brand like (HP, Lenovo, DELL, etc.) system as per the specification annexed with this tender document, for lndia lnternational lnstitute of Democracy and Election Management (lllDEM)
of Election Commission of lndia. lnterested firms having office in Delhi may submit sealed tender. The sealed tender must reach on or before, 30jh, November, 2016 at 11:00 AM. The tenders may also be submitted in person at Receipt & lssue Section of the Election Commission of lndia. Sealed tenders will be opened on the next day at 4:00 PM in Sanvidhan Hall, 7th Floor, Election Commission of lndia.

The firms have to submit technical bid and financial bid separately. The firms should
qualify in technical bid for the consideration of financial bid. tn case of nonqualification in technical bid, the firm will be disqualified from the tender process. 2. The
firm should have registered office in Delihi.

Annualturnover of the firm should not be less than Rs. 1".0 Crore (Rupees one Crore only.) Copy of the ITR filed for last FY 2015-16 should also be enclosed.

An Earnest Money Deposit (EMT) of Rs. 10,000/- in the form of crossed demand draft or banker's cheque in favour of "Under Secretary, Election Commission of lndia" Payable at New Delhi should be enclosed as earnest money along with the sealed tenders.

above documents. 4.
Financial Bid

The firm has to submit financial bid separately in another envelope sent
along with the technical bid.

The firm has to quote rate inclusive of all taxes, however, tax rate which has been included in the quotation, should be specified in bracket. The

The EMD in respect of firms, which do not qualify the tender, shall be returned to them without any interest after finalization of the tender However, the EMD in respect of the successful tender will be returned only after successful completion of job without any interest. 5. The firm has to abide by terms & conditions stipulated in this tender document. Any deviation/ alteration in the specification of the system will lead to cancellation of the work order and forfeiture of the EMD. The firm will not claim anything to this effect. 7. The Commission will not pay any advance to the firm. The payment to the firm will be made after delivery of the items through cheque only after deduction TDS. 8. The items need to be delivered within fifteen days of issue of work order with maximum one month time, in case, there is delay owing to unavoidable circumstances. 9. The Commission reserves the right to accept or reject any or all tenders without assigning any reason thereof. The Commission may also modify the terms and conditions before giving work order. 10. ln case of any dispute, the decision of the Commission will prevail and will be binding on the firm. 11. The OM No. 2t (LllzO}}-EP & M dated 28.08.2000, relating to NSIC registration certificate has not been adopted in the Commission and therefore, various exemptions and benefits claimed by registered firms under this OM will not be entertained. The firms have to submit EMD with the tender so as to qualify for the tender process. 12. The firms have to quote rates inclusive as per attached format. 13. The firm has to submit tender as per attached format. 14. The tender will be awarded on the basis of consolidated rates.
