2016-2017 Joel M Noe Youth Recreation Basketball League Sponsored by the Brookline Recreation Department League Rules and Regulations The objective of this program is to provide a healthful, recreational, athletic program, which emphasizes team play and participation by all members of the team; league standings are not maintained. Basketball fundamentals and sportsmanship are the primary objectives. Every team member at a game will get approximately equal playing time. Length of Games: Time will be kept on the floor by one of the officials. Running time will be kept in all divisions. The clock will stop for injuries, time outs, and at the official’s discretion. Boys 3/4, Girls 3/4/5 Divisions: Length of games will be forty (40) minutes running time consisting of four (4) ten (10) minute quarters. Time will stop at five (5) minute intervals to allow substitutions. Teams must take substitutions at this time. Boys 5/6, Boys 7/8, Girls 6/7/8: Length of games will be forty-eight (48) minutes consisting of four (4) twelve (12) minute quarters running time. The clock will not stop for subs. Substitutions may be on any official’s whistle, foul shot, time out or at the end of each quarter. Time Out: Each team in all divisions will be allowed three (3) time outs per game. Each time out is for 30 seconds in duration. High School Rules will be followed except for the following: 1. NO back court violation for Girls 3/4/5 & Boys 3/4 2. Two technical fouls will result in ejection from the game for player and/or coach. If a coach and/or player is ejected twice on technical fouls, he/she will be removed from the program for the remainder of the season, at the discretion of the league coordinator. 3. Fighting and/or gross un-sportsmanlike conduct will result in automatic ejection from the game and a one game suspension to be enforced at the next scheduled game. If a player and/or coach is ejected for the same offense a second time such conduct will constitute removal from the program for the remainder of the season. Fouls: - Players may shoot a foul shot when: a. Fouled in the act of shooting – two (2) shots if shot is not made, one (1) if shot is made b. Deliberate foul – two shots and offended team keeps the ball. c. Technical foul – two (2) shots and the ball d. Player fouled in the back court – two shots e. Player fouled in the last two (2) minute of the game – two (2) shots.
Scoring: Boys 3/4 will not keep score. All divisions after, score will be kept by a Brookline employee. If a team goes up by 20 points, the scorekeeper will use discretion in not adding points to the 20point lead. 3-Pointers Boys 3/4, Girls 3/4/5, no 3-point shots counted. Boys 5/6, 7/8 and Girls 6/7/8 3-point shots will be counted. Jump Ball: Center tap off will start the game. Alternating possessions will be used throughout the game. This includes all quarter stars and tied up balls. All Players Must Have Equal Playing Time: This is a hard and fast rule. Coaches must make every effort to see that all players participate equally. Ten (10) Second Rule: This rule applies to Boys 5/6, 7/8 and Girls 6/7/8. Ball must be advanced into the front court within ten (10) seconds. A violation of this rule will result in a turnover of the ball to the other team. Five (5) Second Rule: Ball must be in bounded within five seconds or the ball is turned over to the other team from that spot. Zone Defense: Grades 3/4/5/6 must play a man on man defense, no zone allowed. Grades 7/8 zone is allowed. Full Court Press: Boys 3/4, and Girls 3/4/5 may NOT press. All other divisions may press full court in the last two minutes of the game. Ball Size Boys 7/8 - Official Size 29.5 Boys 3/4, Boys 5/6 and All Girls divisions – Intermediate Size 28.5 No Food or Drinks Allowed In Any the Gymnasiums The only exception will be drinking water for the teams. Foot Ware: Players, coaches and parents should be aware that street shoes are not allowed on the gym floors. Water, sand and salt destroy a gym floor in no time. For safety of the players, please take care of the gym floors.
Confrontations: Please be advised that no confrontations between Coaches, Referees, and/or Parents will be tolerated. Keeping with the spirit of the Joel M. Noe Basketball Program, the priority is the enjoyment of the youths that are participating. The consequences of repeated confrontations may result in an individual’s inability to attend the program.
