ISO/TC 23/WG 17 TRACTORS AND MACHINERY FOR AGRICULTURE AND FORESTRY MANUALLY PORTABLE FOREST MACHINERY ISO/TC 23/SC 17 N 958REV Page 1 (60) July 2009 Secretariat: SIS, Sweden Report from the 29th meeting of ISO/TC 23/WG 17, Manually portable forest machinery in Beijing, China, 2009-05-11 – 14 These minutes have been approved with the correction of Annex A concerning the Chinese delegation and observers. We have also added a comment to the decision in the first bullet in 13.2 addressing the length of the tool for replacement of metal cutting means. This additional statement is for information. 1 Opening of the meeting The chairman opened the meeting by thanking Ms Hu Zhangcuio from the State Forestry Administration P.R. China, for her warm welcome to the delegates and her wishes for the success for the meeting. 2 Roll call of delegates The roll was called and the delegates introduced themselves, see annex A. The roll call showed that the following 9 out of 15 P-members were represented: Australia, China, Finland, Germany, Italy, Japan, Sweden, UK and USA. 3 Adoption of the agenda The revised agenda in document ISO/TC 23/SC 17 N 944 Rev, was approved. 4 Appointment of the drafting committee Mr Ken Goodman, UK, was elected, together with the secretary, to undertake the task of the resolution drafting committee. It was agreed to prepare the resolutions in English only. 5 Report of the Secretariat The secretariat's report in document ISO/TC 23/SC 17 N 947, was reviewed. It was noted that we have a vacancy for the convenor of WG 1 and that should be discussed under agenda item 10. The secretary pointed out that the following SC 17 standard recently had been issued for systematic review by 2009-09-15: • 6 ISO 7113:1999, Portable hand-held forestry machines – Cutting attachments for brush cutters – Singlepiece metal blades. Report of CEN activities within CEN/TC 144 of interest for SC 17 The report in document ISO/TC 23/SC 17 N 913 was reviewed. It was noted that the final drafts for Annex ZA and Annex ZB had been approved and published. In fact new versions of the complete standards had been published with the new Annexes incorporated. That means that the EN standards have a new year of publication such as EN ISO 11806:2008 which supersedes EN ISO 11806:1997 and contains ISO 11806:1997, a new front page plus the new Annexes ZA and ZB from 2008. 7 ISO 9518, Portable chain-saws – Kickback test (follow up on resolution 344) ISO/TC 23/WG 17 TRACTORS AND MACHINERY FOR AGRICULTURE AND FORESTRY MANUALLY PORTABLE FOREST MACHINERY ISO/TC 23/SC 17 N 958REV Page 2 (60) July 2009 Secretariat: SIS, Sweden ISO 9518 had been up for systematic review 2008 and the result had been summarized in document ISO/TC 23/SC 17 N 934. The result showed that Finland, Sweden and USA had voted for a revision to be based on the work going on in OPEI with the revision of ANSI B175.1. It was noted that resolution 344 had not been fully implemented as no progress report and information of the survey had been provided. At the last SC 17 meeting in 2007 we were however informed that: • Included within the documentation package will be: ⎯ a documentation package with critical assembly and part drawings, principles of operation manual with bills of materials and a hardware list; ⎯ Compact disk with the Kickback Machine computer program for calculating results. • the documentation package will become available from OPEI for purchase on July 1, 2009 for a fee of 5000 USD; • Also some further issues are under review in the OPEI group such as: ⎯ material specification for the fibre board used for the bar tip contact in the test; ⎯ quality assurance of new kickback machines by comparison testing; ⎯ new Round Robin tests to update references for new chain-saw designs and review of reproducibility. ⎯ testing of replacement saw chains using a generic electric chain-saw. • It had been agreed that ISO 9518 needed to be updated concerning the reference to the drawing package as well as the computer program but also for other parts of ISO 9518, including the figures and possible additions. • It was also pointed out that the test institute TUF planned a RR test for ISO 9518, but that this programme has been delayed waiting the discussion at this meeting and the possibility to run a test together with SC 17. The issue was discussed concerning the status for a revision of the standard and the possibility for a RR test involving existing test rigs and a generic electric saw and the following was noted that: • the fibreboard must be better specified with the intention that they should be delivered from the same source in future; • there is a need to establish a list of all kick-back machines available; • there is a need to get a summary report also on what other modifications are needed for ISO 9518; • the testing of replacement saw chains with a generic saw could be a matter of a future NWI and that a draft is to be received from OPEI when they have confirmed the revision of the ANSI standard on this part; • a RR test shall be organized when the above points have been clarified and Ulf Diehl and Matthew Wilson was appointed to provide the needed information as well as organizing the test programme. It was expected that all needed information would be available so an invitation to the RR test could be circulated in the autumn of 2009. Resolution 366 refers 8 Portable chain-saws – Chain lubrication oils (follow up on resolution 345) A new work item proposal for a technical report had been circulated in document ISO/TC 23/SC 17 N 888 and the voting result had been presented in document N 909. The situation was reviewed based on the result that the project had been approved by 8 countries, but was not approved since it had been actively supported by only four countries. The comment from ISO/TC 28/SC 4 was also noted. The issue was discussed and the following was noted: • the Brugger test is an extreme pressure test and primarily used for gear oils and not fully suitable for saw chain lubricants; • a test method according to the SMP method (wear test) is necessary; ISO/TC 23/WG 17 TRACTORS AND MACHINERY FOR AGRICULTURE AND FORESTRY MANUALLY PORTABLE FOREST MACHINERY ISO/TC 23/SC 17 N 958REV Page 3 (60) July 2009 Secretariat: SIS, Sweden • there is a need also to specify requirements and testing of ecological oils. Based on the received comments from TC 28/SC 4 as well as the meeting discussion, it was agreed to ask Sweden to prepare a draft for testing oil lubricity between saw chain and guide bar. It was further agreed to ask Germany to prepare a draft for testing of ecological oils. Resolution 367 refers 9 ISO 6533, Portable chainsaws front hand guard — Dimensions and clearance (follow up on resolution 346) A CD 6533 had been circulated for review in the autumn 2007 as document ISO/TC 23/SC 17 N 851 and the voting result had been presented in doc N 872Rev. Based on the discussion of the received comments, it was at the last meeting agreed to cancel the item waiting for further documentation for a future revision of the standard as well as a modification of ISO 7914. Resolution 346 reads: " ISO/TC 23/SC 17 "Manually portable forest machinery" agreed, despite the voting results, that this item needed more research concerning the definition of X0 before a revision of the standard could be agreed, and decided to cancel the work item. ISO/TC 23/SC 17 also decided to set up an ad-hoc group to establish a simplified definition of X0 to be applicable regardless of machine design. Mr Dan Ericsson, Sweden, was appointed convenor. Other group members were agreed to be Mr Walter Stindt and Mr Holger Lochman from Germany. A report is expected in time for discussion at next SC 17 meeting." The issue was discussed based on a report presented at the meeting by the project leader and the following was noted that: • there is a mistake in Figure 2 concerning dimension H1; Correct dimension is shown in Figure 4. • the force to be applied shall be clarified to be the force on the guard (to take into account any influence from the weight of the gauge); • the location of X0 must be clarified since it is shown differently on different figures; • the orientation of the gauge for determining of X0 shall be clarified to be held in a plane perpendicular to the guide bar centre plane; • in cases, where there is no contact between the gauge, the housing and front handle to the right hand side, the X0 shall be determined as the point, where the gauge hits the sightline parallel to the guide bar centreline at the right hand inner surface; • the draft in document N 851 should be used as basic document, when preparing a draft for a modified standard; • the draft in N 851 was reviewed based on comments in N 872Rev and further changes were agreed as specified in Annex C; • an ad-hoc group was set up with Mr Ericsson (reporter), Mr Diehl, Mr Ruppert and Mr Stindt to review the draft to indicate further need for modifications; • the ad-hoc group reported back to the meeting and the draft was reviewed and modified as presented in Annex B. It was agreed that a draft for revision of ISO 6533 shall be prepared based on the meeting discussion for circulation as a NWI for reinstatement of the cancelled work item and as a CD for approval to become a DIS. Resolution 368 refers ISO/TC 23/WG 17 TRACTORS AND MACHINERY FOR AGRICULTURE AND FORESTRY MANUALLY PORTABLE FOREST MACHINERY ISO/TC 23/SC 17 N 958REV Page 4 (60) July 2009 Secretariat: SIS, Sweden 10 WG 1, Terminology and symbols (follow up on resolution 351) The purpose was to make a follow up on resolution 351 and to elect a new Convenor for WG 1. Resolution 351 reads: " ISO/TC 23/SC 17 "Manually portable forest machinery" noted the lack of progress on resolution 334 from the meeting 2006 and agreed to cancel it. Future activities on safety signs shall be based on ISO 17080, Manually portable agricultural and forestry machines and powered lawn and garden equipment — Design principles for single-panel product safety labels and ISO 11684, Tractors, machinery for agriculture and forestry, powered lawn and garden equipment - Safety signs and hazard pictorials - General principles and also by implementing ISO 9186, Graphical symbols — Test methods for judged comprehensibility and for comprehension." The secretary informed about the ongoing discussion on the subject of safety signs between ISO/CS and ISO/TC145. The situation has been found to be quite complex and it has been noted that on one side, we all should seek to use standard symbols approved by TC 145; but, on the other side, the existence of ISO 11684:1995 allows the use of other, specific signs in agricultural machinery. The secretary of ISO/TC 145/SC 2 has responded that ISO/TC 145/SC 2 has elaborated: • • • ISO 3864-1:2002-05, Graphical symbols - Safety colours and safety signs - Part 1: Design principles for safety signs in workplaces and public areas ISO 3864-2:2004-10, Graphical symbols - Safety colours and safety signs - Part 2: Design principles for product safety labels ISO 3864-3:2006-04, Graphical symbols - Safety colours and safety signs - Part 3: Design criteria for graphical symbols for use in safety signs establishing basic principles for safety signs and its graphical symbols. Since ISO/TC 23/SC 14 has been a liaison committee of ISO/TC 145/SC 2 for some time, ISO/TC 23/SC 14 is not only aware of these basic standards, but it has had the possibility to join the work and to comment on the drafts. For some time, the ISO 3864 series has been listed by ISO/CS as basic reference works under "Normative References". Harmonized and consistent safety signs are not only a matter of meeting the basic principles of ISO 3864 and, of course, not a matter of pleasing ISO/TC 145/SC 2, it is much more a means of ensuring people's health and safety. Furthermore, the secretary of ISO/TC 145/SC 2 proposes to revise ISO 11684:1995 (next review should be in 2010). Many of the issues in ISO 11684 are now dealt with in the ISO 3864 series. Moreover, it is proposed to consider the use of ISO 7010 safety signs (another standard listed as basic reference works under "Normative References"). Safety signs not yet covered by ISO 7010 should at least follow the design criteria and consideration should be given to officially submit these safety signs (using the Application Form) to ISO/TC 145/SC 2 for harmonization and standardization in ISO 7010. It has also been pointed out that since ISO 3864-1 is currently being revised and ISO 3864-3 is under systematic review this year, we as a sub-committee has the chance, through ISO/TC 23/SC 14, to make constructive comments, if SC 17 is of the opinion that the design principles in ISO 3864 are inadequate for our purposes. The TC 145/SC 2 secretary had also stated that the interesting and challenging thing is that, so far, whenever product committees have standardized principles / safety signs conflicting with ISO 3864 and ISO/TC 145/SC 2 has communicated this conflict (after having been made aware of the product committee's draft by ISO/CS or after having learned about the draft just by chance), we have never got back an answer saying "ISO 3864 is not ISO/TC 23/WG 17 TRACTORS AND MACHINERY FOR AGRICULTURE AND FORESTRY MANUALLY PORTABLE FOREST MACHINERY ISO/TC 23/SC 17 N 958REV Page 5 (60) July 2009 Secretariat: SIS, Sweden workable/usable", but it often turned out that the product committee was not aware of ISO/TC 145/SC 2 and its standards (despite Annex SQ or the ISO brochure "ISO committees on horizontal subjects), or did not wish to make any changes because "this is already standardized in …" or "this is already used in our industry". The promising thing is that more and more committees contact ISO/TC 145/SC 2 at an early stage, which enables discussion, harmonization and good solutions. Based on this statement from SC 2, ISO/CS recommends, in the projects under development, to make normative reference to ISO 11684:1995, but without showing the signs. Proceeding in this way would allow consistency without further delays. Ideally, however, this would need to be taken as a temporary solution waiting for the revision of ISO 11684:1995. It was assumed that the situation above will be the same for our standard for single panel safety signs in ISO 17080 as for ISO 11684. The issue was discussed and the following was noted and agreed: • For the SC 17 work on symbols we have to handle it through SC 14; • There is a need to keep the concept of single panel safety signs; • ISO/TC 145/SC 2 opinion on ISO 17080 shall be asked for • New symbols shall be dealt with together with ISO/TC 23/SC 14, which then coordinate with ISO/TC 145/SC 2; • New symbols for a specific machine shall be dealt with as addition to ISO 17080. • Reference shall be made to ISO 17080 instead of reproducing symbols in an informative Annex in the safety standards. The secretary then informed on the development of an ISO concept database, where the intention is to store the following types of items: - Terms and definitions - Graphical symbols - Product properties - Reference data (codes, datasheets, reference values applied in tests, signals etc.) The Concept database will be fully integrated into the existing IT infrastructure of ISO (such as the Global Directory, the balloting systems, notifications services, user interface modules etc.) and also builds on developments, which have already been undertaken for ISO members. It is planned to release the first version of the Concept database with the terms and definitions contained in ISO standards and other content during the second/third quarter 2009, including functions to maintain the content of the standards in this new platform in accordance with the new procedure defined in Annex ST of the ISO Supplement to the ISO/IEC Directives. The issue was discussed and it was noted that there are foreseeable advantages with the new database system and that there is a need to study the use of it more closely to determine how it would affect our work with different standards. WG 1 was requested to study this and propose the route to be followed for review and discussion at the next SC 17 meeting. That should also include the need for new symbols, such as chain brake activation, electrical starter and throttle lock for starting. Concerning the convenor for WG 1 Mr James Dewar was unanimously elected as replacement to Mr Mike Bounds, USA. Mr Mike Bounds was thanked for his involvement and the excellent work done for SC 17. Resolution 369 refers ISO/TC 23/WG 17 TRACTORS AND MACHINERY FOR AGRICULTURE AND FORESTRY MANUALLY PORTABLE FOREST MACHINERY ISO/TC 23/SC 17 N 958REV Page 6 (60) July 2009 Secretariat: SIS, Sweden 11 WG 2, Noise – Convener: Holger Lochmann WG 2 did not meet this week. In the absence of the Convenor the SC 17 secretary summarized the stage for revision of ISO 22868. WG 2 has had two meetings, 2008-03-12 and 2008-12-15, since last the SC 17 meeting (see brief minutes in documents ISO/TC 23/SC 17 N 896 and N 931). This has resulted in a draft for revision of ISO 22868, which has been sent to ISO/CS for the enquiry as DIS, see draft in doc. N 943. DIS 22868 will now be circulated for review and parallel voting with CEN by 2009-10-14. DIS 22868 was generally discussed and the following points were noted: • for limitation of K2A to 2 dB reference were made to ISO 3744; • the use of the term "equivalent sound power" could be misleading and that the terms "A-weighted emission sound pressure" and "A-weighted sound power" shall be used in the safety standards as well as in clause 9 of ISO 22868; • inclusion of measurements at idling mode for the calculation of sound power was questioned. SC 17 was also informed that Mr Holger Lochmann no longer could participate in SC 17 and therefore has to resign as convenor of WG 2. Mr Ulf Diehl was unanimously elected as replacement to Mr Lochmann. Mr Lochmann was thanked for his involvement and the excellent work done for SC 17. Resolution 376 refers 12 Report from WG 3, Vibrations – Convener: Dan Ericsson 12.1 WG 3-meetings 2008-03-12 and 2008-12-15 WG 3 has also had two meetings, 2008-03-12 and 2008-12-15, since the last SC 17 meeting (see brief minutes in documents ISO/TC 23/SC 17 N 896 and N 931). This has resulted in a draft for revision of ISO 22867, which then was circulated as a second CD. One item still to agree on is the content of the informative Annex concerning the round robin results presented in doc N 946. The result of the RR was reviewed and it was noted that there in several cases was one outlier and that this needs investigation. In the review of the RR results it was noted that there are a number of different sources causing the deviation in the results, such as the operator, gripping forces, location and attachment of accelerometer, and engine speed. It was agreed to present the result in the draft for ISO 22867 in the way it had been done for noise in the draft for DIS 22868 (Annex G in N 943). 12.2 ISO 22867, Forestry machinery — Vibration test code for portable hand-held machines with internal combustion engine — Measurement of vibration at the handles A second CD 22867.2 had been circulated for review by 2009-04-15 in document ISO/TC 23/SC 17 N 942. Voting result and received comments had been summarized in doc N 955.and was discussed by WG 3. The proposed modification of the draft was reviewed and approved and the following was noted: • The number of operators required for the test was kept to one for practical reasons, as the number of operators only has a limited influence (indicated in earlier tests) on the measured values as compared with a number of other sources of influence, such as the operator him/herself, gripping forces, engine speed and accelerometer position and fixing. • One source for differences in measured values on chain saw at full load is the test timber used. The difficulties in a more precise description for world wide implementation were recognized. However, the possibility for a better specification was agreed to be further investigated and Jim Dewar (reporter) and ISO/TC 23/WG 17 TRACTORS AND MACHINERY FOR AGRICULTURE AND FORESTRY MANUALLY PORTABLE FOREST MACHINERY ISO/TC 23/SC 17 N 958REV Page 7 (60) July 2009 Secretariat: SIS, Sweden • Andy Cusack was asked to study the problem and be back with a proposal in time for the review of the voting result of next version of the draft. The comments in document N 955 were discussed and actions agreed, see Annex D. It was agreed that the draft modified as agreed at the meeting shall be circulated for enquiry as a DIS. Resolution 370 refers 13 Report from WG 4, Chain saw safety – Convener: Fabio Ricci WG 4 has also had two meetings, 2008-06-10 - 12 and 2008-12-16 - 17, since the last SC 17 meeting (see brief minutes in documents ISO/TC 23/SC 17 N 912 and N 932). This have resulted in a number of drafts for revision of our safety standards, which then have been circulated as second CD:s. The voting results and received comments for these drafts have been reviewed by WG 4 during this week, see reports below. An updated comparison of IEC 60745-2-13 with ISO 11681-1 had also been done by Mr Ken Goodman, see document ISO/TC 23/SC 17 N 948. Also this document had been reviewed by WG 4, when discussing the draft for ISO 11681-1. It was noted that no new accident data had been received since last meeting. SC 17 agreed to ask WG 4 experts to summarize the situation in respective countries and send to the SC 17 secretariat updated accident data involving hand-held forestry machines. 13.1 Review of ISO 11681-serie, Safety requirements for chain –saws, Part 1: Forest saws and Part 2: Tree service saws This work was first registered as preparing of Amendments to ISO 11681-1 and -2. Based on WG 4 recommendation to change this to a revision of the standards the draft resolution 365 was presented for approval in document ISO/TC 23/SC 17 N 956. It was noted that the resolution had been approved. ISO/CS had been asked to make the necessary modification in the work programme and since these items are dealt with under Vienna agreement also CEN/TC 144 had been informed for their action. CD 11681-1 had been circulated for review by 2009-04-15 in document ISO/TC 23/SC 17 N 936. Voting result and received comments had been summarized in doc N 949. The proposed modification of the draft was reviewed and approved and the following was noted: • 4.3.2.1 was reviewed based on a proposal for modified text and Figure 2 presented by Dan Ericsson at the meeting. The proposal was accepted with the modification that the starting point for the 100 mm dimension should be defined by the front edge of a 30 mm diameter cylinder applied in contact with the front of the throttle trigger and the housing. It shall further be clarified that the guard must extend forward to the saw body. • In the discussion of handle dimensions it was pointed out that one preferred method for starting is with the saw on the ground stabilizing it with the foot in the rear handle. The saw design however does not always have the space for the modern safety boots. This needs to be reviewed for possible modification of ISO 7914. • 4.12.3.1 was modified based on comments in doc N 949 and proposal presented at the meeting to modify the max release force to 25 N applied in the direction of the throttle trigger movement, 10 mm in from the rear edge of the throttle trigger. • 4.12.3.1 was further modified to define the "gripping area" to be the area which extends between 25 mm in front and 75 mm behind the rear part of the throttle trigger • 4.18 was discussed based on proposal to add a drop test as developed in USA for the revision of the ANSI standard B175.1. The saw will be dropped onto a concrete floor from the height of 775 mm. It was ISO/TC 23/WG 17 TRACTORS AND MACHINERY FOR AGRICULTURE AND FORESTRY MANUALLY PORTABLE FOREST MACHINERY ISO/TC 23/SC 17 N 958REV Page 8 (60) July 2009 Secretariat: SIS, Sweden • • • • • • agreed to do the test at both -25°C and +40°C. The requirement is that there shall be no leakage from the fuel or oil system after the test. 5.1.3 d) it was agreed to add a new indent addressing the need for information concerning procedure to follow in case of blockages. This statement should be added in all drafts. 5.1.3 e) second indent was discussed for possible identification of the spare parts affecting health and safety. It was agreed not to specify these parts. 5.2 second indent was modified by deleting "by the symbol "chain-saw"" and instead the following statement was added: " The designation of the machinery can be achieved by a combination of letters and/or numbers." 5.2 fourth indent concerning "designation of series and types" was also linked to the second indent by the following additional statement: "The designation of the series or type is to allow the technical identification of the product and this can be achieved by a combination of letters and/or numbers and can be combined with the designation of the machinery." 5.2, indents 6, 7 and 8 were corrected to read: - identification and method of operation of the controls, preferably according to ISO 3767-5, for engine stopping device, manual oiler control, choke control, primer and heated handle switch (if provided); - identification of carburettor and oil adjustments; - identification of fuel and oil tank openings and/or caps. For actions on received comments in document N 949, see Annex E. It was agreed that the draft modified as agreed at the meeting shall be circulated for enquiry as a DIS. A CD 11681-2 had been circulated for review by 2009-04-15 in document ISO/TC 23/SC 17 N 937. Voting result and received comments had been summarized in doc N 950. The proposed modification of the draft was reviewed and approved and the following was noted: • The draft shall be aligned with the modifications agreed for ISO 11681-1. • For actions on received comments in document N 950, see Annex F. It was agreed that the draft modified as agreed at the meeting shall be circulated for enquiry as a DIS. Resolution 371 refers The durability requirements for labels were discussed based on a report presented at the meeting, see Annex K. The report was modified and shall be circulated for review and comments to be sent to SC 17 secretariat not later than 2009-07-01. The SC 17 secretary was asked to prepare the text, based on the comments to be received, to be included not only in the draft for ISO 11681-1, but also in the drafts for ISO 11608 and ISO 11860. Resolution 374 refers 13.2 Review of ISO 11806, safety standard for brush cutters and grass trimmers, and ISO 14865, for brush-cutters and grass-trimmers with backpack mounted combustion engine power source A CD 11806-1 had been circulated for review by 2009-04-15 in document ISO/TC 23/SC 17 N 938. Voting result and received comments had been summarized in doc N 951. The proposed modification of the draft was reviewed and approved and the following was noted: • 4.1.1 the statement about special tools had been deleted and it was agreed to instead include the following statement: "The tool to replace the metal cutting attachment shall have a handle length of minimum the diameter of the cutting attachment and shall be supplied with the machine." The following comment was received from Ulf Diehl: As this was not a comment which was listed in the comments sheet, but rather came up at the meeting, we couldn't check that before the meeting. I must admit I somehow missed the result of those discussions too. Anyway, that requirement ISO/TC 23/WG 17 TRACTORS AND MACHINERY FOR AGRICULTURE AND FORESTRY MANUALLY PORTABLE FOREST MACHINERY ISO/TC 23/SC 17 N 958REV Page 9 (60) July 2009 Secretariat: SIS, Sweden would not only force us to make new tools to be supplied with the machine, but also, if I consider our biggest metal blade having a diameter of 350 mm (and some of you might even have bigger blades), these new tools would be unreasonably long! With such a lever the user can almost crack the gearbox! (at least apply a much too high torque to the fastening). I would therefore strongly propose to go back to the old requirement or reword this. A pin to block the gearbox might be a "special tool", but the wrench to fasten the cutting attachment should be designed in a way the manufacturer estimates it to be reasonable. The point in avoiding contact with the edges of the blade can also be met with a sufficient axial distance to the blade. Please check that with your machines, attachments and tools. These dimensions and clearances ensure the necessary safety provided by the hand-guard, which serves as both a shield between the operator’s hand and the saw chain and as an actuator for manually operated chain brakes. For chain-saws with wraparound handles, this International Standard is not applicable to the portion of the front handle to the right (when viewed from the rear) of the center top brace. 2 Normative reference The following referenced documents are indispensable for the application of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies. ISO 6531, Machinery for forestry — Portable hand-held chain-saws — Vocabulary 3 Terms and definitions For the purposes of this International Standard, the terms and definitions given in ISO 6531 apply. 4 General The dimensions of the front hand-guard and the clearances shall be in relation to the intended position of the left hand on the front handle during vertical cutting (bucking), determined using defined gauges (see clause 5). Unless otherwise specified, the following is applicable when determining the dimensions and clearances: a) the chain-saw shall be kept in the upright position; b) total forces applied to the gauges guards (force on gauge plus gauge gravity force in probing direction) shall not exceed be 10 N +0/-1; c) if the front hand-guard also activates the chain brake, the measurements shall be made 5 ⎯ with the chain brake in the non-activated position, and ⎯ with a maximum force of 10 N +1/-1applied at the top edge of the guard, at 45° in a forward and downward direction relative to the guidebar centreline and 50 mm to the left of the reference point X0 (see clause 6), when viewed from the rear, and projected on the top edge of the guard. See Figure 1, a) and b). When the machine is designed in such a way that a type A gauge of 100 mm length cannot be inserted between the handle and the housing, and Xo cannot be determined using such a gauge, the gauge length may be shortened (though no more than necessary). Using this modified gauge, Xo shall be determined according to all other requirements of 6.1. See Figure 1 c). In case no contact between the probe, the housing and the front handle can be achieved, then Xo shall be determined as the intersection point, transposed to the front handle along the line of sight, between the upper right edge of the gauge (L=100 mm) and a virtual surface that is created by a line of sight, parallel to the guide bar centre line, following the right inner surface contour of the front handle. 7 Front hand-guard dimensions 7.1 Front hand-guard width, W1 The front hand-guard width, W1, is the distance from X0, left, to the point at which the requirement for the front handguard height over the front handle, H1 (see 7.2), is not fulfilled. See paragraph 7.3.2 for requirements. 7.2 Front hand-guard height over front handle, H1 The measurement of the vertical height H1 shall be made in a plane parallel to the guide bar plane and perpendicular to the guide bar centreline (see Figure 3). See paragraph 7.3.1 for requirements. Any free play in the guide bar fixing shall be taken up by tightening the guide bar to the saw body in its uppermost position. 7.3 7.3.1 Requirements Front hand-guard height H1 (Figure 4->3) The height above top of front handle shall be at least 20mm. If necessary, the gauge may be applied from the front, in which case additional means could be necessary for holding the hand-guard fixed in position. 9 Clearances between hand-guard and front handle, R1 and R2 There shall be a clearance between any part of the front hand-guard and the front handle, starting from X0 to the left when viewed from behind, such that - a type A gauge can pass the clearance without coming into contact with the hand-guard (R1), and − a type B gauge cannot pass the clearance and any part of the gauge centreline will come lower than any part of the centreline of the front handle (R2).See Figure 6. If it can be shown that the vibration is not affected by operator characteristics, it is permissible to perform measurements with one operator only.” ISO/CD 22867 specifies use of one operator only. It is our opinion that this should be justified in the Introduction, with relevant references listed in the Bibliography. The UK concern arises from the results of the Round Robin tests as presented in ISO/TC23/SC17 N946, where inter-laboratory differences appear to vary by as much as 2 : 1. Operator characteristics are but one of the possible reasons for this range, which is unacceptably large for practical purposes. It would be helpful if N946 included independent information about other possible reasons, such as might lead to guidance in the test code that would reduce the variation.
