1 Preface Thank you for placing your trust in this devolo product. The dLAN Hotspot is the perfect product solution offering continuous service for all business owners and operators with Internet access looking to provide mobile Internet (Wi-Fi) to their customers and guests conveniently and securely—without the risk of getting involved in baseless legal disputes. The dLAN Hotspot lets you eliminate any legal risks to yourself from the very start.
1.1 About this manual Carefully read all instructions before setting up the device and store the manual and/or installation guide for later reference. Chapter 2 briefly describes the topic of public provision of Internet access taking into account secondary liability (WLAN-Störerhaftung) and data retention (Vorratsdatenspeicherung) and introduces you to the dLAN Hotspot as a legally compliant customer solution. In Chapter 3 you will learn how to successfully put the dLAN Hotspot into operation and how to configure it. You can find information on bandwidth optimisation, the environmental compatibility of the
device, our warranty terms and a glossary in Chapter 4, which concludes the manual. You can find the technical data for the dLAN Hotspot online at www.devolo.com/business-solutions. This product complies with the technical requirements of the directive 1999/5/EC (R&TTE), the EMC directive 2004/108/EC and the other relevant provisions of the FTEG.
It is essential to have read and understood all safety and operating instructions before the devolo device is used for the first time; keep them safe for future reference.
This product is designed for use in the EU, Switzerland and Norway. Protection from secondary liability (WLAN-Störerhaftung) is regulated at the national level. You can find more information on the current stipulations in a specific country online at www.devolo.com/business-solutions. The product is class A equipment. Class A devices may cause interference when used in residential environments. "99/05/CE" (R&TTE directive) is a directive similar to the EMC directive. It applies to radio equipment and telecommunication terminal equipment.Observance of these directives is verified by the use of harmonized European norms. DANGER due to electricity Users should never open devolo devices. Opening the device poses a risk of electric shock! Users do not need to carry out any maintenance on devolo devices. In the event of damage, disconnect the devolo device from the mains supply by pulling it or its plug out of the power outlet. Then contact qualified specialist personnel (after-sales service) exclusively. Damage is deemed to have occurred, for example, 쎲 if the power plug is damaged 쎲 if the devolo device has been showered with liquid (e.g. rain or water). 쎲 if the devolo device is inoperable. 쎲 if the housing of the devolo device is damaged. devolo devices may only be operated using a mains power supply, as described on the nameplate. To disconnect devolo devices from the mains supply, pull the device itself or its mains plug from the power
Preface 7 outlet. The power outlet and all connected network devices should be easily accessible so that you can pull the mains plug quickly if needed. Only use devolo devices at a dry location. Disconnect devolo devices from the mains supply to clean! Avoid solvent cleaning agents since they can cause damage to the housing. Only use a dry towel for cleaning. DANGER due to overheating

Multiple devolo devices must not be interlocked. devolo devices should only be installed at locations that guarantee adequate ventilation. 2 Introduction Wireless public Internet access points, known as Wi-Fi hotspots, have become a common solution for accessing the Internet on the go. Whether at the airport, a hotel or restaurant, getting your hair cut or visiting the doctor, much of our time sitting and waiting is spent online. The demand for free Wi-Fi is increasing, but— due to the legal situation—being the owner of a hotspot offering free access is not without risk.
2.1 Risk: Wi-Fi secondary liability The legal precedents for secondary liability (WLANStörerhaftung) differ from country to country, i.e. the legal requirements to be met and legal consequences can vary by country. You can find more information on the current, legal stipulations in a specific country online at www.devolo.com/business-solutions. Case law in Germany currently says that the owner of an Internet connection is liable for all violations of the law that occur through his or her access. In other words: the owner is also liable for violations of the law committed by third parties. The owner is held liable as
one disturbing the legal peace (referred to as a "Störer" under German law). Technical background An Internet access device (e.g. Internet router) is a direct connection to the Internet and can clearly be recognised by its IP address. A user device "behind" the Internet access device, e.g. a mobile phone belonging to a third-party, remains anonymous. Thus, if the law is violated, legal claims are only directed at the known, identifiable IP address of the owner. Example—A restaurant guest downloads illegal music files onto his or her mobile phone using the Internet connection that is freely accessible to guests. According to current case law, the restaurant owner would be contacted and held liable in the event of an investigation. Conclusion Despite current recommendations and discussions at the legislative level working towards freeing the owner of a free Wi-Fi Internet access point from this dilemma, this situation remains a complicated affair for the layperson and is far from transparent.

2.2 Solution: dLAN Hotspot In co-operation with HOTSPLOTS GmbH, devolo AG provides a technology-based, legally-binding, secure and independent service solution for the Internet access point owner in the form of the dLAN Hotspot for the Internet connection owner. Legal security HOTSPLOTS GmbH is one of the leading WISPs (Wireless Internet Service Providers, see 4.2 Glossary) with legal assumption of liability. As such, it guarantees compliance with country-specific, legal regulations for data retention (Vorratsdatenspeicherung) and Wi-Fi secondary liability (WLAN-Störerhaftung) and exempts you from the potential associated risks, such as legal disputes or assumption of liability for the actions of a third party. Technological security The technological solution is a VPN system ("Virtual Private Network"), which keeps the IP address of the Internet connection owner's Internet access device hidden. Instead only a HOTSPLOTS GmbH IP address can be identified in the public data transfer (see also 2.2.1 devolo dLAN Hotspot
Application example—Free Wi-Fi thanks to dLAN Hotspot). In the event of a criminal investigation, investigators would identify and contact HOTSPLOTS GmbH to prosecute the criminal act and to locate the perpetrator.

2.2.1 Application example—Free Wi-Fi thanks to dLAN Hotspot The following figure shows how the Internet router is connected to the dLAN Hotspot over dLAN using a
dLAN 500 duo+. The dLAN Hotspot is located in a central location in the room to ensure optimal Wi-Fi reception for all guests.

For security reasons, the dLAN Hotspot Wi-Fi port should be used for Internet access only by guests and not by the owner. It is not possible to access the local network from the guest network. The connection from the dLAN Hotspot to the Internet router can either take place only over dLAN (as shown in Figure 2) or only over Ethernet (i.e. directly via network cable connected to the Internet router).
How does the guest access the Internet? 햲
After the guest connects his or her terminal device to the dLAN Hotspot by selecting the corresponding SSID (Wi-Fi network), he or she reaches the owner's start page for guests through a web browser (see 4.2 Glossary). The terminal device usually opens a web browser automatically. If this is not the case, the guest must open the web browser manually.

12 Introduction via a one-click action (ticking a box), text or e-mail and then has access to the Internet.
What is happening in the background on a technical level?
The type of confirmation varies depending on the current legal situation and country. The WISP adjusts it on the owner's guest start page according to the current, legal regulations and it is requested from the user.
The dLAN Hotspot is permanently connected to a WISP's VPN server (breakout, see 4.2 Glossary) via its own VPN tunnel. Every bit of a guest's data traffic is first routed through this VPN server and is then redirected to the Internet. Entering a password (Wi-Fi key) is not required and also not possible due to the VPN system.

3.3 The dLAN Hotspot
This chapter covers everything you need to know to set up your dLAN Hotspot. We describe functions and start-up of the device and introduce you to the control center.

3.3.1 Encryption button The encryption button controls the following functions: 쎲 To encrypt your dLAN network individually, press each encryption button on the connected devices for approximately 1 second within 2 minutes. 쎲 To remove a dLAN device from your network, press the encryption button on the corresponding device for at least 10 seconds. For more information about this, refer to Chapters 3.4 Connecting the dLAN Hotspot or 3.5 Removing the dLAN Hotspot from the dLAN network. Indicator light The integrated indicator light (LED) shows the respective dLAN status for the dLAN Hotspot by illuminating and/or flashing: 쎲 The LED lights up green; i.e. excellent network connection over the mains supply. 쎲 The LED lights up orange; i.e. good network connection over the mains supply. 쎲 The LED lights up red; i.e. moderate network connection over the mains supply. 쎲 The LED slowly flashes green. There is no connection to the dLAN network.

Check whether the device is connected to the mains supply correctly and whether the encryption process has been carried out successfully. For more information about this, refer to 3.4 Connecting the dLAN Hotspot. For information on improving the transmission rate, refer to Chapter 4.1 Bandwidth optimisation.
3.3.2 Wi-Fi button The Wi-Fi button controls the following functions: 쎲 In order to switch Wi-Fi off, press and hold the Wi-Fi button longer than 3 seconds. 쎲 In order to switch Wi-Fi back on, tap the Wi-Fi button. Indicator light The integrated indicator light (LEDs) show the respective dLAN status for the dLAN Hotspot by illuminating and/or flashing: 쎲 When the Wi-Fi connection is switched off, the LED is also off. 쎲 When the Wi-Fi connection is switched on, the LED lights up green.

3.3.3 Ethernet connection You can connect your Internet router to the dLAN Hotspot through the network jack using a network cable. For security reasons, the connection to the Internet router only works over dLAN or over Ethernet.
3.3.4 Reset The device restarts if you press the Reset button (next to the network jack) for less than 10 seconds.
3.3.5 Wi-Fi antenna The internal Wi-Fi antenna is used for connecting to other network devices wirelessly.
3.4 Connecting the dLAN Hotspot The device may be used only indoors. Note the serial number of the dLAN Hotspot before the dLAN networking procedure. You can find the serial number for the device on the label located on the back of the housing.
In the following sections we describe how to connect the dLAN Hotspot to your Internet access device over dLAN. 햲
Connect the dLAN 500 duo+ to your Internet access device's network jack (e.g. Internet router).

Plug the dLAN Hotspot into a wall socket. The device is ready to operate once the indicator light of the encryption button with the home icon is lit steady (after approximately 45 seconds). To disconnect the device from the mains supply, unplug the device from the electrical socket. The power outlet and all connected network devices should be easily accessible so that you can pull the mains plug quickly if needed.
Connecting the dLAN 500 duo+ and dLAN Hotspot to a dLAN network Before you can use the device in a dLAN network, first you have to connect it to a network. This is accomplished by using a shared dLAN password. This forms a delimited dLAN network. Shared use of the dLAN password is used both for access control for the dLAN network and for encryption (and thus interception protection) of the transmitted data. devolo dLAN Hotspot

First press the encryption button (for about 1 second) of dLAN 500 duo+ and then, within 2 minutes, press the encryption button with the home icon (for about 1 second) of dLAN Hotspot. Your dLAN network is now set up and protected against unauthorised access.
3.5 Removing the dLAN Hotspot from the dLAN network To remove the dLAN Hotspot device from an existing network, press this device's encryption button with the home icon for at least 10 seconds. The device will be assigned a new randomly generated password and will thus no longer be able to access the network. To integrate the device into a different network, follow the steps described above, depending on whether you are setting up a new network or adding the device to an existing one.

3.6 control center Access to the dLAN Hotspot takes place using the web address www.devolo-cc.com by using a user account. 햲
In your web browser, go to www.devolo-cc.com.

When logging in for the first time, click Create user account and register.

After you have confirmed your data by clicking Apply, you will receive a registration message at the e-mail address you indicated while creating your account. Click the link Finish registration, after which you will receive an activation confirmation.

Use www.devolo-cc.com to return to the login page to log in using your existing username and password.

On the dashboard page, select dLAN Hotspot.

Add your dLAN Hotspot using the Plus button.

Enter the corresponding location information for the dLAN Hotspot and assign it to the device.
Initial use 17 You can operate up to 3 dLAN Hotspot devices at a single location. You can save any number of locations and exchange the devices among them. 햹
Follow the rest of the instructions in the control center to assign the dLAN Hotspot to your user account.

After you have successfully assigned your dLAN Hotspot to your user account, the control center start page appears.
You can view your devices, their locations and whether they are connected to the Internet or not. You can find device-specific status information in the Details area. You can configure some of the settings of the dLAN Hotspot in the Edit area. Add additional dLAN Hotspot devices using the Plus button. By using the menu in the upper right corner, you can navigate within the control center and can change settings for it. Click on the question mark in the upper right corner to access the dLAN Hotspot documentation.

3.6.1 Displaying the dLAN Hotspot Access the Details area by clicking on the icon next to the question mark.

20 Initial use In the Device name field, you can view the device name you have specified. In the Wi-Fi name (SSID) field, you can view your specified network names. In the Your serial number field, you can view the serial number of the device. In the Connection status field, you can see whether the device is connected to the Internet or not.
Use the Back button on the bottom edge of the screen to access the landing page of the control center.
3.6.2 Editing the dLAN Hotspot Access the Edit area by clicking on the icon next to the question mark.
In the Ethernet status and dLAN status fields, you can view which of the two connections is active or inactive.
In the Device name field, you can view the device name you have specified.
For security reasons, the connection to the Internet router only works over dLAN or over Ethernet.
The Wi-Fi name (SSID) designates the guest Wi-Fi network. The default SSID is derived from the dLAN Hotspot and the last 3 digits of the serial number by default.
In the Connected guests field, you can view if or how many guests are using your dLAN Hotspot. The Subscription field shows the applicable term for the subscription. Clicking Extend automatically redirects you to where you can extend the subscription. The purchase of a dLAN Hotspot Starter Kit includes 6 months of service. You can then extend the service subscription by twelve months each time. You will be reminded via edevolo dLAN Hotspot
mail shortly before your subscription expires. You can find the subscription price online at www.devolo.com/business-solutions.
To be able to make changes to the settings of the dLAN Hotspot, the device must be accessible, i.e. there must be a connection to the Internet. When using multiple dLAN Hotspot devices (such as if you have multiple shop locations), you can view the Location where each device is located or you can also assign a new, changed location to a device.

Initial use 23 In the Bandwidth limitation field, define the permitted downstream and upstream rate for the dLAN Hotspot devices per location. The dLAN Hotspot also has an automated mechanism, which reduces bandwidth during excessive use. The total bandwidth to the WISP is 10 Mbps.
You can edit the text and graphics that appear on the guest start page for your advertising purposes. The guest start page is a kind of marketing site that all guests pass through to access the Internet through your guest Wi-Fi. You can access the configuration area by clicking Edit.
The Subscription field shows the applicable term for the subscription. Clicking Extend automatically redirects you to where you can extend the subscription.

The purchase of a dLAN Hotspot Starter Kit includes 6 months of service. You can then extend the service subscription by twelve months each time. You will be reminded via email shortly before your subscription expires. You can find the subscription price online at www.devolo.com/business-solutions. Switch the function of the button on or off using the Hardware keys active option. Switch the status display on or off using the LEDs active option If the Fault message via e-mail option is activated, you will be notified by e-mail if the dLAN Hotspot is offline for an hour due to a problem. You will be notified directly once the problem has been resolved, i.e. once the dLAN Hotspot is back online.
Use the Cancel button to undo any settings you have made and return to the start page of the control center. Delete the corresponding dLAN Hotspot from your control center using the button with the recycling bin icon. Save all settings you have made using the Apply button.
3.6.3 Editing the guest start page In the Location field, you can view the location of the device. In the Background colour field, select the desired background colour of the guest start page: 햲

Adjust the colour grading by sliding the arrow.
In the Redirect to field, enter your Internet address (e.g. www.devolo.com). Each guest that uses your guest Wi-Fi will be routed to the Internet through this site. In the Background field, select a background colour using Browse. JPG, BMP and PNG formats up to a size of 600 kilobytes are currently supported. Clicking on Display adds and displays your selected background colour in the accompanying page display. In the Style field, define the type of background desired, e.g. image, pattern, etc. You can design the upper part of your guest start page in the Upper page area field by entering text or images, such as a logo. Formatting is done using a standard text editor. You can design the lower part of your guest start page in the Lower page area by entering text or images, e.g. a logo. 4 Annex 4.1 Bandwidth optimisation We recommend observing the following "connection rules" to significantly improve the transmission capacity of the dLAN network: 쎲 Plug the device directly into a wall socket. Avoid using a power strip. This may impair the transmission of the dLAN signals. 쎲 Plug any neighbouring devices (e.g. your Internet router) into the electrical socket of the dLAN 500 duo+.

The guest start page is a site that can be used for the owner's marketing purposes. The guest start page is a specially set up website that guests can use to access the Internet.
Data retention Data retention (Vorratsdatenspeicherung) refers to the saving of personal data by or for public authorities. The stated purpose of data retention is the improved possibility of preventing and prosecuting serious crimes. Data retention is a precursor for telecommunications surveillance and reduces anonymity on the Internet. dLAN dLAN (direct Local Area Network) uses the existing electrical wiring to transfer data between different computers and other network components connected via corresponding devices. As a result, any power outlet can be used as a network access point. The data is modulated prior to transfer and sent as a signal via household power lines. State-of-the-art technology ensures that the power and data networks do not interfere with one another. Networking via dLAN is fast and secure. The transferred information is encrypted using devolo dLAN Hotspot
a key (128-bit AES encryption) to prevent interception by third-parties.

4.4 Warranty conditions
Wi-Fi refers to a WLAN (Wireless Local Area Network), the use of radio technology to network computers and other devices.
The devolo AG warranty is given to purchasers of devolo products in addition to the warranty conditions provided by law and in accordance with the following conditions:

a)
The warranty covers the equipment delivered and all its parts. Parts will, at devolo's sole discretion, be replaced or repaired free of charge if, despite proven proper handling and adherence to the operating instructions, these parts became defective due to fabrication and/or material defects. Alternatively, devolo reserves the right to replace the defective product with a comparable product with the same specifications and features. Operating manuals and possibly supplied software are excluded from the warranty.
To be used in the countries of the European Union and other European countries with a separate collecting system:

Material and service charges shall be covered by devolo, but not shipping and handling costs involved in transport from the buyer to the service station and/or to devolo.
c)
Replaced parts become property of devolo.
The icon with crossed-out wastebasket on the device means that this adapter is an electrical or electronic device that falls within the scope of application of the European Community WEEE Directive. These types of devices may no longer be disposed of with household waste. Rather they can be given to a municipal collection point free of charge. Contact your municipal government to find out the address and hours of the nearest collection point.
d)
devolo is authorized to carry out technical changes (e.g. firmware updates) beyond repair and replacement of defective parts in order to bring the equipment up to the current technical state. This does not result in any additional charge for the customer. A legal claim to this service does not exist.
4.3 Disposal of old devices

Warranty period
The warranty period for this devolo product is three years. This period begins at the day of delivery from the devolo dealer. Warranty services carried out by devolo do not result in an extension of the warranty period nor do they initiate a new warranty period. The warranty period for installed replacement parts ends with the warranty period of the device as a whole.

Warranty procedure
a)
If defects appear during the warranty period, the warranty claims must be made immediately, at the latest within a period of 7 days.
b)
In the case of any externally visible damage arising from transport (e.g. damage to the housing), the person carrying out the transportation and the sender should be informed immediately. On discovery of damage which is not externally visible, the transport company and the sender are to be immediately informed in writing, at the latest within 3 days of delivery.
c)
Transport to and from the location where the warranty claim is accepted and/or the repaired device is exchanged, is at the purchaser's own risk and cost.
d)
Warranty claims are only valid if a copy of the original purchase receipt is returned with the device. devolo reserves the right to require the submission of the original purchase receipt.

Operating mistakes
If it becomes apparent that the reported malfunction of the device has been caused by unsuitable hardware, software, installation or operation, devolo reserves the right to charge the purchaser for the resulting testing costs. 6
Additional regulations
The above conditions define the complete scope of devolo's legal liability. a)
The warranty gives no entitlement to additional claims, such as any refund in full or in part. Compensation claims, regardless of the legal basis, are excluded. This does not apply if e.g. injury to persons or damage to private property are specifically covered by the product liability law, or in cases of intentional act or culpable negligence.
b)
Claims for compensation of lost profits, indirect or consequential detriments, are excluded.
c)
devolo is not liable for lost data or retrieval of lost data in cases of slight and ordinary negligence.
d)
In the case that the intentional or culpable negligence of devolo employees has caused a loss of data, devolo will be liable for those costs typical to the recovery of data where periodic security data back-ups have been made.

if the label with the serial number has been removed from the device,
b)
if the device is damaged or destroyed as a result of acts of nature or by environmental influences (moisture, electric shock, dust, etc.),

if the device was stored or operated under conditions not in compliance with the technical specifications,
The warranty is valid only for the first purchaser and is not transferable.

if the damage occurred due to incorrect handling, especially to non-observance of the system description and the operating instructions,

if the device was opened, repaired or modified by persons not contracted by devolo,
The court of jurisdiction is located in Aachen, Germany in the case that the purchaser is a merchant. If the purchaser does not have a court of jurisdiction in the Federal Republic of Germany or if he moves his domicile out of Germany after conclusion of the contract, devolo's court of jurisdiction applies. This is also applicable if the purchaser's domicile is not known at the time of institution of proceedings.

if the device shows any kind of mechanical damage, or

The law of the Federal Republic of Germany is applicable. The UN commercial law does not apply to dealings between devolo and the purchaser.
