Birbhum, PIN 731204, on behalf of the President of India, invites sealed quotation i.e i) Technical Bids and ii) Financial Bids from interested parties for supply of the 25 (Twenty five) Integrated Attendance Device (Integrated Android Tablet and Single Fingerprint Scanner Device Housed in Rugged Casing) described as below. The sealed quotations should be addressed to the Joint Commissioner, Central Excise, Bolpur Commissionerate, Nanoor Chandidas Road, Sian, Bolpur, Dist. Birbhum, PIN 731204 and must be submitted latest by 22/05/2017 22/05/2017 at 03:00 03:00 PM. PM The tender (Technical Bid) shall be opened on 22/05/2017 at 04:00 PM followed by Financial Bid at 05:00 PM. SL No. 01 Description of item Integrated Device Attendance Specification (Integrated Android Tablet and Single Fingerprint Scanner Device Housed in Rugged Casing) DETAIL SPECIFICATIONS I. Specifications of Android Tablet: Android Tablet with 7 inch screen a) Processor - 1.0 GHz or above b) RAM - 512 MB or above c) Internal Storage - 4GB or above Expandable storage through micro SD, minimum 8 GB d) USB Port – Minimum one Micro USB Port and an optional additional USB Port. (USB port should provide power supply to biometric device and support USB OTG) e) Front facing Camera - VGA resolution f) Internal Speakers – to be available g) Touch Screen - 7’’ Capacitive touch screen and minimum 800x480 pixel resolution or above, 16 M colors h) GSM SIM card slot – To be available i) Min. Battery backup- upto 120 minutes j) SAR Values – within acceptable range k) Charger Port – Separate charging port on the tablet 1 of 5 shall be available. AC adapter for 230V +/- 10%, 50 Hz operation shall be provided. l)Micro USB host cable Connectivity Requirements m) Data Support – mandatory 3G Mobile data support n) Wi-Fi Support – Wi-Fi IEEE 802.11b/g/n o) S/W Requirements – Android 4.0 operating System or above p) Full featured Web Browser Application to be deployed on android tablet will require rooted Android OS (Vendor has to provide all necessary technical support for integration of their device drivers with the attendance software and associated UIDAI attendance applications) Finger Print Scanner Rugged casing II. II Single Finger Print Scanner Device for use with Android Tablet a) STQC certified Single Finger-Print biometric device for Aadhaar Authentication with driver, in built template extractor software/SDK(mandatorily with license, if required) (STQC Certificate for the device must be submitted) b) API/SDK for Android (4.0 and above) platform. c) Device should be plug and play with any android (4.0 and above) tablet without need of any additional license to be deployed. d) The device should have integrated micro USB or standard USB type connector. e) Device must come with connector cables to allow connection of the device to micro USB and standard USB ports. f) Vendor has to provide all necessary technical support for integration of their device drivers with attendance software and associated UIDAI applications. (STQC Certificate for the integrated bio-metric device must be submitted) III. III The casing should be made of inflexible, solid material and can be of polycarbonate / thick plastics / acrylic/other tough material. ii) It should be of black colour and should have a glossy / matte finish. iii) Acrylic castings must have a thickness of at least 5 mm. iv) Casing should be durable and should be able to withstand rough daily operational usage. v) The casing should not suffer any damage or disfiguration on being dropped from a height of up to 2 meters. vi) Tablet should be vertically oriented in the casing. This is important because the attendance appliacation to be deployed is designed to run in vertical mode only. 2 of 5 vii) The casing should be designed to cover/hide the android task bar of the tablet. This is required to prevent misuse of any other functionality of the tablet. viii) The casing should have provisions to access the power/reset button of the tablet. The access should be easy but controlled. The vendor thus should make arrangements to provide an external tool to perform the power on/off and/or reset function of the tablet through the casing. ix) The fingerprint scanner should be ergonomically in standing posture of the users. The 25(Twenty Five) numbers of Integrated Attendance Device would be installed in Headquarter, Divisional and Range Offices. The above quantity is only tentative. The department reserves the right to increase or decrease the actual quantity required. 2. The supplier should be a legal entity registered in India with valid Trade Licence and should be the original manufacturer of the equipment or its authorized distributor. 3. The vendor should undertake to preload client attendance software to be provided by UIDAI / NIC on the devices from time to time. 4. The vender shall provide repair, service and maintenance support for the devices. 5. The devices / equipments shall be supplied along with software and performance of the equipment shall be checked along with software. 6. The Integrated terminal should support 3G as per schedules and Wi-Fi Connectivity. 7. The actual list of procurement of the goods will be given at the time of placing order. 8. All the items supplied should be of reputed brand and of make as specified in the tender and supplier has to furnish Quality Assurance Certificate along with invoice and goods. 9. Vendor has to provide all necessary technical support for integration of their device drivers with the attendance software and associated UIDAI attendance applications. 10. Delivery should be within 10 (ten) working days of issue of Purchase Order. 11. The prices quoted shall be inclusive of all taxes of any govt. / local authority/ transportation charges etc. as applicable to government department. No payment over and above the prices quoted shall be paid by the Central Excise, Bolpur Commissionerate, Bolpur in respect of such levies brought to the notice at a later date. 12. The payment will be made only after receipt and successful installation. 13. Tender for Technical Bids and Financial Bids should be submitted separately in sealed envelope and marked as “Technical Bid for Integrated Attendance Attendance Device (Integrated Android Tablet and Single Fingerprint Scanner Device housed in Rugged Casing)” / “Financial Bid for Integrated Attendance Device (Integrated Android Tablet and Single Fingerprint Scanner Device Housed in Rugged Casing)” and addressed to the Joint Commissioner, Central Excise, Bolpur Commissionerate, Nanoor Chandidas Road, Sian, Bolpur, Dist- Birbhum, West Bengal- 731 204, latest by 22/05/2017 at 4:00 PM. Tenders received after the prescribed time limit will not be entertained. Sealed tender that is incomplete and not addressed to proper authority shall be rejected. The received Technical Bids shall be opened on 22/05/2017 at 04:00 PM and thereafter Financial Bids shall be opened at 05:00 PM on the same day in this office. The financial bids shall be opened if all the terms and conditions of technical bid are fulfilled. 4 of 5 14. This office reserves the right to reject / cancel or all tenders received without assigned any reason thereof. 15. If the tenders are sent by post / courier, it should be ensured that cover should be sealed in such a way so that it remains intake at the time of reaching destination without any damage or loss. This office shall not be responsible for delay / damage on account of postal / courier delay. 16. The bidder is required to sign and stamp each page of the tender document and all other enclosures appended to it as a token of having read and understood the terms and conditions contained therein and also submit the same along with technical bid. 17. The cost of items should not be more than printed price. 18. The rate may be quoted on DGS &D contract rate if available / valid. 19.
