Dated: 28 October, 2011 CORRIGENDUM Sub: Supply of Broadcast-Quality Non Linear Edit Suites Ref: (Tender published in Hindustan Times, The Indian Express and Nav Bharat Times dated 24 Sep, 2011) The Annexure IV and V of the tender document may be read as: ---------------------------------------------------------------------------------------------------------ANNEXURE IV TECHNICAL SPECIFICATIONS FOR NON-LINEAR EDITING SYSTEM SCOPE: The specification aims at A) The Supply, Installation, Testing and Commissioning of Final Cut Pro Non-Linear Editing systems, softwares along with workstations based on Mac OS and an associated network storage of optimum capacity and configuration inclusive of all networking peripherals and installation materials. In addition, the bidder should configure and integrate the offered NLEs, offered storage and an already installed RSTV’s server based Ingest/Playout system for a smooth workflow. The details of the in-house Ingest/Playout is given below: i) 4 nos. of Ingest PCs with Intel (Xeon Processor 500GB SATA 7200), Metus Ingest software and 4 nos. of Magic soft Play out systems (with 2x 500 GB SATA 7200) with Magic Soft playout software. ii) Both the Ingest and Playout are attached to a HP server with the following configuration: HP Proliant DL180 G6 with integrated dual port Gigabit server Adapter/HP smart array P410/256MB BBWC controller (RAID0/1/1+0/5+0/ 5x1TB SATA II enterprise Hard drives ( Hot plug 3.5” SATA Hard drives). B) Supply and Installation of Broadcast equipments to be integrated with the NLE systems. The required equipments are: i) DVCAM VTRs- DSR 1800AP ii) 15” broadcast quality TFT Monitors iii) 3 KVA UPS iv) Audio Buddy v) Lip Microphone vi) Bi-Amplified Audio Monitor vii) Stereo headphones The bidder(s) may quote for all the items of this document in totality or for the items specified in each section. However, all items for Section A (supply as well as integration) and Section B should be quoted in totality. In addition, individual prices of each item should also be quoted. In both the cases, only the bids which qualify technically will be considered for financial evaluation. The channel is initially planned to be in Standard Definition (SD), PAL format including ENG & studio production and post production. The transmission will be currently done in SD. However, it may be switched over to HD/SD simulcast in future. Hence, compatibility for both HD (1080/50i) and SD operation should be maintained in the offer by the bidder. The SD house format to be used for the server systems for ingest as well as on-air play out is desired to be DV50/DV25. All additional software/hardware which may be required while integrating with server system must be quoted. The offered items should be certified for compatibility and authorized by the OEM. Any optional items should be quoted separately. The bidder has to clearly indicate the utility of such optional items along with authorization by the OEM. Rajya Sabha Television will reserve the right to order these optional components for integration along with this tender. The bidder should essentially submit the list of the broadcasters to whom the quoted model has been supplied. They should also indicate the quantity and the year of supply to such broadcasters. All the offered equipment in the bid should be well backed by prompt and immediate service support by the O.E.M or its representative. They may also be required to furnish certificates of their performance in terms of service and support by these clients who may be verified at the discretion of the Rajya Sabha Television management. A Service Level Agreement for providing technical support for all the offered equipment, to keep the systems up and running on a 24x7 basis, should be submitted along with the bid. The performance characteristics required for the intended Non-Linear Editing system are laid down in this specification. SECTION A: NON-LINEAR EDITING SYSTEM ALONG WITH HARDWARE, SOFTWARE, SHARED STORAGE 1. ESSENTIAL FEATURES OF NLE SYSTEM i. The offered hardware and software solution should be fully integrated for the best performance. It should have robust architecture and a powerful user interface. ii. The offered system should support meta-data formats such as AAF, OMF, BXF and XML files. iii. The system should have embedded HD SDI and SD SDI digital video, analogue component and composite video and Digital and Analogue Audio I/O with the provision of audio/video monitoring outputs. The offered system should also have the built-in facility of IEEE 1394 I/O. iv. The system should have 2D and 3D character generation facility in English and Hindi. The system should also natively support Unicode fonts for character generation through the NLEs. v. The system should be capable of controlling VCRs with RS-422 port using the Sony/GVG VTR control protocol. It should be possible to do Jog/Shuttle operation from the keyboard. vi. Facility of online help should be available with the editing interface along with user definable hot keys. vii. The system should support both time coded and non-time coded inputs. viii. It should provide Alpha channel matte transitions, Global transitions between in and out points, scalable software based multi-stream realtime effects, ix. It should take black burst and tri-level sync as reference input. x. The software should have 4:3 and 16:9 safe area markers. It should display SD safe title area to position titles and graphics. It should have integrated waveform, vectroscope and VU levels display facility. xi. It should support Resolution-independent playback system up to 4K formats. Background rendering should be built in to application. It should be able to import and should have have open format Timeline to mix and match Sony XDCAMHD 422, XDCAM EX, DV 50, DV25,DVCAM, AVC Intra, MOV etc, baseband SD and HD signal in same timeline and finished material should be exported/ published back in desired format such as Sony XDCAMHD 422, XDCAM EX, DV50, baseband SD and HD. It should have multiple galleries and timelines with configurable video and audio tracks. xii. It should be possible to take the edited out on DVD/Blue Ray disc, preferably directly from the time line. Necessary DVD/Blue Ray authoring system should be offered. xiii. All the software including Operating Systems, application software and ordered accessories along with one set of Hard copy document on operational methods etc. are required to be supplied in original media and should be licensed to Rajya Sabha Television with perpetual validity. A certificate to this effect from the manufacturer is also required to be submitted by the bidder. xiv. It will be required to provide free upgrades of all the offered software including plug-ins within the guarantee period from the date of supply. xv. All interconnecting cables for all the I/O ports inclusive of USB and RS422 should be supplied along with the standard supplied hardware. 2. The bidder should offer a Shared Network storage on Fiber channel/ Gigabit network to be integrated with the Non-Linear Edit systems. The offered storage should be a high performance RAID compatible to the offered NLEs. A storage of 32TB (expandable up to 96 TB) using SATA/SAS RAID subsystem should be offered. The RAID storage should be based on the design with redundant, active-active RAID controllers. The bidder should submit a detailed technical presentation and an integration schematic to explain the implementation. All essential software and hardware elements such as network switches, cables, Keyboard, Mouse Monitor etc should also be offered. LIST OF MATERIALS AND ACCESSORIES: An indicative list of materials along with all the software's, hardware and accessories is attached in the Sections A and B of the Annexure V. 6. PRICE: The tenderer must quote separately item wise price of all the items that constitutes the system in each section. Prices of all the optional items should also be quoted separately. 7. GUARANTEE: All the offered equipment and accessories as well as supplied additional items should be guaranteed for a minimum period of two years plus one year of extended warranty for trouble free operation from the date of supply. In case of any failure within this period, the equipment should be repaired/ replaced free of cost. 8. ENCLOSURES The firm must submit the following enclosures along with the tender to facilitate technical evaluation. 1. Point to point compliance statement duly signed by the OEM or its authorized vendor. 2. Technical manuals/Detailed technical literature/catalogues for all the offered products for substantiating the technical specifications. 3. Broadcast user list of the offered product/system. 4. Any other document mentioned elsewhere in the tender document. The tender is liable to be rejected in the absence of the above enclosures with the sole responsibility of the tenderer. 9. COMPLIANCE All the equipment in the offer should be of internationally reputed make. Any substandard equipment included in the offer may cause the rejection of complete offer with the sole responsibility of bidder. A point-by-point compliance statement in respect of all the points laid down in this specification of requisite features as well as those mentioned in the Indicative List of Materials at Annexure V, is to be enclosed along with the offer in the format given below. Mere signature on the copy of our specification shall not be accepted as a compliance statement. Offers without the compliance statement or incomplete compliance statement will liable to be rejected with the sole responsibility of the bidder. Any deviation from the specification detailed in the compliance statement is to be highlighted separately.
