EXPLANATORY T E X T
Initial and renewal claims filed in local offices of the Unemployment Insurance Commission across Canada during November totalled 122,603, compared to 82,902 in October. While this increase was common to all provinces, the greatest increases in claims filed were registered in the provinces of Quebec, Ontario and British Colixiibia. Claims filed one year ago numbered 93,016. A total of 186,833 c1a•imant (127,237 males and 59,596 females) were included on the liv9 Unemployment Insurance register on the last working day of November. Of this total, 153,651 (108,752 males and 44,899 females) were ordinary claimants. Of the remainder, 33,182 (18,485 males and 14697 females) were short-time claimants. Decisions were recorded for a total of 107,835 initial and renewal claims, of which 86,105 were entitlements to benefit and 21,730 were non-entitlements. Claims not allowed numbered 10,553, while disqualifications were imposed in 14,291 cases (including 3,114 on revised claims). Chief reasons for disqualification were : "voluntarily left employment without just cause", 5,092 cases; "not unemployed" 3,997 cases; "not capable of and not available for work" 1,051 cases. A. total of 67,861 persons commenced the receipt of benefit payments on initial and renewal claims during the month, compared to 46,102 in October and 49,532 in November 1950. Benefit payments during the month amounted to $5,107,466 in respect of 2,033,423 unemployed days. During October, $3,901,854 were paid in respect of 1,567,172 days, while payments during November 1950 amounted to $4,184,103 for 1,781,566 days. During the week of Nov. 24 - 30, a total of 97,511 persons received $1,327,648 in compensation for 523,648 unemployed days. Last month, for the week October 27 - November 2 0 72,267 persons received benefit for a total of 384,654 days amounting to $955083. During the week Nov 25 - Dec. 1, 1950, $1,052,948 were paid to 79,052 persona in cornr)ensation for 439,993 unemployed days. The average daily rate of benefit for the week of Nov. 24 - 30 was $2.54, compared to $2.49 for the week of Oct. 27 - Nov. 2, and $2.39 for the week of Nov. 25 - Dec. 1, 1950.

Les re'clamations initialeo et renouveléea déposées aux bureaux 1ciy e l Commission d'assurance-chmage an Canada totalisent 122,603 en novembre, contre 82,902 en octobre. Toutes lea provinces accusent tine augmentation, particu1ireinent le Québec, 1'Ontario et la Colonibie-Britannique. Les reclamations déposées en novembre l'an dernier so chiffraient
par 93,016. Un total de 186,833 récl3niants (127,237 hommes et 59,596 feinmea) sont macrita an registre actif du chniage an dernier jour ouvrable do novembre. Stir ce total, 153,651 (108,752 hommea et 44,899 femine) sont dos réclamants ordinaires et stir le reste, 33,182 (18,1485 hommes et 14,697 femmes) sont des réclamants ? court terme. Stir tin total de 107,835 decisions enregistres (pour réclamationa initiales et renouvelées) 86,105 ont ét6 considérées cornme dormant droit la prestation et 21,730, comme n'y donnant pas droit. Los re'elamations rejetes se chiffraient par 10,553, tandis que lea réclamants exclua s'éThvaient 14,291 (y compris 3,114 stir reclamations revisées). Void lea principales raisons d'inadinissibilit4 : "emploi quittZ volontairement et sans raison valable", 5,092 cas; "non an ch&mage", 3,997 cas; "incapable de travailler et non disponible", 1,051 cas. Darant le mois, 67,861 personnes commencent rocevoir des prestations h la suite de reclamations initiales et renouvolées, en coinparaison de 46,102 en octobre et 49,532 en novembre 1950.
