Section 2 clause no 2.3 page no 15 sub clause c) be read as:The cost, if any, for undertaking the Project Management as specified at (a) of this section, should be specified separately for each year including sixt and seventh year. The project management for sixth and seventh year shall be considered to ascertain the lowest bidder. Section 3. Technical Requirement the following amendments have been carried out in various clauses of this section and the same be read as per the following:1. Clause No. 3.3.1.1 Pan Tilt Zoom (PTZ) Camera (pg. No. 21):A. General The network (IP) PTZ Dome camera shall consist of a dome drive with a variable speed for pan and tilt with continuous 360 rotation, 1/4-inch high resolution color camera, motorized zoom lens with optical and digital zoom and auto focus and high resolution digital video of 4CIF (752x582 PAL) using the MPEG-4 compression algorithm and TCP/IP transmission. B. Camera specifications (i) Network (IP) based camera available in NTSC and PAL formats. (ii) maintain 30fps NTSC/ 25fps PAL video at 4CIF digital video resolution (704x480 NTSC/ 704x576 PAL) (vi) The digital video shall provide dual encoded video streams to allow simultaneous and independent viewing and recording of live video at different frame rates and/or quality. a. The camera shall provide the option to set each stream at a frame rate between 1-30 NTSC /1-25 PAL b. The camera shall provide the option to set each stream at variable bandwidth from 2mbps to 6Mbps (xxxvi) The camera shall support wide dynamic range upto 128 db. (xxxix)The camera shall have Power over Ethernet (PoE) or 24V AC or above. (xliv) The camera must have minimum Pan speed > 300 degree/sec and Tilt 200 degree/sec 2. Clause no 3.3.1.2 Fixed high definition cameras (iii) IR connected CS Varifocal lens of 5mm-50mm confirming to the camera resolution. (xx) The camera shall support wide dynamic range upto 128 db. 3. Clause no 3.3.1.3 Severs Hardware Specifications A. Network Digital Video management server (NVMS) –hardware 1 b) v Offered server shall have total of 4 number of native FC ports running at 8 Gbps speed/ 4 number of Native ISCSI ports running at 8 Gbps speed. vi To provide an advanced and reliable system for the recording, the server must be provided with. 1) 2TB X 2 SAS Hard drive with 7200 RPM for Windows 2008 or better 4. Clause no 3.3.1.4 Storage Hardware (i) The storage array should support industry leading Operating platforms (Windows Server 2003, Windows 2008 and Linux). (iii) The Storage Array shall be offered with 22 TB usable Capacity using 2TB drives with redundant storage of 5TB. (v) Storage shall be scalable to minimum of 18 nos of drives using 2Tb drives. (vi) Offered storage subsystem shall have total of 4 number of native FC ports running at 8 Gbps speed/ 4 number of Native ISCSI ports running at 8 Gbps speed (xiv) Support for RAID 1, 5/6 and 10 5. Clause no. 3.3.1.5 Video Surveillance System and Analytics Software Specifications. E (v) Seventh point: The software should be able to detect the speed at which the objects are most likely to be moving and may either define them as slow/normal/fast or specify the speed in km/hr. F (i) d: Should be able to detect the shape of the vehicle. 6. Clause no 3.3.1.6 Automatic License Plate Recognition system 2 License plate g. New Clause 3.3.1.14 Suitable Industrial Rack for field switch 1. Outdoor dust and water proof full wielded steel cabinet of appropriate size. 2. The rack so provided should ensure complete protection from contact with enclosed equipment, Protection from water, up to water projected by a nozzle against enclosure from any direction. 3. The rack offered should be as per IP level performance confirming to IP55 level of ingress protection 4. Basic construction to ensure IP performance 5. Provision of Pad lock be made in the cabinet for security purpose 6. All hardware and fittings of the door should be replaceable 7. Replaceable Gasket to be provided on the cabinet including cable entry glands and glands plate 8. Complete hardware fitting to be provided 9. Appropriate canopy 10. Cabinet should be printed with anti corrosive paint 11. Section 6 Clause no 6.10 sub clause no (i) be read as Successful bidder will also be responsible for providing comprehensive onsite warranty of all active components for 5 years and 20 years for passive components as the case may be from the manufacturer of the equipment supplied under this RFP. 12. Section 6 clause no.6.16 acceptance test sub clause no.(f) of Final Acceptance be read as On the successful completion of the acceptance test and after HARTRON and client are satisfied with the working of the entire system installed in respective city, the acceptance certificate signed by the authorised representative of HARTRON, authorised representative of Haryana Police and successful bidder will be issued by the HARTRON on behalf of and in consultation with Haryana Police to the successful bidder. The date on which such certificate is issued shall be deemed date of the successful commissioning of the system in that city. 13. Section 6 clause no.6.17 sub clause no.6.17.2 New clause towards quarterly release of payment for bandwidth Page 5 of 17 R P F N .h o a rtn p / jciysu ve lY M T -SP N 0 2 1 3 / The payment for bandwidth as per the solution finalized shall be released on quarterly basis upon the receipt of duly verified bill from the concerned SP of the respective city. First payment shall be released at the end of the first quarter to be considered from the date of final acceptance of system installed in that particular city. 14. Page no 126 Technical proforma no 9 The technical proforma 9 has been revised. The bidders are now required to submit their bid as per the revised technical proforma attached with the clarifications. 15. Page no 132 Commercial proforma no 12 The Commercial proforma 12 has been revised. The bidders are now required to submit their bid as per the revised commercial proforma attached with the clarifications. 16. Page no 132 New Proforma no 13 E An undertaking from OEM regarding the end of life of the equipment. 17. General clarifications:i. Suitable industrial rack confirming to IP 55 Protection/NEMA 3R standards for field switches, UPS etc. ii. The police control room in the O/o SP in Yamunanagar and Sonipat shall be the central location to receive the live feed. iii. All the passive components across all the locations shall be of the same iv. The connectivity is to be quoted for ten years on yearly basis. v. The storage shall be 15 days x 24 hrs. vi. ANPR and VMS shall act as a separate solution each. vii. The preference will be given to the secured frequency band however if the same are not available to Haryana police, the Free band frequency shall be used for wireless connectivity, wherever required. viii. All the control room of the Haryana police are connected on SWAN, as such the live feed of any camera should be available to the central control room at Panchkula on incident basis. ix. The seal of the OEM is required on the proforma no 13A and 13B, All other terms and conditions shall be as per the RFP no Hartron/proj/city surveillance/YMN-SPT/2012-13/02.
