Attachment C-1. SERVICES OFFERED UNDER THIS CONTRACT
FIXED SATELLITE SERVICES (FSS) PCI brings world-class Fixed Satellite Service (FSS) qualifications and experience to fulfill the TEXAN NG FSS requirements. PCI is a proven FSS and FCC-licensed VoIP service provider with superb technical qualifications, and have successfully provided FSS services in combat and peace; training and disaster relief efforts, and in interoperability demonstrations and nonprofit donations. PCI owns and operates its own satellite telecommunications infrastructure across five teleports, eight satellites, and three continents. PCI is a facilities-based business and is fully staffed with certified network, security, and Very Small Aperture Terminals (VSAT) engineers, a 24x7 Network Operations Center, mature and auditable business processes, and competitive pricing. PCI offers three classes of Fixed Satellite Services:
PCI South Region Single Channel Per Carrier (SCPC) PCI South Region Burstable/Shared PCI South Region Burstable/Shared Network
Each class of FSS can support various sizes of office requirements for the DIR customer in remote locations. The PCI South Region service offerings bring internet connectivity to the remote office so that Voice over Internet Protocol (VOIP) telephony, office applications (Exchange, email, instant message, Microsoft Office Communicator Suite (OCS), etc.) can link back to the central office. The remote area can be the Texas-Mexico border, a disaster area ravaged by a hurricane, a Council of Government working on interoperable communications, or First Responders working in an area where GSM cell and telephone networks are overloaded. FSS Solution Types PCI provides fixed satellite services for the DIR customer across the state of Texas and the South region of the US using the Ku frequency spectrum. Ku frequency does not require a license for broadcast or receive at customer terminals. This is a marked difference from C-band, which does require FCC licensing to broadcast in the United States, even at the remote site. A summary of the each solution type is described below. A. PCI South Region Single Channel Per Carrier (SCPC) – SCPC is a dedicated satellite-based transmission circuit that has guaranteed Ku bandwidth sized to meet customer requirements within Texas and the surrounding South region of the US. The bandwidth is not shared with any other network or customer; however, these services are more expensive than Burstable/Shared/Reservation-based Ku Bandwidth networks. PCI South Region SCPC services should be focused on high-density user nodes, VTC, or other server/applications supporting nodes. B. PCI South Region Burstable/Shared - Burstable Satellite Ku Bandwidth is shared bandwidth between customers within a network. PCI uses the iDirect Time Division Multiple Access (TDMA) technology to achieve high performance in reservation-based (ad hoc) networks. The geographic region served is Texas and the South region of the US. PCI’s model is a 10:1 contention ratio for these services across occasional use customers (1, 5, 10 days per month, with the availability to support 30 days/month). Burstable bandwidth is less expensive than SCPC/Dedicated bandwidth. PCI’s contention ratio will accommodate day-to-day support for simultaneous VPN tunneling, internet browsing, email, Voice over IP (VoIP) phone service, and selected data applications. Higher contention ratios make Voice telephony virtually impossible and are normally used only for data transfers such as internet browsing. To ensure that our customer’s service is responsive, PCI has implemented network appliances to block unauthorized internet traffic and certain protocols that are typically used for peer-to-peer file sharing and sexually explicit web sites. These different types of downloads consume valuable business bandwidth resources and significantly affect fair access to the network for other customers. These types of download patterns introduce viruses, Trojans, and other malicious code onto the customer network that cause business network degradation, slowed response, denial of service attacks, and other problems. Unauthorized downloading of copyright or trademark material can be detected and may result in network blocks. PCI’s service is designed for business use for the Texas State customer who requires internet connectivity in remote areas (along the Mexican border or in areas not serviced by GSM cell coverage) or in disaster assistance zones. the UDP protocol and requires dedicated bandwidth in order guarantee a clear phone conversation. CIR is engineered to be used across the customer’s link, but can be prioritized to VoIP or VTC when that service is initiated. Quality of Service (QOS) engineering is implemented and offers assurance that Voice telephony data packets receive priority queuing across the iDirect segment of the network. Our QOS gives UDP packets priority over the common TCP protocol packets that are used for internet browsing and other protocols. C. PCI South Region Dedicated Burstable/Shared Network – For the DIR customer who has a fleet of sites and wishes to deploy a network solely for their own use, PCI offers this type of service. PCI will work with the customer to design, procure, deploy, and manage the network with requisite reporting and management functions ported to the customer. The customer chooses the contention model. CIR and unique Quality of Service engineering can be applied to support the DIR customer needs. Downlink (kbps)

TELECOMMUNICATION FEES AND SURCHARGES
TELECOMMUNICATION FEES AND SURCHARGES In accordance with Section 9.04(c) of Exhibit B of the CTSA, certain Government Entity Customers are exempt from state sales, use and excise taxes, Section 151.309, Texas Tax Code, and Federal Excise Tax, 26 USC Sections 4253 (i) and (j). State agency Customers are exempt from the assessment and collection of sales taxes imposed by political subdivisions of the State. See Sections 321.208 (municipalities) and 323.207 (counties), Texas Tax Code. The Government Entity Customers shall issue a tax exemption certificate upon request to Vendor. Vendor acknowledges that DIR makes no representation about the exemption status of any Customers that are “assistance organizations.” Vendor must request and receive any exemption certificates that may apply from each assistance organizations directly. Taxes shall be assessed and billed at the rates set forth by applicable law.
