RESPIRATORY GUIDELINES THE AUSTRALIAN AND NEW ZEALAND STANDARD 1715: 2009, SELECTION, USE AND MAINTENANCE OF RESPIRATORY PROTECTIVE EQUIPMENT (RPE), HAS GUIDELINES TO HELP WORKPLACES CHOOSE, USE, AND MAINTAIN RESPIRATORY PROTECTIVE EQUIPMENT (RPE) CORRECTLY.
Particulate filters
To comply with AS/NZS 1715 you need to have a programme in place that covers the following:
Class P1 Filter – mechanically generated dusts, such as sanding, grinding, mining, etc. Particulate filter efficiency 80%.

P2 Class P2 Filter – thermally and mechanically generated contaminants and metallic fumes, such as smelting or welding. Particulate filter efficiency 94%.
1. P ROGRAMME ADMINISTRATOR
WHEN SELECTING RPE IT IS IMPORTANT TO ENSURE THAT ONLY RPE COMPLYING TO AS/NZS 1716 BE USED. RPE needs to be worn whenever the person is exposed to excessive levels of contaminant. Factors for selection: • Contaminant • Task
• S pecial response HAZMAT incidents
P3 Class P3 Filter – high-efficiency filter when used with a full-face piece. Used when handling highly toxic dusts or powders, such as organophosphate insecticides and radionuclides. Particulate filter efficiency 99.95%. Particulate respirators filter finely divided solid or liquid particles from the air. The wearer’s normal breathing action draws contaminated air through a filter that traps contaminant particles on impact, allowing only filtered air through to the user. A range of particulate filters are available, depending on the characteristics of the contaminant.
Gas/vapour filters
Respiratory protection against gas or vapour contaminants make use of a filter that absorbs or reacts with the contaminant. They are classified according to the total capacity of the filter, NOT efficiency against a given contaminant, as follows:

AX – L ow boiling point solvents ( <65˚C). Because of the nature of low boiling point solvents, this filter is one-use only and must be discarded after using.

As part of the establishment of a Respiratory Protection Programme where RPE is required to be worn the appointment of a programme administrator is now mandatory. The Administrator is responsible for completing the requirements stipulated in the guidelines and should have the full support of management.

Combination filters
Where both particulates and gas/ vapour contaminants are present, P2 dual-purpose filters can be used. These are usually particulate filters or disposable respirators impregnated with an agent that reacts with vapours at low concentration and removes them. Alternatively, a particulate prefilter may be used with a vapour filter to remove both types of contaminants.
3. M EDICAL ASSESSMENT OF RPE USERS All staff that wear RPE should have an initial medical assessment prior to use. The assessment should include: PHYSIOLOGICAL CONSIDERATIONS There is a certain amount of effort required to breath through a negative pressure respirator. People with a history of cardiac or respiratory disorders should be medically assessed, especially where heavy work or prolonged wearing of RPE is needed. Other factors could be as simple as facial hair breaking the seal on a close fitting mask. PSYCHOLOGICAL CONSIDERATIONS Enclosed RPE like hoods, helmets or full face masks may give rise to feelings of claustrophobia, isolation and anxiety in some people.

TRAINING NEEDS TO BE PROVIDED BY A COMPETENT PERSON.
The respiratory programme is there to ensure that RPE is worn correctly, fits correctly and is used when and where required.
Records for a respiratory programme should include details of:
5. ISSUE OF RPE Where practicable RPE shall be issued for a wearers exclusive use. Records documenting the issue of mask and consumables (filters etc.), and maintenance of the mask need to be established. Filters need to be marked with the date of issue and users ID. Non-personal RPE must be cleaned prior to re-issue.
6 & 7. F ITTING AND TESTING OF RPE All RPE that requires a close fitting facepiece to operate, has to be properly fitted to the wearer. Regular users of RPE require an annual fit test in accordance with the standards.
9. M AINTENANCE OF RPE MAINTENANCE OF RPE NEEDS TO BE CARRIED OUT TO THE MANUFACTURERS INSTRUCTIONS. This includes: •C leaning and disinfection • Inspection that equipment is in working order • Repair and replacement of components (including replacement of filters) • S torage and disposal RPE that isn’t properly maintained and cleaned can give the wearer a false sense of security and put their health at risk.

11. PROGRAMME EVALUATION The respiratory protection programme needs to be audited at least annually with adjustments made as appropriate to reflect the evaluation results.

THERE ARE TWO TYPES OF FACIAL FIT TESTS – QUALITATIVE AND QUANTITATIVE. • Q ualitative tests are usually simple and fast but may be influenced by the wearer, and are subjective. • Q uantitative testing is not subjective but requires a trained operator. Full face respirators have to be tested with a quantitative test method to obtain the full protection factor.

The AS/NZS 1715 S2(2.6) requires a suitable fit test to be carried out for all users of respirator protection equipment (RPE) with a close fitting facepiece, at least once a year. A quantitative respirator fit test guarantees precise evidence and documentation of results for each individual employee – in compliance with the AS/NZS Standards.
