This latest performance followed the moderate rise of 0.3% observed in August. Six of the seven major component indexes rose at varying rates but the combined influence of these was offset by a decline of 1.6% in the Transportation index. This was due entirely to an acceleration in the Food Purchased from Stores index which rose 0.6% following a 0.6% increase in August. The rise of 0.6% in the index for Food Purchased from Stores was explained largely by higher prices for meat products, augmented to a lesser extent by increases for sugar and sugar-preparations, soft drinks, potato chips, butter, eggs and bakery products. A 5.1% increase in the index for Meat and Meat Preparations was led by a 14.9% increase in chicken prices due to increased demand for both home and restaurant consumption and, in part, by production in Quebec falling below quota levels. Other price increases came from beef (3.2%), pork (3.7%), cured meat (10.0%) and meat preparations and ready cooked meat products (2.6%). The overall food price increase was significantly dampened by seasonal declines of 5.2% for Fresh Fruit and 10.7% for Fresh Vegetables. The year-to-year increase for the Food Purchased from Stores index has gone from 4.1% in May to the 8.2% noted above for September. This acceleration is largely due to recent increases in meat prices. Over the 4-month period from May to September, prices have risen by 25.1% for pork, 24.3% for chicken and 41.3% for bacon. Since significant increases in the supplies of these products are not likely in the near future, food analysts expect that meat prices will remain high for some months to come. Notable price increases were observed for child care services, paper products and appliances, while furniture prices declined slightly. While indexes for these centres are available starting in March of 1982, they are only included in the calculation of the official CPI for Canada starting with the January 1985 data. Changes in the cost of this basket are therefore due only to price movements. Coverage Champd • observation Beginning with the indexes for January 1985, the weights used in the CPI are those pertaining to 1982 expenditure patterns. Data used for establishing these patterns were obtained from the 1982 Family Expenditure Surveys. The expenditures are those reported by all private households living in Canadian urban centres with 1982 estimated population of 30,000 or sore. In total the CPI includes 79 such urban centres plus Whitehorse and Yellowknife. Prices Prix The prices used in the calculation of the CPI are retail prices inclusive of sales and excise taxes without regard to whether they are described as regular, Special, etc. For most commodities, the price collection for a given month's index is carried out within a four week period, starting about the beginning of the third week of the previous month and ending in the middle of the given month. The frequency of price collection during the course of the year depends on the nature of the given commodity. Although prices for most CPI commodities are collected on a monthly basis, prices of food items and gasoline, because of their volatility, are collected twice a month. Prices for cornodities characterized by less frequent price changes, e.g., property taxes, electricity rates, etc. are collected at intervals longer than one month. However, special pricings for any commodity will be conducted prior to the next regularly scheduled pricing when there is evidence to suggest that significant price changes have occurred. The number of prices observed in a given urban centre depends upon the importance of that urban centre's expenditures to the total Canada expenditure and also the nature of the commodity, with those commodities displaying a higher variability of price change generally requiring more observations. The selection of outlets in which prices are to be collected is judgmental (other than for rents) with the sample being designed to represent volume selling establishments.
