10 Things to Check before Moving to DVB-H Are you in the study phase of a DVB-H broadcast project launch? Go through the below (non exhaustive) 10-point checklist to make sure that you raise the right questions internally and that you cover every necessary matter with consultants and project managers. 1 BUSINESS CASE Beside the economical study, which outcomes are budget (capex, opex) and time frame, the following studies have to be carried out: 1) Market study. Which market segment will the Mobile TV broadcast target? Goals (services, level of interactivity, quality of service, covered areas, users) have to be properly defined in order to build the right offer. Trials that already took place are valuable inputs to help defining this: Mobile TV dedicated content (specific production for small screens and short time of viewing) and “place shifting” (repurpose on mobile phones the same content as offered on fixed TV) can make users go for subscription, having confidence in the fact that it will bring at least more than what they already have at home. 2) Technical validation. Mobile TV may be quite new for Broadcasters, as broadcast may be for Telcos, and such a merge of IP and broadcast worlds require technical decision makers to get familiar with the DVB-H technology. Time to market will be directly connected to the level of control in the technology and to the level of trust that technical Advisors have in their technological Partners.
2 FREQUENCY PLANNING DVB-H is really close to DVB-T: Those two standards share the same physical layers, meaning that frequency planning process is similar for those OFDM transmissions. Before starting the RF study, first questions to answer are: - What coverage is expected ? Most of the time, DVB-H broadcast start covering major towns, then being enlarged to other cities and regions. A nationwide coverage can be considered at a further stage, with all the constraints it may bring. What level of indoor (or even underground) penetration is targeted ? - Is a Single Frequency Network required ? It depends on how many licenses have been granted, size of area to cover... - What / where will be the emitting points ? Regulations may request to have authorization on the location where transmitters will be positioned (on the top of buildings, pylons, near base stations...), the maximum broadcast power to use on-site... - What kind of antennas will be used according to the above decided locations ? Omnidirectional, or 3-4 sides antennas... It depends on buildings structures / dimensions / elevation, on target coverage map... Outcome of frequency planning simulation pinpoints where transmission antennas must be placed in order to achieve the aimed coverage, taking the target area topology in consideration.
3 REGIONALIZATION Regional content switching is an option that has a straight impact in the overall architecture of the DVB-H system. If regional content has to be broadcast on side of national content, there are several means to include it in the DVBH multiplex: either at the national head-end site, at regional head-end sites, or directly inserted at each transmission site. This strongly depends on the country size, on the way regional content will be provided and distributed, on whether SFN needs to be preserved... Local content can be for instance full time regional channels, or a program replacing a national service during a given time window, or an “ultra-localized content” (e.g. special services when entering a commercial mall, with local activities related content).
4 SCRAMBLING + ESG The Operator has to decide whether DVB-H broadcast will go for free, or if program encryption is required: Conditional Access System (CAS) or Digital Rights Management (DRM). In any case, using one or the other system implies to have the right system installed at the head-end, with the pending security application or harware built in the handsets as well. Electronic Service Guide (ESG) is a kind of enhanced program guide describing the list of services available on-air (amongst others). ESG servers have to be provisioned on the head-end side (upstream the DVB-H IP Encapsulator), while ESG client application has to be implemented in the handsets.
5 DVB-H HEAD-END Examples of typical DVB-H head-ends are presented throughout this catalogue. Head-End architecture comes out from choices made in previous para- graphs. Head-End is in charge of aggregating/encoding content, building

service guide, handling interactivity application, getting access to cellular networks (interactivity or complementary services: video on demand...), synchronizing transmitters with SFN, and providing an interface with distribution network that feeds transmission cells with DVB-H services. The core functionality of the Head-End is the IP Encapsulator that acts as a Mobile TV services multiplexer, putting together Service Guide, Audio/Video, CAS data... on a DVB-H stream. Design quality and reliability of the IP Encapsulator are the warranty for an optimized use of the DVB-H network bandwidth.
6 DATA DISTRIBUTION Data distribution is the way DVB-H services are carried between the main Head-End and every final transmission sites. Most common transport methods are IP, microwave or satellite, and differ with national infrastructures and geographical constraints encountered in the field. With the spread out of IP back-hauls and the drop of transport prices, IP distribution accommodates any situation (cities or dense areas) since IP is available indoor, outdoor, in base stations... IP distribution is becoming the alternate distribution method with concrete capex/opex advantages.
7 TRANSMITTERS Several DVB-H emitting points can be considered for DVB-H broadcast: highest power is delivered from the most elevated sites (high towers) while lowest power comes from regular sites like masts, BTS or building roofs. If DVB-H broadcast is operated from an already existing DVB-T network, then transmitters (especially the modulator/exciter part) will have to be updated to cope with those special modes introduced by DVB-H for mobile reception improvement. For indoor areas where outdoor signal cannot be received from, transmission must be intensified with low power transmitters, repeaters or gap fillers which receive a valid signal to re-emit it over the shadowed area (with amplification, channel shifting, SFN preservation or echo-cancellation).
8 HANDSETS Handsets are a show stopper. No DVB-H broadcast will start without any handsets available, and in general operators are willing to propose more than one reference to their customers. The keystone that will make a DVB-H network operate with several brands of handsets resides in the Head-End (IP Encapsulator, ESG, CAS) that must be as open and interoperable as possible.
9 FLEXIBILITY A brand new DVB-H broadcast network must be scalable, i.e. capable to upgrade to new features (new programs, new functionalities, enlarged coverage, switching to SFN, enhanced in redundancy) without having to find for new technical partners and start again technical validation. In any way, the more open and interoperable the DVB-H head-end is, the more flexible the DVB-H chain will be... the more commercial revenues are secured as well.
10 TEST AND MONITORING Before the DVB-H broadcast network switch on-day, it makes really sense to have planned validation tools to verify network coverage, services delivery, level of reception quality... There are two complementary tools to drive this verification by getting objective and reliable measurement figures: 1) Field test units used by technicians for on-site validation, network trouble shooting, coverage measurement. These units shall be as small and robust as possible, with professional RF, MPEG2, DVB-H measurement, analysis, logging, and preferably GPS geolocalization capabilities. 2) Static test units located in strategic locations on the network that continuously measure indicators about the DVB-H reception. These standalone units, also called monitoring probes, are interconnected and can periodically send collected data (RF, MPEG2, DVB-H information) to a remote supervision center that benefits from a continuous overview on DVB-H network’s health status.
