CONTEXT Under the direct technical supervision of the IOM Teleradiology Systems Specialist, and the administrative supervision of the IOM Global Radiology Coordinator, at the Manila Administrative Centre (MAC), the successful candidate will lead the Teleradiology Software and PACS Systems administrations, and provide technical and users support to the IOM Global Teleradiology and QC Center and field operations worldwide.

CORE FUNCTIONS / RESPONSIBILITIES 1. Implementation and expansions of Teleradiology systems and strategies Coordinate with field operations and ICT unit and guide the technical preparations during the preparation for the roll-out/implementation of IOM Teleradiology primary reading services to new field locations. Install, configure and network the PACS software related to digital radiology and Teleradiology systems for field operations Participate in feasibility studies, systems analysis, design, development, implementation, evaluation and testing of improvements and new software and hardware solutions related to the digital radiology process, and assist in recommending and customizing open source software for enhancing, adding functionality, and for systems integration the existing Teleradiology and PACS systems. Keep abreast of development in the field; conduct research on new technology; perform benchmarking and propose new acquisitions. 2. Ensure effective functioning of the Teleradiology system Act as the Center’s focal point for issues related to Teleradiology Primary reading and PACS systems, and provide technical support and complex troubleshooting of bio-data and system errors in PACS systems and Teleradiology applications, databases and servers. Coordinate with ICT helpdesk and Migration application unit Teleradiology applications support team for solving day to day network and application issues respectively. Perform and oversee day-to-day housekeeping/maintenance of the Teleradiology PACS software, databases and other various Teleradiology software services in Global Teleradiology Center, and support systems in local missions worldwide. 3. Provision of Teleradiology administrative support Coordinate with the field operations’ focal persons, the Teleradiology medical assistants, and the radiologists in the Center for the smooth workflow of Teleradiology primary reading services. Develop, test and maintain reports in Teleradiology SQL Reporting Services. Assist Teleradiology Quality control systems and processes as needed. Keep track of the submission of the CXRs and the reports to eMedical websites for the Australia, Canada and New Zealand case. And other processes including routine clerical, data reports, and administrative works. 4. Facilitation of knowledge building and knowledge sharing Provide technical training to medical IT colleagues in Migration Health Department (MHD) field operations and other end-users. Page 2 / 4
Assist in writing and maintaining documentation, such as standard operating Procedure, technical guide, users’ instructions, and manuals to be used by the Center and users in the field. Supervise, guide and train other staff in the unit, as required. Provide support during weekends, holidays or outside working hours as well as “stand-by” focal on a rotation basis as required. Perform such other duties as may be assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE Education
University degree in Information Technology, Computer Science or Computer Engineering or a related field from an accredited academic institution, with five years of relevant professional experience; or Completed High school degree from an accredited academic institution, with seven years of relevant professional experience;
Experience Experience in digital radiology, Teleradiology and different types of Picture archive and communication (PACS) systems, with experience of PACS installation, configuration and systems is a requirement; Experience with programing tools such as SQL, J2EE,.Net and PHP, is an added advantage; Software development skills; skills in SQL development, database integration with web-based applications is advantageous; Experience in JBoss, Apache Web and Tomcat; configuration management of Enterprise applications an advantage; Knowledge with Javascript, CSS, DHTMLX, jQuery and Application frameworks; Excellent analytical and problem solving skills; Experience in managerial work is an advantage Demonstrated skills in systems analysis and design techniques, testing and documentation required. Languages Fluency in English is required. Working knowledge of French and/or Spanish an advantage.
