theatrical lighting scenes during the conference (Scenario 1 = CoR summit, Scenario 2: stage only; Scenario 3: projection of video clips); o Speaker's lectern position. Including lighting control and dimming console; Including connection to the intercom system. 1.2.13 Audio system     Mono P.A. system powerful enough to deliver a loud, clean undistorted sound with a uniform coverage of the entire main room (including balconies); Loudspeakers will be hung on the ceiling; Stage monitors; FOH audio only mix position, including console (16 inputs minimum), limiter, noise gates, effects and equalizer; 10 CDR/COM/22/2016 - "AUDIOVISUAL SERVICES FOR THE COMMITTEE OF THE REGIONS" ANNEX 4 OF THE TENDER SPECIFICATIONS         1.3 CDR/COM/22/2016 Audio playback equipment (CD player); Digital multilingual conference and interpretation system (16 channels + floor minimum) including: o Individual table-top microphones for the main table and the speaker's podium; o Chairman's position (priority); o Central unit with balanced audio-in/out; o Output box (10 interpreted channels minimum) to OB-VAN; Wired headphones for the main table connected to each table-top microphone unit; 6 stand-up audio positions equipped with wireless microphone; Wireless microphones with cardioid capsule; Diversity receiver, new batteries - UHF Band; Digital Infrared language distribution system to cover the entire room (800 seats); Final mixed audio feed (original) + English channel from FOH audio mixer to OB-VAN (2 audio channels to be recorded). Photo service Two photographers and a photo editor will be needed at the venue of the event to take photos of the event, including: - Arrivals; Backstage; Speakers on the podium; Family portrait; Portraits of VIPs (upon request). The photo editor will edit the photos on the spot, and will send them electronically, with appropriate captions, to the CoR Press Office in Brussels and to Photo Agencies identified by the CoR. The photo editor will be assisted by a CoR press officer at the venue who will provide the names of VIPs, organise photo shoots, write captions and provide email addresses to which photos should be sent. __________________________________________________________________________________ 11 CDR/COM/22/2016 - "AUDIOVISUAL SERVICES FOR THE COMMITTEE OF THE REGIONS"
