Milo Newsletter AUGUST, 2017 www.cityofmilo.com St. Paul Lutheran Church Picnic Lacona Celebration - August 26th St. Paul Lutheran (Germantown) Church will host their annual picnic on Sunday, August 6th. The church is located in rural Lacona - Germantown. The stand opens at 3:00 pm. Come enjoy homemade ice cream, homemade pie, fried chicken, beefburgers and more. There will be kid games & adult tournaments. The Bags Tournament starts at 3:00 pm. Entertainment by the Al Butler Family will begin at 5:00 pm and last until 7:00 pm. Come listen to some great singing and have some fun! The annual Lacona celebration will be held Friday, August 25th and Saturday, August 26th. This year the Southeast Warren Homecoming Parade will join the Lacona Celebration Parade, since it is the start of the SEW Homecoming. Friday night features lawn tractor pulls and food. Saturday begins with a 5K run, the parade follows at 11 am. Throughout the day there will be a tractor show, music and entertainment, games of chance, BBQ contest, bag tournament, horse shoes, drawings, food, fire department demonstration. Registration information for the 5K run and a schedule of events are featured later in this newsletter. Fun for all ages! MINUTES CITY OF MILO COUNCIL MEETING MILO CITY HALL, 100 MAIN STREET, MILO, IOWA MONDAY, JUNE 5, 2017 AT 7:00 PM Milo City Council was called to order by Mayor Hall at 7:07 p.m. Council answering roll call: Kinser, Graham, Uttley, and Sinclair. Doss was absent. Motion by Kinser to approve the agenda. Second by Uttley. Ayes-all. Motion carried. Motion by Kinser to approve the consent agenda including all May 1, 2017 council meeting minutes; accounts payable from May 2 – June 5, 2017, in the amount of $64,247.70; Warren County Sheriff’s Report; Resolution 2017-04: Authorizing the transfer of funds for fire/ambulance loan bond fees; Street Closing/Noise Permit for Houston’s on Main; Building permits for 203 Peanut Street and 224 S 4th Street in Milo, Iowa; and Casey’s tobacco permit. Second by Sinclair. Ayes-all. Motion carried. Mayor Hall opened the public hearing regarding the FY2017 Budget Amendment and asked for public comments. There were no comments. Mayor Hall closed the public hearing. Motion by Doss to approve Resolution 2017-03: Milo City Budget Amendment and Certification FY2017. Second by Graham. Ayes-all. Motion carried. Mayor Hall stated that Nancy and Bill Buss will be at the August 2017 council meeting to discuss upcoming options for the newly revised DNR Wastewater Treatment Update timeline. Mayor Hall then informed council that the flower planters on Main Street will be $250 for the short planters and $300 for the tall planters. Motion by Sinclair to approve purchasing the planters. Second by Uttley. Ayes-all. Motion carried. Doug Hembry is still waiting on bids regarding the 110 East Olive sewer line. Mayor and Council acknowledged the generous anonymous donation of $3,500 for the basketball hoop system to be installed on the new concrete at City Park. Kate Honer of Warren County Environmental Health presented information about well plugging and grant opportunities for citizens through Warren County. Laverne Ohnemus addressed council regarding the alley area to the west of his home being blocked by trees and vegetation. Council directed the City Clerk to file a nuisance abatement with the responsible property owner. Council briefly reviewed the fireworks information and discussed plans to implement for the city of milo ordinances. Fireworks was tabled until August 2017. Next, the Milo 4th of July Board presented information for the upcoming event and asked for updates on pending items. Motion by Graham to approve the parade route and direct the City Clerk to create a resolution. Second by Sinclair. Ayes-all. Motion carried. Council discussed a resolution for pool water sewer bill reimbursement. Motion by Kinser to approve Resolution 2017-05: Swimming Pool Water Point of Use Meters for Sewer Reimbursement. Second by Sinclair. Ayes-all. Motion carried. Next, motion by Kinser to approve July 17, 2017 for the July council meeting. Second by Sinclair. Ayes-all. Motion carried. Next, City Clerk provided election information to incumbent council members. Mayor Hall then asked council to help spread mulch in City Park as part of a Council Community Service Day project. All in attendance agreed and set it for June 19, 2017 at 7:00 p.m. Then, Mayor and Council discussed the City Clerk’s evaluation and discussed areas of strength and goals for the upcoming year. Motion by Uttley to approve a pay for fy2018 at $20.83 per hour for Misti Kosman, City Clerk. Second by Graham. Ayes-all. Motion carried. No public comments. City Clerk addressed Council regarding Local Option Sales Tax funds and how the City has used the money. New Holiday pole lighting was purchased for $4,254; Library Capital Improvement Fund received $5,000; Centennial Park Update was $12,507.80; and City Park updates were $18,790.74. Grant funding was received from Warren County Philanthropic Partners, $5,000; ICAP Insurance Grant, $2,000; Master Gardener’s Minigrant, $300; MidAmerican Energy grant, $250. An anonymous donation of $3,500 was received for the basketball system update. The City of Milo will retain $9,811 of LOST funds in the general fund for FY2018. The sewer fund has increased by $50,363, which is earmarked for wastewater facility updates. Mayor Hall presented the Warren County Hazard Mitigation Plan to council asking them to review and bring back any input. Mayor Hall also acknowledged a thank you from the after-prom participants. Councilman Uttley asked why the business and organizations aren’t updated on the website. City Clerk said that it is the responsibility of the organization/business to update their information. Motion by Graham to adjourn at 8:07 p.m. Second by Kinser. Ayes-all. Do you see an area of our community that could be rehabilitated? A park issue that needs addressed? Maybe you would like to improve Main Street or help bring a new business to town? Then City Council is for you! This is an election year for Milo and on November 7, 2017 citizens of Milo will vote and elect three council members. If you want to be one of those people, find the candidacy information you need at www.sos.state.ia.us under the elections tab or stop by City Hall for a copy. All candidates and incumbents must file the appropriate paperwork with the Warren County Auditor at 301 North Buxton, Suite 101, Indianola, Iowa. Motion by Doss to approve the agenda. Second by Kinser. Ayes-all. Motion carried. Council discussed the Windstream work order to update fiber optics to the primary school. Motion by Doss to approve the work permit for Windstream with the contingency that it will begin after the July 4th celebration. Second by Kinser. Ayes-all. Motion carried. Next, Council discussed the request from Megan Cleveland to hold a 5K run in Milo. Motion by Sinclair to approve the request to hold a 5K run on August 5, 2017 with the route map being changed so that Belmont is a cross-over street not part of the main route; that a disclaimer is added to the sign-up sheet for the City’s protection; that traffic control is the responsibility of Megan Cleveland. Second by Doss. Ayes-all. Motion carried. Then, Council discussed flowers for Main Street. Motion by Kinser to approve $150 for purchasing flowers for the Main Street planters and Verna Sevcik at $11 per hour to plant and water the flowers during the summer. Second by Sinclair. Ayes-all. Motion carried. Councilman Sinclair asked if stop signs could be placed on 2nd Street at Pine Street to slow down traffic traveling South from the bandstand area. Motion carried. — By Order of the Milo City Council, Misti Kosman, Milo City Clerk CITY ORDINANCE FOR KEEPING PETS Friendly Reminder Milo City Ordinance Chapter 55 Animal Protection and Control and Milo City Ordinance Chapter 56 Vicious Dogs pertain to pet owners and their responsibilities while keeping dogs within the city limits of Milo. If your pet is of the pit bull breed, you are required by law to register with the City of Milo and provide veterinarian certified proof of breed and insurance. If you are a pet owner, please familiarize yourself with these ordinances which are available for viewing online at cityofmilo.com under the government tab or stop by City Hall for a copy. August meeting of WCHS features Des Moines Metro Opera Speaker for the Tuesday, August 22, meeting of the Warren County Historical Society will be Michael Egel, General and Artistic Director of the Des Moines Metro Opera. He will tell us about their plans to remodel their current headquarters in the Carnegie Library Building in Indianola. The WCHS is located just off the southeast corner of the WC Fair Grounds. This program allows children of low-income families to “shop” for supplies based on the supply list provided by their school. Staff are normally available from 8:30AM-4:00PM at our office located at 210 W 2nd Ave. Suite B in Indianola. Appointments are not necessary, however calling ahead is recommended. This program is based on income and is for children residing in Warren County who are enrolled in preschool through grade 12. If a family has not received service(s) from IMPACT before, they will need to provide identification for all household members (Social Security cards are preferred), proof of residency (utility bill works fine) and verification of income (last 90 days OR 2016 tax return). I have been going to the Milo 4th of July since I was a baby and I can’t imagine spending my 4th of July anywhere else, but Milo! I get to spend all day and night with my family and friends. I get to enjoy the parade, the food, games and fireworks! The parade is always fun seeing people you know on their tractors or trucks and watching the decorated floats and horses. I like listening to the firetruck sirens. I enjoy waving at the people I know that are in the parade. We always get a ton of candy and sort it out into our favorite kinds and trade with each other. There are lots of games and contests and lots of food at the park, but my favorite moments of the Fourth of July are the fireworks, because they are a mysterious little light at first, but then it explodes which makes the whole night sky light up! My family takes turns picking their favorite firework, but I love them all! I am thankful to live in the United States of America where we can celebrate our freedom! Like us on Facebook and check out some other works while you’re there! 8 Milo Legion Gets New Ramp Milo Library News Gerald Beck has a heart as big as the state in which he lives and loves. He is a Navy veteran and has high respect for all veterans, so when the Main Street entrance to the Milo Legion Hall became difficult for him and others to use, he thought it should be handicap accessible and checked into what could be done. In May, he submitted a grant request to have a handicap ramp installed in front of the Milo Legion Hall on Main Street. The grant was turned down. Looking for another way to get the job done, Jerry decided to contact a contractor to inquire the cost of installing an access ramp. Once he was convinced the contractor would do a good job, he decided to pay for the concrete ramp with his own money. Always thinking of our local businesses and using resources close to home, Jerry hired Pride Concrete to pour the ramp and Williams’ Machine Shop to fabricate the railing. Jerry built the ramp in memory of the Legion and all it stands for. Thank you, Jerry, for making Milo great! Wow! I can’t believe how fast summer is winding down. Many of the kids in the community have been working hard this summer and reading books. For each book they read they receive a small prize. It is not too late to join in and finish out the summer strong. We have several activities going on at the library in August. We will have our back to school pizza party on Thursday, August 17th at 6:00 p.m. We will be serving pizza and pop. We will also have some cute summer crafts that kids can do with Mom or Dad. This pizza party is intended for children and their families that participated in any way in Summer Reading Program at the library. Please try and let me know if you will be attending this activity so I can order an adequate amount of pizza. Adult Coloring Night will make its return on Tuesday, August 22nd at 6:30 pm. If you have not been to this activity please come give it a try. We supply all of the coloring pages and coloring supplies. Bring yourself and a friend and come relax and color at the library. We will also do a BINGO Night on Monday, August 28th at 6:30. This is an activity that is fun for all ages. No money is needed. All cards are free and there are no cash prizes. Grab the family and come to the library for BINGO. Milo American Legion Post 263 Milk Money Scholarship Fund The Milo American Legion has Internment Flags of the below listed Veterans and would like to get them back to the families of the deceased. We have purchased all weather nylon flags to fly in their memory. The cotton flags were not designed for inclement weather that we sometimes have on Memorial Day. This afternoon milk is the extra milk students have during snack time. Not all families are able to afford this extra milk fee and it is not covered by the free and reduced lunch program.This fund was started eight years ago by the Milo Methodist Church and the Milo Lions. If you would like to contribute, please mail your check, payable to Southeast Warren Community Schools, to the Milo Primary School, 316 N. 5th Street, and designate it to the Milk Money Fund or contact Patty Harrington, 641-942-6216. A semester of milk for one child is $31.50. The Milk Money Fund is run through the school lunch program and all deposits and charges are tracked, while maintaining the confidentially of the students receiving milk. Wallace Graham 9 Milo Lions Club News The Milo Lions Club congratulates Gabby Smith, daughter of Robbi & Brent Mozak and Allen & Mellissa Smith, winner of our 2017 scholarship. June 22 a small congratulatory dinner, hosted in Gabby’s honor and catered by Houston’s on Main, was held at Milo’s Community Center. Gabby will attend St. Ambrose University to prepare for a career teaching high school History. We believe a nod to SEW’s Ron Van Strien is in order. Gabby already practices with St. Ambrose’s well regarded dance team. Our club has many thanks to offer. Please forgive us, and tell us, if we overlook someone. OK? Thankyou Milo 4th of July Committee. The 2017 celebration is a credit to you all. Be kind to yourselves. Your efforts are so appreciated that we want none of you to burn out. Thank-you Tiffany Chumbley and Kristie Davis Storm for the best Fun Run yet. I believe we had a little over a hundred participants last year. This year we’re around 160. Thank-you to Milo’s volunteer firefighters. We were afraid the dry weather would spoil our mud obstacle. Your preparation eliminated that concern. And God bless our EMS personnel. Years back, when we were just starting the Fun Run, no one thought to invite you. You just appeared the day of the race. We’ve been blessed to have no serious call for your services, but there’s abundant peace of mind knowing you are handy. Thank-you for that ongoing presence and gift. Thank-you to our generous landowner hosts, Russ Spence, Howard Agan, Jeff Turner, Loy Miller, and their families. Thank-you Downey Tire Pros of Indianola for the inner tubes, which will adorn a new water hazard next year. Complaints were few, but we did hear about some folks getting soap in their eyes. We plan to use a gentle baby shampoo next year. And we also plan to purchase a fire hydrant extension to provide for more cleaning stations. Thank-you to our bounce house and bingo patrons. My son Tristan spent his tenth enthusiastic year calling. (Yes, I know I’m but warm-up act.) There was some concern whether we’d have a complete set of bingo balls, and there was further concern that our cage would be spitting them everywhere like a demented gumball machine. None of this troubled Tristan. He spent four hours using a “bingo app” on his phone. I’m shaking my head. I should’ve known. Thank-you to our “Pie in the Face” auctioneer Mark Putney, who is always so good to us. And thanks to our willing participants (potential victims), Eldon Emmick, Sheila Coffman, Derek Hommer, and Dustin Wadle. And Doug Hommer, we wish we could clone a few of you. Thank-you for your ongoing interest and support. And this thank-you deserves a place of its own. Thank-you Troy Williams for your $2,500 contribution toward our pedestrian/bike trail. It is true that there are many successful business people in the world, but far fewer who return so much to their communities. If anyone in Milo or Lacona is unaware of your commitment to philanthropy, then they aren’t paying attention. We hope every bit of the good you do multiplies and comes back to you. Randy Uttley worked hard to prepare the pedestrian/bike trail for another pour of concrete Saturday June 24th. It was my first time working with serious concrete. I am pleased to report the trail survived my efforts, and that I managed to avoid becoming a questionable piece of modern art. (We may have misplaced Lion Amy Johnson though, and hope she is not doing trail research on the Jimmy Hoffa plan.) Seriously, we did have some highly skilled assistance, for which we continue to be humbly grateful. Our club has contributed $200 to Camp Courageous of Monticello, IA. Camp Courageous offers summer camp for children with disabilities. (Personal note) Anyone miss me lately? Crickets? Let me tell a cautionary tale. My computer bit the dust thanks to the under-reported evils of Windows 10. I learn, after the fact, that Windows 10 does not like a computer’s sleep mode. In fact, it has a downright hatred of sleep mode. Send your computer off to dreamland, and it may never wake up. None of the easy fixes will help. Additionally, I hate Windows 10’s automatic update system. I have satellite internet service. Microsoft’s Windows 10 Updates regularly wiped out my daily allotment of internet access. Microsoft refers to internet access like mine as a metered connection. Corrections can be made, but it is delicate work, and an error can cause a lot of damage. No, I didn’t mess with it. So my main computer is severely broken. I only have my precious files, because my eldest has superior computer skills. Braden surgically removed my information, much of it anyway. Bill Gates, I am no fan. For now, thanks to a very kind friend, Jordan Dittmer, I have a computer, and I will stick with Windows 7. — Lion Alan S.
