FA Youth Development Review meeting Attendees John Topping Durham County FA Company Secretary Chris Smith Durham County FA Development Manager Session Outcomes • Provide an overview of the FA Youth Development Review • Outline the new player pathway from 2013/14 onwards • Outline rule changes to Mini-Soccer & Youth Football (U11) • Explain competition formats from 2013/14 •Discuss facility issues/solutions specific to the FA Youth Development Review • Identify funding to support Clubs / Leagues implement the FA Youth Development Review Key Principles of The FA Youth Development Review • To implement a progressive, phased and developmental player pathway. • The value of small-sided games and flexibility. • To implement a modern and cutting edge approach to competition that puts the learner at the heart. • Complement developments in coach education that offer a rich and authentic learning experience for players. • Execute clear and structured guidelines on the maximum number of players per team for youth football. • Guidelines for competition structures for U7 – U11 age groups. • New approach to competitive football; delivering an educational model to support learning and development. The FA Youth Development Review Formats of the game Flexible Competition Youth Development Review – U7’s 2013/14 Age of Players – 6 Years Old & Under 7 on or before 31st August in playing season Format – From 2013/2014 Season is 5 v 5 Maximum playing time – 40 minutes 2 x 20 minute games 1 x 40 minute game Size of Ball: 3 Goal Size: 12ft x 6ft Throw-Ins: Overhead or Underarm (League Rules) Retreat to halfway line (unless quick goal kick) – Until ball leaves box Kick Offs – The ball must travel forward All Free Kicks are Direct with opponents FIVE Yards from ball Youth Development Review – U7’s League No League Tables to be published League keeps Tables for grading Example for League Structure with three Divisions: League maximum 12 teams unless only 13 or 14 teams at that age group Play each other once e.g September to mid November Top 4 from each league go into new league to commence in March 2014 Youth Development Review – U7’s Cup Competitions Three x Two Week Cup Competitions – Split Leagues into 1 – 4, 5 – 8, 9 - 12 play Round Robin format 3 x 13 minute games The following day/week top team goes into semi final and then Final (20 minute games). U 12’s Age of Players – 10 Years Old and Under 12 on or before 31st August in playing season. Format – From 2013/2014 Season Under 11’s 9 v 9, Optional for Under 12’s Maximum playing time – 1 x 60 minute game Size of Ball: 4 Goal Size: 16ft or 21ft x 7ft Offside Rule applies Youth Development Review – U11/12’s League 2013/14 No change Youth Development Review – U11/12’s Cup Competitions 2013/14 No change Youth Development Review 2014/15 Under 8’s Format from 2014/2015 Season is 5 v 5 Under 9’s Format from 2014/15 – NO CHANGE Under 10’s Format from 2014/15 – No League tables published Three x Four Weeks Competition Under 11’s Format from 2014/15 – NO CHANGE Under 12’s Format – From 2014/2015 Season is 9 v 9 Youth Development Review 2015/16 Under 11’s No League tables published Three x Six Weeks Competition Trophy Events Development Games Central Venue Development Festivals All of the teams meeting in one place to compete against a variety of teams in one “session” (morning or afternoon) the teams play a variety of teams, players play in a variety of positions, with the aim of each child playing their maximum playing time in the one session. Home and Away Development Matches These are the more traditional home and away venue matches, where one team may host another. These are published by the league. They can either be: (a) Arranged between managers during August and December meetings. (b) Fixed by the league at the start of the whole season. Festivals and Home and Away matches A mixture of the two formats given above to form the development side of the fixtures programme. Club Festival Days Clubs take it in turns to host festivals with local teams. Dates and locations are published at the start of the league season by the league. Clubs run them for each other. Competition Festival 10 festivals are allocated and 6 of the festivals are competitive with fixed 5v5 teams and rolling subs. 4 Tier Champions League Format (Could use the development games as banding) The top 2 teams from 2 groups go into mini Champions League Semi-Final, then the 3rd & 4th placed teams go into mini Europa League Semi-Final, etc. 4 Tier Champions League Format Winners of Semi-Finals go into finals and losing teams go into Bronze Medal / 3rd Place Play-Off game for each mini competition. Mini Leagues Format Each team in the Final Group stage plays each other once in their division with the team top of the group winning the Gold prize, 2nd the Silver prize and the 3rd the Bronze prize Teams will play minimum of 5 games depending on number of Teams. - Games that end in a draw will be determined by penalties - Joint positions to be decided by goal difference and head to head Ladder Events Teams play the other team in their division i.e. A v B, C v D etc. winner of the division gets promoted to the next division and the loser gets relegated, as shown in Games 2 & 3 above. Games will be decided by penalties in the event of a draw. Number of games played is determined by the number of teams in each group. Format can be used at central venue or Home and Away style fixtures depending on time available in the competition window. Facilities • What, if any, facility issues will your club face in relation to the Youth Development Review for 2013/14 season? • What potential solutions are there? • Is the Council able to help? • What funding is available to support your club? ‘There’s no use talking about the problem unless you talk about the solution’ - Betty Williams 9v9 Pitch Over Marking 9v9 Pitches on 3G Pitch Scenarios • Designated appropriately marked out pitches for each format (preferable) • 5v5 on half a mini soccer pitch • Utilise 3G provision – 4 x 5v5 and/or 2 x 9v9 on full size or 2 x 5v5 on a 60x40 3G pitch • Over marking of pitches – an option but not desirable • From 2013/14 season Primary School Associations Year 6 (U11) will require a 9v9 pitch • From 2014/15 season Secondary Schools will require a 9v9 pitch (Year 7 (U12) will be 9v9) Facilities ‘There’s no use talking about the problem unless you talk about the solution’ - Betty Williams • What, if any, facility issues will your club face in relation to the Youth Development Review for 2013/14 season? • What potential solutions are there? • Is the Council able to help? • What funding is available to support your club? Funding DFA • 16’x7’ 9v9 portable goalposts for £100 (71% funding) • 12’x6’ (5v5 & 7v7) portable goalposts for £TBC • Big Lottery £174K (Reduction in Coach Education) • DFA £10K (Coach Education specific to YDR) Football Foundation • 9v9 goalpost funding scheme (50% funding) • Build the Game (up to £100k pitch works, fencing, car park, utilities) • Grow the Game Grants £5k per club (new teams) Sport England • Protection of Playing Fields (£50k for clubs) • www.sportengland.org/funding/protecting_playing_fields.aspx • Round 4 will close on 18 February 2013 • Round 5 will open on 10th June 2013 and close on 5th August 2013.
