Rand!Water!Building!is!currently!in!a!state!of!disrepair!and!appears!to!have!been!in!the!process!of! being!refurbished.! ! There!are!currently!no!electronic!systems!in!the!building.!

Fire! detection! and! evacuation! systems! are! to! be! installed! and! per! the! following! SANS! requirements:! ! • Fire!Detection!–!SANS!10139! • Evacuation!–!SANS!60849! These! systems! will! detect! a! fire! and! provide! the! necessary! audible! and! visual! alarms! thereby! protecting!life!and!property!in!the!event!of!a!fire.!
! These!systems!will!also!provide!ample!time!to!evacuate!the!building!in!the!event!of!a!fire.! ! The! fire! detection! and! evacuation! systems! are! to! be! zoned! thereby! first! alerting! the! area! where! there!is!a!fire.!! ! The!fire!detection!system!will!be!linked!via!the!Remrad!system!to!the!nearest!fire!station!thereby! alerting!the!fire!station!in!the!event!of!a!fire.! !

SECURITY!SYSTEMS!
Employees!are!your!most!critical!asset.!Providing!a!safe!working!environment!is!important!to!your! employees.!Whether!it’s!video!monitoring,!panic!buttons,!or!a!safe!parking!on!dark!nights,!employees! recognize!that!the!business!values!their!safety.!When!employees!feel!safe,!they!are!happier!and!more! productive.! Security!Control!Room! A! centralised! security! control! room! servicing! the! building! is! recommended.! This! control! room! shall! be! divided!into!two!sections:! •
Section!1:!A!server!room!containing!the!head]end!storage!equipment!such!as!the!fire!panel,!CCTV,! access!control!system!and!building!management!head]end.!

Section!2:!The!viewing!area!which!allows!operators!to!monitor!and!manage!the!systems!within!the! building!by!means!of!their!respective!viewing!station.!
An!ergonomic!top]down!design!approach!shall!be!utilised.!A!top]down!approach!provides!a!framework!for! ensuring! that! decisions! on! such! matters! as! equipment! selection,! operating! practices,! working! environments,!and!furniture!choices!all!derive!from!operating!demands.!The!top]down!approach!requires! that! you! first! spell! out! the! goals! of! the! control!centre! in! various! situations,! including! normal,! off]normal,! emergency,!outage,!and!start]up!conditions.!Determine!what!systems!are!required!to!accommodate!these! conditions,!then!list!the!functions!best!undertaken!by!machines.! !

" Access!Control! In!the!ever]changing!business!environment,!employees!are!often!not!restricted!to!a!single!office!space!to! perform! their! job! functions,! but! are! rather! given! the! flexibility! to! perform! their! jobs! from! anywhere.!! Therefore,!employers!need!to!give!employees!the!flexibility!to!access!network!resources!in!a!multitude!of! ways.! In! recent! years,! more! and! more! corporations! have! added! additional! access! capabilities! to! take! advantage!of!technology!and!security!advances.!The!access!control!system!shall!control!all!entrances!and! exits!of!the!building!as!well!as!office!entrances!levels!leading!from!the!building!core.! Unfortunately,! the! sensitive! nature! of! corporate! network! resources,! and! the! mischievous! and! sometimes! malicious! behaviour! of! some,! requires! network! administrators! to! carefully! control! and! monitor! access.! Combine!this!with!the!fact!that!the!control!(protocols!and!databases)!of!these!different!types!of!network! access!are!many!times!not!consistent,!and!the!task!of!managing!access!can!become!a!time!consuming!and! arduous! process.! The! concept! of! access! control! can! also! be! extended! to! the! administrative! access! to! the! network!devices!for!configuration!and!monitoring.! The!control!and!management!of!access!is!achieved!through!a!set!of!three!independent!security!functions! collectively!known!as!AAA!(authentication,!authorization,!and!accounting).!

" The!access!control!head]end!system!consists!of!an!IP!based!solution!providing!superior!performance!with!a! high! degree! of! reliability.! It! receives! processes! and! sends! data! to! other! devices! on! the! access! control! network.!! It!provides!a!display!for!the!operator!to!monitor!system!operation.!In!addition,!it!provides!a!means!for!the! operator!to!"interrogate"!the!system;!that!is,!the!operator!can!request!specific!information!regarding!the! status! of! any! of! the! devices! within! the! system! and! can! initiate! specific! actions! at! any! specified! location! within!the!system.!In!larger!applications!requiring!advanced!capabilities!there!may!be!multiple!control!units! located! throughout! the! system.! It! should! also! be! noted! that! security! designers! prefer! to! have! an! Access! Control!system!built!on!a!dedicated!Local!Area!Network!(LAN).! Processing!capability!is!distributed!by!means!of!field!controllers!and!all!computation!does!not!reside!at!the! head!end.!Using!field!controllers!allows!the!majority!of!the!system!to!continue!to!function,!even!if!the!head! end! is! temporarily! unavailable! or! if! another! region! in! the! system! is! down.! In! this! instance,! the! field! controllers! store! all! event! activity! for! later! uploading! to! the! head! end! once! it! is! back! on! line.! If! a! field! controller!requires!additional!information!in!order!to!process!a!command,!it!is!able!to!request!information! from! the! head! end.! In! addition,! scheduled! exchanges! of! data! between! the! head! end! and! the! field! controllers!allow!for!events!to!be!tracked!in!history!logs!and!the!current!information!will!be!available!to!the! field!controllers.! Biometric! identifiers! are! the! distinctive,! measurable! characteristics! used! to! label! and! describe! individuals! and!therefore!provide!an!added!level!of!security.!The!biometric!access!control!enables!the!administrator!to! manage,!grant!or!deny!access!rights!to!any!individual!at!a!click!of!a!button.!

A!dual!biometric!and!card!reader!will!be!utilised!in!order!to!accommodate!the!1%!of!the!population!that! possess!unreadable!fingerprint!signatures.! Speedstiles! are! ideal! for! entrances! requiring! a! secure! and! aesthetic! solution,! while! catering! for! high! numbers! of! pedestrian! traffic! flows.! A! speedstile,! also! known! as! a! speedgate,! speedlane! or! flap! gate,! makes!for!an!effective!access!control!point.!The!product!lets!you!monitor!admittance,!manage!crowds,!and! keep! track! of! employee! movements! into! and! out! of! the! building,! without! hampering! the! flow! of! traffic.! Speed! gates! offer! fully! integrated! performance.! All! access! control,! ticketing! and! time! and! attendance! systems!are!compatible!with!the!product!range.!

Building!management!systems!(BMS)!describes!the!advanced!functionality!provided!by!the!control!system! of!a!building.!BMS!are!centralized,!interlinked,!networks!of!hardware!and!software,!which!monitor!and! control!the!environment!in!commercial,!industrial,!and!institutional!facilities.!While!managing!various! building!systems,!the!automation!system!ensures!the!operational!performance!of!the!facility!as!well!as!the! comfort!and!safety!of!building!occupants.!Generally,!building!automation!begins!with!control!of! mechanical,!electrical,!and!plumbing!(MEP)!systems.!Lighting!control!is!managed!for!optimizing!the! building!performance.!BMS!are!aimed!at!controlling!the!following:! • • •
