This year has been another busy one for the Integrated Soldier Systems Branch (ISSB) with reforms that have required us all to adapt to a range of economic, industry and supply chain changes. In spite of this, there have been some significant achievements of late - the establishment of new standing offers and contracts for a range of clothing and personnel equipment. These include cold weather clothing, mess dress and maternity uniforms, tri-service fire fighters’ ensemble and the new Australian Multicam Pattern uniforms.

The ISSB Forums continue to attract significant attendance from industry. They provide industry with advice on how tenderers can better represent the value for money of their bids, as well as information on Commonwealth processes related to technical engineering and contract administration. If you have not attended an Industry Forum, then I recommend that you take the opportunity to attend the next, which will be held on 29 October 2012. Again we are asking you to let us know if there is a specific topic you would like discussed at the forum. Please email ISSB with your suggestions and we will do our best to ensure relevant information is provided.
INDUSTRY FORUM The next Clothing Industry Forum will be held at the Melbourne Exhibition Centre on Monday 29 October 2012. The program will encourage discussion and promote upcoming projects and tenders within ISSB. Invitations for the forum were sent out via email last week. Armament Systems Program Office – More than just weapons
The DMO’s Business Access Offices (BAO) are located in each mainland capital city. They are the local interface between Defence and industry. The BAOs provide tailored advice, information and guidance to industry about doing business with Defence. They also provide Defence with regional knowledge and information on current and emerging company capabilities. The BAOs provide advice through face-to-face meetings, company visits, email updates and regular industry briefings. They administer the Industry Initiated Product Awareness Scheme and the Letter of Recognised Supply programs on behalf of the DMO. Following is a list of contacts for the BAOs in each state and territory. Please do not hesitate to contact your local BAO should you have questions relating to business opportunities with Defence. The Armament Systems Program Office (ARMTSPO) manages much more than just weapons and support systems. Were you aware that we also manage items such as target frames, adhesive transfers and even something more akin to the clothing and textile industry – cleaning cloth! Different variants of cleaning cloths are used by the ADF for cleaning small arms weapons and accessories. Weapon firing and general handling results in the build-up of carbon deposits, dirt and other residues throughout a weapon system, which can affect its use. Weapons must be cleaned regularly and thoroughly to ensure they are safe for use and their standard functioning requirements are not affected. The cleaning cloth currently used by the ADF is produced in two variants: a 50mm wide roll with black stripes for 5.56mm calibre weapon systems and a 100mm wide roll with red stripes for 7.62mm calibre weapon systems. The cleaning cloth is an unusual and unique product that is specially designed to absorb and retain gun oil, which assists in the process of cleaning and preserving the metallic finishes of our small arms weapons. The technical specifications for this product are currently being reviewed by ARMTSPO, and will be released for industry comment before a tender process is undertaken in the coming months.

Diggerworks Good Ideas Expos = New work for Industry!

Diggerworks, in conjunction with the Australian Army, has been conducting Good Ideas Expos across Australia in 2012. These expos aim to encourage Army personnel and public servants to put forward new ideas or initiatives for potential implementation into service. The ideas presented at the expos provide solutions to problems encountered by soldiers during the course of their role and operations. The first of this year’s Good Ideas Expos was held in Townsville on 3 August. The expo showcased a range of innovations and ideas presented by Army personnel and public servants across a wide range of roles and units. BRIG Shane Caughey, the Chief Judge for the expo, was very impressed with the level and detail of ideas and innovations put forward. “There were a diverse range of ideas presented to enhance training, administration, resource management, safety, and operational capabilities,” he said.
“From simple ideas to the more complex, they all demonstrated innovation and initiative to improve how we train and fight.” These expos are the first step in the process and the effort now is for Diggerworks and other Defence agencies to work with industry to progress those winning ideas into actual capability outcomes. A further expo will be conducted in Brisbane, with the finals to be held in Melbourne at the Land Warfare Conference in early November. Diggerworks continues to identify options and deliver integrated soldier combat systems solutions in order to enhance the capability of the combatant and welcomes suggestions from industry on what capability we should develop next. You should subscribe to AusTender; ensure you elect to receive ALL tenders of ALL types from ALL departments – better to delete an email than miss out on an opportunity! You should also regularly check the Integrated Soldier Systems Procurement Plan for upcoming tender opportunities. I have a new product, who can I speak to? If you are new to the Defence marketplace you should contact your local BAO on 1800 621 783. The BAO can then provide tailored advice with respect to your product and Defence’s requirements. Experienced suppliers are encouraged to leverage existing relationships within Defence. Should I submit an unsolicited proposal so Defence can buy my product? No; the best method of raising awareness of your product is to contact your local BAO on 1800 621 783. The BAO can then provide tailored advice with respect to your product and Defence’s needs and can put you in touch with the appropriate point of contact. How do I find contacts within ISSB? You can send an email to ISSB, who will forward your message to the relevant contact. Alternatively, you may find an appropriate contact by viewing the latest branch presentations on the DMO website.
Who can help my company prepare to do business with Defence? There are a range of industry assistance programs relating to skilling, business improvement and other areas across the whole of government. You should contact your local BAO on 1800 621 783. The BAO can then provide tailored advice and contacts most appropriate to your needs. How do I become a preferred supplier? The Commonwealth does not designate preferred or registered suppliers. How can I find more information on a specific tender? You should make direct contact with the nominated contact officer as advised in the relevant tender documentation on AusTender. Why was my tender unsuccessful? If you have an unsuccessful tender, you should always approach the tender point of contact for a debrief to understand why your tender was not selected. ISSB aims to provide the best possible feedback to unsuccessful tenderers in an attempt to improve performance and strengthen future tender submissions. When is the next ISSB industry event? The next ISSB Industry Forum is scheduled for Monday 29 October 2012. Dealing with the parallel challenges of providing for the ‘Raise, Train & Sustain’ requirements and supporting a diverse range of Operational deployments has ensured an extremely busy 2012 for Soldier Modernisation Systems Program Office (SMSPO) so far. SMSPO has a wide and varied product base to sustain, with equipment ranging from parachutes, canoes and carabineers through canteens and combat ecclesiastical kits to Defence’s full range of load carriage and body protection systems. Working hand in hand with Diggerworks, SMSPO has been central to the kitting and deployment of a range of the latest packs and personnel protection systems for our deployed forces. The recent release of the Open Tender for the Load Carriage elements and the Expression of Interest for the Ballistic Elements of the Soldier Combat Ensemble represent the culmination of nearly 12 months work and is a key milestone in the evolution of protection for the ADF combatant. This is the first step on the journey to provide the ADF with a world class system that
Along with improved Load Carriage and Ballistic equipment, the Ballistic & Laser Ocular Protection System (BLOPS) was delivered to Mentoring Task Force personnel deploying to Afghanistan. This was the result of a number of years of work that was dedicated to developing a lens that provided not only ballistic protection but also protection against the laser threat that exists in the theatre of operations. This system has been well received by our personnel on operations. Another recent highlight was the revival of the Knife, Fork & Spoon set. This humble tool of the trade is an essential item in every soldier’s kitbag and was on the verge of extinction. Achieved only with the support of industry and some intensive engineering, this unassuming item is now back in production and will continue to be issued to ADF personnel, for years to come. This equipment is just a snapshot of the work we have undertaken in consultation with Diggerworks, DMO and Industry over the past 12 months.
