Despite a difficult financial climate in which monetary and credit restraints were beginning to be implemented and competition was becoming more intensified particularly for deposits from banks and trust companies, local credit unions showed an increase in deposits to $1,980 million from $1,780 million in the previous year for an increase of over 11% and an increase in share capital to $1,346 million from $1,269 million for an increase of over 67.; or in other words an overall increase of funds from members of 97,. Standardization of Statistics After considerable research by a national cousnittee under the chairmanship of Mr. A. A. Heidt and discussions covering several national and regional meetings, a standardized questionnaire was officially accepted and approved for use by all provinces at the 14th Interprovincial Conference of the National Association of Administrators of Co-operative Legislation in June 1967. Upon implementation by all provinces of this standardized questionnaire, the credit union movement should have a soundly based structure of statistical data on which the credit unions could compare their performance with other financial intermediaries; provinces could compare performance with other provinces; and policy decisions on the credit union movement could be more prudently based. Méthode The department responsible for the administration of credit unions in each province collects data from unions chartered to do business in that province. The department then analyses and tabulates the data into provincial aggregates and submits a report for the whole province on the standardized form to the Dominion Bureau of Statistics. In many provinces an annual return from each active credit union chartered to carry on business is mandatory; other provinces provide data only for the credit unions from which they were able to obtain returns; others proceed to estimate for the non-reporting credit unions. Some provinces employ statistical techniques to estimate the non-reporters based on results of reporting credit unions. Other provinces attempt to estimate by actually completing a return for each missing credit union. Unless otherwise indicated, the data in this report reflects all active credit unions operating in the province. Provincial departments are currently at various stages of adopting and utilizing the standardized statistical format in the quarterly surveys. In order to provide DES with the required categories, some provinces tend to employ distribution ratios from the last available annual data to estimate the breakdown of some category items. As a result, the subsequent annuaL figures may differ somewhat on specific items from the quarterly figures but the subgroupe totals for the categories should generally agree. Differences between the annual and quarterly data also occur because of various fiscal year-ends. Thus any comparison of the annual figures with the fourth quarter data from the quarterly Business Financial Statistics report should make allowances for these factors. Table 5 illustrates that the number of local credit unions chartered again declined slightly, for a third year in a row to 4861 a decrease of 50 from 1967. Of the 4861 credit unions chartered, 360 failed to report and 128 are considered Inactive. Table 7 presents credit unions classified according to a cousnon bond of association such as residence, parish, club, lodge, labour union, etc. The Table shows that residential credit unions account for approximately 56% of the total number chartered while occupational is 26% and associational 18%. Within the classification "residential", the rural credit unions still predominate and account for 52% and the urban type 38%. The predominant classification in the occupational and associational categories are employer and religious. Reserves and undistributed earnings for 1968 at $49 were up from the Canada average of $46 in 1967 an increase of 3%. Ontario and British Columbia both showed a slight decline while the other provinces reported gains ranging from 17. in Quebec to 207. in Newfoundland. Average assets per member for Canada increased to $799 from $781 for a gain of 27. over 1967. The difference between total assets and total equity and deposits represents liabilities. For Canada as a whole, these liabilities averaged $32 as compared to total equity and deposits of $767. This indicates that for every $1 of liabilities on average, there are $24 of equity and deposits held by the local credit unions. Newfoundland had the greatest increase (26% followed by Ontario (217.). The percentage increase for all of Canada was 12% as compared to 87. in 1967. Total loans including mortgages made during the year was $1.5 billion with repayments over the same period amounting to $1.1 billion for an increase in loans outstanding of 147. or $340 million. The majority of assets are invested in loans to members. The breakdown of this item between mortgage and nonmortgage shows that the majority of loans outstanding are of the non-mortgage type for all provinces except Quebec and Saskatchewan (Table 17). Table 9 shows also that Quebec loaned more than twice the amount for nonmortgage loans as it did for mortgages. Many of the provinces were unable to provide these types of data and as a result, the table vttects information for only Newfoundland, Quebec, Manitoba, Saskatchewan, Alberta and Northwest Territories.
