Introduction CASE STUDY Facts: • Users: 500
The Bavarian State Parliament is one of the oldest German and European parliaments. Its origins date back to the beginning of the 14th century. The first steps along this road were taken in Lower Bavaria. Since 1949 the Bavarian State Parliament is based in the “Maximilianeum” building in Munich. Currently the

Device (BYOD) is increasing in the area of public administration. The barrier between business-related and private usage is not handled as strictly as it used to be. Politicians and employees of the different parties are using private devices for their work. The network traffic has increased dramatically on the Bavarian Parliament’s campus in the past few years and the increasing number of private devices connected to the Wireless network began to stress it. management and security solution as well as the newest wireless and wired technologies from Extreme Networks. “The fast development of technology is influencing the work of the employees. With the modernization of our IT infrastructure we are supporting the newest technologies and therefore offering our employees a high-performance and future-proofed work environment,” explained Winfried Haberl, network administrator for the parliament. The investment into new technologies like a Wireless Network with high performance and full coverage was essential. “A Wi-Fi solution which is performing and flexible and at the same time meets the security guidelines of the Bavarian parliament was very important for us. In addition, the cost and efforts of the network management shouldn’t exceed our budgets and rather give us the option for cost savings through the use of state-of-the-art technologies,” said Haberl.

NetSight was used as the single management tool for the entire network environment. With that, monitoring, reporting and the configuration of the whole wired and wireless infrastructure including Identity Access Management (Mobile IAM) became easy. The IT team could now locate errors and troubleshoot with much less effort than before. With the construction of the new building the existing wireless infrastructure was replaced by the latest generation controller and access points. In total, 150 Access Points provide full wireless coverage and employees benefit from a much faster and more secure connection on the whole campus.

IT Security is Number One Priority During the whole project, IT security was the top priority, since the Bavarian parliament has to meet the data security laws of the state of Bavaria and prevent any data on the networks to be accessed by unauthorized users. The provisions of this law will be effective as soon as the parliament is in session. In order to meet these strict requirements, access to sensitive and confidential data is controlled on the whole network and defined by policies. The centralized network management system, NetSight, enables the IT staff to centrally manage the whole wired and wireless network. Policy-based control of users, applications and connected devises is now possible. In addition, the staff can ensure that only authorized personnel have access to pre-defined network resources and only during pre-defined times. “The Bavarian parliament has to meet the data security regulalations of the Bavarian law for data protection (BayDSG) and ensure that sensitive and confidential data on the networks is protected,“ said Haberl. In this case policies are defining access rights for employees and deputies. Employees can only access files, drives and applications which are relevant to them, whilst deputies have other access rights. In the case of guest access, dedicated policies are being allocated, so that visitors and guests can access the wireless network without any problems and without any security risks. The IT staff has the full control and can guarantee secure network access on the whole campus.
