Please note none of the questions or answers contained in the attachment should be viewed as a change, modification, or revision to the subject IFB requirements. Contractor’s Responsibilities, Item #27 notes that the contractor will only be paid for hours worked inside the tunnels and will only be paid for standby time for situations where the contractor is not permitted to enter the tunnel for the entire night to perform tunnel washing work and Track Allocation has been approved. 1 2 2/14/17 2/14/17 IFB No. OP28589-2 If a crew goes to the tunnel at 9pm, then is forced by Metro to wait until 1am until being allowed access to wash, and then is only able to pressure wash for 90 minutes, the awarded contractor will only be paid for the 90 minutes of washing time? According to the IFB, it appears to me that the contractor will NOT be allowed to bill for ANY stand-by time, even though the crew waited for 4 hours (through no fault of the contractor) before being allowed to wash. Do I understand this correctly? What DIR prevailing wage rate (classification) does Metro believe this work falls into? Different contractors may view this work For reference, below is a table of the working hours from the previous tunnel washing contract which was performed between March 2013-January 2015. Safety Requirements, note #4: “Contractor shall submit to Metro’s Corporate Safety, for review and approval, prior to the commencement of the contract, a listing of safety data sheets (SDS) of all cleaning agents and fuels, used or present on Metro property. Contractor shall have 30 days from the issuance of the Notice to Proceed (NTP) to deliver and setup the pressure washing equipment to the Division 20 yard. With that stated, the prime contractor is free to establish lines and limits of insurance coverage that they believe addresses the risk exposures for the services each sub will perform. We were not shown the water source for the job. Can you please describe the water source that we’ll be using to fill our tanks nightly. Is it just a hose or is it a high pressure connection that will allow us to fill our tanks quickly? Is there any water source in the tunnels or do we have to return to the main source to refill our tank? Answer Estimated Award date is August 1, 2017. The water source to fill in the tanks will be a standard hose bib connection in the Division 20 yard. There is not a high pressure connection available to fill the tanks. Within the tunnels there are typically domestic water hose bib connections on either end of each station platform. Contractor may utilize these connections if the Track Allocation permits travel to the nearest station platform.
