Description of normal task
The Office Based Role is required to be performed at any workplace in the City of Stonnington where desk based duties are required to be completed. The following equipment may be utilised (depending upon the facility where the role is based): • Mailing machine (see Image 2) • Telephone • Printer • Ergonomic equipment eg. document holder, footrest, phone headset • Plan printer (see Image 5) • Shredder • Photocopier/Scanner • Laminator (see Image 6) • File box (see Image 1) • Plan paper rolls (see Image 5) • Paper files and other documents • Desk • Document trolley • Paper • Computer – Hard drive and Monitor • Miscellaneous hand held office • Keyboard equipment (such as staplers, hole • Mouse punch etc) • Binding devices • Date stamp The Office Based Role within the City of Stonnington requires workers to arrive at the appropriate work location. Tasks and duties required to be completed by Office Based Role workers can vary in process between worksites but are likely to include the following: Sorting which includes the following: o Lifting file boxes from floor to waist height which weigh up to approximately 10kg (see Image 1) o Standing at the sorting desk o Date stamping paper documents which may involve repetitive use of date stamp o Using fine motor movements of the hands to sort through paper files o Walking file to place in the required destination which, depending on the office site, may be at a height ranging from below waist height to above shoulder height o Folding plans in a sitting or standing position. This can require folding more than 100 plans per day ranging from A4 to A0 size (see image 3) Printing which can involve: o Walking up to 20m from desk to printer o Collecting printed paper ranging in size from 1 sheet to approximately 2000 sheets from waist height tray on printer o File paper into pigeon holes at waist to floor height o Replacing printer paper in paper trays which requires bending to place paper in tray below waist level o Carrying a ream of paper or a box of paper reams to printer o Use mailing machine to fold documents to letter size which requires placing documents into mailing machine at waist height and then collecting the folded documents at waist height from mailing machine (see Image 2) o The mailing machine is only used at Malvern and Prahran Town Halls Changing plan printer paper rolls which involves: o Office Based Roles in the following departments are the only office based roles required to use the plan paper printer – Statutory Planning, Engineering, GIS, Infrastructure o Bending to open paper tray at knee height (see Image 5) o Bending to lift empty paper roll from plan printer which is a one or two person lift o Obtaining new plan paper roll which weighs 14kg from box
o Holding plan paper roll while sliding inner tube into roll o Placing plan paper roll into plan printer using a one or two person lift o Changing plan paper usually occurs every 1-2 months Scanning/Photocopying which involves: o Obtaining and lifting files from heights ranging between floor to overhead o Feed A3 or A4 sized paper to printer or scanner at waist height Computer use (see Image 4) which involves: o Prolonged periods of static sitting o Fine motor control to type and navigate mouse o Gross motor movements of the shoulder and upper limb to navigate mouse o Prolonged periods of visual acuity o Frequent requirement for divided attention, problem solving, attention, working memory and concentration N.B. Different individual computer ergonomic set-ups will exist depending on the worker Phone calls comprising incoming and outgoing calls which involves: o Find motor movements to dial phone number pad o Gross motor movements of the upper limb to reach and hold phone to ear o Phone headset use if headset available o Occasional simultaneous use of keyboard, mouse and/or writing for handwritten notes N.B. Office Based Role workers should avoid cradling the phone between shoulder and ear via lateral neck flexion to simultaneously use hands to write or type due to the increased risk of neck strain Writing notes on paper based documents. Writing will be of variable amounts depending on the nature and requirements of the task at hand. Reading which involves: o Prolonged periods of sitting o Could be reading off the computer or paper-based documents or a combination of the two o Can involve highlighting on paper-based documents Filing which involves: o Fine motor movements to sort paper based documents into files o Place files on desk, pigeon hole or box – these could be at heights ranging from floor to above shoulder height o Alerting archiving to collect box of files o Lifting box of files weighing up to 10kg (see Image 1) o Files can vary in size from one sheet to hundreds of sheets o Reaching to place files/folders on shelves at desk at slightly above waist height or into compactus at heights that can vary from ankle to above shoulder heights. Shredding which involves: o Feeding paper into shredding bin or into shredder o Emptying shredder which requires bending to remove paper bin and carrying paper bin approximately 15m to garbage bin Laminating which involves: o Feeding paper at waist height into laminator o Reaching over to the back of the laminator to slide cutter along paper at the back of the laminator (see Image 6) o Bending/stooping and reaching under laminator to collect laminated document
Lifting/carrying which includes: o Envelope boxes o File boxes (see Image 1) o Paper reams o Box of paper reams o Miscellaneous paper files and documents
Hazards identified
Miscellaneous Office Duties which includes but is not limited to stapling, hole punching and stamping Whilst completing their allocated tasks, - Office Based Roles may be subjected to a number of varying hazards. This includes: • Manual handling: o Intermittent and repetitive requirement to stand, lean, stoop, crouch, squat and twist the entire body in order to lift items and operate machines. o Participation in heavy lifting and carrying of items which weigh up to 14kg • Potential for injuries as a result of dropping heavy items • Potential for burn injuries from laminator • Potential for bodily injury when operating machines • Potential for electrical shock injury when operating machines • Potential for injury from inappropriate workstation set-up • Potential for psychological injury from dealing with aggressive or difficult clients either in person or on the telephone.
Environment
Office Based Role workers are required to work within an indoor environment. As such, they would be exposed to controlled temperature and ventilation within an indoor environment

Classification of Physical Demands: The following are the classifications used to categorise specific jobs based on their physical demands, as adapted from the Dictionary of Occupational Titles. Sedentary • Lifting 4.5kgs maximum and occasionally lifting and carrying such articles as dockets, ledgers and small tools. • Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out the job duties. • Jobs are sedentary if walking and standing are required only occasionally and other sedentary criteria are met. Light • Lifting 9kgs maximum with frequent lifting and/or carrying of objects weighing up to 4.5kgs. • Even though the weight lifted may be only a negligible amount, a job is in this category when it requires walking or standing to a significant degree; or when it requires sitting most of the time with a degree of pushing and pulling of arm or leg controls; and/or when the job requires working at a production rate pace entailing the constant pushing and/or pulling of materials even though the weight of those materials is negligible. • Physical demand requirements are in excess of those for sedentary work.
