This Guide contains information on arrivals and departures from St. Petersburg, and gives some tips you might find useful during your stay in the Russian Federation. ARRIVAL IN ST. PETERSBURG Arrival and departure There will be a priority pass including fast passport, customs control, and luggage collection procedures for members of delegations arriving and departing from Pulkovo Airport (St. Petersburg). Please look for the Assembly special signs and lines at the airport: Delegation head and one accompanying person arriving and departing via Pulkovo Airport will be met by the host delegation at the lounge for officials and delegations. The lounge for officials and delegations is a comfortable and safe zone where you can wait for flights and go through passport and customs control. Among other paid services, there is a bar and meeting rooms to rent. Standard tariffs apply for the rest of the delegation. Please note that the arriving party shall bear the cost of meeting delegations in the officials and delegations lounge. If you have any difficulty with connecting flights via Moscow, you can contact airport staff in person or by phone while specifying in your request that you are a participant in the 137th IPU Assembly. Assembly personnel will be working in the arrivals and VIP lounges at Moscow airports to provide participants with information and help arrange a transfer to Leningradsky Rail Terminal. St. Petersburg Airport Website: www.pulkovoairport.ru Address: 41/3A, Pulkovskoye Shosse, St. Petersburg, Russia, 196140 Pulkovo Airport (LED) is Russia’s fourth largest airport in terms of numbers of passengers after the Moscow air node. Pulkovo is located 23 kilometres from central St. Petersburg. Services at Pulkovo Airport Business lounges. There are two business lounges for a comfortable stay at Pulkovo Airport. Business lounge visitors are offered newspapers in Russian and foreign languages, hot and cold beverages, and the opportunity to use office equipment (fax, copier). ATMs, banks, and currency exchange. The airport terminal has ATMs of major international and Russian banks. There is a branch of VTB 24 Bank and a currency exchange office located on the first floor in the arrival hall. Internet. Wireless internet access is provided throughout the airport via Wi-Fi technology. This service is provided free of charge. Medical assistance. There is a 24-hour medical centre located on the second floor of the airport. For passengers with limited mobility. The airport receives orders for special assistance from the airlines. If you did not file a request with an airline for special assistance, upon arriving at the airport, you can use a special call button in the departure zone on the third floor of the terminal 5 to contact an employee who will assist you with getting around the airport. There is also a room for passengers with limited mobility on the third floor of the terminal to the right of the check-in desks, where you can pick up a wheelchair to navigate the airport and receive any additional information. If the airport has received a request for special assistance from your airline, you will be provided with escorts and assistance with the registration and processing of luggage, preflight formalities procedures, and boarding the aircraft. Additional services. The terminal offers cafes and restaurants, pharmacies, mobile communication salons, a post office, and kiosks with books, newspapers, and magazines for the convenience of passengers. Changing rooms, baby care rooms, and a nursery room are available for passengers with children. From 10 to 19 October information desks for Assembly participants will be open in the Main passenger terminal of Pulkovo Airport (arrival hall) and VIP lounge. If Assembly participants need to get to Leningradsky Rail Terminal from any of Moscow airports we advise to use the Aeroexpress rail service:  Domodedovo Airport – Paveletsky Rail Terminal, Paveletskaya metro station (40 minutes).  Sheremetyevo Airport – Belorussky Rail Terminal, Belorusskaya metro station (35 minutes).  Vnukovo Airport – Kievsky Rail Terminal, Kievskaya metro station (35 minutes). Leningradsky Rail Terminal is located next to the Komsomolskaya metro station. 6 Leningradsky Rail Terminal in Moscow Up to 13 high-speed Sapsan trains travel daily from Moscow’s Leningradsky Rail Terminal to St. Petersburg, taking between 3 hours 40 minutes and 4 hours depending on the departure time. Address: 3, Komsomolskaya Ploshchad, Komsomolskaya metro station, Moscow, Russia, 107140 Tel.: +7 (800) 775 0000 Moskovsky Rail Terminal Trains from Moscow including high-speed Sapsan trains arrive at Moskovsky Rail Terminal in St. Petersburg. The Moskovsky Rail Terminal is one of the five largest railway stations in Russia. At present, 15,400 passengers and 27,600 passengers take long-distance and suburban trains respectively from the station each day. Passengers can use the standard lounge or the enhanced comfort lounge. Upon request, the enhanced comfort lounge offers passengers Wi-Fi internet access, a computer with Internet access, mobile phone or laptop chargers, and the use of office equipment (fax, copier). Lounge for official delegations, receptions, and business meetings. Services in the official delegation lounge include: separate lounges, porter services, taxis, ordering and issuing of travel documents, depositing of valuables, documents and packages, local telephone services, and the use of office equipment. Luggage storage. There are 24-hour automatic storage lockers and a luggage room in the main hall of the railway terminal. Online ticket sales in Russian and English. The Russian Railways website offers online services in Russian and English. For purchase of train tickets go to the ‘Buy train ticket’ section. From 10 to 19 October an information desk will be open at the Moskovsky Rail Terminal (in the Terminal building) where Assembly participants can obtain information on the Assembly events and available services. The main hall of the railway terminal also has cafes, pharmacies, cell phone stores, shops, kiosks with books, newspapers, and magazines, and a medical centre. Customs Commercial airlines enforce strict limits regarding luggage size and weight. In order to avoid unnecessary expense or complications, passengers must enquire prior to departure about luggage and carry-on items weight limits. In the interests of air safety, passengers are not permitted to transport dangerous items or substances on their person and in their checked luggage. You can familiarize yourself with the list of imports subject to written declaration, as well as the procedure for completing passenger customs declarations, on the official website of the Russian Federal Customs Service www.customs.ru. 7 TRANSPORTATION SERVICE During the 137th Inter-Parliamentary Union Assembly there will be a free shuttle bus service between the following destinations according to the following schedule: Between Pulkovo Airport and Assembly recommended hotels Between Moskovsky Rail Terminal and Assembly recommended hotels Between Assembly recommended hotels and the Tavricheskiy Palace 10–15 October, 17–20 October 11–18 October Between Assembly recommended hotels and the ExpoForum Convention and Exhibition Centre (Inaugural ceremony) Between Moskovsky Rail Terminal and the ExpoForum Convention and Exhibition Centre (Inaugural ceremony) 14 October Between Pulkovo Airport and the ExpoForum Convention and Exhibition Centre (Inaugural ceremony) Between the Tavricheskiy Palace and the ExpoForum Convention and Exhibition Centre (Inaugural ceremony) Between the Tavricheskiy Palace and the Parliamentary Centre 11–18 October Information on the shuttle bus stops and schedules will be available from transport coordinators at the hotels, points of arrival and departure and Assembly venues. ST. PETERSBURG PRACTICAL CITY INFORMATION The weather in St. Petersburg The city's northern location, its proximity to the sea and its large water area do much to determine the specific St. Petersburg's climate, with its short winter days, white nights in summer (from late May till mid-July), and frequent and dramatic weather changes. The climate is humid, almost maritime, with moderately warm summers and quite long winters. The average temperature in mid-October is +6°С (+43°F). Given the probable rapid weather changes in St. Petersburg, we recommend participants of the 137th IPU Assembly to prepare in advance for sudden changes in temperature and the weather in general. Time zone St. Petersburg is located in the GMT+3 time zone. Medical insurance Participants are advised to buy an optional medical insurance policy for foreigners, available by pre-order or for purchase upon arrival. Insurance of foreign citizens visiting Russia is a popular service offered by many insurance companies throughout the country. 8 Policies for foreign citizens may cover the following risks:     Medical expenses Luggage Accident Other risks upon request Power supply (socket voltage) The power supply voltage in Russia is 220v (50–60 Hz). Type C and F sockets are common. If you plan to bring electrical appliances that require a higher voltage or if you might need another socket type, we suggest you bring an adapter with you. Mobile network For your convenience, local SIM cards for cellular communications can be purchased at the Assembly venue, at the mobile operator’s stand in the Ekaterininsky Hall of Tavricheskiy Palace. To purchase a SIM card and conclude a contract for cellular communications services, Russian law requires that the person who will be using the SIM card be present and that s/he show his/her passport (of the Russian Federation or a foreign passport). Although credit/debit cards are accepted in most restaurants and many stores in St. Petersburg, we advise you to have cash on you. If you include the suburbs, the city has no less than 93 rivers, tributaries, branches, and canals, 170 kilometers of coastline, 42 islands, and 800 bridges. If driving, keep in mind that at night it’s not easy to get from one side of the river to another because of the drawbridges. To avoid being stuck in one part of the city or having to use bypasses, follow the drawbridge schedule. Up-to-date information is available on the website: www.en.mostotrest-spb.ru. ASSEMBLY VENUES The events of the 137th IPU Assembly will take place from 14 to 18 October 2017 at several major congress and cultural sites all around St. Petersburg:  Tavricheskiy Palace  Parliamentary Centre  ExpoForum Convention and Exhibition Centre  Mariinsky II (Mariinsky Theatre New Stage) More information on the Assembly venues can be found on the official 137th IPU Assembly website www.ipu137russia.org in the Event venues section. 10 For participants with limited mobility All IPU Assembly sites will have adequate facilities for ease of movement of participants with limited mobility. REGISTRATION OF PARTICIPANTS Participants’ badges and security requirements Official events of the 137th IPU Assembly and a number of cultural events will be accessible only with a participant’s badge. The badge is personalized and may not be transferred to third parties. You must wear your badge at all times during the Assembly. You must also have your passport (or other identity document) on you in case you lose your badge since a duplicate can only be issued upon presentation of your passport. You must show your badge when requested to do so by security service officials. Badges are issued to participants at registration desks in the pavilion at the entrance to Tavricheskiy Palace. To avoid any inconveniences at the venue of the 137th IPU Assembly, please pick up your badge in advance prior to the events. Please note that badges cannot be issued in a package if the system does not contain photos of all delegation members. In this connection, please send colour photos with a resolution of 480x640 pixels or higher in JPEG (JPG) format, 300 dots per inch to the email: [email protected]. The file name must contain the delegate’s name, name of the organization, and name of the country. If you are unable to submit a photo in advance, you can take a photo when you pick up your badge in person. Access to venues Due to measures put in place to ensure the security of participants you are kindly requested to arrive at the venue 30–40 minutes before the start of an event. To minimize the number of physical items brought to the Assembly venues, it is advised that you leave large bags and luggage at your hotel. 11 Assembly bags distribution Participants are issued Assembly bags upon show of their badge at the Assembly bags distribution point in the Kupolny Hall of Tavricheskiy Palace. Assembly bags may also be issued for a delegation to an authorized representative.
