eLTE3.1 Dispatch Platform Product Description
1
Product Position and Characteristics
1.1 Product Position The dispatch platform provides services for dispatching voice, data, and video and secondary development interfaces to customers. The dispatch platform fits needs from customers in such industries as public safety, traffic, and energy, providing rich wideband trunking dispatch services, a high-reliability dispatch service platform, and high-performance dispatch systems.
1.2 Product Characteristics The dispatch platform is a fast command transfer system that is widely used in manufacturing and command fields. The system is easy-to-use and achieves real-time allocation of personnel and resources. The dispatch platform provides the Graphical User Interface (GUI) for comprehensive dispatching. Dispatchers can monitor the status of each terminal on the GUI and use voice and video for communication and dispatching. The dispatch platform is implemented based on pure IP transmission networks. It provides a complete set of application programming interfaces (APIs) for secondary development, easily integrated with other application systems to better satisfy diverse professional requirements. The dispatch platform comprises a dispatching server and clients. The dispatching clients are also called dispatching consoles. The dispatching server is customized server. The dispatching consoles are terminal platforms installed on laptops, desktops, or workstations where dispatchers work. Multimedia dispatching: Voice, push to talk (PTT), video, images, and text are supported to meet requirements in different application scenarios. Easy deployment: All terminals can be remotely configured and all policies, for example, user permissions are managed by dispatching consoles. User-friendly GUI: Operations are performed by only clicking or dragging on the GUI using the mouse. Distributed deployment mode: As IP networks are used as the bearer networks, the system applies to several lines such as metropolitan area networks (MANs), optical fibers, and satellite links. Unlike conventional voice communication that is confined by the transmission Issue Draft A (2013-06-30)

distance of copper cables, all devices and terminals in the system can be far apart from each other. High scalability: Dispatchers can be cascaded or a larger-capacity dispatcher can be selected to accommodate extended user quantity. Ample communication modes: The system can interwork with a wide variety of networks and devices such as PSTN, GSM, CDMA, WiFi, McWiLL, TETRA, GOTA, MT1327, and satellite networks and devices.

Interworking Gateway
8.1 NC-MG320 Introduction NC-MG320 is a media analog gateway independently developed by NiceUC Communication to meet the demand of voice services from enterprises and operators. NC-MG320 locates at the interface between the public switched telephone network (PSTN) and the IP network to achieve the conversion between E1/FXO/FXS and VoIP SIP, and meanwhile complete the media stream transformation between the bearer of the PSTN and IP network. NC-MG320 uses advanced hardware and software technologies and carrier-class design to ensure the high reliability of equipment. NC-MG320 adopts the mature and high-performance central processing unit (CPU) and digital signal processor (DSP); and uses the embedded real-time OS and efficient algorithm to provide excellent properties. With modular design for boards, NC-MG320 is expandable to meet different capacity requirements.
8.2 NC-MG320 Appearance
8.3 NC-MG320 Specifications NC-MG320 features a compact structure, 1 U high, and can be mounted in a 19-inch standard cabinet or independently installed in a small equipment room. NC-MG320 supports 220 V AC power supply, adapting different conditions in an equipment room.

Service
Description
1
PTP call
PTP calls, or private calls, can be made between terminal users or between a terminal user and a dispatching console user. PTP calls are full-duplex communications. Only the two parties who participate in the PTP call can hear each other.
2
Group call
Group calls are made between several terminals or between terminals and a dispatching console. Group calls are half-duplex point-to-multipoint communications.
3
Emergency call
Emergency calls are special calls with the highest priority, allowing information to reach the called party within the shortest time.
4
Group scan
Group scan is used to search for groups for listening.
5
Floor preemption
During a group call, a higher-priority user can get the call floor from a lower-priority user.
6
Forced call release by the dispatcher
An authorized dispatching console can forcefully release a PTP call.
7
Time-limited call
The duration of a floor in a group call, a PTP call, or a call connected to a PSTN user is configurable. When the time expires, a message will be displayed.
8
Broadcast call
Broadcast calls are point-to-multipoint calls made by a dispatching console to all members in a system.
9
Incoming/Outgoin g call barring
Incoming calls or outgoing calls (including the interworking gateway numbers) made to or from a user can be barred. Incoming/Outgoing call barring affects only PTP calls.
10
Undercover listening
A dispatcher can secretly listen to an ongoing group call, which is unknown to the called and calling parties.
11
Interconnection and interworking
Users in a private network can make and receive PTP calls to and from PSTN/PBX users and PLMN users, group calls to

2
Video uploading from handheld devices
HD and SD video can be uploaded by handheld devices to a dispatching console.
3
Video distributing
A dispatcher can distribute video uploaded to a dispatching console to one or more specified display entities, such as another dispatching console, a handheld device, and a decoder. The video can be played with the sound or without the sound on these display entities.
4
Video collaboration
Concurrency of video services and trunking voice services is supported.
5
PTP video call
A handheld device can make a PTP video call to another handheld device to achieve face-to-face communication with the front cameras built in the handheld devices.
6
GIS
A mobile terminal can report GIS information to a dispatching console on which a dispatcher can locate the mobile terminal in the GIS map.
7
Video transcoding
High-resolution video streams can be converted to low-resolution video streams in real time.
8
SM
SMs can be made by a terminal user or a dispatching console user to another terminal user or another dispatching console user, or to the group to which another terminal user or another dispatching console user belongs.
9
MM
MMs can be made by a terminal user or a dispatching console user to another terminal user or another dispatching console user, or to the group where another terminal user or another dispatching console user belongs. An MM can include text, graph, and voice.
