Janesville RECREATION DIVISION 2016 SUMMER KICKBALL LEAGUE RULES A. Team rosters must be turned in at the time of registration. This means that in order for players to be eligible they must be listed on the roster sheet with first and last name, address, phone number and signature. Participants may only play on one kickball team. When signing in each game night, players first and last name must be placed on the lineup and on the score sheet. No playing or subbing on other teams is allowed. B. Allowing players to play who are not on your roster may result in forfeiting the game. The opposing team may protest illegal or ineligible players. Protest of illegal players must be done before the conclusion of the game while the player in question is in the line up. Players must be able to produce proper I.D. when requested by the site supervisor. C. Players must be at least 18 years of age or older and out of high school. D. A team roster may consist of up to 20 players. A minimum of 8 players is needed to start and continue a game, with a 10 player maximum on the field at a time. If playing with an uneven number of players, you must have more females than males. A minimum of 3 males is needed to start and continue a game. E. The deadline for roster changes is by the end of the fifth week of play. You must make these changes with the Recreation Division (before start of season) or at Dawson Field (once the season has begun). This can be done prior to game time. F. Games are 7 innings or 45 minutes, which ever takes place first. No new inning will be started after 40 minutes of playing time, unless the score is tied. If the score is tied after 7 completed innings, play shall continue until 1) the visiting team has scored more total runs than the home team at the end of a completed inning or 2) the home team scores the winning run in an uncompleted inning. NO GAME CAN END ON A TIE! G. Forfeit time is 5 minutes after the scheduled start time. Please be on time. A $10 fee will be assessed to a team that forfeits without calling the Recreation Division office and their opponent’s Team Manager prior to 4:00PM. This must be paid prior to the next scheduled game. A team may only have two forfeits, after that they will be dropped from the league. H. Players arriving after the game has officially started can enter the game if they were placed into the kicking order prior to the start of the game. They will enter
into that position. Every time that position comes up and the player is not present, an out will be given to that team. I. Official line up cards/score sheets must be picked up from the press box or site supervisor. The home team will keep “the official” score sheet, but the away team should keep track as well. These score sheets must be turned in to the site supervisor at the conclusion of the game. Flip score boards will be on each field. Both teams should make sure all runs are accounting for each inning. J. No alcohol will be allowed on field or dugout. No smoking in the dugout. K. No swearing or foul language on the field. Teams will be given one warning during the game from the site supervisor. A team swearing or using foul language after an issued warning will be given a forfeit. L. A 10” ball will be used. . M. Only rubber molded cleats and tennis shoes will be allowed. No metal cleats or boots. N. Cancellations due to weather are placed on the WCLO website (click on the closings tab in the top right corner) as well as on the team sideline website (www.teamsideline.com/janesville). Or call our cancellation hotline (373-3480) to hear a recorded message of cancellations. O. All equipment will be provided by the Recreation Division. P. All games in this league will be self-officiated. We ask all managers to help in calling their team’s play. Teams should be consistent in calls. If conflicts arise, please replay. No swearing is allowed. We want to stress good sportsmanship in all our leagues.
II. GAME PLAY A. Pitchers will pitch to their own team. (Offensive pitcher) Pitching is this player’s only duty. They must make every effort to get out of the way after the pitch. B. The ball is put into play when the pitcher rolls the ball towards the plate. The kicker must contact the ball behind the plate. If the kicker makes contact in front of the plate, it will be considered a foul ball. C. The kicker will receive three pitches and will be called out if he/she does not put the ball into play after three.
D. A fielder must give the ball to the pitcher (defensive pitcher) to stop play. A kicker is not out when running to first, if the ball is given to the pitcher before the kicker reaches first. They must be put out at first base. This means you cannot tag the runner going to first. The pitcher (defensive pitcher) must throw the ball or the first baseman must tag the base. E. Each team will place a person in the defensive pitcher position. They must remain in the circle until the ball is kicked. F. The offensive pitcher must roll the ball from inside the circle. The pitcher must start the act of pitching on the pitching rubber. G. The kicker is out in situations similar to softball (force outs, fly outs, etc.) In addition, a runner is out when he/she is hit by a thrown ball below the shoulders while attempting to advance. A force play must be made at first base; the runner is not out if tagged or hit by a thrown ball. H. A line will be placed 1/3 of the way to 1st and 3rd base, the ball must pass this line to be in play. (The defense may make a play on the ball at any time. (ie: they may run up and make a play on a ball before it crosses the line). If the ball crosses the line it is a fair ball. I. Teams must alternate positions in the kicking order by sex. All team players present must kick. All players must kick in the written score sheet order. Should an injury to a kicker occur that requires them to be removed from the game, an out will occur when that position comes up. You cannot move around your line up during the game. Kickers must be present on field when position comes up or an out is recorded. J. Teams can never have two males kick in consecutive order in the line up. This means teams must either have an even number of males and females or more females than males. Two or more females can kick consecutively at the bottom of the line up if there are more females. Should there be an extra male present; the extra male must share a position in the line up with another male. They share that position and can both play half the game or kick and play infield every other inning. They cannot be in field at same time. K. Males and females must alternate defensively on both the infield and outfield. This means the catcher and pitcher must be opposite sex. In the infield and outfield it must be guy/girl/guy/girl or girl/guy/girl/guy. L. If a pitcher is hit by his own team then the batter is declared out. M. Each team will be limited to a ten run rule each inning. There can be unlimited runs scored in the final inning of play unless the 45 min. time limit is up.
N. Each team may field up to ten players and no less than eight players on defense (4 outfielders, 4 infielders, catcher, and defensive pitcher.) In addition, all outfielders are required to remain in their assigned position in the outfield grass until the ball is kicked. All infielders must stand in their assigned position and out of the base line. O. In case of bad weather during a game, a game is a full game after four innings, or after 3 1/2 if the home team is winning.
III. BASE RUNNING A. A runner who leaves the base before the pitch is kicked, is out, ball is dead. No leading off. B. In the instance of a caught fly ball, the base runner must tag up and may not leave the base until the ball is clearly caught by the fielder. Leaving the base early results in the runner being called out. C. In order to prevent injury and protect a defensive player, any base runner deliberately crashing into a defensive player trying to apply a tag will be out. D. If an accident to a base runner prevents him/her from proceeding in the game, a substitute runner of the same sex will be allowed that inning. The player of the same sex who made the last out will run. E. Sliding is allowed. In order to prevent injury and protect a defensive player, any base runner deliberately crashing into a defensive player trying to apply a tag will be out. Players choosing to slide will be at the risk of getting hit in the head with the ball, as the ball must be thrown below shoulder height. A head shot cannot be deliberate. F. If play is stopped (ball in circle in defensive pitcher’s hands), and runners are moving, they must go back to the previous base, unless the runner is already more than half way to the next base. In this case, the player may continue and the other team may attempt to make a play on the runner. G. Base runners who are struck with a kicked ball that has not deflected off of a defensive player will be called out. H. When a base runner is struck with a thrown ball by a defensive player, the base runner is out even if the ball bounces before it contacts them. When base runners are struck in the head by a thrown ball, they are not out unless they were ducking or lowering their head to dodge the thrown ball. I. There is no infield fly rule protection for runners. J. Runners must run within the base line. Fielders must stay out of the base line.
K. All ties go to the runner. Players may overrun first base only.
IV. SUBSTITUTIONS A. There is unlimited substitution in the field, but substitutions can only be made after one complete inning of play. B. Teams having extra players must kick all players in the line up, alternating male/female. If there are more males than females, the extra male(s) can substitute in, but must always sub in for same player in same kicking order.
V. OTHER A. Kickball is a social recreational sport. Please follow all rules. Please stop rule violations with a friendly reminder before they become an issue. B. Children are to stay in the bleachers and should not be running around. Children under 13 years need to be directly supervised by an adult (18 years or older) who is not participating in the activity. Team managers will be responsible for notifying the players on their team, and will be asked to address any issues as they arise. C. The site supervisor will not be responsible for babysitting your children. Basically, if you do not feel your child is capable of sitting and watching your game for forty-five minutes, you should not bring them. The City will not be responsible or liable for children who are injured.
