Spikelet is a fully-integrated number plate recognition unit incorporating camera(s), illuminator and data and image processing within a single sealed enclosure. The unit comprises a monochrome camera surrounded by two sets of IR LEDs. PIPS patented filter/flash technique provides suppression of headlights and bright sunlight. Field-by-field control of camera parameters allows the use of patented ‘triple flash’ technique to reduce any problems of plate to plate variability. Spikelet can also include an optional independent, integrated, synchronous, colour camera. The colour camera can be configured to the same focal length as the monochrome camera, or to a wider field of view as required enabling ANPR (Automatic Number Plate Recognition) reads to have associated colour overview images. The integrated number-plate recogniser incorporates the PIPS ‘AutoPlate’ ANPR engine, proven in many countries worldwide. Patented real-time video triggering upon plate presence provides excellent plate detection. A vehicle presence trigger input is also provided for the most demanding applications, for example taking an overview picture of a vehicle with a missing plate. Spikelet can be integrated into a wide variety of systems. Wireless IP connectivity over GPRS, EDGE or 3G can be provided by fitting an optional internal modem. Additionally ‘WiFi’ may be fitted to give local wireless operation. IP connectivity (wired or wireless), provides a time-lock of distributed cameras to a central server via NTP. A GPS unit can also be fitted allowing very high accuracy time and position information. Real-time JPEG hardware compression is provided for both IR and colour images and can be used to provide a real-time IP video stream of the traffic. This can be used to record the image stream for ANPR data verification. Spikelet is fully web-enabled and can be configured and monitored from a standard web-browser. External devices such as DSRC, radar, weigh-in-motion or ticketing systems can be integrated into the system. A flexible interface allows this data to trigger the camera or be added, without synchronisation, to the data set which the camera generates for each vehicle.
