The tests shall be satisfied before the equipment can be accepted as fit for service and energisation. 1.2 This procedure shall be carried out by the Commissioning Engineer or their appointed representative, who shall be an Authorised Person having appropriate training and experience. 1.3 This procedure shall be carried out in accordance with the requirements of the UK Power Networks Distribution Safety Rules. 1.4 This procedure shall be carried out having regard to the requirements and recommendations of the manufacturer. If conflict exists between the requirements of the manufacturer and those of UK Power Networks the matter shall be referred to Asset Management (or your UK Power Networks nominated contact). 1.5 The results of all observations, tests, adjustments and all relevant remarks shall be recorded on the associated test form (ECP 11-0651a). 2 Scope 2.1 This procedure applies to the Schneider ION7650 power quality meter. 2.2 This procedure is intended for use by UK Power Networks field staff, contractors and external connection providers. 3 References 3.1 This procedure should be read in conjunction with the following references:   3.2 Schneider ION7650 User Guide (Appendix A). M7650 Model B1 Form Factor, integrated display with front optical port, 10 MB logging memory and 1024 samples/cycle resolution E Current Input, 1A nominal, 10A full scale current input Note: in instances where the PQM is being installed as a retrofit, it might be easier to use current probe inputs instead of hard-wiring the device in. In this case, G should be substituted for E 0 Voltage Input, 57 to 347V AC line-to-neutral / 100 to 600V AC line-to-line B Power Supply, standard power supply (85-240V AC, ±10% / 47-63Hz / 110-300V DC, ±10%) 5 System Frequency, calibrated for 50Hz systems E0 Communications, standard communications plus 10Base-T/100Base-TX (RJ45). The substation SCADA RTU (T5502) has two Ethernet ports called Eth1 and Eth2. Eth1 is used for the main route from PowerOn which is satellite and Eth2 is used for the standby route, mobile. The power quality data is transmitted to the PQM server via Eth2 as non-prioritised communication traffic. The substation RTU must have the new Cherry & White Multiconnect R Cell 500 router installed, as this contains quality of supply functionality that enables the SCADA communication traffic to be prioritised over the power quality monitoring traffic. The Ethernet connection between the PQM and the RTU is via a category 5e or 6 UTP cable. The cable connects to the RJ45 port on the back of the PQM and to an Ethernet switch in the RTU, as shown in Figure 7-1. 5.6 The ION7650 is supplied installed with a pre-configured default template. This template contains various frameworks which provide all the power measuring and analysing functionality of the meter. The key components of the ION architecture are shown in Figure 5-5. An Ethernet cable. The appropriate access/administration rights to specify the laptops IP Address (Appendix C). The Schneider Electric ‘ION Setup’ version 3.0 or above (Appendix B). The appropriate UK Power Networks template (Appendix B). The appropriate firmware upgrade (Appendix B). © UK Power Networks 2017 All rights reserved 9 of 18 ION7650 Power Quality Meter Commissioning Procedure Document Number: ECP 11-0651 Version: 1.0 Date: 30/01/2017 7 Installation 7.1 Confirm that the PQM has been installed in accordance with the manufacturer’s instructions (References). 7.2 Check that the substation RTU has the new Cherry & White Multiconnect R Cell 500 router installed. UK Power Networks’ Operational Telecoms should be consulted if this isn’t the case. 7.3 Connect an Ethernet cable between the RJ45 port on the back of the PQM and to the Ethernet switch in the RTU as shown in Figure 7-1. ETH 1 Multitech Router T5502 RTU ETH 2 PQM Ethernet Cable Figure 7-1 – View of SCADA Outstation Layout Showing Ethernet Cable Connection 8 Commissioning The following sections describe the basic setup of the PQM and how to upload the UK Power Networks standard template and firmware upgrade. 8.1 Basic Setup 8.1.1 The PQM cannot operate properly until the Volts Mode and VT and CT ratios are set. A basic setup of the PQM allows the user to program the ratio of the CTs and VTs (PTs) to which the device is connected. Figure 8-1 shows how to navigate through the menus to program the CT and VT ratios and also select the appropriate Volts Mode which defines the VT connection arrangement. 8.1.2 There is no password set on the PQM, press the PROG/SELECT button to accept the changes. © UK Power Networks 2017 All rights reserved 10 of 18 ION7650 Power Quality Meter Commissioning Procedure Document Number: ECP 11-0651 Version: 1.0 Date: 30/01/2017 Figure 8-1 – PQM Basic Setup 8.2 Ethernet Communications Setup 8.2.1 Ethernet settings for the PQM are located in the Network Setup menu. Navigate to this from the ION7650 Setup screen shown in Figure 8-1.     Press PROG/SELECT. Use the arrow buttons to navigate to GENERAL. Press PROG/SELECT. Press the appropriate softkeys to select and programme the network settings as follows: o o o o 8.2.2 IP Address: 192.168.1.51 Subnet Mask: 255.255.255.0 Gateway: 192.168.1.1 The MAC address is factory set and should not be changed. Press the PROG/SELECT button to accept the changes. Note: If there is more than one PQM on a site, the IP Address for each device must be unique. To this end, for a second PQM, the final digit of the IP Address should be increased by one, i.e. 192.168.1.52 and repeat this for additional devices. At present, allowance has been made for the connection of up to six PQMs per site only. 8.3 UK Power Networks’ Standard Templates 8.3.1 The two standard templates are as follows:   UKPN PQM template.dcf – this template has a 10 minute average data sample and is to be used for UK Power Networks sites. UKPN PQM TFL template.dcf – this template has a 1 minute average data sample and is to be used for Transport for London sites. © UK Power Networks 2017 All rights reserved 11 of 18 ION7650 Power Quality Meter Commissioning Procedure Document Number: ECP 11-0651 Version: 1.0 Date: 30/01/2017 8.3.2 The standard templates are available as detailed in Appendix B. 8.3.3 The ION7650’s operating system is known as firmware. In order to ensure compatibility between the firmware and the UK Power Networks’ standard template, the firmware will need to be changed at the same time as the template. Two firmware upgrade options are available and the choice is dependent upon the serial number of the device:  Devices with a serial number ending in ‘-04’ and lower require firmware upgrade ion7650v374.upg.  Devices with a serial number ending in ‘-05’ and higher require firmware upgrade ion7650v401.upg. 8.3.4 The firmware upgrades are available as detailed in Appendix B. 8.4 Laptop Setup 8.4.1 Ensure the Schneider ION Setup software is installed (Appendix B) and the laptop Ethernet port is configured (Appendix C) before proceeding. 8.4.2 Ensure the UK Power Networks Standard Templates are available on the laptop (Appendix B). 8.4.3 Ensure the firmware upgrades are available on the laptop (Appendix B). 8.5 Uploading a UK Power Networks Standard Template 8.5.1 Connect an Ethernet cable between the RJ45 port on the laptop and the RJ45 port on the device. 8.5.2 Open the ION Setup software and the Log On screen shown below will appear. 8.5.3 Enter the details below and click OK.    Username: supervisor Password: 0 Single ION device configuration mode: Selected © UK Power Networks 2017 All rights reserved 12 of 18 ION7650 Power Quality Meter Commissioning Procedure Document Number: ECP 11-0651 Version: 1.0 Date: 30/01/2017 8.5.4 The Connection Type screen shown below will appear to enable the appropriate connection type to be selected. 8.5.5 Select Ethernet, enter the IP Address as appropriate and click OK. 8.5.6 The Setup Assistant should open automatically, as shown below. 8.5.7 Select the Template screen, the Firmware Upgrade tab and click Upgrade. 8.5.8 Enter the Meter’s Password (the Password is 0) and click OK. 8.5.9 Select a firmware file to be uploaded to the device. Click OK. 8.5.12 Select a Template to be uploaded to the device. Navigate to the file location of the UK Power Networks standard template required. 8.5.13 Select the file and click Open. 8.5.14 The Template Paste Options screen shown below appears. Select the check boxes for the settings you want to retain i.e. PT/CT Settings, otherwise these will be reset to default values. Click Exit. 8.5.17 A message will now be displayed showing that the new template was uploaded successfully. Click OK. 8.5.18 At the next screen, you will be asked if you want to connect to a different device. If the response to this screen is No the software will prompt you to log off from the ION software. 9 Device Registration 9.1.1 Once the device has been configured with the new template, an email should be sent to [email protected] advising that the device has been connected. The following details should be submitted at this time:       9.1.2 Name of site. Voltage level of connection. IP address. Number of devices connected. Date of PQM Commissioning. PQM serial number. In addition, the following information should be recorded from the device:    Order number. Calibration date. From the Windows Start button select Control Panel. 2. Click Network and Internet and then Network and Sharing Center. 3. Click Network Connect Adapter 4. Click Properties. 5.
