COUNTY OF HANCOCK BID SPECIFICATIONS PURCHASE GRACO LINEDRIVER HD The County of Hancock, Maine is seeking bids for the purchase of one (1) 2016 Graco Linedriver HD. This specification describes and defines the minimum requirements for a self-propelled device capable of attachment to our walk behind line striper. The device shall be self-contained from the striper and shall be capable of quickly connecting and disconnecting from the striper as needed. The device shall come complete with all hardware to attach to our Graco striper. The frame shall be constructed of not less than 1”x2” steel tubing with a minimum wall thickness of .012. The frame shall be polyester powder coated. Anodized frames are not acceptable. The frame shall have an integral hitch coupler designed to accept a 1 7/8” ball. The engine shall be a Honda GX 200 cc and feature an oil alert system. Engine shall be horizontal shaft design. Vertical shaft design engines are not acceptable. Engine shall have a charging system capable of up to 70 watts of output. Engine shall have a centrifugal clutch engine starting system with prostart. This will link engine crankshaft to hydrostatic drive system. Engine shall be mounted with advanced vibration reduction system to help eliminate engine vibration. The hydrostatic drive mechanism shall be direct coupled to the engine via a direct shaft coupling. The hydrostatic drive shall allow for both forward and reverse variable speed propulsion. Forward speeds 0-10 mph, reverse 0-6 mph. Hydraulic drive system shall include a one quart oil reservoir and an automotive style spin on filter. Hydraulic drive system shall be mounted via rubber grommets to isolate engine and drive mechanism vibrations from the frame. A single hydraulic pump shall supply two independent wheel drive motors. Hydrostatic shall have a maintenance-free neutral return in order to prevent creep. Seat shall feature a 12 position sliding adjustment. Seat shall be constructed of a heavy duty steel pan covered by a fully padded light grey seat cushion with a durable exterior cover. Under seat storage compartment shall have a minimum storage dimension of 10” x 12”. The selfpropelling device shall have dual foot controls with easy adjustment system from the top of the pedal. Dual foot pedal controls shall allow infinite adjustment of each individual pedal for optimal operator comfort. The self-propelling device shall include a foot activated parking brake with a step-on engagement and release. Brake shall firmly lock both drive wheels. Brake shall have 6 additional positions for adjusting parking brake. Lighting shall include an adjustable halogen lighting package with a minimum wattage off 55 watts. Lighting system shall be mounted via a breakaway style bar for convenient storage. Lighting system shall include an on/off switch as well as a removable plug jack. Lighting system shall get its power from an on board voltage regulator to minimize bulb burnouts. Light system shall be adjustable with no tools. Light system shall be used on right or left side of machine. The machine shall include an onboard charging system that receives its power from the engine.
32 The charging system shall incorporate a switch to change between a voltage regulated direct power supply and a 12 volt battery charging system. 33 Operator’s seat shall include an automatic shut off that disables the engine should the operator be removed from the seated position without applying the parking brake. 34 The direct coupling between engine and hydrostatic pump shall be fully shrouded. 35 Wheel fenders will be provided to minimize contact with the tires. 36 Machine shall have a 3 year warranty covering both parts and labor. 37 The engine shall have not less than 2 year warranty. 38 Manufacturer must have authorized parts distributor within 150 mile radius of our location at 115 Caruso Drive in Trenton, Maine. 39 Machine shall have metal cup holder to accommodate common can beverage container or aerosol marking cans.
BIDS Sealed bids shall be received in the Hancock County Commissioners’ Office, County Courthouse, 50 State Street, Suite 7, Ellsworth, Maine, 04605, not later than 1400 hours (2pm) on May 2, 2016. Bids will be opened and read aloud at a public meeting of the Hancock County Commissioners on May 3rd 2016 at 0900. All bids shall be submitted on the form provided, in a sealed envelope, clearly marked on the outside “BID, AIRPORT LINEDRIVER”. All bids shall be accompanied by complete and original copies of manufacturer's brochures detailing the unit being bid. All bids shall be for the full cost of the Linedriver, including all materials necessary to be installed, all setup costs, delivery charges, dealer document charges and title costs, F.O.B. the Hancock CountyBar Harbor Airport, Trenton, Maine. The County of Hancock is a local unit of government within State statutes and is exempt from the payment of Federal and State taxes. No verbal changes may be made to these specifications. All changes must be made in writing, copies of which must be received by all bidders not less than five (5) days prior to bid opening.
