ADDITIONAL INFORMATION ON TENDER DOSSIER – 01 Publication Ref: OECS/GCCA/2015/Sup_03 Contract Title: Supply of IT, GIS, GPS, Surveying and Climate data collection Hardware (Equipment) and Software Tools for Climate Change Adaptation (CCA) and Sustainable Land Management (SLM) to build technical capacity in the land management units in each Member State and the OECS Commission: Date: 31st March 2015 Pursuant to clause 13 of the Instructions to Tenderers (ITT), please see below responses to written clarification responses, to date. All other terms and conditions remain unchanged. Reference / Request Item General / Administrative Response Clause 8Eligibility and rules of origin of Supply Contract Notice Please kindly confirm that, as specified in, all supplies under this Contract may originate from any country Clause 26 of the Special Conditions of Contract: Payment Schedule Please confirm that the Contractor will be paid 40% of the amount in advance, without prefinancing guarantee, and 60% within 60 days after receipt by the Contracting Authority of the application for the certificate of provisional acceptance. Request for extension We kindly ask you to grant an extension of deadline of at least 1 week (10 days) in order to be able to submit our Bid in compliance with clarification replies. We kindly ask you to confirm that only an electronic version of Technical part and of Financial Part is requested, separately. This must be read in conjunction with clause 3.1 of the Instructions to tenderers, as follows: “… they may originate from any country when the amount of the supplies to be purchased is below 100, 000 euros.” This applies per Lot. Based on the conditions outlined, in clause 26.5a, a pre-financing guarantee will be required for any pre-financing (advance payment) request. The final payment is due within 90 days after receipt by the Contracting Authority of an invoice and of the application for the certificate of provisional acceptance Extension approved to 20th April 2015. Tender submission Clarification meeting With reference to the optional meeting, what does it mean via online medium, and when the minutes of the meeting will be sent to the Bidders? Specifications Please confirm that for any items within the tender a single model must be offered for a single item. For example, for Lot l item 3 all items for this Lot/item must be same model and same product number. As per clause 10 and 11 of the Instructions to Tenderers, printed and sealed tenders must be physically delivered to the address indicated, by the specified deadline. An electronic copy of the technical and financial offers shall be included in the respective envelopes. In keeping with Instructions to Tenderers clause 14, the online meeting was held on March 24, 2015. The Instructions and Minutes are posted on the OECS and EU sites and issued to all firms who request tender dossier. For each item within any lot, the offered model / product must be at least equivalent to the specified requirements. Items may be of the same model and product number, provided that Reference / Item Request Training Are the suppliers required to provide training to each OECS island? If yes, must this be a separate cost factored into the training budget. Will online training or videos also be considered acceptable? Response specifications are respected for each item. Training is only required for Lot 5 and the specific cost must be shown and included in the tender price using the form provided in Annex IV [Budget breakdown (Model financial offer)]. ANB: Online training/videos would be acceptable in addition to hands on training BVI: Training may be afforded utilizing any feasible and effective modality. Tender guarantee In the instructions to bidders it states that a tender guarantee is not required, does that also mean that a bid security is not required? GRD: Hands-on training is required. Not online or video only. Confirmed. The tender guarantee (or “bid security”) is not required. Furthermore requirement of max 16GB RAM capacity let us think that the requirement is for a standard office workstation. Please take into consideration removing ECC requirement for desktop memory. Requirement is for external graphic adapter. Would a newer integrated graphic chipset ensuring 24bit, OpenGL V2 and Shader model3.0 Productivity software is required to be compatible with MS Office 2013 Professional This means that a software able to read from and save to office document format is required or does it means that offered productivity software must be MS Office 2013 Professional? (Consider that alternative software can read from and save to MS Office format without having all features and functionalities than MS Office 2013. For ANB destination a 27" monitor is required, please confirm that for this destination 27" monitor will replace standard 19" widescreen monitor required on general specifications For SVG destination 16GB memory card (total 16) is required. Please define if these memory card must be SD, SDHC, if USB sticks are required. Please define also quantity required. Does every SVG desktop computers (9) require 1 memory card? OR Does a total of 16 memory card are required despite destinations PCs are ECC can be removed, amount of memory remains. No. Please note that dedicated video cards are absolutely necessary. The software shall be at least equivalent to MS Office 2013 Professional and able to read from and save to office document format. Confirmed. SVG: The SD cards required by SVG are the standard SD Cards Or Micro SD Cards with adapters. The cards are not specific to the computers Reference / Item Item 1.1: Desktop Computers – “Notes” Request Response only 9? OR Does 16 memory card is required for each SVG desktop computer? Please confirm that where “notes” are indicated, these are to “replace” (not add to) the specific general requirements. Confirmed – replace, not add. Hence, please confirm the following quantities: ANB: TWO 27” LED Monitors and TWO 1TB External Hard drive SVG: One 1TB External Hard drive ANB: confirmed; SVG: One 1TB External Hard drive for each computer – total of nine (9); not flash drives. The reason for this question is because most NAS Drives do not have the one-touch backup feature. With that said, most of the one-touch backup external drives do not have a NIC RJ 45/LAN port? Please clarify? For UPS required for SLU destination, output characteristics reports "recommended Electrical service: 120V. Please define this requirement since input and output voltage is requested to be 220-240V. Is productivity software Microsoft Office Professional 2013 required for Laptops Please confirm that Windows 7 64 bit English is required to be preinstalled and provided. Please define Windows 7 edition since not specified (Professional or Home Premium?) Please clarify in which language MS Office compatible product must be installed (English, French or Spanish)? Please clarify if software compatible with MS Office 2013 Professional must be provided. Productivity software is required to be compatible with MS Office 2013 Professional. This means that a software able to read from and save to office document format is required or does it means that offered productivity software must be MS Office 20 13 Professional? (Consider that alternative softwares can read from and save to MS Office format without having all features and functionalities than MS Office 2013). Reference / Item Request Response Item 1..2: Laptop computers Please clarify total quantity required for this item (into summary requirements document total laptop computers required are 7, in specifications sheets we have GRN (1); MNI (2); SLU (l); OECS (4) for a total quantity of 8. There are 7 laptops in the summary requirements, however in the Detailed Specifications (Specs), the laptops total 8. Please clarify. Are we to include NINE 24” monitors? The correct total is 7, including: GRN (1); MNI (2); SLU (l); OECS (3). Item 1.7 Data server: It seems that scanner required for SVG is a 42" wide format scanner while for AXA another scanner is required, supporting up to A3 and 863mm long paper scanning: - Please confirm that SVG destination product and AXA destination product are two different scanner having different max media size; Summary requirements indicate 3 however Specs indicate 2: - Please confirm that quantities required are: 1 x SVG 42" scanner 1 x AXA compatible with N6310 AND 1 x AXA compatible with iX500 Deluxe. Total of 3 scanners Please clarity what is intended with compatible with HP Office Jet 7610 for MNI and compatible with HP M551n for SKN? Does it mean that consumables must be compatible with defined printers? In that case take into consideration that Office Jet 7610 is an inkjet printer and that M551n is a laser printer. If compatibility means that consumables must be interchangeable then MNI will receive an inkjet printer and SKN will receive a LaserJet printer. Instead if compatibility defines that products offered must be able to communicate with these printers please clarify. Please clarify if the operating system compatibility required means that Windows server 2012 STD must be installed? If so how many User or machine CAL must be supplied (minimum 5). For this server NEMA 5-15P to Cl3 wall plug 125 volt is required; but our research indicates that power supply in St Lucia and St. Kitts and Nevis is 220V and plug supported are G type (UK plug). Lot 2 - GIS Software GIS Software for Mobile devices summary says Item 2.2 8, specs say 9. As above. The total required is seven (7), corresponding to the number of Laptops, as above. The SVG scanner is 42” wide and different from the AXA scanners. Two different scanners are required for AXA. The corrected specifications are presented in the Minutes of the Clarification Meeting. Confirmed. The total is 3. That is, 1 for SVG and 2 for AXA. Compatible means: shall be at least equivalent to. MNI Correction: LaserJet specifications apply to both SKN and MNI. The software shall be at least equivalent to Windows server 2012 STD Required CAL = 5 SKN / OECS-SLU: NEMA 5-15P is correct The total is 9, including 2 for ANB. Reference / Item Request Response Lot 3 - GPS Equipment and Software Item 3.1 GNSS Please confirm that all accessories included in notes must be provided together with GNSS receiver. Confirmed. Item 3.1 GNSS receiver AXA: The requirement is a Single Receiver as a Rover Receivers – such as: Trimble RIO, internal410470 MHz radio, Transport Case (For Receiver Kit); ASSY R 10 - UHF Radio; UHF Radio Antenna with SMA Connector (4 10-470 MHz, 0 dB) Please confirm that requirement is for a single receiver. In case the requirement is for a solution including Base station AND rover please clarify. Lot 4 - Surveying Equipment and software For this destination a quantity of 3 accessories Item 4.2b SVG. Item 4.3 Surveying software. are required each one including 3 aluminum tripods and 3 telescoping aluminum leveling rod. Please confirm that total quantities required are 3x3=9 tripods and 3x3=9 leveling rod. In case total quantities required are different please specify. Since each software is required to be compatible with different software, please confirm that compatibility means that data can be interchangeable from software required (eg: Carlson Survey software 2014) and offered software A total of 3 tripods and 3 rods are required. ANB / SKN: The software offered must be at least equivalent to, fully compatible with and allow seamless data interchangeability with the one cited, as these are in current use in the respective locations. AXA: The Carlson software can be used on other platforms such as AutoCAD, ESRI products, and LandXML GRD: ‘Micro survey’ because it is compatible with Grenada’s present rapid transit software. Lot 5 - Climate Data collection Equipment and Software 5.1 - Telemetric Please specify if the offers have to include also the civil works necessary for the installation of weather station and accessories: Weather stations (namely, the constructions of plinths) Installation 5.1 - Telemetric weather station and accessories: Training 5.1 - Telemetric weather station and accessories: Compatibility Please specify if one training is required for each Weather station (7 trainings in total) or one training per destination could be sufficient or if 1 training in St. Lucia will be sufficient for all stations Please confirm the acceptability of one single model weather station respecting all required specifications and meeting data compatibility with required stations (i.e. data acquired from The Civil works are not included in this tender. Same will be undertaken separately by the beneficiary. However, the detailed specifications for the civil works must be provided by the contracted supplier of the weather stations. ANB / BVI / GRD: One training is required in each Member State destination – hence a total of three (3). ANB: For compatibility and direct integration with existing (installed) system, as managed by the Antigua and Barbuda Reference / Item Request Response offered weather station will be in a standard format and useable in standard spreadsheets as required). GRD: Brand or model is not really an issue for Grenada, once the station specification is equal to or greater than the stated performance specification for Item 5.1
