Cooper Fire Systems Emergency Voice Communication
The VoCALL Emergency Voice Communication Systems
Since its’ launch in 2003, the VoCALL Emergency Voice Communication System (EVCS) has been used in some of the world’s most prestigious sites, from Wimbledon AELTCC and St Pancras stations in the UK to the Marina Towers and Jumeirah Tunnel in the Middle East. VoCALL suits all sizes of installation from one and two outstation systems in small shops like Bon Marche, to massive 364 line dual network system at Westfield shopping centre in London’s White City. Allied to the fully compliant hardware, Cooper also offer software packages such as VoCALL Site Installer, allowing global configuration of the system from any exchange on the network, and the VoCALL ReCALL, system, a real time incident and fault logging system, which not only logs faults and the start and end of call incidents, it records the conversation as well.
Standards Compliance Designed from the outset to comply with BS5839 Pt9.
Scalable Solution
The Benefits
Outstations are common across the range and can be used on both compact and network solution.
2
Cable Saving By utilising a star topology for compact systems and a ring and star topology for the network solution, outstations can be cabled in low cost 2 core fire rated cables.
Space Saving By distributing the network solution, no dedicated ‘comms’ room is required, and the exchanges can be located in risers or utility cupboards.
Highly Integrated By allowing designers to choose the outstation type and mix any type on a system, including emergency assistance alarms, all EVCS and disabled calls can be managed from a single control location, or in the case of the network solution up to 8 points.
Site Proven With thousands of sites since the launch in 2003 you can be sure of the systems reliability and longevity, all the firmware is flash™ based, making site upgrades to the latest version simple to implement to add the latest software features.
Fire Telephones Fire telephones are hardwired full duplex communications systems with monitoring and battery backup, and are required in buildings over 4 stories in many countries in the world (in the UK this is governed by BS9999). These are provided as a backup to traditional fireman’s radio systems, which can fail to operate in many high rise environments due to the large amount of steel in the building, and the “corona” effect of fire on radio broadcasts. Fire telephones are also required in fire fighting lift lobbies when these lifts are provided within a building. Fire telephones can also be used for fire wardens to call the control point during fire drills and primary evacuation phases before the fire services arrive and assume control.
The Overview
Disabled Refuge Systems Disabled refuge systems are required in the UK in all non domestic premises over 1 story or where an emergency exit is by stairs (for a full description see building regulations approved document B). A disabled refuge is a relatively safe area within a building or exit staircase where mobility impaired occupants can be placed (not just wheelchair users) while the main building occupancy is evacuated, allowing building management and emergency services to safely assist these people from the building when stairwell crowding has eased. Mobility impairment is defined as not being able to walk 200m continuously without aid, and includes arthritis sufferers, people with leg and back injuries and women over 6 months term pregnancy. A disabled refuge system is not just for use during a fire, and must be available at all times.
Emergency Assist Alarm An emergency assist alarm is defined in Building Regulations Approved Document M, and must be provided at all disabled toilets within a non domestic premises, if the toilet is in a non permanently occupied space, remote indication must be provided at a central control or monitoring point. An emergency assist alarm can only be reset by attending the location of the call, so the reset point is within the cubical, also allowing accidental calls to be cancelled by the toilet occupier. The VoCALL emergency assist alarm system is powered from the local exchange or compact unit, and is fully monitored over and above the specification described in BS8300.

VoCALL Site Installer Software
Control and Operation
Wiring
The VoCALL site installer software allows for global configuration of the system from any exchange on the network.
Each network 8 line exchange unit (CFVCX8) sits on a data highway and is locally powered, with internal battery backup from a monitored, maintained sealed lead acid battery.
Using network communications combined with subscriber line telephone techniques, a VoCALL provides large scale cable savings, while not requiring a dedicated rack room to house a central exchange.
Up to 8 lines can be connected to each distributed exchange, and each line is fully monitored for open, short or earth faults. Up to 32 CFVCX8 exchange units can be attached to a VoCALL system giving a maximum system size of 256 independent lines. The compact case is made from powder coated zintec and is fitted with 20mm cable knockouts for all cables needed, and also provides space for the system backup 12V SLA battery.
The network comprises a line or ring of 8 cores, each leg can be up to 500M depending on cable type. A ring topology is recommended by BS5839 Pt9. Line cables consist of a single 2 core enhanced cable, either soft skin types or MICC and only 1mm CSA is required.

When choosing the outstation type for use with an EVCS we recommend reading section 11 of BS5839 Pt9 2011 which deals with outstation types, and states as follows: 11.1.a Type A handsets should be used for evacuation or fire fighting use, and a type B handsets should only be used where a type A handsets are impractical. 11.1.b For disabled refuges type A or type B handsets can be used, however in locations (section 11.6.k) type B handsets can only be used where the background noise is below 40dBA (therefore there can be no sounder or voice alarm coverage in the area). VoCALL type B handsets are designed for use by multi-disability users, having high contrast signage in line with RNIB guidelines and a socket for an external induction loop amplifier if required.

VoCALL Emergency Assist Alarm Kit Coming soon 2012
CFVCEA - VoCALL Emergency Assist Alarm Kit
Overview
Features
It has now become very common for the disabled toilet to be specified as part of the refuge system.
• Monitored to BS5839 Pt9 • Remote powered from VoCALL exchange • Dual loop pull cord • High contrast labels • Braille on cancel plate • Blue indication
The CFVCEA has been specifically designed to integrate disabled call functions into the VoCALL network or VoCALL compact ranges providing the perfect solution for conformity with the Building Regulations Document M and Equality Act 2010. Disabled toilet alarms are required by Building Regulation Document M, and by integrating it with the Emergency Voice Communication System all calls relating to disabled communications can be displayed in a single point. The CFVCEA solution is fully monitored and battery backed by the VoCALL system, saving local power supplies and giving confidence in the system integrity.
Benefits • Saving power, no PSU is required remote powered by VoCALL system. • One install saves running 2 separate systems. • One location all calls from disabled toilets and refuge points monitored from one location. • Tactile braille signage to assist partially sighted people to easily operate the cancel plate.
The CFVCEA shows up as a call on the VoCALL system, but has no speech path so a conversation cannot be had with the occupant, use of the type B outstations would allow this.
