PART II – GENERAL SPECIFICATIONS The following manufacturers will be considered “pre-approved”, however, alternative manufacturer will be considered provided that the equipment meets the scope of work and the manufacturers specific information detailing compliance be included within the project submittal package as specified herein. The work the Contractor shall provide shall consist of, but not be limited to, the following: A. SERVICE BUILDINGS Install security access system in three service buildings in which to secure two bathrooms and one laundry room in each building. The access system is to include but not limited to: 1. Installation of Proximity Access card readers; for each door. 2. Installation of Electronic strike plates. 3. Installation of wireless transmitter/receiver to communicate all entry activities to Central Control unit. 4. Install transmitters and backup-battery in utility room for each service building. 5. The specified Access Control and Security Management System shall interface and be connected to door control hardware (electrified locks, magnetic locks, door monitor switches, other monitoring contacts and control devices, etc.) as specified in accordance to manufacturer recommendation and shall communicate in real-time using a wireless network. 6. All equipment and materials provided shall be standard nonproprietary components, regularly utilized with the manufacturer’s system. 7. All system components (electronic hardware) shall be of commercial manufacturer and non-proprietary by design and implementations providing an open protocol platform; where as multiple manufacturers have developed software that is capable of integrating with the components provided. 8. The integrated product shall be a single cohesive management and control system as provided by the proposed manufacturer. 9. All software and components shall have been previously and thoroughly tested within proven installations of a similar size and functionality to the system and requirements as specified herein. The software shall be preferably either linux based Exception (Explain) Indicate “Yes” if Concur operating system or Microsoft Windows based and designed to operate with the most recently released Microsoft Operating Systems or .NET technology. System solutions proposed using other than a current industry standard OS shall be considered non-responsive and unacceptable. 10. The access control software shall communicate with all control panels to provide instantly update of access cards, view logs and reports with no downtime. 11. Security System is to be compatible with existing security system using in the West Basin to allow cardholder to be reassigned as needed. The system used on the West Basin is based on Linknet Software/ PCSC access control panels. B. PARKING LOT GATE ACCESS Install security gate access to parking lot. The security access is to include but not limited to: 1. Install one entry and two exit Doorking 1610-082 above ground mount traffic spikes 6 foot spring loaded with lock down option. 2. Install two Doorking 1610 Double-sided Warning Sign on the center median to warn drivers that a one-way traffic lane condition exist. a) Illuminated with two 20-watt fluorescent lamps. b) Light sensor for automatic operation. c) Built-in flood lamp for spike illumination. d) Keyed on/off override switch. e) 75-watt fluorescent flood lamp for spike illumination. f) 115 VAC. ETL Listed. g) Mounted on 3" mounting pipe 3. Install Doorking 1603 Barrier Gate Operator/Automated Spike System a) With barrier arm linkage that shall have a breakaway feature to prevent damage to linkage or motor. b) 14’ aluminum barrier arms with reflective alternating black and yellow or red vertical strip. One Knox Fire Safety Switch approved by local fire department. C. SECURITY ACCESS PRODUCTS-INTEGRATED ACCESS SYSTEM 1. The products listed in this section are representative of the requirements. The following manufacturers will be considered “pre-approved”, however, specific information detailing compliance with the manufacturer’s requirements must be included within the project submittal package as specified herein. Computer hardware shall be either Hewlett Packard or Dell desktop server class equipment with redundant hard drives and redundant power supplies. c) Refer to section XI of this technical specification for specific computer hardware and operating system requirements. d) The cabling shall be installed per requirements of the manufacturer and the Project Documents, utilizing material meeting all applicable standards. The Contractor is responsible for providing all incidental and/or miscellaneous hardware not explicitly specified below as required for a complete and operational system. e) Materials shall be as listed or shall be approved equivalent products of other manufacturers meeting the intent and quality level of the specifications. All approved equivalent products shall be published by addendum ten days prior to proposal for Architect/Engineer review. f) Testing: all installed cabling and electrical wiring shall be tested 100% at specified performance after installation by the Contractor. g) All equipment and materials used shall be standard components, regularly manufactured, regularly utilized in the manufacturer’s system. h) All outdoor equipment shall be rated for outdoor use under extreme conditions (direct sunlight and/or direct contact sea salt water) Exception (Explain) Indicate “Yes” if Concur i) All systems and components shall have been thoroughly tested and proven in actual use. j) In the event of power outage, the system shall sound alarm and automatically unlock all doors and retract spikes. k) All systems and components shall be provided with the availability of a toll free 24-hour technical support phone number from the manufacturer. The phone number shall allow for immediate technical assistance for the dealer/installer and the end user at no charge. l) All systems and components shall be provided with an explicit manufacturer warranty. D. SECURITY ACCESS CONTROL SOFTWARE 1. The access control software shall be the human interface with and the control and configuration for all access points, monitor input points, and relay controlled outputs. 2. The basic access control system software shall meet the following minimum, design and performance specifications as a fully integrated Alarm and Access Control Management System. Software shall be designed to provide an intuitive and self identifying flow of operation, providing a user friendly interface between an operator and the software during daily activity processing and training. 3. Software shall be designed as a single server application which is upgradeable to an enterprise (multi-server) application to manage and control multiple properties using multiple servers with few if any changes to the user’s installation. 4. Software shall be design allowing the user an unlimited expansion capability. For the purposes of this specification unlimited shall mean beyond previously defined industry standards understanding that everything has limits, which may be influenced by other factors outside the system software. 5. Software shall provide and utilize “wizard” style interactive guidance to allow the system administrators or operators to perform standard configuration tasks in a step-by-step training process. 6. Software shall, by default, support a minimum of twelve (12) user-defined cardholder data fields for basic cardholder management. An unlimited number of additional, user-defined data fields may be added for cardholder management. Exception (Explain) Indicate “Yes” if Concur 7. Software shall support operator access to the system using unlimited system User Groups assigned to specific Users with log-in Passwords. 8. User Groups shall define specific privileges to access, view or modify software application functions for the member users. 9. Software shall support cut & paste or auto-fill functionality in the credential, access level, and hardware data input screens in order to speed operator entry of new configuration data. 10. Software shall support external authorization (i.e. cell phone or off-site phone) to open entry gate. 11. Software shall support output control relays with automated control configuration processing to control external devices and interface with other systems as required. 12. Software shall support monitoring of an unlimited number of input points within the access system hardware. Any change to an inputs status shall create an alarm or event to be detected and transmitted for monitored with automated or manual actions. Monitoring and control of all alarm and status points shall be managed and reported as defined by the user to an operator through a real-time display or displays in the users proprietary monitoring location(s) or in remote central station(s) as defined by the user. 13. Software shall support a non-proprietary Serial Enabled AutoDialer Solution that allows a user to define any input within the system as an alarm for local response and pre-defined reporting or to a remote central station for reporting and response or both within the same system. 14. Software shall support the implementation of multiple monitors at a single workstation allowing un-dock able windows to be displayed on separate video display screens. 15. Software shall provide and support an automatic backup utility. This utility shall allow for automatic, scheduled backups of both database and archive files. 16. Software shall provide multiple, pre-configured database and transaction history report formats. These reports shall utilize reusable report selection criteria and structured for presentation to the user in a Wizard format. Exception (Explain) Indicate “Yes” if Concur 17. Software shall support precision access to allow each cardholder to be provided access privileges to specific doors in addition to any doors included in their assigned access levels. 18. Software shall have the ability to add industry standard WiFi (802.11) access managed battery operated wireless locksets to be incorporated into general access levels or assigned in a precision access selection per cardholder. Wireless 802.11 shall support WPA-2, WPA Enterprise or WPA-2 Enterprise with TKIP or AES encryption. 19. Software shall support battery powered 900 Megahertz wireless locksets added to the system based on user requirements by adding the associated hardware. Software shall support encryption of traffic to and from 900 MHz devices, and authentication of 900 MHz devices analogous to WiFi requirements. 20. Software shall allow the user to assign holiday groups within time zone definitions and time zones to specific access levels providing control for all site wide card holder authorizations and access, input and output points. 21. Software shall allow system operators to monitor operatorselected doors in order to perform cardholder verification. With each card transaction, the stored image associated with that card shall be displayed on the selecting operator workstation. 22. Software shall archive all events, alarms, control activations and restorations in a system archive file and retain all of the current events until an archive is performed. 23. Software shall allow search and display operations on all data fields providing the user a friendly report management and display capability without requiring the use of third party report writer software. 24. Software shall allow an operator to manage output control relays to control external devices and interface with other systems manually or through define control point automation by time, event, field processing tasks. 25. Software shall provide a utility to create and assign card groups. Card groups shall allow the user to pre-assign automation (macro or task) to a card group and apply the automation to a card holder’s activity at all or specific readers and/or keypads. Card group shall be assignable to a specific cardholder or group to perform commands. Software shall support event filtering to allow user-defined exceptions to be displayed to pre-defined system operators by event type or event location. 27. Software shall be able to receive device status changes and display such changes in 1 to 3 seconds of the change. 28. Software shall provide multiple, pre-configured database and transaction history report formats with user selected report criteria. A report wizard shall allow the user to redefine a report, store and rename the reports for specific users or required management system information responses. 29. Software shall maintain a system level status display screen showing the operating status of all accumulated events and general system activity for the system operator’s review on a single screen. 30. Software configurations downloaded to the control processor are locally stored in a distributed processing manner allowing the processor to determine access request validly and grant or deny access to a cardholder, at a sub-controller in less than 1 second. 31. The basic access control software shall be capable of the following functions: a) Software shall support, and operate on, an unlimited number of concurrent licensed computer workstations. b) Software shall support an unlimited cardholder capacity with support for multiple credential assignments per cardholder. c) Software shall support, at a minimum, up to 32,767 access levels definitions and allow up to 32 access codes to be assigned to any single cardholder. d) Software shall support up to 200 time zone definitions, with up to 12 intervals per zone for each site. Time zones shall be capable of being associated with access levels and/or all system command functions including holidays. Exception (Explain) Indicate “Yes” if Concur e) Software shall support up to 100 holiday definitions of variable duration per site. Holidays shall allow up to 8 assignable holiday groups associated with any specific holiday. Holidays shall allow the user to specify a name for the holiday, a user assigned start date and a number of days assignment for each holiday. f) Software shall interface with, and support, up to 200 system control processors (SCP) based on single server licensing levels of 200. Software that supports licensing using card reader levels less than these listed herein shall be considered non-compliant and unacceptable. g) Software shall support the configuration of up to eight (8) specific card formats system wide. h) Software shall allow the user to define card formats without support from the system manufacturer. This feature shall allow the user to define start and stop bit details locally without external programming. i) Software shall interface with, and support, up to 1,000 or more readers per active server. j) Software shall interface with, and support, a combination of up to 100,000 input points and output relays per active server. k) Software database shall have an unlimited cardholder capacity with support for multiple credentials per cardholder. l) Software shall support up to 32,000 or more access code definitions and allow up to 32 access codes to be assigned to any single cardholder per system control processor. m) Software shall support up to 200 time zone definitions, with up to 12 intervals per zone with up to 8 holiday groups, capable of being associated with access codes or system command functions. n) Software shall support up to 100 holiday definitions of variable duration that may be grouped to associate with time zone exceptions on specific dates defined as holidays. E. Computer Hardware Exception (Explain) Indicate “Yes” if Concur 1. All computer hardware components required to support the access, alarm and device control system, described within this specification, will be provided by the specified system vendor. Only recognized brand names such as HP or Dell will be acceptable. 2. Server(s): Any computer described as a server with the ability to expand to meet additional demands with the following, minimum design and performance specifications. a) Mini-Tower Server, with 3 open pci slots. b) Processor: Intel Pentium Dual Core 3.0GHz Processor, or greater. c) Operating system: Windows 7 or Linux. d) Memory: 2GB of RAM, or larger as recommended by the Software manufacturer. e) DVD-ROM/DL/CD-RW drive. f) Dual 320GB or larger available Hard drive storage, with the second drive as the mirror drive or multiple 120GB RAID1 or RAID5 configuration with system integrated RAID controller. g) Redundant power supplies. h) At least two USB 2.0 ports. USB keyboard, USB mouse and additional port to support the access control equipment. i) Wireless Network encryption. with secure 128k bit password j) 21” LCD monitor with dual monitor support option. k) Database management system: SQL Server 2005 Express Edition or SQLServer 2005. 3. The system provider will be responsible for ensuring that each computer hardware component also includes any and all interfaces, expansion boards, and peripherals that will be compatible and necessary to allow the system to operate as described within the proposed software manufacture specification. F. Omni Antenna Exception (Explain) Indicate “Yes” if Concur 1. Three Comtelco 900-930 Mhz, 5.0 db Omni antenna or equivalent. 2. UV coating and Corrosion resistant material for outdoor usage. 3. Balun shall be moisture and waterproof. 4. Wind Rating of 180 MPH 5. Mounting: Pole to be mounted on the balcony of each building facing the harbor, antenna is not to exceed the height of the building roof ridge. G. Modem RF 900MHz 1 W RS232-485 Transceiver 1. Three - 10 kbps Data Rate, RS-232, RS-485 interface, RoHS Compliant. H. Video Monitoring System 1. All video hardware components required to support two high resolution cameras to record 24/7 gate access. 2. Cameras are to be mounted on the Main Office and all recording equipment be routed to the reception desk. 3. Equipment described within this specification will be provided by the specified system vendor. Only recognized commercial brand names such as Pelco or Panasonic will be acceptable. a) Two Day and Night Fixed High Resolution video camera. b) 150mm-200mm Fixed focal lens, to easily identify the vehicle and license number. c) Camera one from Building B to main gate entry d) Camera two from Building B Exit gate by Building A e) Camera to have high resolution of at least 650 color with 0.3 lux, intelligent video motion detection - Panasonic WVCP500 or equivalent. f) Cameras are to be housed and protected from extreme weather conditions and sea water corrosion. g) 4-Channel color recording system, with internet transmission capabilities and 500Gb Hard drive and DVD backup capabilities. Exception (Explain) Indicate “Yes” if Concur h) Video recording system to transmit video via the internet. I. Access Control Hardware Enclosure (Hardware Panel) 1. The Hardware Enclosure shall provide mounting studs for all hardware configurations using EP processors, SIO subcontroller modules, optional modules with local module power supply and battery. 2. The Hardware Enclosure shall be made of 18 gauge steel 14"(H) x 16"(W) x 4"(D). 3. The Hardware Enclosure shall have a finish of dark powder coat inside and out. 4. The Hardware Enclosure shall include a cabinet lock, tamper switch, metal quick reference pocket, installation legend 2terminal strips and mounting hardware pack for access control modules. 5. Manufacturers Recommended Power Supply 1-LIN-PS 12-24 VDC, 2.5A, linear power supply or 1-SW-PS 12-24VDC 4A, switching power supply. 6. Manufacturers Recommended Backup Battery 1-BAT-70, 7.0Ah, 12 Volt Battery. J. Access Control Card Reader 1. The access control card readers shall interface with the access control reader modules and the door control hardware, as specified in other applicable sections of this specification. 2. The card reader shall meet the following, minimum, design and performance specifications. a) Reader technology shall be Pyramid P500H or equivalent proximity technology. b) Reader shall be weatherproof type when installed in exterior or other wet or direct sunlight environments. c) Reader shall communicate with the reader I/O modules using the industry standard Wiegand interface. d) Reader shall operate on 12VDC or 5VDC power from the reader I/O modules at a maximum current rating of 150 mA per reader.
