Boxers needed Hawaii Marine Volume 29, Number 17 Serving Marine Corps Base Hawaii Child Seat Safety April 27, 2000 A-7 B-2 Squadron flies to Kenya for Natural Fire Cpl. Roman Yurek Combat Correspondent The Marines of Marine Heavy Helicopter Squadron 463 "Pegasus" deployed to Mombasa, Kenya, Tuesday to participate in the joint-combined exercise Natural Fire. Two of the squadron's CH-53D "Sea Stallions" and dozens of Marines from a variety of 1st MAW units will spend almost the entire month of May practicing humanitarian disaster relief scenarios and helping the military of Kenya enhance its disaster relief capabilities. Also, the Aviation Support Element, ASEK; HMH-366; and HMH-362 all have Marines making the trip, said Maj. Douglas Scott, HMH-463 operations officer. The Marines will participate in Natural Fire alongside units from 1st Marine Expeditionary Force. According to Scott, the Hawaii Marines will provide transportation of supplies and troops. They also aid in personnel evacuation scenario an injured during the exercise. Many of the deployed Marines have participated in Combined Arms Exercise `99 in California, but Scott said this is the first deployment for many of the squadron's Marines. Prior to deployment, the squadron was briefed extensively on the health risks, environmental concerns, and terrorist situation in Kenya, said 1st Lt. Anthony Frost, HMH-463 maintenance material control officer. "The briefs are important because working in a Third-World country involves risks that are new to many of these Marines." The U.S. Air Force assisted the Marines and their equipment in C-5 "Galaxy" aircraft from Hickam Air Force Base to Kenya. The squadron and attached Marines are scheduled to return to Hawaii at the beginning of June. Photos by Cpl. The nesting area is home to one of only two large populations of birds on any of Hawaii's inhabited islands. See page A-5. Rifle range to upgrade soon Top Dog Cpl. Otto C. Pleil-Muete Combat Correspondent The known-distance course at the rifle range of Range Training Facility, MCB Hawaii, is scheduled to be upgraded soon with the most advanced scoring system in the Marine Corps. The rifle range at MCB Hawaii, Kaneohe Bay, is the test site for new technology that will lighten the load for shooters assigned to the range and provide more accurate scoring for Marines on the Known Distance range. The electronic system is expected to make several changes to the experience of Marines that take their annual rifle re-qualification. "The Location of Misses and Hits system will increase efficiency and the accuracy of scorekeeping," said Chief Warrant Officer 4 Randall Harris, the officer in charge of Range Training Facility, MCB Hawaii. "Having the new system will translate into having more Marines go to the rifle range at a time and have them spend less time there." The system replaces the need for Marines to pull targets down in the pits and keep score of the shots. Instead, the system can electronically detect the location of shooters' rounds on the target and automatically keep the score. Monitors, approximately three inches wide and placed on each shooting position at the firing line, will give shooters an exact location of their impacts. "It's not new technology, but the Marine Corps has just now been able to adopt it," said Harris. "K-Bay will be the test site for this system in the Marine Corps." Harris said another benefit of the range project includes the ability of Marines to use their SMART cards to check into and out of the range, and automatically process rifle scores to commands, reducing the amount of paperwork currently used to pass the information. Although the starting date for the project is still uncertain, Pu'uloa Training Facility will be ready to accommodate all Marines until the range is ready, said Gunnery Sgt. Ken Brandon, the rifle range staff noncommissioned officer in charge at Pu'uloa Training Facility. During the future project, the rifle range will be closed and rifle details from K-Bay are scheduled to be transported daily to Pu'uloa Training Facility for their annual re-qualification. For a photo of Gibbons with Amber, and the full story, see page A-10. - Federal WASHINGTON, D.C. agencies are collaborating in a major study into long-term health effects of the anthrax vaccine used by DoD, Deputy Defense Secretary Rudy de Leon testified April 13 before the Senate Armed Services Committee. The Centers for Disease Control in Atlanta heads the $20 million, multiyear study and is working with DoD, the Food and Drug Administration and the National Institutes of Health, de Leon said in a prepared statement. The study will document possible long-term effects and examine risk factors for adverse reactions and dosing. "The DoD leadership ... are aware of and respect the concerns expressed by a small number of service members about possible long-term health effects," de Leon said. At least 12 studies involving more than 16,000 vaccine recipients have been conducted and show common shortterm side effects include local injection site reactions, headache, slight fever, joint pain and fatigue. Program officials have said women seem nearly twice as likely as men to have a local reaction at the injection site. Currently, the anthrax vaccine is injected subcutaneously, or directly below the skin. The new CDC collaboration will seek to determine if the vaccine is as safe and effective if injected into muscle, which may reduce localized reactions, a DoD anthrax immunization program official said. The study will also look at whether the current six-dose regimen could be cut to five or even four shots and whether indi- viduals need annual booster shots, the official said. A second, separate long-term study is following 570 test and control subjects previously employed at Fort Detrick, Md. De Leon said the purpose of the study, begun in 1996, is to examine the effects of receiving multiple vaccines, including the one for anthrax. "All volunteers signed an approved informed-consent document. The study media included a nine-page health history questionnaire, extensive blood tests and urinalysis," de Leon said in his testimony. "The questionnaire queries mental and physical conditions of progeny as well as the health of the volunteers. Study end points include symptoms, ... diseases, [and] abnormal laboratory and urine tests." In his testimony, the deputy secretary also told Congress that DoD urges all members who believe they've had an adverse reaction to report it through the FDA's Vaccine Adverse Event Reporting System. "Not only are members encouraged to submit a report, but families or anyone personally aware of a situation can as well," he said. "We listen. We are concerned." Individuals can file FDA adverse event reports on DoD's anthrax Web site at www.anthrax.osd.mil, or by calling the FDA's toll-free information line, 1 -800822 -7967. The site also presents current reporting statistics for DoD's anthrax immunization program. De Leon's statement reiterated DoD's resolve to vaccinate all service members in high-risk areas. "Currently, about a dozen nation states are known to possess or have in development a biological warfare capability. There is also evidence that a small number of terrorist groups appear to be interested in biological agents," he said. "Of all known biological warfare agents, anthrax spores are the top choice ... for germ warfare." He said Iraq has admitted to producing anthrax spores and putting them into weapons. Furthermore, he said, the death of 64 people by anthrax in a 1979 accident at Sverdlovsk (now Ekaterinburg), Russia, demonstrates the former Soviet Union's research with the organism. How many of you think barging into your commander's office unannounced to speak about a personal request or problem without the professional courtesy of making an appointment, or taking the time to see your platoon sergeant, non- commissioned-officer-in-charge, company first sergeant or executive officer is the proper thing to do? Not many, right? Well, when you send an unsolicited e-mail to him or her asking them for some personal favor or about a personal problem that is exactly what you're doing. It is this type of "electronic" barging in that I would like to talk to you about this week. In the first place, barging into anyone's offices is not proper etiquette, is it? It shows a lack of Holub respect on your part for whoever you're trying to see. Also, you run a very good chance of having whoever you barged in on get fired up and throw you out of the office even before he or she listens to your problem, don't you? Most of you know there are certain rules and regulations which govern the naval services, and civilized society in general, and tell us the proper manner to have official meetings with officers in the chain of command to discuss a problem or request some type of service or action. This "official" meeting is, of course, called requesting mast. Unfortunately, I am seeing an increase in the number of Marines who think it is OK to sit down at their computers and jam out electronic request masts, personal requests or gripes directly to officers, or the Commandant for that matter, without using the established chain of command. That concerns me. Hopefully, most of you know this is not the right way to do things, but apparently there is that I percent who think there is nothing wrong with electronically requesting mast or asking for something from an officer. It is to them whom I would like to talk to. For whatever reason, there are those of you who think you are not bound by the military protocol that governs everyone else in the naval services. You seem to think you are somehow special or that those particular rules,, which govern the good order and disciple of the armed forces, do not apply to you. In short, you're more special than the rest of us. ... WRONGI'llt Now, I am all for technology; however, there seems to be a growing trend as more and more Marines have access to computers to believe that just because commander's names appear on the global listing, it gives them the right to correspond directly with them about any grievances or concerns they have. This is not the way things work in the Marine Corps and until someone changes the way request mast is conducted, it will not be the proper method in which to have problems aired and solutions found. Before I go any further, let me make it clear that I am all for taking care of someone who has a legitimate problem or concern, but there are rules and regulations which govern any organization for the good order and discipline of that unit. Using request mast to see any commander in your chain is absolutely the best way to have a hearing with someone who can help you with your problem without fear of reprisal from anyone in your unit officer or enlisted. But notice I said a "legitimate" problem or concern. That is the proper way to things in the naval services and is the way I have seen things done for the last 29 years as a Marine. Believe me, the system works ifyou have a legitimate problem. It has been my experience that when done properly, everyone in your chain of command will do everything in their power to make sure you are treated fairly and with out prejudice. Shotgunning out an email gripe does you no good. When used properly, request masts can help you with a problem you may have, but using request mast as the last act of defiance by those who have continually gotten themselves in hot water has never been a popular course of action with anyone in your chain of command. In fact, I have only seen a handful of masts which were legitimate gripes that could not be corrected long before the Marine had to see the commanding officer in an official request mast. Nancy Tahaia RN, MSN Marine New Parent Support Program I was spanked when I was child. I turned out okay. If you don't spank your children, they will not listen to you. I'm not going to raise a bad kid. If he/she needs it, I will show them who is in charge. The "reasons" go on and on. Let's just take a look at these reasons for spanking. Lwas spanked when I was a child I turned out okay. What is today's date? April 27, 2000. What were acceptable practices of discipline in the 1960's are NOT acceptable today. We have learned very much in the area of child development in the last 20 years. We have learned that children who are hit at home, hit others. When children are spanked frequently, they have a higher tendency to act out violent behavior with their peers. If you don't spank your kids, they will not listen to you. Spanking does not make your children listen. Spanking frightens and confuses children. Do you want your children to respect and love you, or fear you? What does this mean? How can parents put this into practice? Let's say that you have a 10-year-old son named Alex. You have told Alex not to park his bike in the middle of the driveway. You have shown him exactly where his bike should be parked. He continues to park his bike in the middle of the driveway. Scenario 1: Mr./Mrs. Spanker screams and yells at Alex. " How many times (spank) did I tell you (spank) about parking your bike in the middle of the driveway?" (spank) Scenario 2: Mr./Mrs. Non Spanker told Alex that if he leaves his bike in the wrong place one more time, he will lose his bike privileges. One day Alex rushes home to watch TV and leaves his bike in the middle of the driveway. Mr. Non Spanker takes Alex's bike and locks it up. He then calmly explains to Alex that he has lost his bike privileges for 2 days. After 2 days, Alex and his parents will sit down and discuss responsibilities of owning a bicycle. Scenario 2 was calm and respectful- no screaming, no yelling, no hitting! Alex's punishment fit the crime. The punishment was BAH in Hawaii loss of bike privileges. The crime was not being responsible for his bike. Which approach creates a lasting impression on Alex? Which approach will Alex remember the next time that he parks his bike? Which approach teaches Alex respect and discipline? We all try to be good Moms and Dads. It's not an easy job! It's only natural to get frustrated sometimes with your children. The change in regulations concerning BAH in Hawaii only impacts married Marines whose families do not reside in Hawaii. Previously a Marine whose family did not reside in Hawaii was to entitled to BAH at the family's location. As result of the change, a Marine stationed in Hawaii will be entitled to BAH at the Hawaii rate regardless of their family's location. This will be a significant increase in pay due to the difference in Hawaii BAH and the current BAH being paid for the family's location. Key Volunteer Graduates Spouses attending the Key Volunteer Training graduated on April 20 in a ceremony at the Officer's Club. The following 2/3 spouses completed Key Volunteer training: Vicki Harris and Celeste Ward completed the training from Fox Co., Brandi Drury and Sally Keane completed the training from Golf Co., while Charlaina Diaz, Meghan Donaldson, and Phuong Powell represented Weapons Co. Secretary of Defense William Cohen proposes to solve a longstanding housing allowance "inequity issue" in a way that probably could make more military families eligible for food stamps. "This issue is about equity for our people. I support military men and women receiving every federal benefit to which they are entitled," Cohen said in a written statement April 19. He pledged to work with Agriculture Department leaders to "amend current rules so as to exclude the cash housing allowance paid to our people living off base from the computation for eligibility. "This will provide the equity in pay and benefits we must maintain, while retaining the food stamp benefit for those who truly need it," Cohen wrote. "We have made great progress in quality of life issues for our pay military men and women increases, pay table reform, restoration of the 20-year retirement, improvements in health - posed to cover only 85 percent of but off-base housing costs actually cover only 81 percent on average, according to DoD statistics. In January, Cohen proposed raising housing allowances to eliminate members' out-of-pocket expenses within five years. Unless food stamp income rules change, however, the current inequity would continue. Families living off base would receive a larger allowance, but then report an even higher disqualifying income. Bernard Rostker, President Clinton's nominee to serve as the next undersecretary of defense for personnel and readiness, recently proposed before Congress that the fairness issue could be solved by declaring the value of base housing as income in determining food stamp eligibility. This would reduce the number of military families on food stamps by disqualifying many living in base housing. Bacon demonstrated the food stamp issue by using the example of a married serviceman in pay grade E-5 with six years' service and three children. If this person lived on base, he'd get base housing but no housing allowance, his pay and a monthly $227.40 subsistence allowance. He would receive $1,919.10 a month in cash and qualify for food - stamps, Bacon said. The same person, if living off base, would receive pay, subsistence and a monthly $530 cash housing allowance and have a disqualifying income of $2,449.10. Some members of Congress have proposed a monthly allowance for service members who are eligible for food stamps. DoD considers the suggestion unfeasible and unfair, Bacon said during the briefing. DoD is revamping and simplifying its permanent-change-of-station process to make it easier, faster, less expensive and less stressful for more than 700,000 service members and their family members who move around the world each year. The initiative is targeted at scrapping mountains of paperwork, eliminating out-of-pocket expenses and creating a user-friendly, Internet-based, personalized, state-of- the-art relocation system. When the new system is implemented, service members will, among other benefits, save hundreds of dollars in out-of- pocket expenses, spend less time filling out paperwork and visit fewer offices to in- and out-process, according to Stephen Rossetti, director of the Defense Integrated Travel and Relocation Solutions Office in Arlington, Va. Rossetti said under the plan, that includes proposals before Congress, service members would be offered no- receipt-required, lump-sum payment for temporary lodging expenses, temporary lodging allowances and even a monetary incentive not to ship "junk" cars overseas. Many service members found a loophole that circumvents the requirement by some services that only those who ship a vehicle overseas can ship one back home. Some service members ship "junk" vehicles with major mechanical problems overseas so they'll be eligible to ship a car home when their tour is over. "Military people are ordered to move. They have no choice. We need to do all we can to make it easier," Rossetti said. If approved, the cash incentive would equate to a percentage of the cost of shipping the "junk" car overseas. The shipping cost often exceeds the value of the vehicle. The incentive proposal would guarantee that service members could ship vehicles back home, thereby eliminating unnecessary shipping costs for the government. Service members and DoD civilian employees ship more than 75,000 cars to and from overseas locations each year. The only requirement is that the vehicle be in working condition. One of the biggest concerns is out-of-pocket expenses for PCS moves, Rossetti noted. "Surveys have shown that people in the military don't get as much in their reimbursements as they're spending," he noted. "We want to give them the wherewithal to make the most of the money they get and eliminate out-of-pocket expenses." Service members in grades E-5 to E-9 incur nonreimbursable expenses of more than $1,000 each time they move. "We want to have the computer take care of service members during their move," he said. "We have something working in the lab called P-3 Quantum, a personal PCS page. When you key your name, Social Security number and PIN number into the system, your personal profile comes up. The computer knows already, based on our manpower database, who you are, how many kids you have and all the other information that used to go on nearly 100 forms." The Internet enables relocation personnel to tailor the PCS process to fit each individual's moving situation, Rossetti noted. When the personal profile is validated, the traveler keys in the "from/to" destina- tion and the computer will tell them how much money they'll get for the move. If they select the lump sum option, the money will be electronically transferred to the service member's bank account. Preparing for household goods shipments will be made easy and take the guesswork out of figuring weight allowances. All service members will have to do is click on a piece of furniture and its approximate weight will be shown and automatically added to the inventory. The information will be stored on the personal Web page. All the service member has to do on the return trip is delete and add items. A personalized travel calendar for in- and outprocessing will have information pertaining to the losing unit, gaining unit, family information, date of departure, moving pets, firearms, and shipping vehicles. Information about updating drivers licenses, passports, drivers manuals from foreign countries, settling claims, the defense travel system, entitlements, per diem rates and other information needed for a PCS move. Rossetti said changing the PCS move process is not only a quality of life issue, but a retention and readiness objective. "If you allow people to get on the ground quicker, we're more productive in terms of use of their time. And, if a PCS isn't so painful, maybe people will be more likely to re-enlist," he said. Rossetti emphasized that the proposal doesn't increase temporary lodging and temporary housing allowances. "It allows an up-front payment that can be used for any expenses," he said. "For example, it wouldn't require receipts. So if you have an alternative to staying in temporary lodging, you can stay with a relative or friend and use the money for something else associated with a PCS move. What we care about is you get to your duty station on time and with the least pain." DoD is also asking Congress to sanction cost avoidance incentives for household goods. "Right now, if you're authorized a 10,000-pound weight allowance, you're going to keep shipping that 10,000 pounds around the world for your whole military career," Rossetti said. "But if you get an incentive not to ship your whole weight allowance, then you won't be tempted to move these barbells or books you've carried around for years." Several projects are under way concerning household goods moves, including the Full Service Movement Project and the relocation section of the Air Forces Crossroads Web site. "We'll have a demonstration of the capability in April and the Web site will be up for use this summer," Rossetti noted. "It will be a virtual moving experience. If we can't be like Star Trek and beam you to your new location, we hope to come close." Members of the group visited the nesting area in January when many of the birds had just laid eggs. "Now many of those eggs are hatchlings," she added. Roltgraver Combat Correspondent Inspectors from the MCB Hawaii Base Safety Office used the Children's Fair at Mokapu Mall Saturday as an opportunity to inspect child safety seats in vehicles. Approximately 90 vehicles were checked by inspectors from the Base Safety Department, who looked for child seat serviceability and proper installation. "Our job here today is to ensure that every child leaves here safer than when they arrived," said Cpl. David W. Eastman, safety inspector for Base Safety Department. Each inspector undewent a four-day course to become certified child safety seat technicians, said Eastman Among the volunteers were three senior inspectors who traveled from other islands to help. A senior inspector conducts inspections on a regular basis, and has undergone extensive training certified by the Department of Transportation. The senior inspectors helped their junior counterparts by giving a final stamp of approval on all child safety seats installations. A major problem with the car seats inspected at the safety checkpoint was loose installation. "It's one thing to put the car seat in a vehicle the way the instruction manual says to, but to make sure that a car seat is secure enough to save a child from injury in a crash is another matter," explained Eastman. Nine car seats were declared unsafe by inspectors Saturday, many of them due to broken or missing parts. One particular seat of the nine was more than seven-years-old, meaning the seat was manufactured before current State and Federal regulations governing design and installation of child safety seats became law. Parents who purchase used child safety seats from private owners or thrift stores need to check that the car seat meets current safety standards and regulations. "Statistics show that over 90 percent of the car seats in Hawaii are misused," said Eastman. "Nationwide, that statistic is 85 percent." According to Eastman, there are other safety issues parents should consider when transporting their children in a vehicle. "Objects in a car can become projectiles in a crash," he warned. "In a crash, anything (not secured) has a force of its weight times the speed of the vehicle." That means a two pound library book sitting in the rear seat of a car travelling at 40 MPH has a striking force of 80 pounds on whatever it hits during a collision. "Out of 87 car seats that we inspected today, none of them were installed correctly," informed Jeff Wilson, explosives safety officer and traffic manager for MCB Hawaii. "Of those 87, all left the checkpoint with a properly installed and safe car seat." Although a majority of the people who brought their car seats to the safety checkpoint to get looked at had already been using their car seats incorrectly, one couple showed up for a different reason. "Our first child is due to be born the 27th of June," said Gunnery Sgt. Robert Leal of the Marine Forces Pacific Band. "It's a good opportunity to get this done correctly and not have to worry about if we had put it seat in right." By Friday, 360 recon Marines throughout the Corps will have the newest issue of gear, created in less than three months at Marine Corps Systems Command, and will have received rigorous training on how to use it. The Full Spectrum Battle Equipment replaces the previously-used system with many Hoffman. "If the Marine Corps ever decides to use FSBE components Corpswide, we don't have to go to a whole new system." The new system allows items such as the MOLLE patrol pack to be easily interchanged. The FSBE system incorporates a new helmet as well. The helmet is lighter and stronger than the Kevlar helmet and even floats. Every Marine who receives the new gear is trained extensively through the "walk to run" method, according to Hoffman. Marines are first shown the gear, and its purpose is explained before being given operation guides. They then perform pool side ditching improvements, which make movement underwater easier for Marines. "There were a lot of flaws in the old gear," said Capt. Randy MarCorSysCom Hoffman, Ground Weapons, Raids and Recon Section project officer. "It was heavy, and there was not enough flotation." The high weight and low buoyancy of the old gear made simple procedures, such as under water helicopter egress drill, difficult, said Hoffman. The previously used CloseQuarters Battle Equipment was 28 pounds dry and provided 30 pounds of nonintegrated flotation compared to the FSBE's 11 pounds and 70-80 pounds of floatation provided by the LPU34/P life preserver. Fifty-eight canine teams from all branches of service, including seven Marine Corps teams, showcased their talents and abilities to perform tasks essential to their missions. "Tactical obedience is being able to move with your dog in a tactical environment being as quiet as possible," explained Gibbons. "It tests the ability of the handler to control his dog using only hand and arm signals to maneuver over obstacles." Judges look for the handler's ability to control his dog through the course, and the dog must be able to understand and execute the commands in a certain amount of time. Gibbons said he and Amber did well overall, but are especially proud of their firstplace finish. Amber, a five-year-old German sheppard, has a track record for winning at canine competitions, Gibbons said. Last year Amber placed second overall at the DOD canine trials.
