BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the creation of the Cross Lateral Team providing that any additional compensation be in compliance with Washtenaw County policy, Section 2, Article III, Pay Rates in Promotion, Demotion, Reclassification and Transfer policy. BE IT FURTHER RESOLVED, that the Board of Commissioners hereby adopts the new job descriptions as attached hereto and made a part here of: Washtenaw County JOB DESCRIPTION Job Code: 2954 Authorization: 12 Employee Group: 32 CLASS TITLE: DEPARTMENT: FLSA STATUS: SENIOR ACCOUNTING ANALYST I/II Various Exempt JOB SUMMARY: Under the supervision of a higher classified employee, performs professional level accounting work requiring a thorough knowledge of governmental accounting principles and practices including Governmental Accounting Standards Board (GASB) pronouncements. This is a progressive classification in which appointment may be made at either Level I or Level II. Level I requires formal education and direct experience in this professional field and involves complex accounting assignments. Employee may advance to Level II, or fully functional level, after gaining the required experience and demonstrating acceptable work proficiency. At Level II, employee is expected to independently perform varied complex accounting work for multiple departments or functional areas within the County in the areas outlined below. Typical Duties: - Assists in the development of accounting systems and procedures in accordance with departmental needs and standard governmental accounting practices. - Monitors the general ledger for a variety of County funds as assigned by supervisor, prepares needed journal entries to ensure accounts remain in balance and are ready for audit at year end. Reviews posting of payroll, payables, and receivables to the general ledger accounts for accuracy and propriety. - Reconciles general ledger account balances at month end and year end to assure agreement of account balances between County and departmental ledgers. - Prepares monthly, quarterly and annual financial reports. - Works daily on the County’s financial system in the general ledger area. Enters information (including journal entries) into the financial system. Accesses information from the payroll, payables and payroll modules. Runs financial reports directly off the financial system software or any applicable report writing software. - Maintains awareness of trends in financial system software and enhancements thereto, and recommends acquisition and implementation of software products necessary to meet County reporting needs and fulfill County fiscal requirements. SENIOR ACCOUNTING ANALYST I/II Page Two - Prepares detailed spreadsheets. Communicates and presents complex accounting issues to management and other staff in an understandable manner both orally and in written form. - Plays a major role in the preparation of the County’s comprehensive annual financial report. Prepares accrual entries where needed to adjust general ledger from cash basis to modified accrual basis to full accrual basis. May assist in the preparation of the County’s federal Single Audit. - Implements or assists in implementing new accounting standards issued by GASB. - Maintains liaison with other County accounting staff to coordinate transactions, activities, and procedures. LEVEL II – GRADE 31: Five (5) years of experience performing increasingly responsible professional level accounting work in a centralized finance setting of which at least two (2) years must be attained within this classification in the Finance Department. Five (5) years of technical experience reflecting state of the art knowledge of financial applications (including general ledger) in an ERP system. EXAMPLES OF DUTIES Essential Duties: o Coordinates and performs the work necessary for the operations of county Infrastructure Group IT and Facilities. As such, the Supervisor, based on the strategic and tactical business goals of the County, analyzes and implements strategies and plans that insure the required service levels are delivered in the most cost effective way possible. PHYSICAL DEMANDS Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone. EDUCATION Possession of a Bachelors degree or equivalent with major coursework in business or public administration, finance, accounting or a field related to the work. EXPERIENCE Five years of progressively responsible experience in contract preparation, administration and/or procurement. Two (2) years of experience in performing supervisory/managerial work with demonstrated job proficiency.
