ARCHITECT & ENGINEER SPECIFICATIONS SECTION 28 23 29 VIDEO SURVEILLANCE REMOTE DEVICES AND SENSORS SNT-EP154 4CH Basic Function Blade Type (Software version 1.77 or later)
PART 2 – PRODUCTS 2.01 CCTV/NETWORK VIDEO ENCODER SPECIFICATIONS A. GENERAL SPECIFICATIONS: 1. The SNT-EP154 shall be a network enabled, 4-channel, JPEG/MPEG4/H.264 encoder, which accepts NTSC/PAL video input signals. 2. The SNT-EP154 shall be designed for the rack station (SNT-RS1/3U), which is available from the encoder manufacturer. 3. The SNT-EP154 shall have a Visibility Enhancer (VE) function, which optimizes the brightness and color reproduction of an image dynamically on a pixel-by-pixel basis to provide better visibility in poor backlight conditions. 4. The SNT-EP154 shall have a feature called XDNR (eXcellent Dynamic Noise Reduction), which reduces AGC noise to provide clear images without motion blur. XDNR also reduces image data size. 5. XDNR and VE can be used in conjunction with each other and shall provide approximately 4 times the sensitivity compared to the condition where both features are set to off. 6. The SNT-EP154 shall incorporate the Dynamic Frame Integration feature which allows the encoder to dynamically assign field integration on moving objects only within the image, to prevent blurring or deinterlace artifacts on the captured image, while maintaining frame integration on the rest of the scene. 7. The SNT-EP154 shall have a Smartphone viewer, which can display the camera image and operate Pan/Tilt/Zoom (PTZ) on the smartphone. 8. The network interface shall be via an 8-pin RJ-45 connector, 10BaseT/100Base-TX Ethernet. Both IPv6 and IPv4 are supported.
9. The SNT-EP154 shall utilize JPEG, MPEG-4 or H.264 compression, independently selectable for each video input. 10. JPEG compression levels shall be user selectable in 10 levels, based on an image of 24 bits per picture element (8 bits each for YUV). 11. Constant bit rate algorithm for JPEG data: The SNT-EP154 shall be capable of equalizing JPEG data sizes to have stable bandwidth utilization. Data size for each compression level is as follows:
12. The SNT-EP154 shall be capable of producing 30 fps (NTSC) and 25 fps (PAL) per input channel at D1 (720 x 480 [NTSC], 720 x 576 [PAL]), 4CIF (704 x 576), VGA, Sony CIF (384 x 288), and QVGA resolutions in any of the 3 codecs (H.264/MPEG-4/JPEG). 13. The SNT-EP154 shall have the capability of simultaneously encoding up to 2 of the following codecs in any combination: JPEG, MPEG-4, and/or H.264 including multiple instances of the same codec. The maximum frame rates of each combination in NTSC and PAL are

shown in the tables below:
14. The supported operating systems shall be Microsoft Windows 8 Pro* 32 bit and 64 bit, Microsoft Windows 7 32 bit and 64 bit (Ultimate/Professional), Windows Vista 32 bit (Ultimate/Business), Windows XP 32 bit (Professional). Minimum PC requirements shall be the Intel Core2 Duo Processor, 1.8GHz or higher, with 1GB RAM supporting 1280 x 1024 resolution, 24-bit True Color display capability with Ethernet 100Base-TX. *Software version 1.79 or later 15. The SNT-EP154 shall incorporate a built-in web server, such that the standard web browser Windows Internet Explorer (version 6.0, 7.0, 8.0, 9.0 or 10.0* recommended) can be used to view the camera(s) without need for special viewer software. *Software version 1.79 or later 16. The following web browsers can also be used to view the camera(s) with the ‘Plug-in Free’ viewer: Firefox version 3.5, Safari version 4.0 and Google Chrome version 4.0. When using these browsers, the video is displayed in JPEG format.

17. The ‘Plug-in Free’ viewer also supports the Flash plug-in and ActiveX viewer, the latter allowing for MPEG-4 and H.264 video streams. 18. The SNT-EP154 shall support ActiveX viewer which allows the camera images via encoder to be viewed in Internet Explorer, allows for recording of video directly to the PC’s hard drive. 19. The SNT-EP154 shall be capable of generating HTML code for the video image, allowing for easy web page integration. 20. The SNT-EP154 shall support Windows Desktop Gadgets and shall allow for the ActiveX viewer to be modified. 21. The SNT-EP154 web browser shall support the following languages: English, Japanese, Simplified Chinese, Traditional Chinese, Korean, Portuguese, French, Spanish German and Italian. 22. The SNT-EP154 shall be capable of supporting up to 10 users simultaneously over the network. 23. The SNT-EP154 shall have up to 4 user level settings. The administrator shall have complete access/control of the cameras via the encoder. The other 3 levels of access can be set to limit user privileges to functions such as viewing, changing image size, etc. Access to functions shall be determined as shown in the following table:
24. The SNT-EP154 shall have the capability to stream JPEG, MPEG-4 and H.264 video in TCP protocol or MPEG-4 and H.264 in UDP (unicast/multicast) protocol.

25. The SNT-EP154 shall have an Adaptive Rate Control (ARC) function when using MPEG-4 and H.264 compression. This function when enabled, shall allow the encoder to maintain the frame rate at a reduced image quality when network congestion occurs. Should network bandwidth become further restricted, the frame rate shall then drop automatically to a suitable speed to maintain image integrity. 26. The SNT-EP154 shall incorporate built-in motion detection and object detection capabilities. 27. To alleviate false triggers, the SNT-EP154 motion detection shall compare the current image with prior 15 frames within the encoder. 28. The SNT-EP154 shall support the following network protocols: IPv4, IPv6, TCP, UDP, ARP, ICMP, IGMP, HTTP, HTTPS, FTP (client/server), SSL, SMTP, DHCP, DNS, NTP, RTP/RTCP, RTSP (IPv4 only), and SNMP (v1, v2c, v3). Network security shall be via password (basic authentication) and IP filtering. 29. The SNT-EP154 shall support National Transportation Communications for ITS (NTCIP) protocol. 30. The SNT-EP154 shall support RTSP protocol based upon RFC 2326 and shall support the following options: DESCRIBE, SETUP, PLAY, TEARDOWN, and GET_PARAMETER. 31. The SNT-EP154 shall be capable of deterring brute force attacks. The encoder shall recognize a brute force attack and refuse HTTP requests from an attacker's IP address for a preconfigured number of seconds. The encoder shall determine that a brute force attack occurred when a client authentication error occurs 5 consecutive times. 32. The SNT-EP154 shall support QoS technology using DSCP (Differentiated Services Code Point). 33. The SNT-EP154 shall support HTTPS client authentication. 34. The SNT-EP154 shall support IEEE 802.1X. 35. The SNT-EP154 shall be compliant with the ONVIF Profile S (Open Network Video Interface Forum Profile S) conformance.

37. The SNT-EP154 shall have a Video Loss Detection function, which notifies the user of video loss, using an overlay. 38. The SNT-EP154 shall be capable of dynamic IP address change notification. It shall accomplish this via an email to a specified address or by HTTP when its IP address changes. 39. The SNT-EP154 shall have an email (SMTP) notification capability which allows the following: i. Sending an email to pre-specified users when an alarm is triggered by the motion detection. A JPEG image, which is linked with the alarm trigger, can be attached to the email. ii. Periodically capturing a JPEG image and sending it via email. iii. Sending an email alert to pre-specified users when video loss occurs, a built-in fan malfunctions, and/or a back-up power supply unit is operated due to a failure of main power supply. 40. The SNT-EP154 shall have privacy zone masking which blocks out unwanted or prohibited area within the video image to protect privacy. Mask colors shall be Black, White, Gray, Red, Green, Blue, Cyan, Yellow, and Magenta. The encoder shall be capable of masking up to 8 areas per channel in single color. Such capability shall be via vendor supplied SNC toolbox utility software or the browser-based setup menu. 41. The SNC toolbox software includes the IP Setup (including group camera management) program, Firmware Upgrade Tool, Privacy Masking Tool, Custom Homepage Installer, and Group Camera Setting Scheduler. The SNC toolbox shall be supplied with the encoder as a standard accessory in the CD-ROM. 42. The SNT-EP154 shall have the capability to display a wide variety of overlays in any of 7 positions on the video image (4 corners, top, bottom, or center of the image) per channel. The following overlays shall be possible: - Camera ID of up to 20 alphanumeric characters or a logo in gif format - Date/Time data with selectable formats such as yyyy mm dd hh:mm:ss, mm dd yyyy hh:mm:ss, and dd mm yyyy hh:mm:ss - Actual frame rate (fps) and bit rate (bps) - Event -- motion detection - Character string The following display styles shall be available: outline and transparent, white half-transparent, black half-transparent, white, and black backgrounds.

The following font colors are available: Black, Blue, Red, Magenta, Green, Cyan, Yellow and White. The following number of characters can be superimposed: - Up to 42 small-font characters on any of the 4 corners - Up to 86 small-font characters on the following 3 positions: top, bottom, and center. These overlays have precedence over the 4 corners. - Up to 21 large-font characters on any of the 4 corners - Up to 43 large-font characters on the following 3 positions: top, bottom, and center. These overlays have precedence over the 4 corners. All of overlays except the Date/Time data can be set to blink. 43. The SNT-EP154 shall have 4 independent and consecutive MAC address and each channel can be assigned an independent IP address. 44. The SNT-EP154 shall support IP Filtering, whereby access to the camera can be restricted to one or more groups of selected users. Up to 10 different groups can be established by defining an IP address range for each group. 45. The SNT-EP154 shall be capable of limiting the bandwidth from 64 kbps to 8 Mbps in MPEG-4 or H.264, and from 0.5 Mbps to an unlimited bandwidth in JPEG, for each input. 46. The SNT-EP154 shall have an internal image memory size of approx. 8 MB for buffering JPEG/MPEG-4/H.264 images. 47. The SNT-EP154 shall be capable of pre- and post-alarm buffering. 48. The pre-/post-alarm recording capabilities using an ‘Image memory’ function shall be as follows: i. Capable of storing several seconds of pre-alarm and postalarm images when an alarm is triggered by the motion detection. ii. Capable of recording image files on the approx. 8 MB of built-in memory or transferring the files to an FTP server. iii. Record in the codec format selected for monitoring. iv. Have a maximum duration for pre- and post-alarm recording that shall be dependent on the bit rate setting (for MPEG-4/ H.264) or the picture quality and frame rate setting (for JPEG) as shown in the following tables:

49. The SNT-EP154 shall support IEEE-802.1X authentication, and shall: i. comply with the IEEE-802.1X standards, ii. be capable of being integrated into an IEEE-802.1X network to achieve high network security, iii. support EAP-TLS mode to use a key pair from a Certificate Authority (CA), iv. support EAP-MD5 mode, v. support PEAP mode. 50. Upon CGI command request, system log shall be recorded on a built-in memory (non volatile memory). B. VIDEO-ELECTRICAL SPECIFICATIONS: 1. The SNT-EP154 input power shall be a power voltage of DC 12 V via rack station. 2. The SNT-EP154 shall have 4 composite video inputs, each channel having an ON/OFF dipswitch for termination.

3. The video inputs shall be analog composite, 75 Ohms, unbalanced, sync negative via BNC type connector. 4. Power consumption for the SNT-EP154 shall be 12 W maximum. C. MECHANICAL SPECIFICATIONS: 1. The SNT-EP154 shall have 4 video inputs. The interface shall be via BNC type connectors. 2. The SNT-EP154 shall have an RJ-45 socket on the rear of the unit. 3. The SNT-EP154 shall operate on DC 12 V power via rack station. 4. The SNT-EP154 dimensions shall be approximately 3 1/8 (W) x 1 3/8 (H) x 15 1/8 (D) inches, 78 (W) x 34 (H) x 382 (D) mm (without projecting parts). 5. The SNT-EP154 shall weigh approximately 14 oz (0.4 kg). 6. The SNT-EP154 shall be blade-type encoder. D. ENVIRONMENTAL SPECIFICATIONS: 1. The SNT-EP154 operating temperature shall be within the range of +32 ˚ F to +113 ˚ F (0 ˚ C to +45 ˚ C). 2. The SNT-EP154 storage temperature shall be within the range of -4 ˚ F to +140 ˚ F (-20 ˚ C to +60 ˚ C). 3. The SNT-EP154 operating humidity shall be within the range of 20 % to 80 % (non-condensing). 4. The SNT-EP154 storage humidity shall be within the range of 20 % to 80 % (non-condensing). E.
