SCOPE OF THE PROJECT 1.1: Introduction: The Ministry of Information (MOI) invites bidders to quote for complete turnkey project include Supply, Installation, Testing, Commissioning, Training, and Guarantee for ONE complete full redundant standard , Ku-band SD/HD digital satellite news gathering drive – away flyaway system on vehicle , in order to operate on different satellites Arabsat, Eutelsat, Nile sat 101, 102, 201, AB7…etc.) and other Satellites which have proper coverage in Kuwait. . The bidder shall submit a table of compliance for all general conditions, special conditions, technical specifications, and all other requirements stipulated in this Tender Document (T.D.) and any previous projects in the gulf area and provide his proposal as hard and soft copies. All the required equipment and materials should be according to the stipulated requirements, specifications in this tender Document (T.D.), and all the ITU-R specifications and requirements. The offered equipment shall be of the latest generation technology with equipment in any given segment of the system to be from a single manufacturer. Although the entire system shall consist of multiple manufacturers, the integration of any segment shall not contain equipment from different manufacturers. “Only West 2

1.2: Scope of Work: Conditions and specifications stated in this document are the minimum requirements needed to execute the project; any other equipment and bidder contributions required to fulfill this target, even if not mentioned in this document, must be stated and priced in the BOQ section of the offer, otherwise these will be executed- free without any charge or any variation in the contract with the selected bidder. The scope of work is the Execution, Supply, Installation, Testing, Commissioning, Training and Guarantee of the following items:
1.2.1ONE complete, fully redundant, Ku Band Flyaway DSNG system. The up converters and the HPA’s shall be of extended KU band. All the cases shall be of high quality, IATA compliant, ruggedized and environmentally conditioned for operation anywhere in the world, whatever the conditions, with analogue/digital interface including patch panels, cables and tag boards. The redundancy of the required system means two completely independent flyaway. When required, each of them can be used as standalone flyaway. The required redundancy switch shall be used to connect the output from each HPA to one antenna, other one to dummy load during redundancy mode. 1.2.2
ONE 1.5 M complete Ku band drive - away motorized flyaway antenna system highly compact satellite earth terminal including three axis motorized controls with manual backup easy positioning system satellite auto acquisition and tracking, with GPS and can be fitted easily to most vehicles roof racks like GMC or equivalent using standard fittings is required, including antenna control units to indicate the azimuth, elevation, and polarization. In addition of two laptop computers should be also provided loaded with the necessary software to easy edit the satellite parameter list stored in antenna controller with some sort of instructions and indication to confirm the direction of the dish to the required satellite. The antenna control 3
unit allows the operator to deploy or stow the antenna with minimum effort from within the operator’s environment.
1.2.3-
The system full redundant flyaway can operate as TWO single flyaway systems with their own travelling case and associate cables or one full redundant drive - away system with complete flexible waveguide, video and audio cables , monitors, loud speakers PPM …etc needed for complete two flyaway systems .
1.2.4-
ONE segmented 1.5 M antenna shall be of Flyaway Simple and quick mechanism full 3-axis motorized control with manual backup fixed on tripod. The segments of the antenna should be durable light weight materials. The antenna may be packed in two configurations to allow either quick deployment or case weights to be comply with the IATA weight restrictions for air travel.
1.2.5
ONE suitably rated air-cooled dummy-load, three (3) sets of cables flexible waveguide necessary to operate the systems. MOI require extra (8) super flexible KU wave guide with complete connectors same as the one used in the system, the length of each one is 1.5 meters or 2 meters.
1.2.6
List of satellites offering SNG service to be in the antenna controllerespecially those that could be received in the Gulf Area and the technical parameters stored in the antenna controller also availability of software to be added and edit more satellite technical parameters.
1.2.7
TWO complete set of receiving equipments and monitors for the required systems including HD IRD receivers , monitors, loud speaker amplifier, PPM…etc can be divided to two single systems, with the facility of changing the transmission and, the reception polarity (i.e. H/V).
1.2.8
Eight of 150 meter of digital HD best quality video/audio cables each one shall contains one video and four audio cables on supported reels.
1.2.9
TWO AC service outlet panel with suitable three pin outlet breaker incomer with voltage indicator and outgoing sockets enough to operate the system, each one on reel with AC power cable 50 Meter.

1.3. High definition: All supplied system equipment must be designed to work in both high definition HD and standard definition SD, including but not limited to encoders, monitors, video distribution amplifier, etc. The Contractor shall also supply (4) SD to HD converters which may be bypassed, if the input video signal is already in high definition.
1.4. Required calculations: The bidder is required to provide the following calculations: EIRP and G/T Calculation (Link budget should be provided) Power Consumption.
1.5. Test Equipment to be supplied: 1. Two high accuracy and sensitivity 20 HZ to 26 GHZ spectrum analyzer from a well-known manufacturer (Tektronix, Rhode & Schwartz, Agilent, Anritsu, or equivalent). 2. Four PROMAX TV Explorer HD model (portable). 3. Four professional tool boxes with tools.

2.7. Spares to be Included in the offer: Offered spares to be provided for this project shall be the following: 1.
One power amplifier, encoder, modulator up converter, IRD receiver, antenna controller, azimuth, elevation and polarization motors, two of video and audio distribution amplifiers cards if used and two power supply.

One of each LNB used in the system.
3.
Two pieces of each type of offered/used flexible waveguides, if any.
4.
Four toolbox with required tools and adapters should be provided to do the required maintenance and repair procedures; a maintenance kit for the fly drive antenna should be included.

The bidder must provide a detailed priced list for all the above sub-items on a separate sheet inside the system overall pricing offer. The unit price of each part shall be realistic and within its international/local price.
2.15. Prevailing Conditions in the State of Kuwait: The bidder must state that the entire system and each proposed individual equipment item shall operate to specification in the following Environmental Conditions: 1. Temperature: Max. ambient shade temperature: 50 degree C Min. ambient temperature: -5 degree C on some nights 2. Humidity: Max. Humidity: 95% (All supplied equipment shall be fully tropicalized). 3. Wind: Operational Wind Speed:20 m/s. 4. Rain: Max. annual Rainfall: 130 mm Max. Rainfall in one day: 35 mm 5. Dust: The sites are characterized by severe sand storms. Therefore, special attention shall be given to the high dust contents in the outside atmosphere, and special precautions implemented to prevent ingress of dust for the indoor equipment installations and outdoor equipment installations. The bidder shall state clearly for each offered sub-system, equivalent or device, the 6

Notes: A) AC operation of any equipment should be, by design, able to utilize the site Kuwait AC power indicated in Paragraph 6. Equipment requiring AC power of 240/117VAC, requiring a step-down transformer is strongly discouraged. Any Exceptions to this note must be submitted for approval to the MOI. B) Other Environmental Requirements: 1- Equipment must not be damaged irreversibly when operated within the Temperature limit range: - 0 ° C and + 50 ° C 2.
The bidder should provide information related to the AC power consumption of each equipment proposed.

The sizing of the instruments, their arrangement, the wiring must be such as to prevent damage from surges and overvoltage.

TECHNICAL SPECIFICATIONS OF REQUIRED EQUIPMENT:
3.1. Introduction: Uplink and downlink power budget calculations showing overall system performance according to the offered equipment parameters shall be submitted with the offer. Since the required system is ONLY one full redundant flyaway in the whole system this link MUST be in compliance with all conditions and requirements as recommended by the Nile sat and Arab sat satellite organizations. The following parameters shall be EXPLICITLY submitted: 1. Maximum EIRP per carrier will be calculated as follows: TWT flange power + antenna gain - losses. 2. Modulation Method shall be DVB – S/S2 QPSK – 8PSK – 16APSK – 32APSK. 3. G/T taking into consideration other atmospheric losses, and all equipment losses (waveguides, transfer switches, etc.). 4. Antenna Transmit Gain. 5. Metering All necessary parameters in the encoder, the modulator, up converter and HPA should be easily to access the contents and field replicable of any part, such as the TWT, the power supply, etc… monitored and tuned from front panel integrated display unit and showing the HPA temperature.
3.2. Transmitting and receiving Equipment: The bidder shall provide also the following auxiliary sub-system equipment that shall be provided in full redundancy or as defined previously in this document:

3.2.1 General Requirements: Estimation of the Required HPA Output C/N Power: A separate link budget calculation shall be submitted with the offer. The maximum HPA usable RF Output power (400 watts) and the antenna size (1.5 Meter) shall be analyzed based on the intended use as defined in this document for the Digital video transmission DVB High Definition Television channels (HD). Data sheets confirming typical operational levels shall be provided with the offer. As a minimum, the HPA equipment shall operate as follows: 1. Power output from the HPA in Ku-Band shall be at: 400 W with 350 W flange powers. HPA internal Linearizer should be offered, the HPA should be from XICOM, CPI or equivalent. 2. Ability to change the HPA RF Output power from the front panel or controller. Excellent linearity of the HPA, at all expected operating levels must be maintained in order to avoid deterioration of the performance of the transmitted TV/audio/data signals for different frequency carriers in Ku-band. This shall be verified during commissioning of the system. 3. The HPA’s must be supplied in a 1:1 redundant configuration with a Maintenance Output switch & RF Load and the two Chains of fully redundant Encoders, Decoders, modulators, up converters, shall be configured as a 100% redundant "Hot-Standby" system, through auto/manual switching assemblies located in the Contractor supplied. For any sub-system, the outputs shall be selectable to feed any input of the next sub-system chain and of the HPA assembly. One of the two HPA’s shall be selected and connected to the antenna, while the other HPA shall be terminated in a matched dummy load with appropriate rating. 4. The switching unit shall be provided with an LCD Screen showing which output is fed to which input and HPA, and which HPA is fed to the antenna, and which HPA is connected to the dummy load. 5. Auto-Mode Switching Criteria. Loss of (CW) Continuous Waveform signal output power; Output power falls below a predefined limit; Switching Alarm Indication: Activation of any of the two parameters indicated above shall initiate audible or visible alarms, in either automatic or manual mode operation. The Redundancy Controller should indicate the alarm. 6. Power supplies should be reliable and protected against surge/overvoltage and electrostatic discharge. And the defective components should be easily interchanged.

3.2.2 Encoders: Encoder Input: .1. Video: SD / HD-SDI, MPEG2/MPEG4/H.264 4:2:0 8 - bit – 4:2:2 8/10 - bit, with ASI output. 2. Two stereo digital AES/EBU audio or four mono separated, and four embedded in SDI and four analogue audio. 3. Very low latency mode. 4. SD Resolutions: 576i@25, 480i @29.97 HD Resolutions: 1080p@25 and 29.97 or 1080p PsF24x1920, 1440, 1280. 5. Encoding Bit-Rate: CBR or VBR at 4:2:0 MPEG2- MP@ ML 1 to 15 Mbps, MPEG2 MP@HL 2 to 24 Mbps , MPEG2 MP@HL 24 to 45 Mbps, MPEG4 AVC MP@L3 0.3 to 8 Mbps ,and MPEG4 AVC HP@L4 1 to 20 Mbps. 6. Audio Encoder: licensed enabled for MPEG-1 Layer II (128kbps to 384kbps), Dolby Digital AC-3/2.0 (56 to 448kbps), AAC (32 to 384kbps) and frequency response from 20 HZ to 20 KHZ – crosstalk better than 60dB. 7. The Parabolic reflectors must be provided with a coating that reflects the sun's rays as much as possible while maintaining the Reflector surface temperature evenly, at full irradiation of the reflectors, with a very low heating factor. 10.
