CS7-3 NIPS/SAT-NAV – Call For Interest Technical annexe
1. Purpose of the technical annexe This document provides information allowing the candidates who wishes to express interest in the CS7-3 NIPS/SAT-NAV (Network Infrastructure Performance monitoring and analysis Service/ the monitoring and prediction of satellite navigation) centralised service to get a high level view of this CS and an understanding of the boundaries of its Phases 1 and 2. It aims at providing potential future tenderers with EUROCONTROL expectations concerning this centralised service. Detailed information is provided in the CONOPS Ed 2.0 which is annexed to this Call For Interest. The information contained in this document is indicative and can evolve up to the issue of the Call For Tender.
2. Introduction, general context and current issue The CNS infrastructure is a key enabler for a safe and efficient ATM system. Concerning Navigation, the performance monitoring and availability prediction of GNSS is a key element for the Performance Based Navigation (PBN). Although prediction of integrity and performance monitoring services are already partly in operation (AUGUR & EDCN), the systems that provide such current services need to be improved so as to deliver more efficient services with lower operating costs.
3. CS Objective and expected benefit The CS7-3 NIPS/SAT-NAV service objective is to centrally provide reliable predictions of the GPS Receiver Autonomous Integrity Monitoring (RAIM) and monitoring information of the performance of the GNSS constellations. The existing SAT-NAV performance monitoring tools will be further improved in order to provide a better coverage of European Airspace using receivers from different types and will provide additional functions such as the legal recording function.
4. Programmatic framework The CS7-3 project is organised in two phases: • Phase 1 will consist in validating the centralised service concept based on demonstrator supporting the service in a real environment. • Phase 2 will consist in industrialising the product and operating the service. Phase 2 is optional and will be exercised upon EUROCONTROL decision. The high level timeframe for each phase is provided in the annex 1 of the CFI.
5. CS activities and deliverables 5.1. Phase 1 5.1.1. Phase 1 activities During phase 1, the contractor shall: Technical Specifications and Service Development 1

The tasks will include detailed specification reviews, design reviews, development, acceptance testing to: • Develop a tool capable to deliver GPS RAIM prediction using US coast guard data (equivalent to AUGUR service); • Develop a GNSS Data Collection Network central server able to monitor GPS and RAIM using different types of receivers. The system shall: Accept data from different GNSS receivers type including PEGASUS interface (the different types of interface will be determined by the contractor); Use PEGASUS or other algorithms to elaborate the performance of GNSS (Accuracy, Integrity, continuity and availability); Provide legal recording capability (1 year); Report global and local performance measurement on a daily basis with the possibility to cumulate them on a longer period (3 months). • Analyse the limitations over high latitude or low latitude areas and if necessary define the proposed mitigations to cover the full European region; • Define all requirements on local GNSS receivers to be used during operation of the service, • Define the requirements on the central server which will host the applications; • Study and define upgrade necessary to cover over constellations (e.g. GLONASS, GALILEO); • Define Service Key Performance Indicators (KPI); • Prepare for a SES certification of the system and Service.
Demonstration The tasks perform a validation in a real environment of the performance of tools and will in particular: • Demonstrate the operation of the developed functionalities in real environment in order to demonstrate the level of service which can be specified for phase 2 (availability of the service for customers, recording capability, …); • Demonstrate that the proposed mitigations resolve the limitations over high latitude or low latitude areas; • Demonstrate the good operation of the different tools in another environment than the environment in which they will be developed; • Demonstrate the SES certification of the system and Service. Although PEGASUS tool and the access to some EDCN receivers will be provided by EUROCONTROL, the contractor must propose the use of other types of receivers to demonstrate the good operation with the proposed receivers to be used for the service provision. The Contractor shall identify requirements which have to be supported by any other appropriate CS (e.g. network performances to be supported by CS8 to deliver the required end-to-end service level). The demonstration of the good operation of the tools shall be done in a real environment. The installation verification and validation of the tools may be performed in a specific IT environment defined by EUROCONTROL (central server). 5.1.2. Phase 1 Deliverables Technical Specifications and Service Development

Phase 1 deliverables shall include • A Project Management Plan based on targets and parameters defined by the Agency; • Operational and technical specifications and design documents; • Specification of functionalities and level of service which will be provided to the users; • The CS7-3 Demonstrator; • The Demonstrator acceptance reports; • Sources and executable code; • The requirements to be supported by any other appropriate CS; • The Demonstration plan; • Installation and user manual • A safety management plan (SaMP); • A security and continuity of service management plan (SeMP). The tools shall be delivered with all necessary underlying software and associated licences to use them. Licenses should be limited to COTS products used (i.e. no licence for specific proprietary software library or development environment). The objective is to have a set of tools reusable by an independent operator providing the future service. Demonstration • Validation report of the operational trial (including demonstrating the good operation of the different tools in another environment than the environment in which the tools will be developed); • Safety Case; • Security assessment report. All the deliverables listed above will be used to support the delivery of the provision of the service during phase 2. The installation, verification and validation of the tools will be performed in the specific IT environment specified by EUROCONTROL and clearly defined in the CFT.
5.2. Phase 2 5.2.1. Phase 2 activities In the optional phase 2 (operations), the contractor shall: • Operate the NIPS/SAT-NAVservice taking care of agreement with GNSS receivers owners in order to cover the whole European volume; • Manage the interfaces between the receivers and the central server; • Maintain the central systems/tools to meet a defined level of service; • Publish periodic performance reports; • Rent, lease or purchase the required facilities and equipment to operate the Service in a EUROCONTROL Member State; • Manage the required personnel to operate the service 24/7. The CS will be hosted in a EUROCONTROL Member State.

5.2.2. Phase 2 Deliverables Phase 2 deliverables shall include: • Periodic performance reports/letters; • Updated interface document interface with the central server; • Updated tools.
The NIPS/SAT-NAV Contractual Agreement will contain a clear defined Bonus-Malus (credits/debits) rules based on agreed KPIs. 6. Customer Furnished Equipment provided by EUROCONTROL 6.1. Phase 1 EUROCONTROL will provide, while retaining IPRs: • The PEGASUS software; • Access to some EDCN receivers at their existing locations. 6.2. Phase 2 N/A
7. Obligations and Specific requirements The Tenderer shall meet the quality, safety and security requirements commensurate with the specific requirements of this CS.
