I. INTRODUCTION SCOPE OF SURVEY Acting at the request of Jack Stone on behalf of Vystar Credit Union , the attending surveyor did attend onboard the 1989 Wellcraft 3200 St. Tropez , "Atlantis" beginning at 8:00am on 5/07/08 when an ''in-the-water-survey'' WAS conducted at Sadler Point Marina & Boatyard, Jacksonville, Fl. . The ship's papers were NOT on board. The Hull Identification Number (HIN) WAS verified from the transom. A sea trial WAS NOT performed. An out-of the water inspection of underwater machinery and the exterior of the hulls wetted surface area WAS NOT performed. The reason for the survey, was to ascertain the physical condition and value of the vessel. AC and DC power WAS used to check operation of the electrical systems specified in this report only. No reference or information should be construed to indicate evaluation of the internal condition of the engines or the propulsion system's operating capacity. Electronic equipment was checked for ''power up'' only. Engines and generator were not started. This vessel was surveyed without removals of any parts, including fittings, tacked carpet, screwed or nailed boards, anchors and chain, fixed partitions, instruments, clothing, spare parts and miscellaneous materials in the bilges and lockers, or other fixed or semi-fixed items. Locked compartments or otherwise inaccessible areas would also preclude inspection. Owner is advised to open up all such areas for further inspection. Further, no determination of stability characteristics or inherent structural integrity has been made and no opinion is expressed with respect thereto. This survey report represents the condition of the vessel on the above dates, and is the unbiased opinion of the undersigned, but it is not to be considered an inventory or a warranty either specified or implied. NOTE: It is recommend and understood that all engines be surveyed by a qualified Engine Surveyor to determine the condition of the engines, gears and pumps, heat exchangers, coolers, etc. OF SURVEY: THE MANDATORY STANDARDS PROMULGATED BY THE UNITED STATES COAST GUARD (USCG), UNDER THE AUTHORITY OF TITLE 46 UNITED STATES CODE (USC); TITLE 33 AND TITLE 46, CODE OF FEDERAL REGULATIONS (CFR), AND THE VOLUNTARY STANDARDS AND RECOMMENDED PRACTICES DEVELOPED BY THE AMERICAN BOAT AND YACHT COUNCIL (ABYC) AND THE NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) HAVE BEEN USED AS GUIDELINES IN THE CONDUCT OF THIS SURVEY. The use of the word ''appears'' is intended to indicate that a close or complete inspection was not possible or it was not deemed appropriate at the time of this survey. The deficiencies reported herein reflect the conditions observed at the time the survey was conducted. Use of asterisks * in the body of the report will indicate that a finding will be listed in the Findings and Recommendations section pertaining to the asterisked item, following the body of the report. VESSEL DESCRIPTION One of the most popular Wellcraft designs ever, the St. Tropez was produced from 1985 thru 1993. They are well known for a stylish profile and a surprisingly spacious interior for a vessel of this length. Berths for six (6) and a cockpit large enough for a small crowd, not to mention the bolted on molded FRP swim platform with shower, made her a popular choice for the family oriented market. "Atlantis" is powered by twin Mercruiser 5.7 liter gas engines with V-drives, has a 6.5kw Onan generator, and a 16,000 BTU reverse cycle air conditioner. SYSTEMS HULL DECK AND SUPERSTRUCTURE HULL CONSTRUCTION * TYPE: Modified-V MATERIAL: FRP (fiber reinforced plastic) EXTERIOR HULL: [C1] White gelcoat with burgundy and gray graphics, needs buffed and waxed. PORTLIGHTS: Four (4) opening plastic portlights with screens. BULKHEADS: The vessel has no structural bulkheads, she has a molded FRP integral cabin liner. STRINGERS: Hull stiffness is enhanced by cored FRP longitudinal stringers. Good condition where observed. TRANSOM: Molded FRP walk-thru transom. * BILGE: [B1] Saloon bilge is generally clean, engine room bilge needs cleaned. CHAIN LOCKER (DRAINAGE): Chain locker is accessed from the forward cabin, drainage is overboard. LIMBER HOLES: Limber holes are of adequate size and clear where sighted. DECK CONSTRUCTION MATERIAL: Molded cored FRP. COCKPIT: Molded cored FRP. HULL-TO-DECK JOINT TYPE: The hull to deck joint was of the deck overlap type (shoe box approach), it is sealed with what appears to be an elastomeric compound and fastened with stainless steel screws on estimated 6'' centers. Appears serviceable where observed. DECK FITTINGS BOW PULPIT (BOW RAIL): Welded stainless steel stanchion and rail system runs outboard each side deck and incorporates the bow rail, appears in good condition. SCUPPERS: Decks drain directly overboard, cockpit has drains port and starboard aft corners and in the channel for the engine room hatches. * WINDLASS/GIPSY: 12v. Maxwell Nillson capstan style windlass. HAWSE PIPES: One (1) forward above the chain locker, appears to be chrome/bronze, good condition. PUSHPIT (STERN PULPIT): Stainless steel stanchions and rail system port and starboard with a chain gate, good condition. DECK SURFACE: [C2] White gel coat with molded non-skid. Generally good condition but smooth surfaces need buffed and waxed. HATCHES: Three (3) molded FRP hatches over the engine compartment. CLEATS: Six (6) stainless steel mooring cleats, well secured and serviceable. ANCHOR PLATFORM: Reinforced molded FRP platform with a stainless steel anchor chute and single roller. OTHER: No soft areas were observed in the decks. SUPERSTRUCTURE MATERIAL: Cabin house and deck are one unit, molded, cored, FRP (fiber reinforced plastic). DECK HATCHES: Two (2) aluminum/Lexan hinged hatches, fair condition. WINDOWS/PORTS/DOORS: Sliding and fixed windows each cabin side, entrance door is sliding smoked Lexan. JOINERY STRESS: Minimal gelcoat crazing observed. OTHER: No soft areas were observed on the superstructure. BRIDGE DECK TYPE: Express style bridge and cockpit. SEATS: Double bench at the helm with a pedestal chair to port, and removable bench seats in the aft corners with storage inside, white vinyl covered foam cushions, fair condition. BIMINI: Burgundy canvas convertible top with an aluminum tubular support structure, good condition. WINDSHIELD: Aluminum framed safety glass windshield with opening wing windows. ADDITIONAL EQUIPMENT AND ACCESSORIES * GENERAL EQUIPMENT: [C3] Molded FRP bolted on swim platform with a stainless steel boarding ladder and a hot/cold freshwater shower to port and a locker to starboard, the doors are missing on both the shower and locker. Double stainless steel fender baskets mounted port and starboard on the bow rails, and six (6) gunwale mounted rod holders. ACCESSORIES: Reinforced molded FRP arch and cockpit wet bar. CANVAS AND COVERS: White canvas cover for the instrument console. "Atlantis" surveyed by Accurate Marine Surveys - Jacksonville, FL 32257 Page 4 of 14 III. SYSTEMS HULL DECK AND SUPERSTRUCTURE ADDITIONAL EQUIPMENT AND ACCESSORIES (Continued) FENDERS: Six (6) inflatable fenders. DOCK LINES: Five (5) docklines of sufficient size and length. CABIN APPOINTMENTS INTERIOR DESCRIPTION: JOINERY AND FINISH: The interior of the vessel consists of a molded FRP liner with white gelcoat, light colored padded vinyl wall coverings, and white formica Euro-style cabinetry. WATER INTRUSION SIGNS: None Sighted. STORAGE AREAS: The cabinets, lockers, drawers, and shelving were well crafted and finely fit where sighted. HEADLINERS: Light colored vinyl, good condition. * * DOORWAYS: Formia covered head door. FABRIC AND CUSHIONS: [C4] Beige fabric upholstery on foam cushions, fair condition and needs cleaned. FLOOR AND WINDOW COVERINGS: [C5] Mauve carpeting needs cleaned. ACCOMMODATIONS: Open plan interior: Forward is an island queen berth. Aft, to port is a convertible settee followed aft by the enclosed head with telephone shower, to starboard is a convertible dinette followed aft by the L-shaped galley. FAUCET FIXTURES: The faucet fixtures and sinks were operable in both the head and in the galley. LIGHT FIXTURES: An adequate array of 12v lighting fixtures provide the vessel with good lighting flexibility. SALON FURNISHINGS: White formica covered dining table. CABIN SOLE: Molded FRP as part of the liner. VENTILATION: Provided by opening portlights and hatches. STEREO, ETC.: Sony, CDX-L410X, am/fm/cd, powered up. CONDITION AND DEFICIENCIES: The interior is in need of a good cleaning. GALLEY * SINKS: Rectangular stainless steel sink in serviceable condition. REFRIGERATION: [B2] 12v/120v Norcold Tek-II, under the counter refrigerator with a small freezer compartment, did not power up. STOVE/OVEN: Origo 4500, alcohol/120v, two (2) burner cook top, both burners got hot. HEAT PROTECTION (INSULATION): Folding glass stove cover. MICROWAVE: 120v. Samsung turntable type, powered up. PROPULSION MAIN ENGINES TYPE: Two (2) four cycle V-8 gasoline naturally aspirated engines. MANUFACTURER: Mercruiser 5.7 liter Bluewater Inboards. SERIAL NUMBERS: Not found. HORSE POWER: Reportedly 260hp. each. INDICATED HOURS: Port: 909.5hrs. Starboard: 900.9hrs. on the meters, but the starboard engine appears to have been replaced THROTTLE CONTROLS: Morse Red Jacket, mechanical lever/cable type. * * * * FLAME ARRESTOR: Yes, USCG approved. ENGINE MOUNTS AND BED: [B3] Main engine beds are cored FRP longitudinal stringers inboard and outboard. In conjunction, steel brackets are bolted to the stringers and rubber dampened adjustable motor mounts are bolted to the brackets and used to adjust the engine alignment as well as secure it to the vessel, appear serviceable but lots of surface corrosion on the mounts. LUBRICATION: [C6] Normal level, I recommend changing the oil and filters. VENTILATION: Natural and two (2) operational power blower. EXHAUST SYSTEM: [B4] Raw water cooled with cast iron risers and flexible exhaust hoses double clamped to in-line rubber silencers, appear serviceable but corrosion observed on some of the clamps. ENGINE SHUT DOWN: Key type. CONDITION AND DEFICIENCIES: [B5, B6] The engine room needs a good cleaning and surface corrosion obserevd on both engines "Atlantis" surveyed by Accurate Marine Surveys - Jacksonville, FL 32257 Page 5 of 14 III. SYSTEMS PROPULSION MAIN ENGINES (Continued) * NOTE: [A1] The risers show evidence of corrosion. COOLING SYSTEM TYPE: Raw water cooled. HOSES AND CLAMPS: Re-inforced rubber hoses with double stainless steel clamps, good condition where observed. BELTS AND PULLEYS: Belts and pulleys appear in good condition where observed. SEACOCKS AND STRAINERS: Bronze seacocks with bronze sight glass type strainers, the strainers have hose connections on top so that the engines can be fresh water flushed after use. TRANSMISSIONS TYPE: Hydraulic MANUFACTURER: Borg Warner Velvet Drives, Model:10-04-000-11 DRIVE TYPE: V-drives * GEAR RATIO: Transmission tag states 1.5:1 FLUID LEVEL AND CONDITION: [C7] Not checked, I recommend that the transmission fluids be renewed to manufacturers specs. CONTROLS: Morse Red Jacket, mechanical cable/lever type. PROP SHAFT: 1 1/4" stainless steel, appear in good condition where observed. COUPLER (SAFETY WIRE): Yes, safety wired. PACKING GLAND: Bronze hex nut type packing glands, appear in good condition. COOLER: External engine mounted raw water heat exchangers. Appear serviceable. FUEL SYSTEM MAIN ENGINE(S) FUEL SYSTEM FUEL TYPE: Gasoline. NUMBER OF TANKS: Two (2) aluminum fuel tanks located outboard port and starboard in the engine room, reportedly total 180 gallons capacity. MANUFACTURING LABEL: Not sighted due to location. FILL PIPE LOCATIONS: Port and starboard sidedecks, clearly marked GAS FILL PIPE GROUNDED: Appear to be properly grounded. FILL PIPE MATERIAL: USCG approved Type A2 hoses. Appear in good condition where observed. HOSE CONNECTIONS, CLAMPS: Double clamped at the tanks, fill connections not observed. FUEL LINES AND FITTINGS: USCG approved Type A1 hoses with stainless steel clamps, good condition where observed. FUEL MANIFOLD VALVES: Ball type valves mounted centerline forward in the engine room, operable. SHUT-OFF VALVE: In the manifold system. FUEL FILTERS: Spin on/off type by Mercury Marine. FUEL PUMP TO CARB HOSE: No flexible hose sighted, copper nickel type OEM manufacturer supplied. Appear in good condition where observed. ELECTRICAL SYSTEMS ELECTRICAL SYSTEM (D.C. SYSTEM) VOLTAGE: 12v. BATTERIES: Three (3) group 24 flooded cell batteries, in approved installations. BANKS: Three (3) banks. MAIN BATTERY SWITCHES: Perko rotary type. PANEL: Port side of the saloon. BREAKERS/FUSES: One (1) main and eleven (11) branch breakers. TYPE CONNECTORS: Not sighted. ROUTING/SUPPORT: Well supported and secured where sighted. CHARGING SYSTEM: Alternators on main engines, gasoline powered generator, and a Professional Mariner, NewPro 20/35, S/N: 237902, marine battery charger. OUTLETS: Cigarette lighter type at the helm. SYSTEM) (Continued) TERMINAL BLOCKS: Plastic double sided terminal block with captive lugs, well mounted and supported where sighted. CIRCUIT LOAD MONITORS: Analog volt and amp gauges. ELECTRICAL SYSTEM (A.C. SYSTEM) SHORE POWER INLET: Two (2) Hubbell 125v./30amp. inlets, confusing as only one (1) seems to be connected to the panel. SHORE POWER: 30amp shore power cord appears serviceable. AC SOURCE SELECTOR SWITCH: Manual plastic rotary type. MAIN BREAKER: In the main electrical panel. BRANCH BREAKERS: Eleven (11) branch breakers. CIRCUIT LOAD MONITORS: Analog volt and amp gauges and Reverse polarity light. CONNECTIONS (TYPE): Not sighted. WIRE TYPE (SIZE AND RATING): Boat cable, where observed appears serviceable for the intended use. ROUTING: Well routed and supported where sighted. OUTLETS: Four (4) 120v outlets were found on the vessel, polarity was normal at all, two (2) GFCI (ground fault circuit interrupter) outlets both tested OK. GENERATORS AND INVERTERS TYPE: Generator driven by gasoline powered internal combustion engine, MANUFACTURER: Onan KILOWATT RATING: Reportedly 6.5kw. INDICATED HOURS: 1320.6 hrs. on the meter. LOCATION: Engine room, centerline aft. * FLUID LEVELS: [C8] Oil normal. Surveyor recommends that the oil and filter be renewed. COOLING SYSTEM: Raw water cooled with provision for fresh water flush. FUEL SUPPLY: USCG approved Type A1 hoses with stainless steel clamps, appear in good condition where observed. FUEL FILTER: Remote mounted Quicksilver spin on//off type. * * EXHAUST SYSTEM: [B7] Raw water cooled with flexible exhaust hoses clamped to a metal water lift type muffler, some connections only single clamped. FLAME ARRESTOR: Yes, USCG approved. ACCESSIBILITY: Fair OTHER: [A2] The generator is equipped with a 12v. Facet Automotive fuel pump, this pump is not labled "Ignition Protected". NOTE: Lots of surface corrosion observed on the generator. FRESH WATER SYSTEM FRESH WATER SYSTEM: (POTABLE WATER) STORAGE TANKS: One (1) aluminum fresh water storage tank located centerline forward of the engine room, reported capacity forty (40) gallons. * FILL PIPE LOCATION: Starboard sidedeck, clearly marked WATER. PUMPS: [B8] 12v. Shurflo on demand water pump, powered up, pumped water, but ran continuously. HOSES AND CLAMPS: Flexible polyplastic tubing with garden hose type connections, and nylon reinforced clear plastic hoses (Tygon) with stainless steel clamps, appears serviceable where observed. DOCK SIDE PRESSURE REGULATOR: In the cockpit, not tested. FRESH WATER SYSTEM (HOT WATER SYSTEM) TYPE: Marine grade, 120v electric. MANUFACTURER: Raritan, estimated six (6) gallon capacity, with a pressure relief valve and connected to the starboard engine for heat exchange. NOTE: Water got hot. SANITATION SANITATION (BLACK WATER) * MANUAL OR ELECTRIC TYPE: [B9] 12v. electric head, did not function. "Atlantis" surveyed by Accurate Marine Surveys - Jacksonville, FL 32257 Page 7 of 14 III. RAW WATER SUPPLY AND CLAMPS: Hose and clamps appear serviceable. DISCHARGE HOSES AND CLAMPS: Hoses and clamps appear serviceable. PUMP-OUT LOCATION: Port side deck clearly marked WASTE. MACERATOR: 12v. Jabsco macerator powered up. "Y" VALVES: Yes. SYSTEM INSTALLATION: Waste goes directly to the holding tank, tank can be emptied through the deck fitting or pumped overboard. SANITATION (GREY WATER) * BASINS, SHOWERS, HOSES AND CLAMPS: [B10] The basins drain to topsides thru-hulls in the immediate vicinity of each particular basin, the shower pan is plumbed to a remote 12v. diaphragm type pump, did not power up. STEERING SYSTEM STEERING SYSTEM TYPE: Push/pull cable type. MANUFACTURER: Teleflex PULLEYS, CABLE AND CHAIN CONDITION: Appears in good condition where observed. RUDDER STOCK: 1 1/4" bronze, good condition where observed. UPPER RUDDER BEARING SUPPORT: Well mounted in 2"x 6" wood cross members. PACKING GLAND: Bronze hex nut type packing glands. Not leaking. Monitor frequently. GROUND TACKLE GROUND TACKLE * ANCHORS: [C9] 22lb. SeaChocie anchor with 5/16" chain and 1/2" three-strand nylon line. WINDLASS: 12v. Maxwell Nilsson capstan style windlass, "Up" foot switch on the foredeck, powered up. ELECTRONICS AND NAVIGATION EQUIPMENT ELECTRONICS AND NAVIGATION EQUIPMENT * * VHF: Icom, IC-M56, powered up, recieved weather. CHART PLOTTER: Garmin GPSmap180, S/N: 65050183, powered up. SPEEDLOG: [C10] Impulse QT-106, did not power up. DEPTH SOUNDER: [B11] Uniden QT-206, did not power up. FISH FINDER: Lowrance X70a, S/N: 1744355, powered up. COMPASSES: Ritchie Powerdamp compass appears serviceable. THRU-HULLS THRU-HULLS: THRU-HULLS LIST: Two (2) engine cooling water intakes, generator cooling water intake, air conditioner cooling water intake, head intake, and holding tank overboard discharge. TYPE: Bronze thru-hulls with ball valves. CONDITION: Appeared in good condition where observed. OPERABLE: All were operable. FARING BLOCKS: Appeared in good condition where oberved. BONDING SYSTEM BONDING SYSTEM MAIN BONDING CONDUCTOR: It appears that there is not a proper and complete main bonding conductor on the vessel. The bonding system is using individual green wires and appears servicable where observed, not checked by meter. LOCATION: Under the forward seat of the dinette. BTU CAPACITY: 16,000 BTU's stated on the tag. HOSES, CLAMPS AND CONNECTORS: Appear to be adequately sized and serviceable for the application. RAW WATER COOLING PUMP: 115 volt electric pump system is equipped with a bronze seacock and a bronze sight glass type sea strainer, appears serviceable. CONDENSATE DRAIN: To the bilge NOTE: The air conditioner cooled well. AIR CONDITIONING AND HEAT (HEAT) TYPE: The air conditioner is the reverse cycle type and provides heat when operated in that mode. Note: Automatic fire suppression system counts as one (1) size B-I if inspection is current. MORE AND BIGGER IS BETTER! A.4 (PAGE 9) Day/night visual distress signals are out of date. 33 CFR 175 subpart C requires the vessel to have three (3) day/night visual distress signals, in date. A.5 (PAGE 9) Electric horns not operational. A.6 (PAGE 9) Navigation lights are not operational. A.7 (PAGE 9) Engine room fire extinguisher inspection tag is not current, must be inspected and tagged every twelve (12) months. A.8 (PAGE 9) Carbon monoxide/smoke detector did not test OK. RECOMMENDATIONS I recommend that both engines and the generator be inspected and serviced by qualified personel. Repair or renew as necessary. This could be very dangerous, determine if this is "Ignition Protected', if not replace with an Ignition Protected fuel pump. Comply with the Code of Federal Regulations. Dry chemical fire extinguishers must be shaken periodically to prevent the powder from caking. Comply with USCG regulations for Visual Distress Signals. Comply with USCG regulations for Sound Devices. Must be capable of making an audible signal for a period of six (6) seceonds that can be heard at a distance of 1/2 mile. Make all navigation lights operational. Have the engine room fire extinghuisher inspected and tagged by a fire safety company. Investigate further, replace the batteries or renew as necessary. Investigate further, repair or renew as necessary. B.3 (PAGE 5) Corrosion observed on the engine mounts. Wire brush, inspect, apply "Ospho", and repaint. B.4 (PAGE 5) Some hose clamps on the exhaust system show evidence of corrosion. B.5 (PAGE 5) Engine room needs a good cleaning. B.6 (PAGE 5) Lots of surface corrosion observed on the engines. Renew these and any other hose clamps that show evidence of corrosion with marine grade 316 stainless steel clamps, all exhaust connections must be double clamped. Clean the engine room. SUMMARY AND VALUATION STATEMENT OF OVERALL VESSEL RATING OF CONDITION: It is the surveyor's experience that develops an opinion of the OVERALL VESSEL RATING OF CONDITION After a the survey has been completed and the findings have been organized in a logical manner. The grading of condition, developed by BUC RESEARCH, and accepted in the marine industry, for a vessel at the time of survey, determines the adjustment to the range of base values in the BUC USED BOAT PRICE GUIDE, for a similar vessel sold within a given time period, as a consideration to determine the Market Value. The following is the accepted marine grading system of condition: ''EXCELLENT (BRISTOL) CONDITION'', is a vessel that is maintained in mint or bristol fashion - usually better than factory new - loaded with extras - a rarity. ''ABOVE AVERAGE CONDITION'', has had above average care and is equipped with extra electrical and electronic gear. ''AVERAGE CONDITION'', ready for sale requiring normal maintenance and normally equipped for her size. ''FAIR CONDITION'', requires more than ususal maintenance and some yard work to prepare for sale. ''POOR CONDITION'', substantial yard work required and devoid of extras. ''RESTORABLE CONDITION'', enough of hull and engine exists to restore the boat to usable condition. As a result of my investigation, as shown in the SYSTEMS AND FINDINGS AND RECOMMENDATIONS section of this REPORT OF SURVEY, and by virtue of my experience, my opinion is OVERALL VESSEL RATING: FAIR STATEMENT OF VALUATION: 1. The ''FAIR MARKET VALUE'' is the most probable price in terms of money which a vessel should bring in a competitive and open market under all conditions requisite to a fair sale, the buyer and seller, each acting prudently, knowledgeably and assuming the price is not affected by undue stimulus. Implicit in this definition is the consummation of a sale as of a specified date and the passing of title from seller to buyer under conditions whereby: a. Buyer and seller are typically motivated. b. Both parties are well informed or well advised, and each acting in what they consider their own best interest. c. A reasonable time is allowed for exposure in the open market. d. Payment is made in terms of cash in U.S. dollars or in terms of financial arrangements comparable thereto; and e. The price represents a normal consideration for the vessel sold unaffected by special or creative financing or sales concessions granted by anyone associated with the sale. Therefore, after consideration of the reliability of the data, the extent of the necessary adjustments and condition of the vessel, it is your surveyor's opinion that the ''FAIR MARKET VALUE'' of the subject vessel is: $15,000 Fifteen Thousand Dollars 2. The ''ESTIMATED REPLACEMENT COST'' indicates the retail cost of a new vessel of the same make/model with similar equipment offered by the same manufacturer. SUMMARY AND VALUATION SUMMARY: In accordance with the request for a marine survey of the "Atlantis" , for the purpose of evaluating its present condition and estimating its Fair Market Value and Replacement Cost, I herewith submit my conclusion based on the preceding report. The subject vessel was personally inspected by the undersigned on May 7, 2008 and was found to be a well constructed that is suffering from deferred maintenance. Subject to correction of deficiencies listed in section IV A. (Safety), the vessel is considered to be suitable for its intended use. Other deficiencies listed should be attended to in a timely fashion.
