Market Insight
How Safe is Your Intersection?
Power disturbances at busy traffic intersections can have far reaching consequences. Power loss to traffic signals can immediately gridlock an intersection and create congestion on arterials and outlying intersections dramatically increasing the likelihood of accidents. Protect the safety of your intersections and safeguard against liability lawsuits with a proven power solution from Alpha. According to the 2000 D.O.T. US Intersection Report, over 29,000 automobile accidents occurred when traffic control systems failed, resulting in an estimated cost of $150 billion to the economy. 1
Benefits:
Traffic & Transportation
• Sustains operating systems • Improves intersection safety • Reduces accidents caused by power failures • Saves money by eliminating ghost service calls • Improves reliability of all controller electronics • Maintains consistent traffic flow

Case Study: California Gives Backup Power a Green Light
It has now been several years since the first battery backup systems were installed throughout California. Has it been worth the investment? Are intersections safer? The answer - according to cities that have used uninterruptible power supplies (UPS) for at least 3 years is a resounding 'yes!' A study conducted by the California Energy Commission in 2004 found that grant participants have been very satisfied with their installations, having used their battery backup systems at least eight to ten times per year due to local power outages. According to the study, battery backup systems have reduced traffic congestion, injuries, accidents, and controller maintenance. According to California Senate Bill 84 XX, the safety benefits of battery backup systems combined with the energy savings of LED signals should make these installations the standard choice for new and existing traffic signals.

Application Profile Port St. Lucie Reduces Traffic Technician Call-outs “I believe that every traffic division should consider using these Alpha (battery backup) units because they create a safe environment for our motoring public. Uninterrupted signals can save lives and allow signal technicians and police officers to manage other important duties.” Brandon Collins, Traffic Operations Supervisor Port St. Lucie, FL

Traffic control cabinet and Alpha Battery Backup System
Port St. Lucie, FL is taking charge of electrical disruptions that affect traffic intersection signal systems. Traffic operations supervisor Brandon Collins noticed that during power outages critical resources from his department and the police force were being used to manage and direct traffic rather than repairing damaged systems or providing public safety. With 86 intersections in the city, the job of keeping the traffic flowing during power outages and power interruptions was being managed manually by sending a crew to an inoperative intersection connecting a generator to the signal control cabinet and running, managing and refueling the generator. To solve this problem, Port St. Lucie installed Alpha battery backup power systems to their intersection control applications. These Alpha systems provide backup power in the event of power outages or disruptions and minimize the use of resources needed to keep traffic moving.

Case Study: New York City
During the 2003 blackout, subways stopped, traffic lights went out, and police authorities struggled to accommodate the public trying to exit New York City. Failed traffic signals caused mass chaos. With the use of backup power (UPS), this could have easily been prevented. The summer of 2006 proved to be much different when a record-breaking heat wave caused major outages in many areas of New York City. Instead of chaos, traffic lights continued to function normally in key areas of the city where Alpha UPS and backup power systems were installed. The city of New York continues to expand its program to install backup power at key intersections in an effort to keep intersections safe and traffic flowing.
Outdoor Enclosures Multi Mount Outdoor Enclosure - Traffic Alpha’s Multi Mount Outdoor Enclosure - Traffic, is a cost-effective and versatile traffic enclosure ideal for space constrained downtown city intersections. The Multi Mount can be pole, host, wall, or pedestal mounted and can accommodate Alpha’s FXM UPS and up to four AlphaCell™ 85GXL or 195 GXL front terminal batteries. With a small form factor, the Multi Mount is the perfect choice for intersections where space is limited or a low profile aesthetic is desired.

Feature Story Battery Backup Systems - A Financial Bonus For Today's Economy Cash at the Crossroads
In the United States, many local governments have had their plans for transportation projects impacted by the reduction of tax revenues and project funding due to the current economic downturn. As money for transportation projects is reduced, many projects have been temporarily halted waiting for funds to become available. States, counties, municipalities and cities are anxiously waiting to find out what money will be available and how they can spend it based on recent information about an economic stimulus package. That package will provide money for infrastructure upgrades and development. A challenge for the local government will be to quickly identify and submit projects for infrastructure funding that won’t take a long time to research and implement, while at the same time provide projects that are significant enough to make use of the funds and have a large enough impact in order to stimulate the economy by creating jobs.
18
Stimulating the Economy One Intersection at a Time
Then, project funding to local governments will be disbursed by the DOT based on their current allocation process. Even though the existing process may not be agreeable to all local governments, in order to move projects ahead as quickly as possible, it is unlikely the process will change. Transportation projects can take the form of new road construction, road upgrades, public transportation systems as well as changes to traffic intersection control systems such as replacing incandescent signal lamps with LED lamps and adding battery backup systems to controlled intersections. Without a battery backup system in place, in the event of a power outage or disturbance intersections are left uncontrolled; the risk of accidents and injuries are increased, and direct and indirect costs can be incurred. Backup systems keep traffic flowing during power outages and power disruptions but are not always recognized as a standard component of traffic signal systems.
Traffic & Transportation
In a recent report listing proposed economic stimulus projects, it is estimated that about half of the stimulus package funding will be earmarked for programs and projects that will stimulate job growth. The balance will be used for tax relief measures to help individuals, families, and businesses. A majority of funding used to create jobs will go towards transportation initiatives even though funding for investments in technology and health care are a high priority. Transportation projects tend to be a good way to generate economic benefits as these projects have been planned, but are just waiting for funding. These types of transportation projects can be initiated with short notice and immediately create employment opportunities. It is likely that state Departments of Transportation (DOTs) will follow existing protocol of having federal funds provided directly to them.
