Local dedication ceremonies for the Mentoring a Child stamp can be held any time throughout the year. Thousands of volunteers offer friendship, guidance, and support to young people through mentoring, and this stamp is expected to be of interest to many of them. For information and links to mentoring organizations, visit the National Mentoring Partnership Web site at http://www.mentoring.org. Postal Service employees can find an electronic version of the Mentoring a Child stamp publicity kit on the intranet at http://blue.usps.gov. Click on References, then click on Postmaster Toolkits. That electronic version makes it easy to complete the fill-in-the-blank materials included in the kit. Local and national publicity help increase commemorative stamp sales at Post Offices long after the date of issuance. There are many ways to interest local media in your Mentoring a Child event. Here are some methods to capture a reporter’s attention: H Hold a stamp dedication ceremony and invite Congressional, community, and mentoring organization leaders; mentors; and those they mentor to participate. Present them with panes of the stamp or an enlarged image of the stamp. H The Postal Service employs approximately 800,000 people; many are mentors, or their lives were changed by a caring adult mentor. Recognize local postal mentors at a Mentoring a Child stamp ceremony. Invite Congressional, community, and mentoring organization leaders to participate. H Coordinate an essay-writing contest or art contest using the Mentoring a Child stamp theme. Ask local newspaper editors to judge essays and select winners. Have local art teachers judge art entries. And invite winners to your stamp ceremony to recognize their work and present them with a pane of stamps or other philatelic collectible. H Hold an open house at your Post Office or plant. Ask postal employee mentors to be your honored guests and/or hosts. Invite Congressional, community, and mentoring organization leaders. Implement any of these ideas, combine them, or brainstorm with your employees to come up with other ideas. Be sure to publicize each and every event to your local newspaper, radio, and television stations via press releases, media advisories, letters to the media, and follow-up phone calls. Event Planning Checklist When planning Mentoring a Child stamp events, keep the following suggestions in mind: H Begin planning immediately. H Using the list of mentoring organizations available at http://www.mentoring.org, check with mentoring organizations in your community to see if they will participate in a Mentoring a Child stamp event in your city. H Set a date. H Secure participants (postal employee mentors, community leaders, etc.). H Order enlargements of the stamp image, flyers, and other supplies for the event. H Prepare a pictorial cancellation from the approved design included in this kit. H Secure staging and sound equipment, if applicable. H Plan signage, including a podium sign and banners. H Launch a local publicity campaign using the materials in this kit. H Draft an agenda and remarks for speakers. H Plan retail opportunities (booths, bag stuffers, etc.). H Prepare ceremony programs and invitations. Note: To help coordinate these activities, or if you have questions, please contact your Area Public Affairs and Communications (PA&C) representative. Post Offices planning events are encouraged to use the design depicted below. Offices can offer this cancellation through mail-back service for 60 days. Mentoring a Child Stamp Products As a reminder, the Postal Service must endeavor to make all unusual postmarking services widely known to collectors through advance publicity to avoid limiting the availability of these postmarks. Therefore, all pictorial cancellations must be reported to Stamp Development 3 weeks prior to local events. Please use the announcement form on the following page to report your use of the cancellation. Guidelines for Finalizing Mentoring a Child Stamp Pictorial Cancellation Art To finalize the Mentoring a Child Station pictorial cancellation art, insert the date, city, state, and ZIP Code of the physical location of your event in the cancellation design. Refer to the original/unfinished and finished art below. Overall dimensions of the pictorial cancellation must not exceed 4 inches horizontally by 2 inches vertically. Collectors prefer 3 1/2 inches by 1 inch. First Day Cover — $0.55 Licensing and Use of Mentoring a Child Stamp Image H Organizations outside the Postal Service desiring products featuring the Mentoring a Child stamp image will be directed to authorized Postal Service licensees. Available products may include T-shirts, mugs, key rings, lapel pins, and so on. Such products may be resold by organizations for fundraising efforts. H The Postal Service will consider waiving licensing fees for IRS-qualified nonprofit organizations that want to use the Mentoring a Child stamp image for products or uses not addressed by Postal Service licensees. Unendorsed pieces should not be forwarded, returned, or sent to the mail recovery centers. This change was part of the R2000-1 Omnibus Rate Case implemented on January 7, 2001, and was developed after extensive talks with Bound Printed Matter mailers. In addition, some employees are confused by the rate marking “PRSRT STD” on pieces of Bound Printed Matter. “Presorted Standard” (or “PRSRT STD”) was formerly a correct rate marking for presorted Bound Printed Matter. Mailers had until January 1, 2002, to discontinue using it. The correct rate marking for presorted Bound Printed Matter is “Presorted” or “PRSRT.” UAA unendorsed Bound Printed Matter with any special service is treated as if the piece is endorsed “Forwarding Service Requested.” Bound Printed Matter with an ancillary service endorsement is treated the same as other Package Services mail. See Domestic Mail Manual F010.5.4 or Quick Service Guide 015. Employees with additional questions about ancillary service endorsements should contact their district manager of business mail entry. Some employees may be hesitant to dispose of a mailpiece, such as a book, that appears to have value. Be assured that mailers use the ancillary service endorsement that best suits their business. When mailers choose not to use an ancillary service endorsement, they are making a business decision that they do not want their mailpieces forwarded or returned to them. In many cases, it is less expensive to dispose of an item than it is for the mailer to process and re-mail the returned piece. Treatment of unendorsed Bound Printed Matter is the same regardless of the weight of the piece. Prior versions of U.S.-issued IRCs in inventories became obsolete as of the close of business December 31, 2001. Stamp distribution offices (SDOs) and stamp service centers (SSCs) were directed to submit their inventories of obsolete IRCs with the statement of account for accounting period (AP) 4, which ended December 28, 2001. Instructions for Retail Units Exchanged Foreign-Issued IRCs H Retail units must return all exchanged foreign-issued IRCs to the main stock at non-Standard Field Accounting Procedures (non-SFAP) offices or to the unit reserve at SFAP units by the close of business February 1, 2002. H Non-SFAP offices must submit all exchanged foreign-issued IRCs with the statement of account for accounting period (AP) 6, or postal quarter (PQ) II, ending February 22, 2002. H SFAP units must submit all exchanged foreignissued IRCs to their SDOs/SSCs prior to the close of AP 6, PQ II, to ensure receipt. Twenty-six ICM updates appear on the following pages. On October 19, 2001, the Postal Service amended an International Customized Mail (ICM) Service Agreement dated January 12, 2001. The Agreement was published in Postal Bulletin 22060 (10-4-01, page 27). The Amendment modifies the Agreement to extend the existing Agreement. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and now makes public the following information regarding this Amendment: a. Term: January 15, 2001, through May 31, 2002. b. Type of mail: All other provisions of the Agreement shall remain in force. c. Destination countries: All other provisions of the Agreement shall remain in force. d. Service provided by the Postal Service: All other provisions of the Agreement shall remain in force. e. Minimum volume commitments: All other provisions of the Agreement shall remain in force. f. Worksharing: All other provisions of the Agreement shall remain in force. g. Provide Mailer with technical assistance to prepare the information linkages, electronic data files, and data exchanges. 4. Transport Qualifying Mail to international destinations for delivery by the appropriate authority. 5. Return APP items refused by an addressee and undeliverable APP items to Mailer in accordance with the IMM. 6. Return EMS items refused by an addressee and undeliverable EMS items to Mailer at no charge provided that the return rate is no more than four (4) percent of the total volume. e. Minimum volume commitments: The Mailer has agreed to meet an annualized minimum combined volume commitment of 25,000 packages mailed via APP and EMS to destination countries. f. Worksharing: The Mailer has agreed to: 1. Establish the linkages with the Postal Service. 2. Exchange electronic information with the Postal Service according to the instructions the Postal Service provides. 3. Provide the Postal Service with notification of new permit numbers one week in advance of using the new permit numbers. 4. The Agreement was published in Postal Bulletin 22021 (4-6-00, page 38). The Amendment is to modify the rates and minimum volume commitment and extend the term of the Agreement. In accordance with International Mail Manual (IMM) 297.4, the Postal Service previously announced entering into an International Customized Mail Service Agreement with this qualifying mailer and now makes public the following information regarding this Amendment: a. A list of events for which pictorial cancellations are authorized appears below. If available, the sponsor of the pictorial cancellation appears in italics under the date. Also provided, as space permits, are illustrations of those cancellations that were reproducible and available at press time. People attending these local events may obtain the cancellation in person at the temporary post office station established there. Those who cannot attend the event, but who wish to obtain the cancellation, may submit a mail order request. Pictorial cancellations are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial cancellation date. All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage. Items submitted for cancellation may not include postage issued after the date of the requested cancellation. Such items will be returned unserviced. Customers wishing to obtain a cancellation should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL CANCELLATIONS, followed by the NAME OF THE STATION, ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listed below (using all capitals and no punctuation, except the hyphen in the ZIP + 4 code). The “Winter Sports” pictorial cancellations were developed for commemorating winter sports events and activities during the Salt Lake City Winter Olympic games.
